TERNET PROFILE Tanzania Education and Research Network (TERNET) was formed in 2007 as a membership organization to serve higher education and research institutions in Tanzania where 52 member institutions adapted its constitution. TERNET is composed of member organizations that are universities and institutions of higher learning, and research organizations. It was registered as a trustee on 11th April 2008.

TERNET has permanent employees and volunteers. But also, being a member owned entity, we have access to experts available from member institutions.

Services Offered. Services offered to member institutions include: technical support; Internet bandwidth; email hosting; capacity building (training) in ICT related topic, ranging from network design and implementation, network security and monitoring, to network services; and Direct Engineering Assistance (DEA) where we assist members to re-design and deploy their Campus networks as well as new services. Citing one relevant example is the KOHA, a Library System, deployment and training (supported by COSTECH) at SAUT Mwanza in 2012.

Connectivity TERNET is operating the Network Operating Center (NOC) hosted at the Tanzania Commission for Science and Technology (COSTECH). We are currently managing the available bandwidth of 155Mbps.

Partners TERNET as a non-profit organization has been working with various collaborators, partners and volunteers to achieve its objectives. The partners include: Ubuntunet Alliance - ttp://ubuntunet.net/; Network Startup Resource Center (NSRC) - ttp://www.nsrc.org/ who supports technical trainings; International Network for the Availability of Scientific Publications (INASP) - ttp://www.inasp.info/ who supported the 2014 e-readiness survey.

Participating in International Projects In collaboration with DIT, TERNET has deployed tool to support Identity Federation - https://idp.ternet.or.tz/. The initiative was supported by EU/FP7 project known as e-Infrastructure for Africa (eI4Africa) - http://ei4africa.sigma-orionis.com/, extended by EU/H2020 known as Sci-GaIA - http://sci-gaia.eu/. Through the Sci-GaIA project, TERNET has participated in the implementation of an Institutional Repository, accessed at http://oar.sci-gaia.eu/ using the “Invenio Digital Library Framework”, the same is proposed for this assignment - http://invenio-software.org/.

Understanding the Assignment and other Considerations This section will discuss the assignment in general.

A definition of an Institution Repository

Definition according to Wikipedia: “Institutional Repository is an online archive of an institution's scholarly papers, deposited by their authors. Institutional Repositories may include a variety of research output of an organization such as datasets, administrative documents, course notes, learning objects, or conference proceedings”. https://en.wikipedia.org/wiki/Institutional_repository

Discussion with COSTECH Members

While compiling the proposal, TERNET did seek more clarification from the following COSTECH members: Erika Nkonoki, on the original proposal and expected solution; Fikiri Hafidhi, on the existing servers and network infrastructure; and Mauridi Mohamed, on existing systems. It was noted that:

1. COSTECH is supposed to establish an institutional repository that will act as a hub to provide access to R&D and Academic institutions repositories (spokes) to deposit their ongoing research activities e.g. publications, ongoing projects, proposals, funding opportunities, policy dialogues, community outreach activities etc. It was further noted that the repository should be linked to at least 15 institutions.

2. On the existing infrastructure, it was noted that there is no any server space to be utilized for new service. There is no proper security system. Further, the current wireless service is not stable at all.

3. On existing systems, it was noted there is no system that could be considered for integrating with the Institutional Repository.

Review of ESRF Consultancy Reports

TERNET also reviewed a report by the Economic and Social Research Foundation, which was about available infrastructures in selected institutions.

Technical Proposal This section discuss about the proposed technical solution, the solution features and technology involved.

Proposed solution

Based on the need of providing a solution that will involve other institutions, TERNET is proposing a decentralized solution where COSTECH will act as a hub. The solution should be robust enough to allow addition of more institutions when needed.

We propose a cloud based (centralized) system hosted at COSTECH NOC with a backup server somewhere else, possibly in one of participating institutions. Each institution will have a separate repository on the same machine. Those institutions with existing repositories will be assisted on best practices, also could use COSTECH as a backup site.

In view of the requirements, TERNET is proposing to implement:

1. A digital library framework known as Invenio, a free software suite enabling digital library (document repository) on the web – http://invenio-software.org/. The technology offered by the software covers all aspects of digital library management, from document ingestion through classification, indexing, and curation up to document dissemination. More information at http://invenio.readthedocs.org/en/latest/

2. Introduction of Identity Federation (https://en.wikipedia.org/wiki/Federated_identity) to allow easy management of the various credentials and administration of the system. Federated identities somehow relates to Single-Sign-On where user from one institution is granted access to repository in another institute provided he has access right. 3. EduRoam (Education Roaming) so that when users move between institutions can access their wireless networks using their home credentials.

4. For securing the servers, a firewall in terms of hardware – pfSense XG-1540 is proposed. The pfSense XG-1540 is a multi-core processors high performance, high throughput front-line security firewall with extra memory, making it great for medium to large networks or for a small network that is expanding.

Invenio – the Data Repository

According to their website, Invenio at CERN (the European Organization for Nuclear Research) manages over 800,000 bibliographic records and 350,000 fulltext documents, organized in more than 500 collections, covering preprints, articles, books, journals, photographs, videos and more, of interest to people working in particle physics.

Invenio Modules There is different access level working in Invenio repository where administrator can create categories/repositories and manage authentication of other user to post and verify what have been posted. Invenio perform all functionalities with help of modules mentioned below:

1. BibUpload allows loading the new bibliographic data into the database. 2. BibCheck permits administrators and library cataloguers to automate various kind of tests on

the metadata to see whether the metadata comply with quality standards. 3. BibClassify allows automatic extraction of keywords from fulltext documents, based on the

frequency of specific terms, taken from a controlled vocabulary. 4. BibConvert allows metadata conversion from any structured or semi-structured proprietary

format into any other format, typically the MARC XML that is natively used in Invenio. 5. BibEdit permits one to edit the metadata via a Web interface.

6. BibFormat is in charge of formatting the bibliographic metadata in numerous ways. 7. BibIndex module takes care of the indexation of metadata, references and full text files.

8. BibMatch permits to filter input XML files against the database content, attempting to match records via certain criteria, for example to avoid doubly-inputted records.

9. BibRank permits to set up various ranking criteria that will be used later by the search engine.

10. WebAccess module is responsible for granting access to users for performing various actions within the system.

11. WebAlert module allows the end user to be alerted whenever a new document matching her personal criteria is inserted into the database.

12. WebSearch module handles user requests to search for a certain words or phrases in the database.

13. WebSession is a session and user management module that permits to differentiate between users. Useful for personalization of the interface and services like personal baskets and alerts.

14. WebStat is a configurable system that permits to gather statistics about the health of the server, the usage of the system, as well as about some particular system features.

15. WebStyle is a library of design-related modules that defines look and feel of Invenio pages.

16. WebSubmit is a comprehensive submission system allowing authorized individuals (authors, secretaries and repository maintenance staff) to submit individual documents into the system.

Technologies behind the Repository

Technologies behind Invenio that make it powerful repository for institute repository include:

• Web Server: The web application is where the main Invenio application will be running. • Database server: The database server will hold persistent data of our Invenio installation,

such as bibliographic records or user accounts. Invenio supports MySQL, PostgreSQL, and SQLite databases. We intend to use MySQL.

• Redis: The Redis is used for various caching needs.

• Elasticsearch: The Elasticsearch is used to index and search bibliographic records, fulltext documents, and other various interesting information managed by our Invenio digital library instance.

• RabbitMQ: The RabbitMQ is used as a messaging middleware broker.

• Worker: The Celery worker is used to execute potentially long tasks in asynchronous manner.

Identity Federation.

Identity Federation means of linking a person's electronic identity and attributes, stored across multiple distinct identity management systems. This help to identify users using a certain service like digital repository in the web by authenticate them through/from different identity provider. If there are access levels for accessing the “Digital Repository” as service by different users from different institutions, it is very hard to track and manage them. In situation like this, and identity provider is the best way where all users/scientist are registered on their home institute and when accessing the repository they are authenticated using their home identity provider. This creates a Trusted Framework as indicated in Fig. 2 where COSTECH is a service provider while the institutions are the Identity Providers.

We are going to implement shibboleth (http://shibboleth.net/) as a framework for Identity Federation. Note that all institutions will be regarded as Identity Providers (IdP) while TERNET is providing a Catch-All IdP - https://idp.ternet.or.tz/ for users not in participating institutions. Fig 3

Certificate Authority

A certificate authority (CA) is a trusted entity that issues electronic signature that verifies a digital entity’s identity on the Internet. The electronic documents, which are called digital certificates, are an essential part of secure communication and play an important part in the public key infrastructure (PKI). Certificates typically include the owner's public key, the expiration date of the certificate, the owner's name and other information about the public key owner.

For security of Digital Repository, TERNET will install a local Certificate Authority Server to validate the implemented solutions. But also, we are going to implement COMODO SSL certificates so that the deployed system can be accessed internationally if needed.

Network Security

A hardware firewall (pfSense XG-1540) will be implemented to provide network security - block unauthorized access while permitting outward communication.

Other Services Proposed

TERNET is proposing to introduce EduRoam: the education roaming, is the secure, world-wide roaming access service developed for the international research and education community - https://www.eduroam.org/. Eduroam allows students, researchers and staff from participating institutions to obtain Internet connectivity across campus and when visiting other participating institutions by simply opening their laptop.

Note that EduRoam require a good wireless coverage, we encourage COSTECH to consider improving its wireless offering at the office.

Server Requirement

The proposed system requires a minimum of three servers where 2 will be used for the installation while the 3rd one as a backup to be located in another location. Server specifications is provided as an Annex.

Project Structure and Team Composition

Project steering. The Steering Committee. We propose a steering committee to represent interest of stakeholders who will be impacted by the project. They don't have any direct accountability on project deliverable but they are responsible to provide advise and recommendations to the Team Leaders.

Client Project Group. Experience has shown that project organizations with persons assigned by the client serve best the efficiency of the service. We propose that client assign 2-3 persons for the client project group. The group will serve as consultants and/or experts for the TERNET project team.

TERNET Project Team. TERNET on its hand proposes that the TERNET project team is organized as an independent unit, with own organizational structure. In this way we guarantee that our core personnel is available for the needs of the project throughout the entire duration.

Team Composition Our proposed staffs has got an extensive knowledge of the needs and operations of stakeholders (Higher Learning and Research Institutions), system development and support, infrastructure establishment and support, and project management.

Dr. Amos Nungu is the Executive Secretary of TERNET, but also a Lecturer at the Dar Es Salaam Institute of Technology. Dr. Nungu has participated in various local and international projects. He will be working as the Project Manager.

Mulembwa Munaku works as a consultant at President's Office Public Service Management (2012 – 2016), advising on the Implementation of eGovernment Projects, he is an Assistant Lecture at University of Dar Es Salaam, who has also participated in various projects. He will be working as the deputy Project Manager, but also responsible for the final documentation to the client.

Stephan Mgaya is a systems engineer at TERNET who has been involved in many cutting edge technologies, including the implementation of Invenio repository and Identity Federation at TERNET. He will be responsible for the software aspects in the project.

Damas Makweba is the Chief Technical Officer at TERNET, also an Instructor at Dar Es Salaam Institute of Technology. Damas was responsible for the installation (and associated training) of KOHA at the Saint Augustine University – Mwanza, in 2010. Damas and Magesa will be responsible for the hardware and network infrastructure. Due to his extensive training experience, he will also be responsible for capacity building sessions.

Magesa Mihayo is the network technical staff at TERNET who is managed our Network Operating Center as well as supporting members getting our Internet services from STM1 as well as HERIN. Magesa and Damas will be responsible for the hardware and network infrastructure.

Kilongi Kayera is an Intern at TERNET who is well versed in both network and systems. He recently attended the training on Identity Federation, but also, implementing an EduRoam pilot with DIT. He will be part of the implementation team specifically on the software aspects.

Regina Mboma is the administrative assistant at TERNET. She will be responsible for logistics, especially training seminars.

Personal Description

Dr. Amos Nungu is a Lecture, researcher, and consultant at the Dar Es Salaam Institute of Technology (DIT) in Dar es Salaam, Tanzania. He has worked and researched in various areas of Information and Communication Technology for Development (ICT4D), especially in establishment of sustainable broadband markets (producers and consumers) in under-served areas. Particular areas of expertise include ICT for Development (ICT4D) in general, ICT innovations and solution development. Dr Nungu initiated, managed and participated in many projects, including those of EU/FP7 and H2020. He has been involved in various ICT initiatives in Tanzania and abroad, worked with various local and international organizations. But also, published in conference and international journals as well as given talks in various forums. He is an external examiner to IFM and NM-AIST. Amos holds various managerial and professional responsibilities. Currently, he is the head of India -Tanzania Centre of Excellence in ICT (ITCoEICT) at DIT. In that capacity, he has initiated the establishment of a Masters course in Computational Science and Engineering to boost usage of the Supercomputer hosted at DIT. He saves as a board member to SUA and OUT ICT Centers, also he is the interim Executive Secretary for Tanzania Education and Research Networks (TERNET). April'06 - 2011 Project Manager for the “Information, Communication and Technology for Rural Development” (ICT4RD) program (http://www.ict4rd.ne.tz/). This program was funded by SIDA and managed by DIT, COSTECH and KTH. The main goal was to create sustainable broadband markets in rural Tanzania. My duties involved coordinating and managing the day-to-day activities for smooth running of the program. Also, budgeting and reporting to the management and the donor. The outcome was a well documented, community owned and operated communication network. This was achieved through the formation of a Public-private-people-partnership (PPPP). In addition, ICT4RD facilitated (curriculum development and purchase of laboratory equipment) introduction of the Communication Systems Technology Course at DIT.
