1 Introduction and scope of work Apple Environmental has been appointed to undertake an intrusive soil contamination investigation on land at Julian’s Barn, Laverstoke, Hampshire. This investigation has been conducted in support of a planning proposal to change the use of the existing barn occupying the site from its current agricultural storage use to residential use, involving internal and external alterations and adding a domestic curtilage. (Planning Ref.15/04082/GPDADW). This work was specifically requested by Basingstoke and Deane Borough Council due to agricultural activities occurring at the site along with the presence of an above ground fuel tank and evidence of burning on site. It is believed the building itself was partially constructed using asbestos containing materials. There was no request for an environmental desk study or preliminary risk assessment to be conducted for this site, only that these identified uses have given reason to believe there could be contamination present beneath and/or on the surface of the site such that this may present a potential risk to both future users and the surrounding environment. This intrusive investigation was therefore requested in order to assess the overall risk more fully.
The principal aims of this work therefore have been to devise and implement an appropriate strategy such that it has been possible to:
determine the nature of the sub-surface material on-site;
determine the presence of unacceptable ground contamination on site, its nature and extent;
assess the degree to which the site itself may be contributing to the contamination of environmental media off-site;
observe or presume contaminant-pathway-receptor relationships on site; and
assess the risk to future users of the site, as well as building structures and services.

This type of assessment therefore relies upon visual examination of the area and sub-surface material, as well as the laboratory analysis of material samples. As such, the specific objectives are:
to drill six exploratory boreholes at separate locations around the site to a minimum depth of 1000mm;
to characterise the nature of the sub-surface material at each borehole;
to collect at least one soil sample from each borehole for laboratory analysis representing the upper sub-surface horizon (100-600mm), and to collect another sample from where there may be any specific or noticeable contamination concern;
to analyse the soil samples for a wide range of contamination indicators;
to collect an additional 12 soil samples from a depth down to 300mm for the determination of asbestos only;
to ascertain the significance of all chemical or physical data obtained;
to determine the risk to future users based upon residential usage; and
to make appropriate recommendations in order to reduce and/or eliminate any risks, as identified.

2 Site description
2.1 Background The subject site is located 3.8km southeast of Whitchurch in Hampshire, and is accessed via a single track lane running west from Laverstoke Lane. The site exists as part of Laverstoke Grange, which is an isolated development surrounded by agricultural land. The building on site (Julian’s Barn) is a large agricultural structure with an open-faced lean-to section, and is understood to have been formerly used for associated storage. The roof appears to be constructed from asbestos cement sheets, and is clearly damaged in places; although some sections have been repaired and/or replaced with new non-asbestos material. A tank is located immediately south of the barn, supported on concrete blocks above an area of concrete hard-standing. An outside WC is located 6m south of the barn. Alongside the western facade of the barn is a 0.5m wide grass verge, followed by a sharp drop down to an access track. To the north of the barn there is a concrete slope which joins the track. A track also circles the barn on the eastern side, although this is mostly vegetated and appears to have not seen frequent use. There is an area of darkened ground some 4m east of the barn surrounding an old oil drum, which appears to have been used for burning. Laverstoke Grange to the immediate west of the site consists of a number of barns, along with single-storey buildings currently used as offices, and two residential properties. The ground generally slopes in a northerly direction however the sharp down-slope of the concrete hard-standing immediately north of the barn reveals that the barn itself is relatively level in comparison to the land to the east. 2.2 Geology Geological data states that the underlying geology of the specific area upon which this site lies consists of Seaford Chalk Formation, with the possible presence of superficial deposits of clay, silt, sand and gravel. Borehole scans available from British Geological Survey for boreholes SU44 NE1 and SU44 NE3 located 1.2km northwest and 1.4km southwest respectively were viewed to determine the possible ground conditions and groundwater depth in the local area.
SU44 NE1 recorded 21.3m of of chalk and flints. Groundwater was recorded to be at a depth greater than 73m(bgl).
SU44 NE3 recorded 1.5m of overburden which was underlain by sticky chalk with flints to a depth of 7.6m. This was subsequently underlain by 10.6m of putty chalk. From 18.2m to the base of the borehole was putty chalk with some flints. Groundwater was not recorded in this borehole.
2.3 Hydrology
Due to the underlying chalk bedrock, the site lies above a principal aquifer, however it does not lie within an Environment Agency (EA) designated Groundwater Source Protection Zone. The nearest Zone 2 (outer zone) is approximately 1km to the north of the site, whereas the nearest Zone 3 (total catchment) is around 100m to the south.

3 Methodology The aim of this investigation is to assess the sub-surface of the site in order to determine any risk that may be present as a result of ground contamination associated with past or recent activities. In the absence of a conceptual site model the scope of investigation focused on proposed garden areas along with identified potential contamination hotspots. The soil profiles from each borehole have been logged in Section 4 below, along with photographs showing the material extracted.
Composite soil samples were collected from each borehole for contamination assessment representing a depth of between 100mm and 600mm. All soil samples collected were placed immediately into sterilised containers and transferred into refrigerated cold-boxes until removed for analysis. Chemical analysis was undertaken on the samples for the following determinand suite:
arsenic, boron, cadmium, chromium, copper, lead, mercury, nickel, selenium, zinc;
sulphate, sulphide, cyanide, asbestos;
benzene, toluene, ethylbenzene, xylene (all isomers), phenols; and
polycyclic aromatic hydrocarbons (speciated), petroleum hydrocarbons (banded TPHCWG).
An additional 12 soil samples were collected to specifically test for asbestos in the immediate surface material at locations close-to or within the existing barn, from a depth of 0 - 300mm. All analyses were undertaken by a UKAS accredited laboratory. Laboratory certification has been appended to this report.

4 On-site observations The barn appears to have been constructed on a concrete base, whereas the floor of the lean-to at the eastern façade is partially concrete and partially exposed compacted ground. Immediately north of the barn there is a concrete hard-standing and an area of made-ground. The track which runs around the barn is of well-compacted stone and shingle with mud. Other than the buildings and tracks, the remainder of the area is soft landscaped, with nearby land laid to lawn, whilst further afield the land is generally in agricultural use. The presence of made-ground is evident from a number of small sections of exposed ground close to the western and northern boundary of the barn. As mentioned above in Section 2.2, the area is characterised by Seaford Chalk Formation, possibly overlain by overburden. Chalk was present beneath the topsoil between 10mm to 90mm in five of the six boreholes, whereas the remaining borehole was characterised by densely compacted silty clayey topsoil with stones and flints. Chalk bedrock was not reached in this borehole. There was no groundwater detected in any of the boreholes. BGS data suggests groundwater may be present here at a depth of around 60m(bgl). A small number of material fragments were noticed during the site investigation lying on the ground surface. These have been subsequently identified as pieces of cement-bonded asbestos roofing material. These were observed at the surface in the northwest corner, close to Borehole BH.06). It has also been noted that burnt material was also present at the surface on the eastern side of the barn. Beneath the surface however, there was no obvious contamination suspected from observation or odour. The sub-surface material strata logs have been reproduced below in Tables 1 to 6, along with their detailed observations. Photographs showing the removed material have been appended to each strata log (Photographs 2 to 7). .

6 Interpretation The proposed redevelopment involves the creation of a residential unit. Tables 12 to 14 below show the soil guideline concentrations used as part of this assessment. Where the latest Environment Agency Soil Guideline Values (SGVs) are currently not available, soil guideline concentrations derived using CLEA software packages and other published guidelines have been consulted. In all instances guideline values for residential end-use have been used for determining significance. For the purposes of this assessment therefore, the following hierarchical approach to soil guideline values has been used:
Environmental Agency Soil Guideline Values;
Environment Agency Category 4 Screening Levels (2014);
CIEH (LQM) GAC 3rd Edition (residential end-use);
GAC CLEA generated value for residential end-use with home-grown produce; and
ICRCL threshold concentration for domestic gardens. Note that for some guideline values a choice of soil organic matter (SOM) concentration is provided whereby different guideline concentrations exist for SOM values of 1%, 2.5% and 6%. In this instance the more stringent guideline value for 1% SOM was referred to despite the mean organic content (Total organic Carbon) being 1.2%; which approximates to 2.1% SOM. The mean soil pH used for running the CLEA model was 7.9.

7 Summary of soil assessment As detailed above, six main boreholes were excavated at the site, in all bar one instance to a depth of 1000mm. A single soil sample representing a composite depth of 100-600mm was collected from each for the laboratory analysis of a broad range of contamination indicators. In addition, a further 12 shallow soil samples from a depth of 0-300mm were collected from locations within the immediate vicinity of the barn perimeter for asbestos determination only. Through reference to Tables 12 to 14 above, it has been shown that there were no determinands detected within the deeper boreholes above their corresponding guideline concentration. Furthermore, there were very few determinands actually present in concentrations above their detection limits; and those that were, were mostly found within the sample collected from BH.03. With regards to the 12 shallow samples, Chrysotile asbestos was detected in two of these soil samples. These were both located alongside the barn, between the western facade and the track, beneath sections of the barn where there was visible damage to the roofing. Hence it is presumed that the roof is most likely to have been the source of the material.

8 Perceived risk In the absence of any desk study investigation and conceptual site model for this development site, any assessment of risk can only be made with regard to the findings of this intrusive investigation. In doing so, analysis of soil samples have shown there to be no identifiable chemical ground contamination at the site other than for the presence of a few cement-bonded asbestos fragments. The asbestos fragments appear to be confined to the area immediately in front of the western façade of the barn and as discussed above, are likely to be the result of roof damage in this area, as there is no evidence from this investigation to suggest that asbestos materials would have been deliberately buried here. As such, this asbestos material still presents a potential risk to future users, in consideration of which the corresponding risk must be deemed to be moderate. This level of risk has been assigned due to the fact that the asbestos detected was Chrysotile; which carries a lower rating of risk than other forms, and exists in (or originates from) a cement-bonded matrix. As such, despite loose fibres potentially being present, the potential for these to be in a respirable form is lower than if these originated from a fibrous non-bonded material.

9 Summary and recommendations 9.1 Summary It is understood that the site has long been in agricultural use, and it has been noted that the subject barn is currently in use for general storage. A tank is present on the southern side of the barn, and there is evidence of burning on the eastern side. The proposal is to redevelop the barn for residential use. In support of this proposal, this report has aimed to determine the contaminative status of the site, for which a number of soil samples were obtained down to a depth of 600mm for laboratory analysis. In doing so, the only concern raised has been a potential risk from the presence of cement-bonded Chrysotile asbestos on the western side of the barn. The identified fragments of this material were found either on top of the ground surface, or shallow buried within the top 300mm of soil. There was no evidence to suggest that it had been physically buried in these areas, and therefore most likely exists as fallen roof fragments that have become overgrown with vegetation, and subsequently concealed beneath the upper soil surface. 9.2 Recommendations In view of the presence of these asbestos fragments, the area will need to be cleared of this material prior to any construction work being undertaken. It was noted that the existing barn has a presumed asbestos roof, and therefore this will require appropriate assessment and removal as part of the redevelopment work. In doing so it will be necessary is include a ‘soil picking’ exercise, principally around the western side of the barn, although as a precaution this should extend to all sides of the barn. Once picking has been undertaken it is recommended that the top 200mm of soil in any area where asbestos fragments have been detected is removed for appropriate off-site disposal. On the basis of the findings to date, the area requiring the removal of soil has been shown in Figure 2 below. Although, should the picking exercise subsequently identify other areas where asbestos fragments have not been found to date, then the excavation of soil for off-site disposal should be extended to include these areas also.

Once this has been completed it is recommended that some confirmatory soil analyses are undertaken at selected points around the barn perimeter, for the determination of asbestos only. The extent of any soil removal from the site for this purpose should be presented to Basingstoke and Deane Borough Council in the form of a post-remediation verification report, along with any corresponding asbestos/soil removal documentation and subsequent confirmatory soil analyses. The report should also include photographic evidence clearly showing the depth of remedial excavation. Should any new soils be brought on to the site to replace that which has been disposed of, they should arrive as clean and ‘fit for purpose’. This will need to be supported by either a certificate of provenance or laboratory analysis. Other than the above, it is strongly recommended that an informal observation strategy is put in place during any ground-works that may take place as part of this redevelopment. Care should be taken during the working of the site to investigate any soils, which are suspected by eye, odour or otherwise, to be contaminated. In the event of any discovery of potentially contaminated soils or materials, the location, type and quantity should be recorded, and the contaminated land officer at Basingstoke and Deane Borough Council notified immediately. Approval should be sought prior to implementing any proposed mitigation action. It is proposed that this action should provide satisfactory reassurance in this instance.
