Institutional framework for youth in Republic of Srpska

Institutionally and legally based activities in order to enhance the position of the youth:

• support from budget to projects of youth organizations – 1.350.000,00 КМ (temporary 950.000,00 КМ because of the negative impacts of the world economic crisis),

• support from budget to projects of youth organizations in rural area – 200.000,00 КМ (temporary 50.000,00 КМ because of the negative impacts of the world economic crisis),

• support from budget to projects of Secondary school councils: in year 2008. – 30 projects supported, in year 2009. – 27 projects supported,

• making the Law on voluntarism,• construction or adaptation of multipurpose buildings for the

youth in urban areas (Banja Luka, Zvornik...), ond of Youth Training Centre in Bardaca, Srbac,

• support to making documents of Youth Policy in 41 municipality in RS (till year 2007. only Banja Luka and Zvornik had adopted these documents, 7 municipalities are currently performing the activities in order to adopt it, 12 municipalities haven`t yet started this process, while 1 municipality is not capable to adopt it),

• organizational and financial support to free English lessons for 1200 attenders a year in many municipalities across the RS,

• support to establishing committees and bodies and introducing budgets for youth in municipalities, according to adopted documents Youth Policy,

• “First Job” - 2.000.000 КМ a year (temporary 200.000 КМ because of the negative impacts of the world economic crisis) to subsidy employers to employ young employees. In year 2008. - 125 employers have been supported to employ 240 young workers, in year 2009. - 240 employers have been supported to employ 420 young workers,

• support form the budget with 500.000 КМ a year, to subsidy 1% of interest rate for favorable housing credits of Investment Development Bank of RS for youngsters and young couples.

• GOAL: Supervisory and control of the policies and laws implemented in order to enhance the position of the youth,

• Competencies:

– position of youth in society,

– protection of children and youth,

– sport and physical culture development.

• Members:

– president and 4 members are elected MPs,

– 4 members are elected by RS NA upon proposition of youth organizations.

COMMITTEE ON YOUTH ISSUES IN RS NA

• umbrella organization of the youth organizations in the RS,• establishment, rights and obligations regulated by articles 39.-43. of the

Law on Youth organization,• Youth council is obliged to contribute to:

– planning, development and implementation of Youth policy,

– representation of the interests and the rights of youth and their institutional participation in the life of Republic, and the municipalities,

– stimulation of youth for youth work,

– informed youth,

– coordination and implementation of the youth projects of the national importance,

– coordination with the institutions and organizations on the BiH level,

– international youth cooperation etc...

YOUTH COUNCIL OF RS

• Constitutional foundation: Amendment XXXII p. 12. to the Article No. 68. of the RS Constitution which prescribes that Republic of Srpska organizes and ensures ... care for children and youth, ....

• The Law establishes: public interest and programs related to youth, establishment and association of youth organizations, activities, property and financing, rights and obligations, vocational work and development, youth manifestations, international youth cooperation, informing and bodies for youth policy development.

• Goals of youth organizations are: – supporting systematical youth organization and youth policy

enhancement and development with active participation of the youth,– stimulation of youth,– affirmation of activities of the youth,– representation of the interests and rights of youth,– promotion of the participation of the youth in the decision making

process. • Youth policy• Youth councils and the Committees on youth issues at the local level

LAW ON YOUTH ORGANIZATION

• Public interest, goals, programs and deadlines regulated by articles 11.-21. of the Law on youth organization.

• Youth policy of RS for the period 2010. – 2015.• Managerial committee for youth – multi-sectoral

consultative body, participated by representatives of the ministries responsible for the Youth policy implementation, with its basic goal to coordinate activities necessary for implementation of the Youth policy.

• Youth policy at the local level.

YOUTH POLICY

• Education system of Republic of Srpska is passing through reform processes at all levels. From pre-primary upbringing and education, over primary, secondary and high education, till education of adults, a series of systematic changes has been conducted through the life-long learning concept, with basic goal in creation of society based on knowledge.

• Republic of Srpska Development Program: 85.000.000,00 КМ for reform and development of education system, and human resources development; 98 projects in education system, approved and implemented till the end of year 2009. - 65.227.678,00 КМ.

• In year 2008., as in 2009. and 2010., amount of 2.000.000 КМ has been provided for the student`s scholarships through public competition for several categories of the students: highly ranked, successful students, students coming from socially endangered families, and students coming from extremely undeveloped municipalities.

• In year 2010., amount of 3.200.000 КМ has been provided for co-financing the accommodation for pupils and students.

• support from budget to projects of student`s organizations – 200.000 КМ a year.

EDUCATION AND STUDENT`S STANDARD

• Public employment service of RS: program of highly educated apprentices employment, i.e. co-financing apprentice`s salary with 60%, money provided each year for 1000 – 1500

unemployed highly educated youth. • Support to young entrepreneurs within the Guarantee Fund of

RS.

• Investment Development Bank of RS: approved 525 housing

credits in amount of 35.445.409,89 КМ for young couples. • Youth healthcare policy.• Republic of Srpska Development Program: building,

reconstruction и rehabilitation of over 70 sport facilities across the Republic of Srpska.
