About us
Center for Identification Systems is the main agency in Belarus providing scientific and methodological
support essential for creating information resources (systems) providing data on goods (products) and their
automatic identification. The Center enables also electronic document management in commodity distribution
networks and electronic commerce processes.
Center for Identification Systems is an independent expert organization with an accredited bar code
verification laboratory, as well as an EPC / RFID laboratory.
The National Technical Committee for Standardization TC BY 24 Identification operates within the Center for
Identification Systems. The Center is a member of the Interstate Technical Committee МТК-517.
A training scientific and practical RFID-laboratory (established by joint efforts of BSU and ZTE) operates within
the Center’s facilities.
Over 25 normative legal acts, relevant state standards and technical codes and more than 40 national, sectoral
and corporate projects and information systems based on modern technologies of automatic identification and
electronic business were developed and put into operation in 2007-2017.
The Center of Identification Systems:
initiated the development of the concept of the Single Trade (Digital) Information Space in the Customs
Union,
developed a national component of the system for marking of fur products and control of legality of turnover
of fur products in the EEU;
developed a reference model of the Single Window for Foreign Trade Activity of the EEU countries
(completed in May 2017);
is an authorized body that issues certificates for operators of the electronic document management dealing
with electronic waybills (EDI providers).
Interaction and business contacts
The Center for Identification Systems interacts with:

the Republic of Belarus

- UNECE bodies - CEFACT, WP.6, WP.7
- ISO (ТС 204 Intelligent transport systems)
- global organization GS1.
The Center for Identification Systems established business contacts
with the leading European and Asian companies making a speciality in
identification (NXP, Sarus, Voyantic, Nordic ID, ZTE, Agriconsulting Europe
S.A., Allflex, etc.).
Since 2006, the Center for Identification Systems has developed over
40 information systems of national and industry levels.

Ministry of Agriculture and Food of the Republic
of Belarus
State automated information system for identification, registration and tracing of
animals and products of animal origin (AITS).
AITS is used in agricultural industry to identify owners of animals regardless of the
form of ownership, livestock facilities and animals.
The system ensures traceability of life cycle and health status of animals in the
Republic of Belarus. It is based on national and international standards for the
identification and registration of animals and takes into account the
recommendations of the FAO and the GS1 system of standards.
In addition, it allows to create effective information technologies for traceability of
food products at the national, sectoral and corporate levels.
In 2013, AESA (Belgium) experts in information technologies and systems for
animal identification and registration evaluated the functionality of the AITS
system.

Extract from AESA experts’ opinion (Agriconsulting Europe SA,
Brussels) - representative of FAO and EU in Belarus
From October 28 to November 1, 2013, the functionality of the animal identification and
traceability system (IS AITS), developed in the Republic of Belarus, was evaluated.
CONCLUSION:
1. IS AITS complies with the requirements requested by the European regulations for identification and traceability systems for animals, including cattle.
2. IS AITS has a flexible identification and adjustment system, which allows to quickly adapt it for identification of other species of animals, and to promptly set it up in accordance with the legislation in case any changes are introduced to it. Considering this, the system can me recommended for use in other countries.

Integration
An important property of the AITS: any set of data daily
generated and accumulated in the system can be converted
(in the case of cross-border trade) into appropriate formats
and further provided (following regulations or upon request)
to other states’ information systems, including the Russian
Federation’s FGIS Mercury.
Similarly, when animals and products of animal origin,
which are subject to veterinary and sanitary control and
which must be traceable to comply with the legislation of the
Republic of Belarus, are shipped to Belarus from other
countries, AITS allows receiving, accumulating and
providing of relevant data on the quality, safety and
traceability of products imported to our country to the
authorized bodies of Belarus.

The system has been operating in the Central Scientific Library of the NAS of Belarus since
