Apartments to rise

The City is pleased to be working in partnership with the State Government to secure the future and legacy of Duffy House, Woodvale.

In February, Premier Mark McGowan handed over a Western Australian Planning Commission permit to the City which enables it to occupy the Duffy House site.

Works towards initial repairs, maintenance and conservation will be undertaken by the City through $300,000 in State Government funding.

Did You Know? At a special Council meeting in December, Joondalup Council gave planning approval for a 24/7 Spudshed fresh produce and wholesale store to operate out of the former Masters site at Lot 806 (11) Injune Way, Joondalup.

Previously belonging to Jack Duffy of the pioneering Duffy family of the Wanneroo and Joondalup areas, the house is located in Yellagonga Regional Park on Western Australian Planning Commission land.

A decision on the potential future uses and activation of the site will ultimately be made.

Work has commenced on a project that will forever change the Joondalup City Centre skyline.

Joondalup Mayor Albert Jacob and North Ward Councillor Tom McLean attended the Arthouse Apartments’ ground breaking ceremony on Wednesday 20 February.

At 17 storeys, the building – the tallest approved so far in the Joondalup City Centre – will help create a critical mass of new residences and businesses in the Joondalup City Centre, further enhancing its vitality and vibrancy.

Environmental Regulation. Their presence in Joondalup will play a significant role in the further growth of the City Centre.

Summer has come and gone. As well as the usual high numbers of people recreating at our local beaches to escape the summer heat, it was pleasing to see many families taking advantage of the new shade sail structures at three of the City’s most popular play spaces – Burns Beach Park, Tom Simpson Park South (Mullaloo) and Delamere Park (Currambine).

The City’s internationally-recognised reputation for providing our community with healthy lifestyle opportunities will only be enhanced further by the Whitfords Nodes Health and Wellbeing Hub featuring a stairway structure on the northern dune which has already been described by many as the ‘Jacob’s Ladder of the North.’ The City successfully applied for a $720,000 Lotterywest grant towards construction costs of associated parkland amenities and play equipment. I look forward to seeing this innovative project, which is certain to become a popular visitor attraction, in 2019.

Right next door, the Duyfken replica will call Hillarys Boat Harbour home from April to October in 2019, 2020 and 2021 which will lead to further positive economic and tourism outcomes.

While Joondalup is a relatively young City – having split from Wanneroo in 1998 – the region itself is steeped in history. Therefore, it was pleasing that the City and State Government has come to terms on a deal that will allow for the restoration of Duffy House, Woodvale – possibly the oldest surviving building in the City.

As the sun sets on another summer, the City’s annual events program comes to a conclusion at the 2019 Joondalup Festival (5-7 April). This year’s festival theme is Exploring the Galaxy and this iconic community event again promises to deliver three days of free family-friendly fun to tens of thousands of people.

Welcome to the latest edition of City News.It promises to be an exciting 2019 for Joondalup in terms of jobs growth and employment opportunities for people living in the thriving northern corridor.

Recent planning approval for a Spudshed fresh produce market at the former Masters site (11 Injune Way, Joondalup) is just one example of the many businesses – big and small – now choosing to call Joondalup home.

And it is only indicative of what’s to come.

Already home to a diverse range of successful businesses and professional services, jobs growth in the Joondalup City Centre is set to increase at record levels in 2019.

Adding to the vitality and vibrancy of our City Centre, more than 700 State Government employees will be moved into their new commercial office premises on Davidson Terrace this week. Our City is proud to be the new home of the Department of Water and

Did you know?

The Cities of Wanneroo and Joondalup have developed a Regional Homelessness Plan in a combined effort to prevent and respond to homelessness in the northern corridor. The plan was formally adopted by both Councils in December 2018. The Regional Homelessness Plan will be reviewed, evaluated and reported on annually.

Signage Installed The City has installed 65 Beach Emergency Numbers (BEN) signs at beach access points along its coastline to help improve emergency response times.

All BEN signage is uniquely coded and the location of each sign is registered with emergency services. Each sign includes clear location data so that a caller can simply quote the beach sign number to an emergency operator if urgent assistance is required.

The new system is an integral part of the City’s commitment to meeting the State Government’s target of diverting 65% of municipal solid waste from landfill by 2020, which is also a key aspiration of the City’s Waste Management Plan. Changing from a two-bin system to a three-bin system provides an opportunity to generate both cost savings for the City, and therefore ratepayers, as well as reducing the amount of waste that is sent to landfill.

The City of Joondalup’s three-bin system is currently being rolled out to all households across the City.

Three bin rollout progressing well

The rollout, which encompasses approximately 60,000 residential properties, commenced on Monday 21 January and is scheduled for completion by the end of March 2019.

Residents who are yet to have received their third bin are requested to leave their current bins on their verge from 6.00am to 6.00pm on their waste collection days.

Under the program, households receive a new 140L red lid bin for general waste while the old general waste bin lid (dark green) is replaced with a lime green lid. This bin will then be used for green waste.

The three-bin system has been part funded by the Better Bins program – a State Government initiative that provides funding to local governments to implement better practice kerbside waste collection. It aligns with the Waste Authority’s Waste Strategy to improve waste avoidance and resource recovery.

When you receive your 140L red lid general waste bin it will have an information pack attached to the lid, providing information on collection days and how to use each bin.

To coincide with the implementation of the three-bin system, the City’s waste trucks have been re-branded.

Locations include some of the City’s most popular coastal foreshore locations including Burns Beach, Iluka, Ocean Reef (including Ocean Reef Boat Harbour), Mullaloo, Kallaroo, Hillarys (including Hillarys Boat Harbour), Sorrento and Marmion.

The City received grant funding from the Department of Primary Industries and Regional Development to install the signs.

Candidates from countries including China, Kazakhstan, Papua New Guinea, Seychelles, Slovenia, Sri Lanka, Sudan and Turkey were granted Australian citizenship on Australia Day.

Some had waited a long time to officially become an Australian. For Marmion resident Valerie McIntyre, it was the culmination of a 60-year journey.

Valerie, who arrived on Australian shores with her parents as a teenager in January 1959 as a ‘Ten Pound Pom’, officially became an Australian almost 60 years to the day she first set foot on Australian soil.

Professor Colleen Hayward provided the keynote address as this year’s Australia Day Ambassador while a Welcome to Country was delivered by Shaun Nannup.

The City’s Community Citizen of the Year Awards were presented to the following people:

Youth Citizen of the Year – Marcel Masque Salgado (Hillarys)

Senior Citizen of the Year – Carmel Ward (Duncraig)

Hundreds take the pledge on national day

Joondalup Men’s Shed (JMS) will get a new home at 17 Winton Road, Joondalup – the current home of the City’s building maintenance depot.Before JMS can move to its new premises, a power upgrade will be required at the site. The City’s Works Operations Centre (the WOC) in Craigie will also require minor works to accommodate the relocation of staff from the depot.

The Lotterywest grant has provided vital funding for elements of the project including upgrades to running tracks and the existing path network, consolidation of the current play equipment into a new regional play space, new drinking fountains and bottle refill stations, as well as new picnic shelters and park furniture.

The Health and Wellbeing Hub will also incorporate construction of a stairway on the northern dune where users can undertake a vigorous

exercise regime, running or walking up and down the incline.

Community consultation for the project undertaken in late-2017 showed that 87% of respondents indicated they strongly supported or supported the overall proposal.

The City committed funding towards construction costs and applied for grant funding from Lotterywest and the Federal Government through the Commonwealth Sport Infrastructure grant program.

The proposed Health and Wellbeing Hub at Whitfords Nodes Park, Hillarys is another step closer with the City of Joondalup receiving a $720,000 grant from Lotterywest to go towards construction of the much-anticipated project.

Ocean Reef Marina update

A Community Reference Group (CRG) has been established to help shape the design of public spaces at the new Ocean Reef Marina.

Featuring 15 local residents and five representatives from key community groups, the CRG allows community perspectives to be heard, providing residents with a platform to voice their interests and ideas on this much anticipated project.

The group met for the first time on Thursday 7 February.

After three CRG meetings, the final Landscape Masterplan will be created, reflecting the public spaces co-designed by the CRG.

Ocean Reef Marina is being developed by LandCorp on behalf of the State Government, in collaboration with the City of Joondalup.

The broader community will also have an opportunity to review materials and provide comments to the CRG throughout the design process by visiting haveyoursay.landcorp.com.au

Construction is expected to begin late 2020.

Report It, don’t ignore it!

The City of Joondalup is encouraging the community to report graffiti by using the ‘Report It Graffiti’ tool on the City’s website.

The City has been successful in receiving a State Graffiti Fund grant to go towards a promotional campaign aimed at raising awareness about graffiti prevention in the local community.

The campaign will also engage community members on the reporting of graffiti crime, including promotion on the City’s website and social media platforms and flyers distributed at the City’s administration building, Leisure Centres, Libraries, community centres and at City events.

The City removes reported graffiti from City-controlled property and, with the owner’s permission, can also arrange for the removal of graffiti from private residential properties. Graffiti can also be removed from commercial properties when it is visible from public space.

The City also encourages local residents witnessing anti-social behaviour and graffiti damage to immediately contact the WA Police on 131 444, or City Rangers on 1300 655 860.

2019 Urban Couture Ambassadors

Fashion icons Jenny Kee and Linda Jackson are the City of Joondalup’s Urban Couture Ambassadors for 2019.

Now in its eighth year, Urban Couture is a dynamic fashion program that aims to support the Western Australian fashion industry and bring emerging fashion designers, photographers, textile artists and creative business entrepreneurs to the northern corridor of Perth.

Each year the program engages with fashion and costume design students at Edith Cowan University, Curtin University and both North and South Metropolitan TAFE.

More than 6,500 people were on hand to see the WA premiere of All You Need is Love, featuring 30 of The Beatles’ biggest hits.

The many highlights included renditions of All You Need is Love, Eleanor Rigby,

Across the Universe, Yellow Submarine, Yesterday and I am the Walrus.

For the first time, non-residents were able to attend this popular annual outdoor concert.
