1.2 Building Fire Safety Committee

The Building Fire Safety Committee did not meet during June 2016.

1.3 Animal Management The Dog and Cat Management (Miscellaneous) Amendment Bill 2015 has been drafted to propose several changes to the Act.

The main changes to the Act are:

Microchipping – introducing the requirement for all dogs and cats over (proposed) three months of age to be microchipped.

Desexing - introducing the requirement for all new generations of dogs and cats over (proposed) six months of age to be desexed.

Breeders – introducing a requirement for anyone who breeds dogs and cats for sale to register as a breeder with the Dog and Cat Management Board (the Board).

Sellers – introducing a requirement for certain information to be provided to the buyer.

Council Powers – councils to have greater powers to administer and enforce the Act including increases in some expiations and penalties.

Assistance Dogs – changes to who can accredit animals and recognition of assistance dogs in training.

What do the changes mean for Council?

The new provisions give councils increased powers to manage dogs and cats in their areas. This includes clarification of the responsibilities of councils, change of dog and cat management officers to authorised officers, changes to the powers of authorised officers and increased expiation fees and penalties.

The simplification of the setting of registration fees will enable the fees to be set in a more timely way and with reduced administration costs.

The simplified mandatory registration fee structure enables councils to set a fee structure that suits their local community.

The introduction of mandatory microchipping will make it easier for councils to return lost dogs and cats to their owners.

The amendments clarify arrangements with respect to cat detention facilities. Currently, councils have discretion as to whether they will accept unidentified cats that have been lawfully seized and detained by a member of the public. Councils will retain this discretion. They may nominate a cat detention facility, where the public can take seized and detained cats. If a council does nominate a facility at which dogs or cats may be detained, this facility must be approved by the Board.

The requirement for Boarding Kennels to keep records of all dogs kept at the kennel and provide extracts from the records to the council, as required by the Board, has been removed, reducing administrative requirements.

The Dog and Cat Management Board is working closely with the Local Government Association and councils to ensure

2. COMMUNITY SERVICES – NOTES FROM COMMUNITY TEAM MEETING, 14 JULY 2016

(1) EVENT MANAGEMENT 1.1 Mayors Pedometer Challenge

The challenge will be held in August again this year and promotion for the event has begun. Letters have been sent to schools, sporting clubs and local businesses. OPAL will be targeting the year 7 students and currently Tintinara, Coomandook, Tailem Bend and Meningie schools have registered interest in the event. A list of Active August activities have been developed to help motivate participants throughout the challenge i.e. discounted fitness sessions, gym memberships etc.

1.2 Creating Coonalpyn, 25 July 2016

A press conference, launch of Coonalpyn on Show and community BBQ & information day is scheduled. The Coonalpyn community have been issued with a householder flyer inviting them to the event.

1.3 Launching dog exercise park, 26 July

The Tailem Bend Dog Walking Group will be holding a launch of their new facilities on the anniversary of their inception. The group will also be selecting the competition winner/s for the dog naming competition currently being run on social media. The MVS also reported on this initiative in their 12 July edition.

1.4 Coonalpyn Show

The LAP team have booked the same size tent as 2015 and will recover 2/3 cost from DEWNR & NRM. David Jones has organised Department Human Services to attend – Elke Unger. Further discussions about what other features may be included in the tent are to be had.

(2) SPORT & RECREATION 2.1 River Rail Road Trail

The brand new River Rail Road Trail (formerly known as the Coorong Links Walking Trail) in Tailem Bend has been completed. This trail has been extended along the river to include new sights such as the rhino, the river and the ferry. The directional signs also include interesting health facts along the way. The trail will be formally launched in August as part of the Mayor's Pedometer Challenge. The MVS reported on this initiative in their 12 July edition.

2.2 Coonara Scouts Cubs session

OPAL attended a scout’s session with the cubs on the 20th June. The cubs participated in a session of boxing followed by an introduction to new theme ‘keep it a fresh snack’, where the kids make some fruit balls.

2.3 Murray Coorong Trail

First draft of tourism, trail head and directional signs has been developed by Gregg Mitchell – staff from Coorong, Mid-Murray and Murray Bridge will meet next week to discuss. Next steering group meeting scheduled for 25 August and outcome of ORS grant is not yet known.

(3) SCHOOL BASED ACTIVITIES 3.1 Graeme Denton Theatre Shows – Junior Primary

OPAL funded BrightSpark Entertainment to deliver 5x Junkfood Jim and the flying food circus theatre shows in our local schools. The shows are a fun and engaging way to deliver healthy eating messages. The show was delivered in Tailem Bend, Coomandook, Coonalpyn and Tintinara. Meningie has a show booked for next term. Feedback has been excellent and provides a great Introduction to our new theme, ‘Keep it a Fresh Snack’.

3.2 OPAL/NRM Garden Video Competition

OPAL and Natural Resources SAMDB ran a competition inviting schools in the Rural City of Murray Bridge, Mid Murray and Coorong Council areas to produce a video, showcasing their sustainable school gardening journey. Tailem Bend Primary School was the winner from the Coorong area, who submitted a video on “How to Make a Self Watering Pot.” The school have been awarded $1200 cash prize to go towards the school’s garden and 90 minute workshop for staff or student on a gardening topic of their choice.

(4) YOUTH PROGRAMS 4.1 Mobile Skate Ramp

The mobile skate ramp was delivered to Raukkan at the end of June and will remain there until 19 August. This will complete the first cycle of skate ramp schedule. The 8 week rotation seems to have worked well and has been well supported by the works team.

4.2 Raukkan Community Council – basketball rings

New basketball rings by the OPAL program and will be installed by Raukkan shortly. 4.3 Storm Boy Special Screenings

An initiative suggested by Lakes Ward Councillors to celebrate the 40 year anniversary of Storm Boy being filmed in our backyard Coorong Council to offer screenings of the movie during school holidays has been implemented. The movie, based on an equally renowned novel written by South Australian writer Colin Thiele, tells the story of a young boy who wanders along the shores of the Coorong and becomes friend with Mr Percival, the pelican. Council will be screening this iconic movie on several dates across the school holidays at the Meningie Information Hub. First session was held on 12 July.

(5) ARTS & CULTURE 5.1 Growing Coonalpyn

This agricultural based installation began 12 July with Laura Wills and Will Cheesman on site. 5.2 Funding News

Council has been successful in obtaining further funding from the Regional Arts Fund through Country Arts SA for Creating Coonalpyn. The amount was $16155 for the Mosaics project, Eyes on the Road fence installation and the Silos Mural. A further amount of $2982 for the installation phase of Growing Coonalpyn has also been received. Congratulations to Coonalpyn Arts group member, Michelle Raper on her application for funding for a photography mentorship with Peter Brookman. Michelle will be documenting the Creating Coonalpyn projects.

5.3 Current Coorong Art Gallery Exhibition

Texture was launched on 17 June with a good attendance at the launch. The exhibition features many works across a range of media. The exhibition will be in place until 2 September.

(6) TOURISM 6.1 Coorong Healthy Highways

Coorong Healthy Highways (CHH) is a modern revamp of the Coorong Good Food on the Road Program. Its aim is to help local cafes, restaurants and other food outlets create and promote healthier menus. OPAL would like to ensure healthy choices are highly visible to travellers and will use updated technology, modern design, new marketing techniques and experts in health and business to drive it. OPAL is currently working with a Heart Foundation dietician to help support and improve menus of the 20 local businesses that have signed up to date. The CHH website is due to go live at the end of July.

6.2 Town Signage

After a community engagement process seeking suggestions for town taglines, the following taglines have been suggested for each township:

Tailem Bend – River, Rail, Road, Racing!

Coomandook – fond memories from Coomy

Coonalpyn – stay, eat play

Culburra – family farming country

Jabuk – Jabuk on the range

Ki Ki – home of the stone roller

Sherlock – little town, big heart

Tintinara – Heart of the Parks

Yumali – the great country

Raukkan – Ngarindjeri Ruwe, ancient meeting place

Policeman Point – nature’s nursery

Salt Creek – fishermen’s delight The installation process for these signs will start on Monday 25 July.

6.3 Tailem Bend Historic Rail Trail

The bollards have been produced by John Wicker and the sign panels will soon be here from Signarama. John Wicker will install the panels on the bollards, and Council staff will be installing them.

6.4 Coonalpyn Info Bay

The panels are being printed by Signarama and will be installed by John Wicker prior to 25 July which is the launch of Creating Coonalpyn

6.5 Short film in our region

Anna is assisting a professional SA film-maker who is leading a project of 5 short films to be filmed in the Murray River Lakes and Coorong region. Some locations have already been identified and permission to screen is being sought. The film-maker is yet to meet with the CEO of RDA to seek greater regional support.

6.6 RV Friendly

The Narrung Ferry campsite is now officially an RV friendly destination. Its characteristics are: - Free campsite - Stay up to 3 days - Free potable water - Toilets, rubbish bins and covered seating, a jetty - It can accommodate approximately 20 or more RV units (11 meters in length) - Nearest dump point at Meningie and Tailem Bend - Nearest shops at Meningie - Nearby attractions: point Malcolm Lighthouse The CMCA will publish an article about Narrung in their magazine called ‘The Wanderer’ and the information about Narrung will be made available to all CMCA members through their online portal. Tailem Bend is also an RV Friendly town. The CMCA is just awaiting some high quality photos from us then Tailem Bend will officially be announced RV friendly. Application for Coonalpyn to be an RV Friendly Town is the next process to be undertaken.

(7) COMMUNITY HEALTH, DEVELOPMENT, ENVRONMENTAL & ANIMAL PROGRAMS 7.1 Grants SA portal

The State Government has launched Grants SA, a new grants program combining the Charitable and Social Welfare Fund (Community Benefit SA), Multicultural Grants, Volunteer Training Grants and the Volunteer Support Fund into a single application process.

7.2 Tailem Bend Reunion

Nat and Anna are assisting the Tailem Bend (& School Train) reunion on 5-6 November with: providing a celebratory cake; potentially a guest speaker from Peregrine; TiS merchandise; a schedule of activities for the weekend. Council will also consider opening the art gallery for visitors to see.

7.3 Learning Together Parents and Kids Group

OPAL ran a cooking session on the 30th May with the parents and kids group at Tailem Bend Primary School. The group participated in making a healthy snack, (apple pikelets), a good introduction to our new theme, ‘keep it a fresh snack’.

7.4 Collaborative Project Officer – June Report 2016

The project officer for the Murray Mallee Collaborative Project co-coordinated a successful SA Statewide Collaborative Projects Symposium: Community Aged Care – supporting the system, supporting each other on Friday 1 July at Noarlunga Football Club. The symposium triggered innovative and broad conversations for the aged care space moving forward into the future environment. The Engaging in Ageing: thriving in the Murraylands Expo has confirmed presenters which include Peter Goers, Sophie Thomson and Steph Bartlett. Dave Verrall has been confirmed to provide music entertainment. EOI registrations for sponsorship and exhibitors have been forwarded to a target contact list with two gold sponsors confirmed, Les Brazier Special Vehicles and Murray Mallee Aged Care Group, two silver sponsors confirmed, James Brown Memorial Trust and TAFE SA, and one bronze sponsor, Murray Mallee Transport Scheme. Six exhibitor registrations have been received with the project officer to continue to promote and seek further exhibitor registrations and bronze sponsorship. The website is currently being updated in addition to launching a facebook page. Promotion and marketing continues and is ongoing.

Additional activity of the project officer include coordinating future information sessions, workshops and training session for the Riverland Mallee and Coorong regions. These include Proteus training workshops, Creating a Positive Culture and Everyone A Sales Person, COTA peer education information sessions, Maximising Independence and Making the Most of CDC and Tend Financial Planning information sessions for both aged care service providers and for current and future consumers entering the aged care space.

(8) BUSINESS DEVELOPMENT 8.1 Coorong Cabins, Noonameena

Ongoing support has been given to this business in terms of online development (ATDW, Google, Facebook). They are now about to get a website. A promotional flyer has also been created for them which they will print as soon as they are endorsed to use the Brand SA logo. They have also had fingerboard signs installed.

8.2 Lakeside Chapel, Meningie

Same support as per above however they have developed their own flyer. 8.3 Grant support

Information about grants (Jobs Accelerator Grant Scheme, Advanced Food Manufacturing) has been sent to interested businesses.

(9) INDIGENOUS INTERACTION/PROGRAMS

A successful community consultation was held with the Raukkan community to develop a Nature Play Space for the children of Raukkan. Play Space specialists Evette Sunset and Simon Hutchinson was led on a tour by Raukkan children to explore natural spaces. Simon and Evette have developed a plan that links these spaces and have concentrated on developing a design for the Raukkan Centre using Play Space principles and elements. The design will be presented back to community for approval and will be built by the community then assessed and approved by Simon. This is a model for small communities to develop play spaces on a limited budget and was funded through Council’s youth budget.

(10) COMMUNITY ENGAGEMENT, SOCIAL MEDIA, COMMUNICATION

It has been a huge month in promotion of initiatives, with highlights being Stormboy screenings in Meningie, River Rail Road Trail, Dog Sculptures, and of course the announcement that the Coonalpyn silos were going to be the first to be painted in South Australia.

Stormboy flyer in Facebook – 38 comments, 116 shares, 384 likes with a reach of 15,262 people.

Bike racks and RRRT in Tailem Bend – 253 likes, 22 shares with a reach of 8,895 people.

Dog statues & naming competition – 177 likes, 15 shares with a reach of 10,425 people.

Announcement of Guido van Helten contracted to place a mural on the Coonalpyn silos – like by 4k+, shared 536 times, 205 comments with a reach of 80,000 and growing.

Simple change in cover page to an image of Guido by the Brim silos – 182 likes, 11 shares, 3 comments and a reach of 4597 people.

Photos of new Coonalpyn entrance signs – 132 likes, 11 comments, 13 shares and a reach of 3,000 people.

11.2 Salinity Workshops There is landholder and agronomist concerns at the spread of dryland salinity in the Meningie East area and the Coomandook / Cooke Plains areas causing an increase in areas of salt scalds and hence production losses. Longer term landholders in these areas have significant experience in dealing with dryland salinity in the 80’s and 90’s.

Two workshops were held with a key focus will be open discussions around what land management techniques worked to address dryland salinity in the past, and how we can approach it this time around.

11.3 Local Action Plan funding 2016/17

The LAP will receive $80,000 from the South Australian Murray Darling NRM Board for the 2016/17 financial year from the Connecting Communities Program.

This project aims to increase the awareness and engagement of NRM amongst landholders, environmental & sustainable agriculture groups and within schools by delivering workshops, events, producing media including fact sheets, newsletters and electronic news and on social media platforms. The project will address local priority issues including;

Soil technology and dryland salinity

Water Security

Pest plants and animals

Wetland monitoring and management

Public land management, particularly Group and volunteer support

Aboriginal partnerships

Volunteer and Group support for NRM related activities

Educational activities, particularly working with the Bridal Creeper Leaf Hopper

11.4 McFarlane Reserve

Land management Consultant Phil Baron and a team of 5 Karpinyeri planted 1,000 seedlings on McFarlane Reserve near Tailem Bend on the 7th and 8th of June (There was also some infill on the adjacent Mowantjie Willauwar Conservation Park).

The area was particularly challenging with sheet limestone on much of the area making planting and tree guarding quite difficult.

11.5 Green Army

The Coorong Green Army Team has been undertaking the following works:

Site preparation and revegetation of 1,500 native plant species at Wellington East Reserve.

Planting and spreading of mulch on Meningie Foreshore.

Completion of their Chainsaw certification.

Follow up spiny rush control at Swamp 333, Meningie.

Revegetation site preparation at Marks Point.

Meningie Dump revegetation site maintenance.

Meningie Parkland woody weed control.

Meningie Foreshore planting (12) COORONG CHSP 4.1 General

We have been working since November to enter all CHSP clients into the DSS data exchange which is almost complete. Once all clients have been entered individual care plans will need to be maintained. The TBCC Finance Officer is creating a new order in Quick books to process client invoices from 1 July 2016.

4.2 Home Maintenance Two new contractors have been working well and we are now getting on top of maintenance work request.

(13) FREEDOM OF INFORMATION (FOI) REQUEST Council has received an application for access to documents under s13 Freedom of Information Act 1991 from the Hon Robert Brokenshire MLC. Specifically the request relates to the 2014/15 and 2015/16 financial year, and is seeking: 1. Documents concerning the maintenance of the road plant for the time frame. 2. Documents concerning the sale of road plant in time frame. 3. Copies of submissions tendered for consideration during consultation for the most recent Strategic

Management Plan (2015) 4. In relation to the latest Coorong District Council Strategic Management Plan (2015);

a. a copy of all Assessments for prepared in relation to the Local Government Act Chapter 8 Part 1 section 122 (1) (ab) (i)(ii)(iii)(iv)(v)and(vi) and;

b. Documents showing the council adhered to each of direction of the Local Government Act Chapter 8 section 122(1)(d) and (1a).

The request was received on 4 July and Council has 30 business days to respond, albeit the clock will stop each time Council seeks further clarification from the requester. Council has a staff member trained in FOI and they will be taken off-line to respond to this one, which is seemingly detailed in nature. Staff backfill arrangements will be in place whilst this occurs.

Customer Service Requests for Service

Council delivers an extensive range of services to the community and is committed to providing them in a quality manner. Council is always striving towards best practice and seeks to identify ways in which it can proactively improve its services. Council’s Requests for Service Policy and Procedure requires the development and maintenance of a policy about any reasonable request for a provision of a service by the Council or for the improvement of a current service. Within the policy, a commitment was made to report to Council twice yearly on the number and nature of requests received, including rejected requests.

Requests for service are processed within Council’s central software package “Authority” in the Customer Request Module (CRM). The module provides a single environment that manages all forms of communication between Council and customers and additionally, monitors performance across all Council operations. Reporting mechanisms within the module report on the following:

To meet Council’s commitment stated within the Requests for Service Policy, staff processed and analysed two reports, CRM Task Listing and Rejected Task Report.

Results & Analysis – Nature & Number of Requests In analysing the CRM Task Listing Report in the date range of 1 January 2016 – 30 June 2016, any figures that were identified as not being a request for service from Council were eliminated. Compliance Of the 32 requests for service in the area of compliance, dogs wandering at large was the highest with 6. Development enquiries (new and existing) was the next highest with 5 requests. Community Facilities The majority of requests for service in the area of Community Facilities were regarding tree trimming on footpaths and road verges with a combined total of 45 requests for service. Other significant contributors were hall maintenance requests, totalling 29 requests, and signage (new & damaged/stolen), with 21 requests. Other areas noted were maintenance parks and gardens and cemetery requests (enquiries and maintenance). Community & Corporate The statistics report that Community & Corporate receive the majority of customer requests for service, however of the 318 requests received, 304 of those requests were rates related. Council Buildings Council building statistics again consisted mainly of council property maintenance. Other Council infrastructure Road reports of poor condition and potholes made up the majority of requests for service, contributing 51 requests. Issues with footpaths (alteration, poor condition, trip hazard & increased level of service) totalled 13 requests while line marking received 10 requests. Community Home Support Program (CHSP) Council received 1 enquiry for the Community Home Support Program (CHSP) formally HACC. With the nature of this program and how it is delivered changed, requests through CRM will be significantly less than previous periods. Waste Management Council contracts the kerbside collection service to Cleanaway with the majority of enquiries directed to their call centre. However Council still manages some process and requests for waste management services. Waste management received 12 requests, the majority being Council street bins. Results and Analysis – Rejected Requests Of the 668 requests received only 2 were rejected. The rejected requests were graffiti on private property and maintenance of a private residence. Compliments & Complaints Council’s current Complaints & Compliments Policy and underpinning procedure was reviewed in June 2016 and details Council’s commitment to the provision of quality service to customers. Complaints are viewed as a valuable and essential tool to test and improve practices and procedures and challenge the status quo. There are some key triggers for complaints, sometimes changes in processes and charges will result in a high number of complaints, (e.g. the changes to waste management and kerbside collection), or a delay in service delivery when the expectations that the public have of the organisation may not line up with the services and limitations of Council. Compliments are an excellent source of positive feedback for staff and provide a platform for recognition of a job well done and have the ability to motivate and engage staff. Compliments also reinforce to the organisation that processes are working correctly and that the external customer’s expectations of service delivery have been met.

NIGHT TRAVEL FOR AGRICULTURAL MACHINERY Department of Planning Transport and Infrastructure (DPTI) has recently undertaken a review of the operation of agricultural machinery , including consideration of night travel, increases to the operating width, height and length of vehicles/combinations and changes to piloting and escorting requirements. Council supports DPTI’s recommendation to implement ‘Option 1’ (see attached Discussion Paper for further information) which will provide a night travel exemption for relevant agricultural machines.

Park of the Month

Last months park was,

Murrayview Recreation Reserve

Nestled on the banks of the Murray River

and boasting 863m of water frontage, this

6.86ha reserve has something for everyone.

Birds love the ample natural habitat and

with several river access points there are

plenty of boat friendly pull ins. With a great

public boat ramp just up stream at Fred’s

landing this is the perfect reserve to base

the family for water based recreational

activities. To get there, head out of Tailem

Bend on the Princes Highway, turn off onto

Hector road and follow it down to the car

park at the river.

Other Infrastructure & Assets updates

OPAL RIVER ROAD RAIL TRAIL

Signage has been installed along the route of the Opal River Road Rail Trail.

DICKSON RESERVE WHARF

On site works have been delayed due to awaiting engineers sign off on the proposal for stabilisation of the bank prior to installing the new boardwalk, which is being fabricated offsite.

MENINGIE PLAYGROUND

The boat has now been installed at Meningie Playground,

enabling the other final works to progress, including placing the

large rocks and installing the stepping logs. The two solar

streetlights have also been erected either ends of the

playground.
