    Area: 33,700 km2/33843,5 km2(about 126 inhabitants per km2).Population: 4, 3 million/3,6 millionCapital: ChisinauReligion: OrtodoxOfficial language: Romanian. The majority of people speak Russian as well. The younggeneration speaks English, French, Italian.

    Located in south-eastern Europe, The Republic of Moldova borders Romania on the west andUkraine on the north, south and east. Most of its territory lies between two main rivers:Nistru/Dniester and Prut. The territorial and administrative structure of the Republic of Moldovaincludes thirty-two districts; three municipalities (Balti, Chisinau, Bender); and two autonomousregions (Gagauzia and Transnistria). The final status of Transnistria is disputed, as the centralgovernment does not control that territory. The cities of Comrat and Tiraspol, the administrativeseats of the two autonomous territories also have municipality status. The culture of Moldova isa combination of Romanian culture and previous Soviet culture. The traditional Latin origins ofRomanian culture reach back to the 2nd century, the period of Roman colonization in Dacia.During the centuries following the Roman withdrawal in 271, the population of the region wasinfluenced by contact with the Byzantine Empire, neighboring Slavic, Magyar and other smallerpopulations, and later by the Ottoman Turks. Beginning in the nineteenth century, a strong WestEuropean (particularly French) influence came to be evident in Romanian literature and arts. Theresulting mélange has produced a rich cultural tradition. In 1812 as a result of the Russian-Turkish Peace Treaty signed in Bucharest, the eastern part of Moldova situated between the Prutand Nistru/ Dniester rivers, named Bessarabia, was annexed to the Russian Empire, thus being aRussian province until 1918. In 1918 the supreme authority of the Bessarabian State – "SfatulȚarii", decided to unite with Romania. This unity lasted till 1940, the year when the country wasannexed by the Soviet Union as a consequence of the Ribbentrop-Molotov Pact of 1939.Moldova functioned as a territorial entity within the USSR until the last decade of the XXthcentury. Soviet authorities did everything they could to break the region’s cultural ties withRomania. Many ethnic intellectuals were killed after 1940, or were deported both during andafter World War II. The country became more russified. After 1960s, Soviet authoritiesdeveloped urban cultural and scientific centers and institutions that were subsequently filled withRussians. On the 27th of August 1991, Republic of Moldova became an independent andsovereign State.

    Moldova is a mix of modern architecture and beautiful historical monuments such as fortresses,monasteries, and churches dating from XV century. Moldova has an authentic culture, which iswell known by its charming folk songs and dances, its classical novel and poem writers, itshandicraft and artisan works, its secular hospitality.

    Chisinau, the capital and the largest city of the Republic of Moldova, is located in thecenter of the country. It is placed at the economic and cultural crossroads of Europe and Asia andhas a history of over seven centuries. Chisinau is a city of youth, where more than 114000students study at 19 state and 14 private universities, is a symbol of our nation, a vivid andcosmopolitan city, where different cultures, religions and life styles come together.

    Supreme law of the country"The Republic of Moldova pledges to respect the Charter of the United Nations and the

    treaties to which is a party, to observe in its relations with other states the unanimouslyrecognized principles and norms of international law ..." The Constitution of the Republic ofMoldova is the supreme law of the country. No laws or other legal acts and regulations incontradiction with the provisions of the Constitution may have any legal power.     Women`s rightsIn the Republic of Moldova men and women are generally treated as equals, women are notsubordinate to men in their society. There are no restrictive conditions for women in theRepublic of Moldova. The dress codes for women are not conservative. Women in Moldovareceive the sameEducation as men and can hold managerial positions. Women’s opinions and input are notignored.

    The Republic of Moldova mainly comprises representatives of Christianity worldwidereligion. The majority adheres to the Russian Orthodox Church, which incorporates almost 95%of orthodox Christians out of the entire population of the country. The Constitution of theRepublic of Moldova guarantees the religious freedom of its citizens (art. 31). Each citizen hasthe right to share any religion, individually or in group, to spread this faith, to exercise their culteither in private or public, as long as it does not contradict the Constitution and the law in force.

    LanguagesThe official language of Moldova is Romanian. However both Romanian and Russian are

    widely spread in the country. If you speak at least one of these languages you will not have anyproblems because you will be understood everywhere. From foreign languages (besides

    Russian) the most widely spoken is English. However even if you don't speak Russian andRomanian Moldovan people will make the effort to understand you and explain everything youwant.

    Mobile telephony:The largest operators are Orange and Moldcell – they hold approximately 90% of the

    market. The country code is 373, and the code of Chisinau is 22.If you happen to have an emergency situation you can call the emergency services: in case of a fire call 901 in case of criminal actions call 902 in case of a medical emergency call 903 in case of gas emergency call 904

    CurrencyThe official money of the Republic of Moldova is the Moldovan Ley. In the shops US

    Dollars and Euros are not taken. However there are many places you may exchange money inLeys. The ATMs are widely spread. However the interest is taken for cashing if the ATM and acard are from different banks. Some shops take cards. You should always have cash if you goshopping or if you just go somewhere. In public transport they take just cash.

    Visa InformationRepublic of Moldova maintains a visa regime with the majority of countries in the world.The visas are issued to the foreign citizens by the embassy.For opening visa the following documents are required:

    the travel document (valid for at least six months after the date of the expiry of therequested visa)

    the latest photograph (35x45mm, 1.5'x2.0') the filled in and signed visa application form the invitation, presented in original and prepared in the established manner, issued by the

    Transportation in ChisinauThere exist several means of transport in Chisinau: public transport and private transport.

    Public transport includes buses, trolleybuses and jitney (maxi taxi).The most widely spread public transport is jitney. There are many routes which interconnect

    all the parts of the city. Usually it takes just 3-5 minutes until jitney comes. You should pay 3Moldovan Leys in jitney.

    Trolleybuses are also widely spread in Chisinau, but they have not so many routes and ittakes longer to wait for them. You should pay for a ticket 2 Leys. Unlike in jitney introlleybuses you should always be given a ticket.

    should be given a ticket.Taxi services are widely spread in Chisinau. Usually the price for taxi trip is between 35 and

    50 Leys. If you come from airport you should take into consideration that airport lies outside thecity and the price for taxi may be higher (about 100 Leys). Taxi is always cheaper if you phoneto taxi-office than if you just snag a taxi on the street.

    There are some jams in rush hours. In Chisinau nowadays it doesn’t take more than 15-20minutes to stay in jam. If you decided that personal car is the best variant for you and you haveno possibility to come by car to the city you may use car rental service. There are severalcompanies in Chisinau which offer such services.

    Medical servicesAccording to the legislation in force, foreign citizens and stateless persons who are stayingtemporary on the territory of the Republic of Moldova are obliged to obtain medical insuranceduring their entire stay in Moldova.Foreign citizens who study at the SUMPh "Nicolae Testemitanu" are provided with health careservice according to the Obligatory Health Insurance, in accordance with the current legislation.Other kinds of health care service are provided at University clinics and other medicalinstitutions in accordance with the current regulations regarding the payment for health careservices

    PUBLIC INSTITUTION STATE UNIVERSITY OF MEDICINE AND PHARMACY"NICOLAE TESTEMITANU" OF THE REPUBLIC OF MOLDOVA

    The SUMPh "Nicolae Testemitanu" was founded on the base of Saint Petersburg MedicalInstitute no.2 from Russian Federation (founded in 1880). During the World War II the Institutewas relocated in Kislovodsk (the Northern Caucasus) and later transferred to Moldova where itwas renamed into Chisinau State Medical Institute. In Moldova, the Institute was inaugurated onOctober 20, 1945, and had only one Faculty (General Medicine) taught in 13 departments by 180teachers. Nine hundred and ninety six students attended that course.

    In 1990, the Institute was named after Nicolae Testemitanu (1927-1986), a brilliant scholar,talented teacher and educator, politician, rector, Minister of Health, Laureate of the State Prize,and experienced administrator in Public Health. On December 18, 1996, the Chisinau StateMedical Institute "Nicolae Testemitanu" was reorganized into the State University of Medicineand Pharmacy "Nicolae Testemitanu".

    Now the university comprises two departments, 63 chairs, six courses, 20 laboratories, twoscientific centers, where work more than 1000 faculty members, including 13 academicians ofthe Academy of Science of the Republic of Moldova, active and honorary members of foreignAcademies, 794 PhDs and Doctors Habilitatus, 14 Laureates of the State Prize in the field ofscience and technology.

    For more than 65 years of activity, the University has trained over 38 000 doctors andpharmacists. About 6000 of them work in different Eastern and Western countries. Currentlymore than 7 500 undergraduate and postgraduate students from Moldova and other countriesstudy at our University.

    The languages of the undergraduate study at the SUMPh "Nicolae Testemitanu" areRomanian, English and Russian. Students participate in many research programs coordinated byUniversity departments. The scientific results are published in specialty journals in Moldova andother countries. The University Days Conference is organized each year in October and theworks of this Conference are published in the Scientific Annals of the SUMPh "Nicolae

    Testemitanu". Also, once in two years the Scientific Association of Students and Residentsorganizes the international Congress MedEspera where medical students from differentcountries participate.

    The perspectives and strategic directions of the development of the University is theconsolidation of technical and material resources by providing students with up-to-dateinformational, medical and research equipment, reorganization of the educational process andintegration into the European educational system.

    The University is organized in accordance with the SUMPh "Nicolae Testemitanu"Charter and has the following management organizational structure:

    University Senate - supreme administrative body. The senate is composed of up to 101persons and consists of representatives of faculties: 75%-teachers, heads of universityhospitals and of republican and municipal public healthcare institutions, 25%-representatives of students, residents, master students, doctoral candidates and ofmaintenance services.

    Scientific Council - formed to the rector’s proposal and under his presidency and consistsof the members of the Senate in total of up to 31 persons.

    Senate Bureau - consists of rector, vice-rectors and scientific secretary. Administration Council – consists of: rector, vice-rectors, deans, chief accountant, chief

    economist, scientific secretary of the Senate, head of property management service,director of the medical scientific library of the University, director of the Campus, head ofHuman Resources, head of Legal Department, chairman of the Trade Union committee ofemployees, chairman of the students and residents Association of the University,representatives of students and residents.The Scientific Council, the Senate Bureau and the Administration Council are executivebodies responsible for execution Senate decisions.

    Medical students’ and residents’ associationMedical students’ and residents’ association is an independent students’ organization in

    State university of medicine and pharmacy „Nicolae Testemiţanu”. Through the medium of thestudents’ and residents’ association’s management the number of certain activities is beingimplemented and realized. The enthusiastic youth and people who are trying to bring a newbreathe into the university life are involved and welcome to the association.The SRA includes 9 departments: Education, Foreign Affairs (International Relations), IT andMass-Media, Project, Science, Social, Living, Sport and Culture departments.     The Library Collection includes over 1 000000 copies of textbooks, guides and other teachingaids (CDs, medical journals) and about 1000 titles of medical editions from our country andabroad are acquired every year. Information about the publications included in the librarycollection can be accessed from the database, which contains about 60 000 bibliographicdescriptions. The University Library is connected to the Internet and offers on-line access to thebiomedical database, digital catalogues, and also uses up-to-date informational technologies thatallow diversification of the rendered services. The library has optimal conditions for self-studying. Three reading rooms are modernly furnished and are technically equipped and have anextended working program. Library services provided to the undergraduate and postgraduatestudents and faculty are free of charge (payment is received for special requests likemultiplication of papers, access to Internet etc.).

    World Health Organization (WHO) Documentation CenterWHO Documentation Center acts as a tool of disseminating the information concerning the

    main directions of the WHO activity in the Republic of Moldova, offering free access toinformation, statistical data and bibliographic materials necessary for scientific and practicalactivity.

    Simulation CentreThe main purpose of the University is to integrate medical education of our country into the

    international system of medical education, to improve the existing policies of professionalformation of the medical staff and to amplify the practical component of the training process byimplementing new training methods, such as simulation, problem based learning, etc. , orientedtowards a clinical thinking.

    For these purpose the Simulation Centre covers the following areas: (1) Anesthesiology &Intensive Care, (2) Emergency Medicine, (3) Family Medicine (Standardized Patient Method),(4) Mini-invasive surgery (virtual laparo- and endoscopy), (5) Mother and Child Health.Address: str. 31 august 1989, 137 A

    Other activitiesInternational students have the same access to all activities as local students and can

    participate at any extracurricular and socio-cultural activities organized by different departmentsof the SUMPh "Nicolae Testemitanu".

    Hosting facilities provided by the SUMPh “Nicolae Testemitanu”The SUMPh provides hostel accommodation to all international students immediately

    after arriving in the country, so it is not necessary to look for accommodation. There are 16hostels with single/double/triple room accommodation. All hostels are equipped with kitchens,shower-rooms, terrace, study rooms, internet and other facilities. The hostels are located in thestudent campus which is within walking distance to some academic buildings, university clinics,university pharmacies, medical scientific library, canteen, etc. There are good transport linkswhich assure connection between student campus and other places in city. The cost ofaccommodation depends upon the chosen accommodation.

    International students who study at the University but do not want to live in dormitories caneasily hire apartments in Chisinau, following the legislation in force.

    Duration and structure of the Academic yearThe Academic year lasts 34 weeks divided in two semesters, 17 weeks each and two

    examination sessions.

    Evaluation SystemStudents have to study in accordance with the educational standard requirements.

    Knowledge evaluation is performed during courses (laboratory classes, seminars, workshops)and examination period. The evaluation procedure includes pass-fail tests, differentialcolloquiums and exams, or defending the diploma thesis. At the end of their medicalundergraduate study, students take Graduation State Exams. The Postgraduate Education(residency and fellowship training) is completed after taking license examination. The forms ofknowledge evaluation are tests, oral exams and clinical skills assessment by using standardizedpatients.

    Degrees obtained upon graduationAccording to the university curricula, graduates receive the following professional and scientificdegrees:• Diploma of Higher education in Medicine, Dentistry, and Pharmacy – for graduates ofuniversity programs (faculties);• License in chosen specialty – for graduates of postgraduate residency program (fellowshiptraining);• PhD Degree in Medical Sciences, Dentistry and Pharmacy – for graduates of PhD courses inMedical Sciences, Dentistry or Pharmacy, who successfully defends their PhD thesis;• Certificate of continuing postgraduate medical education – for doctors, and pharmacistscompleting courses of continuing postgraduate training for the duration of one month, up to threemonths.

    3. The student cannot leave the country, before receiving the Green Card.4. In case the student changes his/her place of stay (apartment, dormitory, hotel - address)

    he/she must inform the Department of Admission, Documentation and Evidence ofInternational Students during 3 days about changing the address (phone: 022 241 777).

    5. Classes are mandatory. Excusable reason for missing classes is serious illness/injury.Inexcusable reason for missing classes is medical appointments or anything other than theitems listed as excusable. In case of absence at the classes a valid justification should besubmitted in the original to the Dean’s Office (medical certificate must be in English orRomanian language with all necessary stamps included) within three working days of thereasons for the absence ceasing to apply.

    6. Arriving to class on time is a responsibility of a student. None of the students is late whenthe class commences. A professor has the right not to allow a student to enter after theofficial class starts, thus the student will have to recover the missing classes.

    7. The list of the group is established for one academic year by the Dean’s Office and all thestudents must attend classes according to the listed group, no changes of students areallowed. A student has the rights to change his/her group only at the end of the academicyear, but the final decision is made by the Dean’s Office.

    8. The chief of the group: is appointed by Dean’s Office, and without coordination with the Dean’s Office, no

    changes are allowed; is responsible for registration of the students’ grades for every discipline and the Vice-

    Dean must receive information regarding academic situation of the students no less thanones per month;

    must inform the Dean’s Office about students who do not attend the classes for more than3 days;

    must inform the Dean’s Office or the Secretariat about any kind of emergencies.9. An absence from practice should be recovered by payment (1 academic hour = 45 min =

    5Euro) at the time outside the lessons, with the permission from Dean’s Office.10. Attendance of courses (delivered lectures) scheduled in the study plans is mandatory. An

    absence from courses should be recovered. Recovery regulation is specified by everydepartment apart without permission from Dean’s Office. Student cannot be attested at thedepartment without recovery of the absences at the courses.

    11. All absences must be recovered before examination session.12. During the lessons, exams and other didactic activities mobile phones and any kinds of

    players/gadgets must be switched off.13. Student cannot take an examination without student mark/credit/record book (Matricula).14. Student can sustain the exams in session period only via obtaining the admission to the

    session (for the study year 2013-2014: when the student had failed not more than 3disciplines).

    15. Student is obliged to come to all the parts of the exams (practical, tests, etc.) during thesession period. In case of absence at the exam a valid justification should be submitted inthe original to the Dean’s Office (medical certificate must be in English or Romanianlanguage with all necessary stamp included) and a copy of it should be submitted to theexaminer within three working days of the reasons for the absence ceasing to apply.

    16. If the student was absent at the exam without valid justification – he/she can be withdrawnfrom University. The absence at the exam without valid justification during sessionperiod is equated to negative mark. A student is not allowed to come only to thereexamination, without attending the exam session.

    17. During exam sessions a student: is not allowed to repeat the exams; cannot take more than one exam in a single day; cannot change the exams schedule. Retake session takes place only according to the timetable elaborated by Dean's Office.

    18. Student who failed exam can have no more than 3 retakes for every failed exam, accordingto the examination timetable elaborated by Dean. First re-exam takes play without payment,the second – with payment of 15 Euro, the third – 50 Euro.

    19. If a student failed to have a year of study credited, the Rector may take decision about: conditional permission for the student to continue studies in the following year (if the

    student has failed not more than 3 disciplines). A failed discipline mean: 1). no admissionto the final examination; 2). negative mark at the final examination; 3). absence withoutvalid justification at the final examination.

    repeating the year if the student has failed to obtain credits for more than 3 disciplines; withdrawn from University.

    20. Student may obtain no more than twice during his/her studies consent to repeat a givenyear, unless the reason for the failure to obtain credit for the year was a long illness or otherextraordinary circumstances.

    21. Student who has been withdrawn from the University can be readmitted only once.Readmission of a student, who has given up his/her studies or has been withdrawn from theUniversity at the first year, takes place under the general rules of admission to the University.

    22. Student repeating the academic year/semester: is not obliged to participate in classes and to obtain credit for courses for which he/she

    previously received a positive grade in the examination or final test unless the course ofsyllabus has been changed;

    must pay the tuition fee according to the stipulations of the new study contract.

    23. Rector can expel a student from University if he/she: failed to undertake study within 15 days of the beginning of an academic year; was absent from classes during 30 hours and more without valid excuse. fails to pay in time the fees associated with his/her studies.

    24. Teaching process in the clinical departments should not produce some risk or harm forpatient’s health and should not disturb the normal activity of health-workers in thedepartment. The following rules must be respected during staying in the clinicaldepartment: Only fully equipped students (surgical dress, medical cap, overshoes, and face mask) may

    participate in practical lessons. Surgical dress and white coat should be absolutely clean and ironed. Leave all your personal items, bags and other in the cloakroom. No food or drinks are allowed in the Department. Smoking is strongly prohibited on the whole territory of the hospital. During the lessons, exams and other didactic activities mobile phones and any kinds of

    players/gadgets must be switched off. Do not discuss any issues in the patient room or surgical room. Speak as quietly as possible! The noise disturbs medical personnel and it is very

    uncomfortable for patients. No photo! You cannot make any pictures in the treatment area of the department. Always ask patient’s permission before start any type of medical examination.

    25. In case of losing or damaging of goods (books, tables, blackboards, computers, et all) ofthe University, the student is obliged to retrieve the material harm by paying the cost of thenew goods according to the price-list of the date.

    26. If a student has a problem he/she should inform about it the chief of the group, in case ofa private issue the student should subscribe him/herself at the Secretariat (022 205 300) fora visit to the Dean’s Office.

    27. It is not allowed to call personally the Vice-rector, Dean or the Vice-Dean on their privatenumbers. Only in emergency cases (car accidents, medical emergencies or otherunpredictable emergency situations) the chief of the group will inform the Vice-Dean or theDean of the Faculty.

    28. In the event of any breach of the rules applicable at the SUMPh, as well as in the event ofany deeds beneath the dignity of a student, a student shall be subjected to disciplinaryproceedings pursuant to the rules specified in separate regulations.

    29. It is strictly forbidden to use, possess and distribute narcotics, psychoactive drugs and allthe agents prohibited by the law on the University premises.

    INFORMATIVE NOTE ON THE RESIDENCE OF THE FOREIGN NATIONALS ONTHE TERRITORY OF MOLDOVA, WHO ARE STUDENTS AT THE UNIVERSITY

    Admission, enrolment and residence on the territory of Moldova are interpreted in accordancewith the Moldovan present legislation, and precisely:a. The Law on Education nr. 547 from 1995;b. Regulation on education of foreign nationals in the educational institutions of the republic ofMoldova, approved by the decision of the government of RM nr. 746 dated on 21.07.2003;c. Law nr. 200 from 16.07.2010 with reference to the state of the foreign nationals in the republicof Moldova;

    d. Law nr. 275 – XIII from 10.11.94 with reference to the legal status of the foreign nationalsand apatrides;e. Regulation the issue of invitations to the foreign nationals and apatrides approved by thedecision of government nr.33 from 22/12/2004, and amendments from the decision ofgovernment nr.140 from 07.02.2006;f. Internal Regulation of the University.Consequently, foreign nationals and apatrides enrolled to university studies are obliged to respectthe rules imposed by the legislation of the republic of Moldova and the rules of the university,accordingly. The terms stabled for the foreign nationals must be observed strictly to avoidunfortunate situations.We will describe the most frequent cases, which the foreign students meet during their stay inMoldova:1. Students enrolled to study must present all the necessary documents (originals and copies)within the limits set by the university;2. The students have right to live in the university hostels or in the rented apartments conditionalupon bringing to the off.117 (Dept. of Admission, evidence and documentation)within 72 hoursthe receipt for the paid accommodation voucher or the declaration, notarized accommodationcontract regarding the domiciliation of the foreign national.Attention! In case of changing the domiciliation address, every student must bring thedeclaration confirming this during 72 hours from the change.Additionally, student will have to present all the necessary documents for the migration andAsylum office, +45 lei to pay in Victoria bank or BAnca de economii.3. Students who changed their passports, are obliged to be present in 3 working days in the sameoffice(117) to declare this fact and submit the necessary documents to make changes.In accordance with the legislation, students, which national passports expire during the period ofstudy, must receive new passports, or extend them 2 months before expiry date, so as not tointerrupt the continuity of residence permits. Otherwise, they will be subjected to unpleasant andcostly legal procedures, and in some cases, revocation and withdrawing the right residence inRM.4. Students receive a residence permit to study for the entire period of study; respectively theresidence permit is valid for the same period. In some cases, residence permits are valid undernational passport validity. Respectively, students who for some reason (receiving the newpassport or residence permit loss) are forced to perfect their new residence permits, they areobliged to submit information as required in the office 117.5. Students who have been expelled from studies for any reason or who have received academicbreaks, and have been restored to repeating the year, or who have changed the faculty , areobliged to submit the application form to International students admission , documentation andevidence department (of.117) to get information about the possibility of stay and subsequentdocumentation the territory of RM and to present the necessary documents in order to documentthe right to stay in university, before they sign the contract and pay the tuition fee in order toavoid the problems.6. Students who are released from the university for some reason or expelled from studies areobliged to present to the International students admission, documentation and evidencedepartment (of.117) the decision on the right to stay in studies and provisional residence permits!It is mandatory!     Student’s classroom conduct and behaviorIt is important that students are respectful towards instructors and fellow classmates, and

    that their behavior does not interfere or interrap class activities. Therefore, students are expectedto adhere to the following rules when attending Marketing and other CBA classes:1. Students must stand when a teacher or an academic staff enter the room.2. A student must stand while speaking with a teacher, or other academic staff, an older person

    or a woman.

    3. Men must uncover their head entering a Public Institution.4. Plan to arrive to class on time and to stay for the entire class period (or until dismissed)

    because random arrivals and exits are disrespectful and disturbing.5. All cell phones and other electronic devices (e.g., iPods, iPads) must be turned off (or on

    vibrates) and hidden from view during class time. (Consult your instructor as some preferthat cell phones are "off" and others allow that phones are set on vibrates.)

    6. There is NO use of any electronic devices (e.g., cell phones, iPads, smartphones, laptops,etc.) allowed during exams and other graded in-class assignments.

    7. Laptop computers are allowed for (quiet) note taking only: i.e., other activities such aschecking personal e-mail or browsing the Internet are prohibited.

    Art. 2The University activates under the Constitution of the Republic of Moldova, Education Law,WHO Conception, other laws and regulations, including international treaties and pacts to whichMoldova is a part like: "The Lima Declaration on Academic Freedom and Autonomy ofInstitutions of Higher Education" (1988), "The Magna Charta of European Universities"(Bologna, 1988), Bologna Declaration (1999), etc., and the present Charter.Art. 5.(1) The University is a depoliticized institution. In University premises political propagandaactivities and creating branches of political parties are prohibited.(2) The educational process in the University is secular, refractory to party ideological,political, racial, national discrimination.Art. 8.(1) All buildings: blocks of study, university dental clinics, university pharmaceutical center“Vasile Procopisin”, center for growing medicinal plants, hostels, lads, etc., facilities of any kindand any destination, used by the University, account university premises, regardless of legal titleunder which they work. University premises are inviolable and cannot be alienated withoutapproval of the university staff enacted by the Senate decision.Access to university places is allowed only if the Regulations of the University are respected.Art. 46.(1) The content of studies in University is determined by curricula and syllabi, approved bythe Senate in agreement with the Ministry of Health, coordinated with the Ministry of Education.(2) Training in the University is done in Romanian, as well as in the other modern languagesof study, according to state educational standards.(3) International students, like native ones, are included in sets and special groups withtraining on request in Romanian, Russian, and English.Art.48.(1) Academic year in the University begins on the 1st of September and lasts 34 weeks,divided into 2 semesters, plus two examination sessions, internships and two vacations- on NewYear and Christmas and on Easter.(2) Lectures, practical and laboratory lessons, seminars are done according to the semester(or annual) schedule, approved by the rector.(3) Students are divided into sets and groups each year by the Ordinance of the rector.Art. 50. Students are issued a student ID card and record book.Art. 51. University students have the right to:(1) elect and be elected to the governing bodies of the University (Faculty);(2) participate in solving the most pressing problems of university activity and student life;(3) make study in the chosen specialty, financed from the state budget or on contract basis:(4) study according to an individual plan and the Regulation in force;(5) participate in scientific research;(6) attend scientific conferences of national and international ranking;(7) use the classrooms and equipment, library, sports complex and other places for culturaland public activity;(8) be provided with healthcare in accordance with the legislation in force;(9) express their opinions, believes, ideas freely;(10) receive services in university canteens and cafeterias.

    Art. 52. University students are obliged to:(1) obtain theoretical knowledge, practical and methodical investigation skills in the chosenspecialty;(2) do all the works required by the curricula and syllabi, in established terms;(3) respect the legislation of the Republic of Moldova, University Charter, Rules of theUniversity, Moral Code, Rules of functioning of University hostels and other Regulations;(4) have caring attitude towards University property, constantly strive for a high level of generaleducation, for physical and moral perfection.Art. 53.(1) Attendance of students at all education activities, according to curricula and syllabi (lectures,practical lessons, seminars, traineeships, etc.) is obligatory.(2) Absences must be fully worked out according to the Regulation in force.Art. 54.Admission to exam session and seminars, passing the exam and seminars, assessment ofknowledge and practical skills, expulsion and re-admission of students are made according to theRegulations of the University and this Charter.Art. 55.(1) The student who accumulates during the full academic year the number of required creditsprovided by the curriculum and gets in all compulsory subjects the minimum “5” or “certified”,is promoted to the next academic year.(2) The students who have not been present at the arrear examination of the winter or summersessions on legitimate reasons (confirmed by documents) may be reprogrammed in the first twoweeks after the end of sessions with the approval of the dean, in case of absence of confirmingdocuments, the students are expelled.(3) The first year student, who does not promote the academic year, is expelled.(4) The first year students may have an academic leave in exceptional cases (chronic diseasesaccompanied by loss of work capacity).(5) Break in studies may occur in the following situations:a) loss of the ability of studying on health reasons (chronic diseases, surgeries, accidents,maternity leave etc.);b) parental leave;c) financial reasons;d) military service;e) other reasons: scholarship in a mobility program abroad, parallel studies etc.(6) Break in studies is done by granting academic leave. A student may repeat only oneacademic year consecutively and only two years during schooling.(7) The period of academic leave is determined by the Ordinance. As a rule, the academic leaveis approved for one year. In exceptional cases academic leave on health reasons may beapproved for two years, and parental leave is given for a period of up to 3 years, in the copy ofthe birth certificate of a child.(8) Academic leave is not given to students at expulsion.(9) It is not allowed the total duration of studies to exceed with more than 5 years that one,provided by the curriculum.(10) Break in educational process for a period not longer than one year is possible in justifiedcases, approved by the dean.Art. 55.1.(1) Expulsion is the prerogative of the Faculty Council and is made by Ordinance of the Rector,causing the loss of student status. Grounds for expulsion may be the following:a) punishment of student in accordance with the provisions of this Charter, UniversityRegulations or Study Contract;

    b) written request of the concerned student.(2) Students are liable to be expelled in the following cases:a) for academic failure-who has not accumulated during the full academic year the number ofrequired credits, provided by the curriculum;b) for unexcused absence for at least 1/3 of the time provided for lecture units of the curriculumin the given semester or unexcused absence for a period exceeding five weeks;c) for serious violations of legislation and/or the Charter, Moral Code, Rules of the University,other regulations of the University, provisions of the Study Contract;d) on his/her own initiative;e) on health reasons;f) for passing the examination fraudulently (with indisputable evidences).(3) Expelled students or those who quit the student status can be re-enrolled on application,paying the tuition fee.(4) Re-admission to studies refers to those who have lost the status by expelling and require thecontinuation of the study program in which they were expelled, without entrance exam. The re-admission of the expelled students is made by Ordinance of the Rector to Dean’s proposal. TheRector may approve the re-admission to Dean’s proposal, only if the applicant’s previousacademic studies include the promotion of at least the 1st year of studies. The re-admission isdone by assessing the finality of education and skills previously acquired.(5) Students expelled for the reason of passing the exam through fraud/copying or behaviorincompatible with this Charter, Moral Code, Rules of the University and other Regulations,cannot be re-admitted to studies/ or re-enrolled.Art. 56.(1)The transfer of students from series to series and from group to group within a faculty isallowed only at the end of academic year, on the principles of exchange, with the approval of theFaculty Board.(2) The motivated transfer between faculties is performed at the end of academic year, signed bydeans and approved by the Senate Board. Students, transferred to Faculty of Dentistry pay thefee for entire period of study in dental disciplines under the Regulation “Training students andresidents in University Dental Clinics”.(3) Transfer between other universities is allowed only before the start of the academic year,with the approval of the Senate Board, under special Regulation.Art. 57.(1) University studies end with State Exams and Diploma works with issuing a diploma ofgeneral physician, specialist in public health, dentist, and pharmacist.(2) Diploma ensures the right of enrolment, on a competitive basis, in postgraduate studies byresidency, master course, in order to obtain the licensed specialist diploma, which allowsframing in the health care system of the Republic of Moldova.(3) The final grade of the graduate schooling will be calculated according to the Regulations inforce.Art. 58.(1) In case of failure, the graduation exams can be taken not more than 2 times during the next2-3 years.Art. 97. In case of non-compliance with normative, legislative and criminal laws, this Charter,Rules of the University, Moral Code and other Regulations, the students, residents, masterstudents and doctoral candidates of the University receive disciplinary sanctions, includingexpulsion.Art. 99. Person who caused damage to the University is required to pay an appropriatecompensation, as provided by the legislation.

    2.1.2. For an extra payment in EURO to provide the STUDENT for the whole period of studieswith a room (for 1, 2, or 3 persons) in the students’ hostel having public utilities. In case ofexpelling the STUDENT will lose the right to live in the hostel. The payment for the hostelis not included in the tuition fee.

    2.1.3. To grant the STUDENT the possibility of using the library, reading-rooms, sport andculture centers.

    2.1.4. For an extra payment, to assist the STUDENT during the period of studies in obtainingfrom the respective organizations entry-exit visas for travelling to their country or returningto the Republic of Moldova, as well as other necessary documents required for stay in theRepublic of Moldova.

    2.1.5. To inform the STUDENT about the provisions of the Legislation of the Republic of

    Moldova in force concerning the stay of foreign citizens in the Republic of Moldova, theCharter of the University, the Regulations of the UNIVERSITY.

    2.1.6. In case the STUDENT is expelled from the University to inform the Bureau for Migrationand Asylum of the Republic of Moldova in the established terms.

    2.2. The rights of the UNIVERSITY:2.2.1 To expel the STUDENT in case of:a) poor academic progress;b) unexcused absences from classes during 30 hours and more;c) violation of the laws of the Republic of Moldova in force and/or of the Regulations of the

    UNIVERSITY;d) non-observance of the provisions of the present contract, including the financial obligations;e) illness, if appear medical contraindications for continuing the studies.2.2.2. The UNIVERSITY does not bear any traveling expenses of the STUDENT to his home-

    country and back, does not bear the expenses for registration and the visas, as well asstudent’s personal traveling expenses on the territory of the Republic of Moldova.

    2.2.3. The UNIVERSITY does not assume any obligations concerning the STUDENT’S familytrip to the Republic of Moldova and does not offer accommodations for this reason.

    2.2.4. To prolong the period of study, to allow the student to repeat the academic semester/year(not more than twice during the whole period of studies); in each case it will be done afteradditional negotiations concerning compensation of the UNIVERSITY’S expenses.

    III. OBLIGATIONS AND RIGHTS OF THE STUDENT3.1. Obligations of the STUDENT:3.1.1. To present to the UNIVERSITY not later than a week before the beginning of studies the

    following documents:a. The national identity document (passport in the original) valid for not less than one year

    from entry date on the territory of the Republic of Moldova, according to the stamp applied at thestate border checking point (which confirms the date and the entrance point), and a copy of the along-term visa (for those applicants who enter the Republic of Moldova visa based);

    b. A notarized copy of the passport according to the above mentioned remarks;c. The letter of admission to the University;d. The original documents which confirm the previous studies (Certificate of Secondary

    Education or Bachelor Diploma, or its equivalent);e. The original of the declaration of value of academic certificates issued by the Ministry of

    Education of the country of origin, which should contain:- the confirmation of authenticity of the academic certificates- the duration of studies- the academic and professional value of the academic certificate- the description of grading scale.

    f. Birth Certificate (in the original);g. Criminal Records (from the country of residence), authenticated/signed (according to the

    set requirements), translated into the state language of the Republic of Moldova, Russian orEnglish and notarized or accredited by the consular authorities, or in case if there is nodiplomatic mission of the Republic of Moldova in the corresponding country – accreditation bythe Ministry of Foreign Affairs of the country of residence.

    h. The original of the bank certificate confirming available financial resources for the wholeperiod of study;

    i. The students, who are under the age of 18, need to present a notarized certificatetranslated into the state language of the Republic of Moldova, Russian or English issued byparents, that confirms permission for coming to studies.

    j. Medical certificate that certifies that the candidate does not suffer from diseases that mayendanger public health, with indication of the height, color of the eyes and blood group;

    k. Evidence of housing / landlord agreement drown up by a notary / tenancy / agreement ofsale (donation) of housing, order of distribution in the University dormitories;

    l. A copy of the medical insurance valid for 12 months.All the above mentioned documents are presented in the original and in case of need – their

    copies, and the ones mentioned in the clauses d), e), f), g) and h) of the present paragraph mustbe translated into the state language of the Republic of Moldova or Russian and must benotarized by the legal authorities of the residence country of the applicant.

    3.1.2. To come for studies to the University at the 1st of September of each academic year.3.1.3. To pay the tuition fee not later than the 30th of September of the each academic year, to the

    University account, indicated in the contract, in accordance with the stipulations of thepresent contract.

    3.1.4. To pay a fee for unexcused absences according to the rate established in the UNIVERSITYand to recover the absences.

    3.1.5. To fulfill qualitatively and in due time the curricula and the syllabi. To pass all theexamination sessions in time and to attend the exams according the schedule approved bythe UNIVERSITY.

    3.1.6. To know and respect the Legislation of the Republic of Moldova in force, including thenorms of living and travelling on the territory of the Republic of Moldova, established forforeign citizens, to know and to respect the Regulations of the UNIVERSITY, The MoralCode, Rules of interaction with patients from Medical Institutions were student is allowedfor training, to preserve confidentiality of the obtained information during training.

    3.1.7. In case of expelling as a result of graduation, transferring to other institution of educationor other reasons, including expulsion from the country, the STUDENT is obliged to leavethe Republic of Moldova in the terms, established by the legislation of the Republic ofMoldova in force, and to return the record-book, the student’s card, to leave the dormitoryand to conclude the documents of leaving the country at the Dean's Office of the Facultyand at the International students Admission, Documentation and Evidence Department andto bear all the expenses for returning to the home country.

    3.1.8. In case of violation of the laws of the Republic of Moldova concerning the juridical regimeof foreign citizens, the student bears all the responsibilities in accordance with theLegislation of the Republic of Moldova in force.

    3.1.9. To bear all expenses of coming to the place of studying.3.1.10. In case of losing the books, received from the library, or in case of losing, or damaging

    other goods of the UNIVERSITY, the STUDENT is obliged to retrieve the material harmby paying back their real cost.

    3.1.11. To conclude a contract of obligatory health insurance with the respective institution andto purchase the “Obligatory health insurance policy”.

    3.1.12. To present the copy of the rent contract to the International students Admission,Documentation and Evidence Department (during three days after concluding) in case if theSTUDENT does not benefit from such a contract with the UNIVERSITY.

    3.2 The STUDENT'S rights:3.2.1 To be assured with necessary conditions for studying in accordance with the legislation of

    the Republic of Moldova in force.3.2.2 To be allowed to pass examinations twice, if the student receives insufficient grades in

    accordance with the approved Regulations.

    IV. FINANCIAL CLAUSES4.1 The tuition fee for studying at the preparatory course is _____________EURO if the student

    after graduation from the preparatory course continues his/her studies at the University.4.1.1 If the graduate of the preparatory course takes his graduation documents and does not

    continue his/her studies at the University, he/she has to pay the difference between the realcost of studies which is _________ EURO and the fee established in p. 4.1.

    4.1.2 The tuition fee for one year of undergraduate studies in ____________________ medium atthe University is ____________EURO, and remains the same for the whole period ofstudies. In case if the STUDENT is expelled and asks to be restored to studies and/orrepeating the academic year the tuition fee changes according to the rate approved by theUNIVERSITY.

    4.1.3 Students enrolled to the Faculty of Dentistry will pay obligatory an extra fee of _______EURO for the 1st year of studies in addition to the tuition fee indicated in p. 4.1.2 of thiscontract (for the instruments and materials necessary for practical training). For the nextyears the fee will be established according to the decision of the Senate and included in theannex no.1 to this contract, which is an integral part of the contract.

    4.2. The payment of the tuition fee and payment for the instruments and materials necessary forpractical training (for the Faculty of Dentistry) will be done integral for the respective yearof study in Euro by transfer to the currency account of the UNIVERSITY mentioned in thepreamble of this contract, or in cash equivalent of the amount of EUR in MDL lei,according to the official rate of the National Bank of the Republic of Moldova in the day ofpayment, but not lower than the exchange rate Euro/MDL of the National Bank in the dayof concluding the contract.

    4.2.1. Payment of tuition fee for the first year of study will be done at the date of signing thecontract until the issue of the enrolment Ordinance.

    4.3. The payment for the next years will be done starting with the 25th of August until 30th ofSeptember of the respective academic year.

    4.3.1. The deadline for payment of the tuition fee is 30th of September of the respectiveacademic year.

    4.3.2. Students who will not pay the tuition fee indicated in p. 4.1.2 and 4.1.3 (for the Faculty ofDentistry) in the established terms will pay a penalty of 10% of the remaining unpaid fee.

    4.4. The tuition fee can be returned to the STUDENT respecting the following conditions:a) if the Contract is cancelled on the STUDENT’S own wish (or by the person representing

    the STUDENT’S interests) in the period of time after presenting the documents, butbefore issuing the Ordinance of enrolment, the sum of money, paid for the current yearwill be returned to the STUDENT with retention of 15% of the tuition fee;

    b) if the Contract is cancelled on the STUDENT’S own wish (or by the person representingthe STUDENT’S interests) after issuing the Ordinance of enrolment, but not later thanone month after issuing the Ordinance, the tuition fee, paid for the current year will bereturned to the student with retention of 30% of the tuition fee;

    c) if the Contract is cancelled on the STUDENT’S own wish (or by the person representingthe STUDENT’S interests) after issuing the Ordinance of enrolment, but not later thantwo months after issuing the Ordinance, the tuition fee, paid for the current year will bereturned to the STUDENT with retention of 50% of the tuition fee;

    d) if the Contract is cancelled on the STUDENT’S own wish (or by the person representingthe STUDENT’S interests) after two months from the date of issuing the Ordinance ofenrolment, the tuition fee paid for the current year is not returned.

    e) in case of expulsion for poor academic progress, violation of legislation, InternalRegulations serious violations of discipline, absence from lessons (more than 30 hourswithout valid excuse), the fee for the current year is not returned.

    4.5. Within the period July 1st – August 31st the STUDENT who wants to transfer to otherinstitution of higher education has the right to cancel the present contract in the established

    way without paying reimbursement. If the STUDENT will cancel the contract after the 31stof August he/she will have to pay to the UNIVERSITY a fee corresponding to the realperiod of study and а reimbursement of 10% of the fee established for one year of studies.

    V. FORCE MAJOR CIRCUMSTANCES5.1 The PARTIES will be free from performing the obligation under the present Contract

    partially or completely if their failure to fulfill the Contract's commitments were caused byforce - major circumstances that appeared after signing the present contract and could beneither prevented, or avoided by the PARTIES.

    5.2 The PARTY referring to the force - major circumstances will inform the other Party aboutit in written form enclosing a special document issued by the authorized establishment ofthe country in which appeared these circumstances. The above - mentioned specialdocument will contain the information about the character of circumstances and thepossibility to influence the Party's incapacity to perform the obligations under the presentContract.

    5.3 When force major circumstances end, the Party that referred to it and thus suspended itscontractual obligations will have to inform in written form the other Party immediatelyabout the possibility to resume the fulfillment of the present Contract obligations.

    VI. CLAIMS. CANCELLATION OF THE CONTRACT6.1. The Contract can be cancelled by the UNIVERSITY in the following cases:a. in case of non-observance by the STUDENT of the provisions of the Charter of the

    University, Moral Code, Internal Regulations, Regulations of training international studentsat the University, Internal regulations of Students’ hostels, other regulations of theUniversity, non-observance of the curricula and syllabus, negative attitude towards studiesand in case of poor results during examination sessions;

    b. if in spite of the written warning, the STUDENT continues to violate some important pointsof the Contract, that lead to the financial loss of the UNIVERSITY;

    c. in other cases.6.2. The Contract can be cancelled by one of the PARTIES if there exist force major

    circumstances, mentioned in Chapter 5 of the present Contract;6.3. The Contract can be cancelled by mutual agreement of the both PARTIES.6.4. The information concerning the cancellation of the present Contract will be given

    immediately to the other Party in written.6.5. In case of cancellation of the Contract the PARTIES will hold negotiations concerning

    cessation of the contract obligations and mutual discounts.6.6 The PARTIES bear responsibility for non-fulfillment or neglecting their obligations, under

    the present Contract.6.7. When having controversies concerning the Contract, the PARTIES will solve them by

    negotiations. The litigation unsolved by negotiations will be solved in accordance with thelegislation of the Republic of Moldova in force.

    VII. FINAL DISPOSITIONS7.1 Additions and amendments to the Contract are valid only if they are made in written and

    signed by both PARTIES.7.2. The present Contract is concluded in three copies in Romanian and three copies in English

    language, one for each PARTY, and one for the student's file.7.3. The Contract enters into force starting with the date of signing and is valid until fulfillment

    of contractual obligations by both PARTIES.
