BOSNIA AND HERZEGOVINA
A BRIEFHISTORICAL OVERVIEW ON EARTH OBSERVATIONACTIVITIES
The first cartographic presentations of smaller parts of Bosnia and Herzegovina, which wereobtained by direct fields observing, were generated in the last decades of the 17th century.From then until 1870, secret observations were intensely carried out by Austrian officers andagents, on the basis of which a number of maps were created. The most successful amongthem are those made by Kiepert, Scheda and Roskievic. First geodetic measurements in Bosniawere performed during 1871, by the Austrian surveying expedition (Sterneck, 1871; Sterneck-Milinkovic, 1872). In the period 1880-1884 Military Geographical Institute in Vienna (MGI)performed cadastral survey of the whole territory of Bosnia and Herzegovina, on the basis ofwhich they produced cadastral and topographic maps. After 1918, a leading role in mapping of
Bosnia and Herzegovina territory was under the Military geographical institute in Belgrade.Maps that were created by 1950 are based on the renewal of the Austro-Hungarian maps.Beginning of 1953, surveying of Bosnia and Herzegovina were performed by aerialphotogrammetry. By the beginning of the war in 1992, new topographic maps were producedfor the entire territory of Bosnia and Herzegovina. Geodetic Institute of Bosnia andHerzegovina created new cadastral plans for more than 90% of the country. Currently in Bosniaand Herzegovina there is no official institution for production of military and civil maps.
CURRENTSTATUS OFEARTH OBSERVATIONACTIVITIES
1. Policies
1.1 National policies and implementation
For the first time in Bosnia and Herzegovina is expected to start with activities in the spatialdata infrastructure, all in accordance with the INSPIRE (Infrastructure for Spatial Information inthe European Community) Directives of the European Union. In cooperation with the FederalMinistry of Physical Planning, information about the spatial data infrastructure in theFederation B&H was obtained and adopted by the Government of the Federation and thatgives the first guidelines for these activities.During next year it is expected to complete the DOF project (digital orthophoto), which isfinanced by the European Commission. This project will include the entire territory of Bosniaand Herzegovina. Digital orthophoto of Federation of Bosnia and Herzegovina was alreadyproduced during 2007 - 2009. Around 4000 new sheets in scale 1:5000 were made mainly forthe purpose of spatial planning. Partner of Federal ministry of physical planning for this activity
was Angermeier, a private owned company.Thanks to the cooperation and assistance of Japan International Cooperation Agency JICA,Ministry of Civil Affairs and Communications of Bosnia and Herzegovina and JICA in 2002.signed an agreement on the introduction of the project "Establishment of digital topographicmaps of Bosnia and Herzegovina". Realization of this project is planned on the basis of a newaerial photogrammetric surveys and using the existing analog 1:25000 topographic maps. JICA,in cooperation with the Federal Administration for Geodetic and Property Affairs, the RepublicAdministration for Geodetic and Property Affairs of the RS entity and Brcko District GeodeticAdministration produced new topographic maps (47 sheets) for the 21 inhabited place. Furtherwork on this project have continued by both Administration for Geodetic and Property Affairs,with the aim of complete digital topographic maps of Bosnia and Herzegovina.

Bosnia and Herzegovina in the last decade, actively implemented the transformation of
cadastral plans from analog to digital form. So far, the digitizing was completed by about 50%of the territory of Bosnia and Herzegovina (by entities: FBiH 30% and RS 70%). These activitiesare conducted by private companies, such as Angermeier, Geometrika and Gauss.

1.3 Information sharing policies
Organizations providing various spatial Data Sets and Services
I. Entities Administration for Geodetic and Property AffairsThe most complete and updated map and EO collection is available from theFederal Geodetic Administration and Geodetic Administration of RS, both assumes therole of the major coordinators with respect to spatial data. Different kinds of EOproducts in various scales may be found: large scale cadastral maps with and withoutelevations (1:500, 1:1000; 1:2500 and 1:5000 new surveys, 1:1562.5, 1:3125 and 1:6250 old surveys), overview maps, maps of underground lines andfacilities, topographic maps (1:5000, 1:10000, 1:25000, 1:50000, 1:100000, 1:200000),agricultural maps, soil, prudential and erosian maps, aerial photographs, etc.
II. Ministry of Civil AffairsSector for geodetic, geological and meteorological affairs performs tasks: preparing

and executing regulations, duties and tasks that are within the competence of Bosnia
and Herzegovina and which relate to defining basic principles of coordination ofactivities, compliance plans of the Entity authorities and defining a strategy at theinternational level in areas: land surveying activities, including cooperation in this fieldwith the international Union of Geodesy and Geophysics (IUGG) and with otherinternational associations in this field, participate in the preparation and execution ofinternational agreements in this field; tasks related to the basic geodetic works andmapping of importance for Bosnia and Herzegovina. Under the jurisdiction of thisMinistry is Center for Mine Action in Bosnia and Herzegovina, which produces maps ofminefields in Bosnia and Herzegovina.
III. Ministry of Communication and TransportUnder the jurisdiction of this Ministry is BHDCA - Bosnia and Herzegovina Directorate ofCivil Aviation, which produces various air navigation maps and charts.
IV. Ministry of DefenseMinistry of Defence is responsible for planning and performing surveying,photogrammetry and cartographic activities of interest for defense, supervision overthe execution of these tasks and concerns about the preservation, storage anddistribution of geodetic, photogrammetric and cartographic materials and documentsrelevant to the defense.
V. Entity Ministries of Physical PlanningFederal Ministry of Physical Planning and RS Ministry of Physical Planning, CivilEngineering and Ecology perform and expert and other tasks falling under thecompetence of the Federation of Bosnia and Herzegovina and RS that relate topreparation of basic maps: geophysical, seismological, geometrical, minerogenetic,
geochemical, geomorphologic and others.VI. Entity Ministries of Agriculture, Water Management and Forestry
These Ministries are responsible for development of pedological maps, erosion maps,forestry maps as well as other special-purpose maps.
VII.Entity Ministries of Transport and CommunicationsUnder the jurisdiction of these Ministries is Entity Directorates of Civil Aviation, whichproduces various air navigation maps and charts.
VIII.Entity Ministries of Energy, Mining and IndustryThese Ministries are preparing geological maps for spatial planning, the maps for theconstruction, mining and other activities, maps for the development of forestry,agriculture, water supply, and the development of urbanization and infrastructure.
IX.
Many private owned companies (Gauss, GeoCentar, Infomap etc) are providing variousgeodata.Many private companies offer a variety of geospatial data, such as satellite and aerialimages, digital terrain models, digital orthophoto maps, digital cadastral maps, 3D citymodels, LIDAR, digital topographic maps, thematic maps, hydrographic bathymetricdata, etc.
