Togetherwefinishedsuccessfullymanyprojectsandhavegotontoaplentyofnewprojects.Ourmoti-vatedemployees–nationalaswell
asinternational–havegivenitsbestheadingtheDorschGruppetosuccess.
Thereisnoreasontohideourperformance;andouremployeescanbeproudbeingapartoftheDorschGruppe.
Wecouldachieveasolidgrowingin2009too:Achievingourgoalsinincreasingsalesby��percent(ex-cludingconfoundingfactors).Stillweachieve70percentofourrevenueabroad,alion’sshareofitinAbuDhabi.
ThisimplicatesthatduetothecontinuousgrowinginsalesintheArabmarketsfinancedbycommoditiesweareaffectedbythefinancialcrisisonlypunctually.
Thankstoyourexcellentperform-ancetodayweareabletobeatrust-worthyandrespectedpartnerallovertheworld.
InApril,wecouldwinAndreaPalfortheDorschmanagementboard.WithAndrea,wecouldbringanexpe-riencedfellowonboardwhowill,togetherwithJürgenRödermanagetheunitsWaterandEnvironment,TransportationandInfrastructure,Airportsaswellasindustrialengineering.
Inthesamemonth,AndreasRieneckerwasappointedforthemanagementboardtoo.
OlafHoffmann’sdelegation’sjour-neytoIraqwasusefulmakingnewhelpfulconnectionsanddeepeningexisting.
Besidethis,inJune,OlafHoffmannbecameamemberoftheGhorfaexecutivecommittee,theArab-GermanChamberofCommerceandIndustry,whichrepresents22ArabianCountries.
Withtheexecutivecommitteemem-bership,OlafHoffmannwillbeabletolobbyingforthedevelopmentandadvancementoftheeconomicrelationshipbetweentheArabcountriesandGermany.
Wearelookingforwardtocon-tinuetogetherwithyouestablishingDorschGruppeasaleadingprovideronplanningservicesandachievingastrongerpositionontheglobalmarket.

AdelegationfromDorschHoldingGmbH-DCAbuDhabivisitedBeijingandTianjin-Chinatocompletethewitnesstestsofthehydraulicandnumericalmodellingteststovali-datethedesigneffortoftheMarineDevelopmentActivitiesatQarnaynIsland,AbuDhabi.
TheprojectisoneofthegreatestmarineengineeringprojectsinAbuDhabiandwouldleadtoaportcapableofhostingtheworldlargestYachtMsDubai(�70mlength),inadditiontoprovidesafeharbouringtodifferentsizedvesselsandyachts.
ThedelegationarrivedinBeijingonthe9thofNovemberandreturnedtoAbuDhabionthe�2thofNovember2009.ThewitnesstesttookplaceonthepremisesofTianjinPort
LowerSaxony,whicharetwoofthefourlargestGermannewmotorwayconstructions(theothertwoareA�4inSaxony-AnhaltandA94inBa-varia).Bothsectionshavealengthof20kmeach.
InMecklenburg-WestPomeraniaBDCissupervisingtheplanningofa�,480mbridgeconstructionoverthePeene,theUsedomBathlineRailwayandtheSouthPortWolgastinthecourseoftheplanningsfortheringroadWolgast.
EngineersofBDCarealsopartici-patinginthenewconstructionof
theAirportBerlinBrandenburgInternationalbyplanningthetrafficzonesandflanksforthebuildingsofthegroundtrafficservicesandthesecurityservices.
Asaresultoftheconversation,Mr.RollenhagenwasassuredofBDC‘scontinuouscontributiontothead-vancementandthegoodreputationoftheVBI.

Inoneofthenumeroussubsequentcontractawardsthesamejointventurewasretainedtoprepareanupdateofthemasterplanfeatur-ingdevelopmentplanningasabasisforwastewaterdisposalengineer-ing;forecastsofdemographicandemploymenttrendsfrom�99�to20�5;locationstudiesandcapacitycalculations;andphysicalplanningforadditionalindustrialandresiden-tialareas.
Aspartofafurthercontractthehydrologicalandhydraulicdesignofthebufferpondheadingupthe50kmlongElSaffcanalwascarriedout,followedbyconstructionsupervision.
HelwanWWTPextension:
Theplanthadbeenoriginallyde-signedbyDorschConsult�0yearsago,andisnowbeingextendedfromapopulationequivalentof�million
namelymasterplan,design,sitesupervision,projectmanagementandtrainingforHelwanSewerage.Serv-icesrenderedfortheHelwanWWTPextensionwereasamplingcampaign,design,preparationofworkpackagesandprocurementdocuments,follow-upduringconstruction,preparatorydocumentationandmonitoring.

Duringtheperiod�955to�975Helwananditsnearbysurround-ingshaddevelopedintoafirst-orderindustrialcentrewithallthenegative
sideeffectsinvolved,suchasanex-plosivegrowthofpopulation(whichquadrupledin20years),trafficandtransportproblemsand,particularly,significantnegativeeffectsontheenvironment.IthadthusbecomevitallyimportanttoprotecttheNileRiveragainstpollutionsincethisriverprovidesthewatersupplyforthedenselypopulatedareasdownstreamofHelwan,includingthe�0millioninhabitantsofCairo.
Themasterplanincludedthecollec-tionofclimatologicallydataaswellasgeologicalandhydrogeologicalinvestigations,furthermoreinvesti-gationsontheexpectedpopulationgrowth.Watersupplyconditionswerealsostudied.Existingsewersandtreatmentplantswereexaminedandland-useplansuptotheyear2000wereestablished.
Anextensivemeasuringprogrammewascarriedouttodeterminethequantityandqualityoftheindustrialsewage.Consideringallhealthandenvironmentalaspects,arehabilita-tionanddevelopmentstrategywasdeveloped.
Criteriaweredefinedforthesubsequentdesignofthesewersystemandtreatmentworks,pro-vidingfor�.5millionpopulationequivalents.
The Jewel of the Nile
ThehistoryofDorschConsultCairoiscloselyconnectedtotheHelwanWastewaterTreatmentPlant.
TheHelwanSewerageProjectwascommencedin�977.SincethatyearDCCairohashadapermanentpresenceinCairo.
Since2006theextensionoftheHel-wanWastewaterTreatmentplanthasbeenunderconstructionwithopera-tioncommencinginAugust2009.
• Thesignificantmilestonesforthisextensionprojectare:
• Themaincontractor,ArabContrac-tors,wasappointedinDecember2005.
• DorschConsultwasappointedasdesignerfortheextensionprojectinJanuary2006duetoourprevi-ousexperienceontheproject.
• Excavationcommencedaccord-ingtoourinitialdesignsinMarch2006.
• ConcretingcommencedinMay2006.
• OperationhascommencedinAugust2009,5monthsaheadoftheoriginalprogramme.
DorschConsultprovidedinbothprojectsthetechnicalexpertise,

to�.7millionsandadailyflowof550,000m�/d.Itprovidesactivatedsludgebiologicaltreatmentandincorporatesbothnewtreatmentunitsandtherenovationoftheexistingsystems.
Duetolimitationsofspace,thedesignconsideredvariousoptionsforthebiologicaltreatmentcapacityandsludgetreatmentanddisposalstrategy.
Thefinalsolutionforthesludgetreatmentreliesonsludgedryingbeds,anenvironmentallysustainablesolutionusingtheabundantfreesunshineforwhichEgyptisfamous.
TheHelwanWWTPprojectwasofficiallyinauguratedonDecember6,2009byHEHosneyMubarrak,Presi-dentoftheArabRepublicofEgypt.

Iraqdoesnotlackinmoney,politicalwillorinternationalpartners.Whatisabsentisknowledge.Noweconomyandpoliticsmustworktogether.Thisisnotalwaysquitelegal,butithelps!
AftertheendoftheBerlininvest-mentconferenceforIraq,goodmoodprevails.TheforeigntradevolumebetweenGermanyandIraqhasdoubledwithinoneyear,announcestheArabian-GermanchamberofcommerceofGhorfa.AndwhentheGerman-IraqiAgree-mentoninvestmentisratified,thenitcanproperlygooffagainwiththereconstructionintheMesopotamia.
Theeconomicnewsofthesummerfittedtothecurrenteuphoria.Hardlyoneweekpassedwithoutthatcon-tractconclusionswereannouncedinatleasthundredsofmillions.
InthemiddleofJulytheIraqigov-ernmentspokesmanAlial-Dabbaghannouncedforexample,thecon-structionofasportcityinBasraatcostof�20millionEuros,sothatthefootballtournamentaroundthegulfcupcantakeplacetherein20�2.
OnedaylatertheinvestmentauthorityofNajafwroteouttheirproject“NewNajafofcity“toare-newedapplication,theinvestorfromKuwaithadgotoutoftheplanning.NewNajafcityisaurbanlarge-scaleproject(investmentvolume27billionEuros):On2�squarekilometresthelakeinNadschafshouldberebuiltwithhousingunitsinallpriceranges,anuniversity,banks,sportsfacili-ties,authorities,socialinstitutions,shoppingcentresaswellasafive-starhotel.
Themainattraction:TheviewshaftsofallMagistralsarealignedinthedirectionofNadschaf,morepreciselyontheshrineofImamAli,destina-tionofapproximatelyfourmilliontouristsperyear.
NewNajafcityisalreadynow“asymbolforthenewlyarousedself-assuranceoftheShiiteinthegulf“writesWPIcorrespondentFariHaram.Thevision:“Thenewmid-dleclassandupperclassconnectsofcoursethepilgrimagewithholiday,wellnessandshoppingtoursinluxuryboutiques.“Butitmuststillhappenalot,sothatthisdreambecomestrue.Streetsmustbebuilt,bridgesmustberenovated,generatingstationsandhospitalsmustbeconstructed.Masterplans,callsfortendersandprojectscirculateforanyimaginablebranchofindustry.
Iraqipoliticianstravelaroundtheworld,economicdelegationstraveltotheIraq.WhatseemstobethebiggestbuildingsiteoftheNearEastfromanews’perspective,turnsouttobetheslowestatacloserlook.Asfastaslarge-scaleprojectsarean-nounced,theyarepostponedshortlythereafter.Timelinesareextendedconstantly,closedcallsfortendersareopenedagainandconsortiaarereconstructedimmediatelyaftercrea-tion.
TheIraqigovernmenthasrecentlyannouncedthepostponementofseverallong-scheduledinvestmentsagain.„Contactpersonschangeperpetually,officialroutinesexistrarelyorarehardlyharmonizedwithinternationalstandards“,anentre-preneuriscomplaining.Thisisthebottleneckinwhichallprojectsarejammingthemselves.Iraqdoesnotlackinmoney,politicalwillorinter-nationalpartners.Whatisabsent,isknowledge.
Experts,engineers,doctors,admin-istrativeofficers,lawyers,financeexperts.Atrainedstaffwhocanimplementthebiginfrastructureprojectsishardlyavailablewithinanyinstitution,authorityorministry.
Evenifthestaffcoverageisfairlysatisfying,thefewemployeesdonothaveexperiencehowtocallforten-dersinthefieldsofairports,bridges,

TheDAAD(GermanAcademicEx-changeService)issponsoringIraqprofessors,placingIraqgraduatesinGermanenterprises.TheAGEF(WorkgroupDevelopmentandSpe-cialistsintheFieldofMigrationandDevelopmentCooperation)educatesmechanics,electricians,andplumb-ers,trainsrefereesandemployeesinadministration.Recentlyaninitia-tivehasbeenfoundinArbiltohaveaGermanschoolthereuntil20�2,makingtheKurdishcapitalmoreinterestingforreturnees.CurrentlyaUniversityinBaghdadisinitiatedandpreparedfromGermany.
TheAnglo-SaxonNationsarediscov-eringthetopictoo:Withinthenextfiveyears�0,000IraqistudentswillbegraduatedfromuniversitiesinGreatBritain,Australia,CanadaandtheUSA.ThishasbeenannouncedbytheUSpresidentBarackObamaandtheIraqPrimeMinisterNuriAl-MalikiinJuly.Regardlesshowmanyeduca-tionalprojectswillbelaunched–thetimeistight.Plentyofinitiativeswillraisethelevelonlyafteryears.Butstreets,powerplants,schoolsandhospitalshavetobefinishednow.Duetotheurgency,someentrepre-neursarelookingforcreativeandsemi-legalshortcutsinaccordancewiththeirIraqipartnerstoachievetheirgoals.
Insteadofwaitingforgraduatedfromnon-establisheduniversitiestheyassignownemployersandap-pointthemasconsultantsinad-ministrationandministrieswhoseordertheyarecurrentlyworkingon.Concerningthetransparencyitisn’tanythingbutimpeccable.Butitworks!
Latelyamanagingdirectorofacon-sultingcompanyhasreportedaboutanideawhichwouldexceedthecommondefinitionofPublic-Private-
Partnership.ItsabouttwomilitaryprojectsinabillionEurorange:InEuropejusttwocompetitorsareabletohandleprojectsinthisdimension.Thereforetheymeeteachotherforaconfidentialexchangewherethecompetitorsweremoaningaboutthecommonproblems:poortenderdocuments,nomanagementandchaoticstructures.ItwouldbeveryurgentassigningkeypositionsattheIraqclients(provinces,administrationandministry)withstaff,whichbringsthequantumonfunctionalandlinguisticallyknowhowtocoordinatetheordersandthecrafts.
Butsuchstaffdoesn’texist.
Thedanger:theprojectsremainundone,willbepostponedandasoftenputouttotenderuntil“theyaredeadsometimesbecausenoen-terprisewilltouchitanymore”,theconsultantsaid.Threecomparableprojectsaretendered.HencetheEu-ropeanshaveagreedtoassigntheirstaffintotheIraqadministrationinordertomanagethecompetitor’sproject–andtotraintheIraqclerksbytheway.Justthe“Go”fromtheIraqisideismissing.

On�4thofSeptember2009,almostoneyearaftertheassignmentoftheA�9,section2(ASLueneburg-ASBadBeversen),BDCwasassignedthedesignoftheA22betweenWesterstedeandtheElbetunnelnearDrochtersen,section7fromtheL��4totheA26.
Thisprojectedcoastalmotorwayconstitutesamajormeansforthedevelopmentofthenorth-westernpartofGermany.Bymeansofthismotorwaythenorthernandeasternneighbouringstateswillcloseranks,andthegeographicalseparationofSchleswig-HolsteinandLowerSaxonyonthelowerElbewillbeovercome.
InadditiontheGermanseaports‘connectiontothehinterlandontheNorthSeaandtheaccesstotheregionsonthelowerWeserandonthelowerElbewillbeimprovednoticeably.Thus,contributingtotheregionaldevelopmentobjective,theA22formspartoftheregionalde-velopmentprogramofLowerSaxony2008.
Withalengthofabout�2�km(including��4kmnewconstructionmotorway)theA22formspartofthebiggestGermannewmotorwayprojects-togetherwiththeA�9,theA�4inSaxony-AnhaltandtheA94inBavaria.Theconstructionvolumeamountstoabout�.�billionEuros,whichmakesitevenmorepleasantforBDCtobeinvolvedintwooutofthesefourprojects.
Construction Supervision for Waste Water Treatment in Albania
Inearly2007,aconsortiumofDorschConsultWasserundUmweltandaGermanpartnercompanywasaward-edwiththeprovisionofsupervisionservicesfortheconstructionofthreewastewatertreatmentplantsintheAlbaniancitiesofDurres,LezhaandSaranda.
DCWEisprovidingtheTeamLeaderoftheconsortium’sprojectteam.
Theprojectisfundedthroughco-financingoftheGEF(WorldBankGroup),EIB,theLuxembourgDevel-opmentCooperationandtheAlba-nianGovernment.

MaharashtraIndustrialDevelopmentCorporation(MIDC)hadconstructednearly�0kmlengthofrigidpave-mentroadinTalojaIndustrialEstatecalled“TalojaFeederServiceRoad”.
TheconcreterigidpavementslabsdevelopedextensivecrackswithinsixmonthsofConstruction.MIDCthenawardedtheworkoftheconsultancyservicestoDCIndiatoinvestigatethematterandsuggestremedialmeasures.
DCIndiaundertookdetailedinvesti-gationworkbywayofgeotechnicalinvestigation,checkingsoilproper-ties,structuralstrengthofthecon-cretepavementbywayofconcretecoredrillingandtesting,excavatingtrailpitstoobservetheroadstruc-tureoftheconstructedroad.
Simultaneouslyanalysisofadoptedpavementdesignandobservationoftheconditionsofthecracks,itspat-ternetc.wascarriedout.
TrialsmadebyContractorforthecrackssealingwithepoxyproductswasalsoobserved.
Thepossibilityofrestorationbycrackssealingwithepoxyproducts
wasalsostudiedforitseconomicalviability.
HoweverthecracksealingwasnotviablewithEpoxyproductsandmoreandmorenewcrackswereappearingduringcourseofinvestigation.
Alsothepossibilityofremovingthecrackedpanelandreplacingwithnewconcretepanelswastried.
Themaincausesoffailureofcon-cretepavementwere:• Blackcottonsoilonwhichthisroad
wasconstructed• Absenceofproperdrainagebe-
cause“RightofWay”waslimitedtoroadwidth
• SomedeficienciesinthedesignsofthepavementwhichwasnotasperIRCdesignguidelinesand

TheremedialmeasureshavebeenproposedbywayofflexibleoverlayontherigidpavementinaccordancewiththeguidelinesprovidedintheIndianRoadCongressSP-�7guidelines.
Theapprovedfederalroadwayistoconnectanewthree-legmotorwayinterchangeontheA28atWester-stede(ruraldistrictofAmmerland)withanewmotorwayinterchange
ontheA29atJaderberginordertothenleadthroughtheWesertunnelsouthofNordenham.
AsanoffsetlineoftheA27theroadwayisthentocontinuetothesouthofBremerhavennorthofBremervördethroughtheareaofOldendorf/HimmelpfortentothedesignedElbetunnelA20atDro-chtersen(regionaldistrictofStade).TheretheA22willbeconnectedwiththedesignedA26bymeansofathree-legmotorwayinterchange.
TheresponsibleauthorityistheLowerSaxonFederalStateAuthor-ityforRoadEngineeringandTrafficDevelopment(NLStBV),divisionofStade.Assignedservicesare:workphases�-4(optionally5)fortheplanningoftrafficfacilitiesaswellasspecialservicesforcoordination,forplanningapproval,forthecrea-tionofadigitalplanningfolder,forsurveying,fornoisesuppressionandfortechnicalcontributionconcerningdrainage.
