Informative Speaking
These directions expand upon but do not replace the information in the UIL Constitution and Contest Rules. The contest director should read Sections 1000, 1003, and 1004 of the Constitution, then read these guidelines for ad-ditional details. See also the Academic Quick Reference Chart, found in the appendix and on the UIL website.

SChEDULINgIf spacepermits,holdtheinformativespeakingandthepersuasivespeakingcontestsatthesametime,sincecontestantsmaynotenterboth.Besuretheysharethesamepreproom.Allottwoandone-half hoursforthepreliminaryroundof thesecontests.Itiscriticaltostayonschedulesincesomestudentsmayneedtogotootherevents.Arrangeforaverificationperiodafterthepreliminaryroundandafterthefinalround.

If nine or more students enter a single contest, one preliminary round and one final round shall be held. Preliminary round sections shall be divided as equally as possible.
DISTRICTSECTIONINg(DISTRICT)AssigncontestantstosectionsforthepreliminaryroundsinaccordancewiththeUILC&CR.Aneventwith24contestantsmaybearrangedintothreeorfourprelimsections.Avoid,whenpossible,placingcontestantsfromthesameschoolinthesamesection.Distributefirst,secondandthirdplaceentriesasequallyaspos-siblethroughoutthesections.
Runallprelimroundsof theextemporaneousspeakingeventssimultaneouslyindifferentrooms.Undernocircumstancesaredifferentsectionsof thesameeventtoberunatdifferenttimes.Sinceallpreliminarysectionsusethesamesetof topics,thisistheonlymeansof assuringanequitablecontest.
REgIONALSECTIONINg(REgION)Attheregionallevelitisimportanttodistributefirst,secondandthirdplacedistrictwinnersasequallyaspossiblethroughoutthesections.Forexample,avoidplacingallthefirstplacesfromdistrictsinthesamesectionwhichwouldresultinastrongersection.Thefollowingrubricillustrateshowthefirst,secondandthirdplacesfromeightdistrictsaresectionedaccordingly.

If thecontestantsdonotdrawtodeterminespeakingorderforfinals,thecontestdirectorshouldassignspeakingordersothatastudenthasadifferentpositionforfinalsthanheorshehadinprelims(e.g.speaker#1inprelimsand#4infinals).
JUDgESInformeachjudgeof thetimeandplaceof thecontestandprovideacopyof theindividualevaluationsheetandinstructionsforjudging.Oneeffectivewaytoutilizejudgesistopermitprelimjudgesinoneeventtoserveasjudgesforthefinalroundinanotherevent.Forexample,preliminaryjudgesinsectionsof informativespeakingcanthenserveasapanelof judgesforthefinalroundof persuasivespeaking.Persuasivespeakingpreliminaryroundjudgeswillthenserveasapanelof judgesforthefinalroundininformativespeaking.Panelsshouldalwaysbeanoddnumber(3,5,etc.).youmayuseasinglejudgeineachsectionof thepreliminaryroundsatdistrict,buttheUILrecommendsusingapanelof threejudgeswhenpossible,especiallyatregionals.TheUILstronglyencouragestheuseof apanelof judgesinfinals.Anindividualshouldnotjudgethepreliminaryandthefinalroundof agivenevent.Instructjudgesnottodiscusstheirdecisionswithotherindividualsorjudgeswhilejudgingagivencontest,orpriortoturningincompletedballots.

Afterthecontestantchoosesatopic,thecontestanthasthirtyminutestoutilizethesematerialstopreparethespeech.Thereshouldbetwoormoremonitorsinthisroomtosupervisecontestantsastheychoosetopicsandtomakecertainthattheroomisquietandthatcontestantsdonotconfer.Attheendof 30minutespreptime,releasethecontestanttothespeakingroom.Studentsshouldleavewithnothingotherthantheofficialtopicslipandanotecardnolargerthan3/5inches,if theychoosetouseone.Nolegalpadsorelectronicretrievaldevicesmaybetakenfromthepreproom.Useamonitorattheexitdoortoseethattheserulesareobserved.Dismissingstudentsbeforetheendof thethirtyminutesmayencouragethemtoseekhelpontheirspeech.Ideally,toavoidanyconsultationonthecontestants’part,haveamonitoraccompanythemfromthepreparationroomtotheroominwhichtheywillspeak.
UIL Guidelines: Electronic Retrieval Devices in Extemporaneous SpeakingTheuseof laptopandtabletcomputersandotherelectronicretrievaldevicesbycompetitorsinUILEx-temporaneousPersuasiveandInformativeSpeakingispermissibleforevidenceretrievalsolongaswiredorwirelessconnectionsaredisabledandremaindisabledduringthecontest.These rules in no way are intended to prevent or discourage contestants from utilizing traditional paper files.

g. Contestantsmayutilizeallowabledevicesforthepurposeof accessingstoredfiles,butshallnotusethemtooutlinetheirspeechorotherwiseorganizetheirthoughts.
h. Thecontestantshallnotremovetheelectronicretrievaldevicesfromthepreparationareauntilafterthecontestant’sspeechhasbeendelivered.Sanction: Contestants found to have violated provisions B-H above shall be disquali-fied.Thecontestdirectorshallbeempoweredwiththefinaldecisionconcerningdis-qualification.
I. Devicesmustbemutedinthepreparationroomduringthecontest.Contestantsshould notplaygamesorengageinotherdistractingactivitiesontheirelectronicdevices.Tournamentofficialsmayaskacontestanttopoweroff thedeviceif itbecomesdistracting.
J. Contestantsfromthesameschoolmaysharecomputersduringpreparation.however,conversingamongcontestantsisnotallowed.

LogisticsA. Contestantselectingtousecomputersareresponsibleforprovidingtheirowncomputersandbatter-
ies.Tournamenthostsshallnotberesponsibleforprovidingcomputersforcontestants.B. Powerplugsoroutletsmaynotbeusedinthepreparationroomatanytime.C. Contestantswhochoosetouselaptopcomputersaccepttheriskof equipmentfailure.Shouldequip-
mentfailureoccur,nospecialconsiderationsoraccommodationsincludingadditionalpreparationtimeorspeechtimewillbegivenbyjudges,contestdirectorsortournamenthosts.
D. Contestantsacceptfullresponsibilityforthesafetyandsecurityof theirelectronicretrievaldevicesthroughouttheentiretyof allUILtournaments.Contestants,parentsandcoachesshouldbeawarethatcontestantsarebringingandusingthecomputersattheirownrisk.UILisnotresponsibleforlost,stolenorbrokencomputers.
Monitoring. Bychoosingtouseelectronicretrievaldevicesinthepreparationroom,contestantsareconsentingtoallowtournamentofficialstomonitortheirfiles.Contestantswhodonotwishtoconsentshouldnotuseelectronicretrievaldevices.

• Restrictionsonnotes:Aspeakermayuseonlyonenotecardthatisnolargerthan3x5incheswhendeliveringthespeech.however,thereisnolimitplacedonthequantityof informationontheonecard.Allsourcecitationsorallydeliveredinthespeechshouldbelegitimate.When leaving the prep room, contestants shall take only their topic slip and note card to the contest room. No other materials (including a legal pad or electronic retrieval device) may be taken from the prep room.
• Drawingtopics:Atapproximately10-minuteintervals,youwillbecalledbyspeakingordertodrawfivetopic slipsfromthecontainersmarkedbysection.Afterdrawingfiveslips,selectoneonwhichtospeakandreturntheremainingfourslipstotherespectivecontainer.Donotdiscussyourtopicwithothers.Afterthe30-minutepreparationperiod,takeyourtopicsliptoyourcontestroomandpresentittothechairpersonorjudge.
• Restrictionsontime:Thereisnominimumtime,butaspeechmaynotbelongerthansevenminutes.youmaycompletethesentenceinprogresswithoutdisqualification,aftertheallottedtimehasexpired.Theresponsibilityof keepingwithinthesevenminutetimelimitrestswithyou,notthetimekeeper.
• verificationperiod:Afterboththepreliminaryroundandtheannouncementof theunofficialresults,andthefinalroundandtheannouncementof unofficialresults,yourindividualevaluationsheetswillbemadeavailable.Approximately15minuteshasbeenallottedforeachverificationperiodanditistheresponsibilityof youandyourcoachtoquestionanytabulationerrorbeforetheofficialresultsof theroundsareannounced.Thisisnotatimetoquestionthedecisionorrankingajudgehasgivenyou.Anyonenotpresentforthisballotverificationperiodforfeitstheopportunitytoverifytabulation.Theverificationperiodafterprelimsandbeforetheannouncementof thestudentswhowilladvancetofinalswillbeginatapproximately______inroom______.Theverificationperiodafterfinalsandbeforetheannouncementof officialresultswillbeginatapproximately______inroom______.
TOPICDRAW• Preparationof topics.Topreparetopicsfortheextempdraw,cutthetopicsheetsintotheslips,as
indicated.Eachpreliminarysectionhasitsownsetof topics.TheUILprovidesidenticaltopicsforeachsection,sotoavoidduplicationof thetopicsinthedraw,placeeachsection’stopicsinaseparatecontainer(envelope,receptacle,etc.)andlabelthem.havingthecontestants’namesoneachsectionenvelopeisalsohelpful.
• Drawingtopics.(SeeExtempDrawguide,page165)Contestantswilldrawtopics30minutespriortospeaking,inastaggeredmanner.Thismeansthatallfirstspeakerswilldrawatthesametimeandspeakatthesametime(indifferentrooms,beforedifferentjudges);allsecondspeakerswilldrawatthesametimeandspeakatthesametime;etc.Eachcontestantwilldrawfivetopicsfromthecontainer, choose one to speak on, and return the other four topics to the container from which they were drawn. Topreventspeakersinthesameroomfromspeakingonidenticaltopics,itisimportantthatthetopicsfordifferentsectionsdonotgetmixed.Rulesdonotprohibitacontestantfromusinghisorherindexfilewhendrawingtopics.
• Roomarrangement.Tosimplify thedrawingprocedure,holdboththe informativeandpersuasivedrawsatthesametime,sinceastudentmaynotenterbothcontests.Tominimizeconfusion,informa-tivespeakersshoulddrawtopicsononesideof theroomandpersuasivespeakersontheother.

eDuring the contestChAIRPERSONAudiencesarepermittedandencouraged.Beforetheroundbegins,requestthatallcellphonesbeturnedoff.Whenaspeakerhasenteredtheroomtogivetheirspeech,thechairperson/timekeepershouldannouncetothejudgesthenameof thecontestantandthetopicselectedfromthespeaker’stopicslip.Thisinformationmaybewrittenonachalkboardif oneisavailableinthecontestroomwhilethejudgeiswritingnotesonthepreviousspeaker.Thechairperson/timekeepershouldgivethejudgestimetowritethespeaker’snameandtopicontheballotbeforeallowingthespeakertobegin.
PREPROOMMONITORSContestantsarenotallowedtoremovetheirelectronicretrievaldevicesfromthepreparationareauntilafterthecontestant’sspeechhasbeendelivered.ConflictsarisingfromtimescheduleswhenstudentsneedtheirequipmentforanotherUILcontest(suchasdebate)needtobeaddressedwiththepreproommonitorsinordertoretrieveequipment.
TIMEKEEPINgTimekeepingiscriticaltothiscontest.Thetimekeepershouldsitwheretheycanbeseenbycontestantsandshoulddemonstratetocontestantsthetypeof timesignalstobeused.Alltimekeepersshouldbetrainedinadvanceof thecontestaccordingtotheinstructionsinC&CRSection1003(b)(4),whichareprovidedbelow:
(4) Timekeeper and Signal Standards.(A) Atimekeepershouldbeprovidedforeachcontesttonotifythecontestantof theamount
of timeremainingfromthetotalallottedtime.Thetimekeepershouldsitwheretheycanbeseenbycontestantsandshoulddemonstratebeforeeachcontestantbeginsthetypeof timesignalstobeused.Thetimecardsareamuchpreferredmethodof signal.

TIMEKEEPINgTimekeepingiscriticaltothiscontest.Thetimekeepershouldsitwheretheycanbeseenbycontestantsandshoulddemonstratetocontestantsthetypeof timesignalstobeused.Alltimekeepersshouldbetrainedinadvanceof thecontestaccordingtotheinstructionsinC&CRSection1003(b)(4),whichareprovidedbelow:

REPORTTODIRECTOR(DISTRICT)Individualcontestdirectorsshallgivethecontestroster/resultsformandsortingenvelopestothedistrictdirectorimmediatelyafterthecontest.ThedistrictmeetdirectorisresponsibleforenteringresultsintotheUILSpringMeetOnlineEntrySystem.Districtresultsmustbesubmittedintotheonlinesystemandmadeavailableforpublicreviewby5p.m.ontheMondayfollowingtheseconddistrictweek.(REgION)Individualcontestdirectorsshallgivethecontestroster/resultsformandsortingenvelopestotheregionaldirectorimmediatelyafterthecontest.TheregionalcontestdirectorisresponsibleforenteringresultsintotheUILSpringMeetOnlineEntrySystemandmakingthemavailableforpublicreviewby5p.m.of theMondayfollowingtheregionalmeet.RegionaldirectorsshallalsoprovidetheStateOfficewithalistof contestantabsenteesif alternateswerenotpresenttotaketheseindividuals’places.A“No-Show”formisprovidedinyourpacket.
