Dr. Lydia Tena has served as the Northwest Campus Dean at El Paso Community College (EPCC) since 2000. During her tenure as the Northwest Campus Dean, she has led the campus growth from 1,200 students to the current enrollment of 3,500 students, the creation of the Jenna Welch and Laura Bush Northwest Campus Community Library in 2003 in partnership with the City of El Paso and the Public Library system, the establishment of the Northwest Early College High School in partnership with the Canutillo Independent School District in 2008, and has overseen numerous campus expansions. As part of her District Role, she also served as the Early College High School Administrative Liaison for the EPCC college district from 2006 to 2016 and was involved in the creation of ten ECHSs at EPCC. She also served as the Achieving the Dream (AtD) Leader College Liaison for the college district from 2006 to 2016. Dr. Lydia Tena has served as the Northwest Campus Dean at El Paso Community College

Universal City, Texas 78148 Dear Search Committee: Please accept this letter of application for the Northeast Lakeview President position. I am very interested in this position and bring 32 years of Community College experience that includes 26 years in various administrative positions starting as a Division Chair, Dean, and for the last 16 years as Campus Dean for the Northwest Campus of El Paso Community College (EPCC). I also have six years of Community College full-time teaching experience in face-to-face, hybrid, and online courses. Because of my passion for enhancing students’ success and my great interest in this position, I submit the following information for your consideration. I currently serve as the Northwest Campus Dean at EPCC which has a student population of over 30,000 in a five campus college district. This position is similar to a Campus President position in other college organizations of comparable size. In this position, I serve as the college and community representative for the Northwest Campus which serves both a rural and urban service area in far West El Paso. I oversee all campus facilities, faculty and staff in 30 Instructional Programs that include both Academic and Career and Technical programs, the Learning Resource Center, and the Counseling Department. In this campus role, I have worked very diligently with the College President, Cabinet members, and the Campus Team in order to help the campus transition from a center to a campus and to bring all college services to our students allowing us to triple the enrollment to the current enrollment of 3,000 students per semester from the original 1,200 students when I started in this position in 2000. I am very proud of the team that we have been able to create at the Northwest Campus and the many accomplishments that we have attained in the growth of the campus, excellent service to the students as documented in the Community College Survey of Student Engagement (CCSSE) survey results, community partnerships that we have established, and strong relationships with external funders during my sixteen-year tenure at the campus. I would endeavor to bring this winning track record and would love to share this experience with personnel at Northeast Lakeview College and the local community. Along with the Campus Dean responsibilities, I have also served the college district in several district-wide roles including the oversight of the Distance Learning Department, as the Early College High School (ECHS) Administrative Liaison, and as the Achieving the Dream (AtD) Leader College Liaison. I have overseen the Distance Learning Department since 2008 and have been responsible for several migrations in the Learning Management System from WebCT to Blackboard Learn 9 and have increased online and hybrid enrollments to over 9,000 students per semester. I have overseen the development of Course Design standards and Course Rubrics to continue to enhance the delivery of online classes in order to improve student success. As the ECHS Liaison, I have been involved in the creation of nine ECHS throughout the college district with an additional one to be opened next year. I have worked with our college team, the local school districts, and the external funders in the creation of these ECHS. As the AtD College Liaison since 2005, I have been heavily involved in initiatives focusing

on Student Success at El Paso Community College and have worked directly with the College President in working with the Student Success Core Team, have served as the college representative serving on panels or conducting presentations or webinars, have hosted numerous visiting college teams, and have served as the college’s contact person with AtD. I have overseen the student success activities throughout the district and authored the college’s submissions that have resulted in the college receiving numerous national awards including the 2011 AtD Leah Meyer Austin Institutional Student Success Leadership Award, the 2011 National Samples of Excellence Award from Excelencia in Education, being recognized as a Top Ten Finalist for the Aspen Prize for Community College Excellence in 2015, and being the recipient of the 2016 Student Success Award from the American Association of Community Colleges (AACC). This work has also been the subject of several case studies, doctoral dissertations, and articles/briefs produced by MDC/ATD. I would bring these experiences to enhance my work with staff and faculty at Northeast Lakeview College and the Alamo district in helping to continue the focus on student success. As I have done at El Paso Community College, I would strive to develop strong relationships with faculty and staff at Northeast Lakeview College and the college district. I would continue to expand on the extensive experience I have gained in working with private foundations, such as Gates, Greater Texas Foundation, Educate Texas, Community Foundations of Texas, and Lumina, as well as federal agencies to help expand the programming and other college activities. I am certain that the professional relationships which I have established with other college administrators and college presidents throughout the country would serve me well in my role as President at Northeast Lakeview College.

SKILLS/QUALIFICATIONS/EXPERIENCE:

EDUCATION: I have earned a Doctor of Education degree in Community College Administration from New Mexico State University, a fully accredited university.

EXPERIENCE: My senior administrative experience includes having served as the Northwest Campus Dean for the last sixteen years. Other administrative experience, over a 25-year span, has included serving as a Division Chair, Division Dean, and Dean of Instructional Programs. I also have six years of full-time teaching experience at the community college level where I have received Tenured Professor status and also have ten years of experience in an urban community college teaching online and hybrid courses as an adjunct Professor since 2005 to present.

LEADERSHIP: My leadership style would greatly support the Alamo Way and would provide me the opportunity to share my experiences leading the Achieving the Dream and Foundations of Excellence efforts for the last ten years as well as to incorporate the Baldrige methodology and Covey Principle Centered Leadership techniques. I possess a collaborative style that has enabled me to motivate and inspire those with whom I work toward a shared vision focusing on student success. Through the development of strong teams, I have been able to establish a campus environment where everybody’s input is valued, and where student success and

institutional effectiveness is moved forward as the team’s focus. My leadership style is one of inclusiveness and team building and I am a strong consensus builder that values others’ opinions and abilities and values honesty and fairness in all actions and interactions. I strive to be a visible leader who is approachable and who values open dialogue to help create a shared vision and have been able to develop very strong relationships with college personnel throughout the college district, local school district administrators, external funders, and other educational administrators across the country. I consider myself to be highly energetic, flexible and possess a proven record of leading teams as an Instructional Administrator for over twenty-six years and have extensive experience in leading both Academic and Vocational/Technical programs. I have strongly supported faculty in academic and workforce and technical programs at the campus to provide them the facilities and materials to better serve their students. I have also served as the Interim Dean for Nursing at EPCC for over two years and am very familiar with the requirements for the RN and LVN programs. I have worked closely with faculty to design and implement the curriculum and have supported their professional development to enhance their teaching methodologies in order to enhance the success of students in their programs. This focus on teaching, learning and student success has produced great successes due to faculty involvement and buy-in. I have also been involved in creating a strong Program Review process which has been in place for the last fifteen years at EPCC. I have had the privilege of helping design, in collaboration with faculty, numerous innovative strategies for enhancing the teaching-learning process that has led to student retention and success. I also have extensive experience working with the Developmental Education Initiative, Achieving the Dream, Statway, Texas Completes, and other student success initiatives and I feel that I bring a solid background in working with faculty and national funders to help meet the needs of our students.

TECHNOLOGY: I strongly encourage faculty at the Northwest Campus to utilize technology in their classes and support the necessary training to allow them to do so. We take great pride in providing the state-of-the art technology to our faculty and staff at this campus and soliciting the funding necessary to do so has been one of my top priorities. I have also been involved in the campus enhancement to convert all classrooms on the campus into “smart classrooms” with smart podiums to provide faculty the technology they need to enhance their teaching. Along with this campus experience, I have also overseen the Distance Education Division at El Paso Community College since 2008.

MANAGEMENT: In all decisions that I make as a college representative, I strive to exercise good

and fair judgment by maintaining an open mind and gathering the necessary information to make the best decision I can. I also strive to maintain a focus on serving our students and on how these decisions will affect them. I adhere to ethical principles in all my actions and reflect this in my personal life as well as in my career. I have over twenty years of experience building and managing college budgets and external funding from a variety of sources. As the chief administrative and academic officer on the Northwest campus for the past sixteen years, I have responsibilities for all facility renovations/expansions. I have been involved in transitioning our campus into a full-service campus from a center while expanding the facilities and staffing. In order to do so, we added the library building and the classroom and laboratory building in the fall 2002 semester which included the creation of smart classrooms and video conferencing facilities. I also participated in preparing and overseeing a grant proposal to the Department of Education to expand the Mathematics laboratory and to create a Chemistry Laboratory and Preparation room at the Northwest Campus. The grant was awarded to the college in October, 2008 in the sum of $780,000 and this renovation was completed in 2009. I oversaw the expansion of the Northwest Campus cafeteria facilities from design to completion in late 2010. I also oversaw the development of a grant proposal to the Housing and Urban Development (HUD) for a Campus Library Expansion. This funding was awarded to the campus in 2009 in the sum of $60,000 with a matching allocation from the college for a total of $120,000 and this expansion was completed in 2011.

COLLABORATIVE RELATIONSHIPS: My personality and nature is characterized by others as very positive and optimistic and I strive to create this environment with our campus Leadership Team and for it to permeate the campus as well. My Management/Leadership style is firmly based on my belief in promoting a culture of inclusion where all team members feel valued and are contributors to the decision-making process and the establishment of a shared vision. I possess the ability to bring diverse groups together to share a common vision through the work with our campus leadership team, the creation of multiple partnerships with area schools/businesses, leading the AtD efforts at EPCC, and in my role as an academic administrator for over twenty-six years. I am a very engaged leader who leads with great passion towards a shared vision of service to the students. As a professional and as an individual, I possess a high level of integrity in both my professional and personal life which I bring to every action, interaction, and decision. I possess a strong moral background and high integrity and strive towards high achievement in all that I do focusing at all times on student success which has been the driving force in my career from the classroom to my current position as Campus Dean. Because of this passion, I have devoted my career within the community college environment where the service to students is paramount and have been able to build strong relationships build on trust within the college and community, with colleagues across the country, as well as with external funders. Serve as the Northwest Campus Dean (equivalent to a Chief Operations Officer/Campus President at other institutions of similar size) with responsibility for the entire Northwest campus and its daily operations. The Northwest Campus, with an enrollment of 3,500 credit students, is part of a five campus college district with an overall enrollment of 30,000 credit students per semester. I also serve as the Dean of Instructional Programs for the Northwest Campus and oversee all academic, professional, and support staff, and 30 instructional programs. I serve as the primary contact for the campus within the college district and the community, and oversee forty-five institutional budgets totaling $5.3 Million and various grant budgets that total $3 Million.

Responsibilities and duties include:

Provide educational leadership to faculty and staff in all credit academic and Career and Technical programs offered at the Northwest Campus, various laboratories that support the instructional programs, thirty Full-time Professors, approximately one hundred Adjunct faculty, twenty full-time staff, and approximately thirty part-time staff.

Oversee campus facilities and serve as the primary contact person for the campus within the college district and the community.

Provide administrative leadership to the Library that serves as a college library and as the Northwest Community Library through a partnership with the City of El Paso and the El Paso Public Library system to provide community programming and services.

Provided educational leadership to the Associate Degree Nursing (ADN) and Licensed Vocational Nursing (LVN) programs offered at the Rio Grande and Mission del Paso Campuses.
