II ELIGIBILITY REQUIREMENTS for M.Phil.

The candidate seeking admission to M.Phil. Programme must have a minimum of 55% of marks in the aggregate in PG level Examination with relaxation of 5% marks for SC / ST / OBC and Persons with Disability.

Candidate with other post graduate degrees considered equivalent to Post Graduate Degrees of Indian

Universities are also eligible to apply. However, such candidates with degrees other than Degree of Indian University would be required to furnish an equivalence certicate from the Association of Indian Univ ersities or any other competent authority.

Candidates who have appeared for the above mentioned post graduate Programme can also apply. However,

such candidates will be allowed to appear for the entrance test only provisionally. Their applications will be considered subject to submission of their nal results within a prescribed time stipulated by the Department and fulllment of the minimum eligibility requirements.

III ELIGIBILITY REQUIREMENTS FOR Ph.D.

1. Eligibility Criteria for admission is minimum 55% marks in PG level programmes / MHROD / MFC / MBA(IB) / MBA(HRD), from a recognized University with 5% relaxation for OBC / SC / ST and Persons with Disability. No Candidate shall be eligible to register for the Ph.D. programme if he/she is already registered for any full time programme of study in any University/Institution.

2. Foreign Students with their national or other fellowships recognized by the University or sponsored by their employers, may be given provisional admission, followed by conrmation through due process after a stipulated period of time. Foreign nationals must provide evidence of language competence suited to the Department they wish to join. Further, Foreign students must show proof of nancial support for the duration of the Ph.D. enrolment.

3. Faculty members who have completed two years of service in a Department / Constituent Colleges are also eligible for appearing the entrance examination.

4. Candidates with Masters or equ ivalent degree appeared in a written entrance exam conducted by the Department and their entrance result is valid. The entrance test result shall remain valid till the next entrance test is held or for one year, whichever is earlier.

5. Candidates who have cleared a national level examination like CSIR/UGC -NET-JRF, DBT -JRF, ICMR -JRF, DST-INSPIRE or equivalent valid fellowship may appear for interview without appearing in the entrance test. Candidates who have appeared in the above examina tions but await results may also apply. However, they shall be called for the interview only upon providing a valid documentary evidence of having qualied for the fellowship. Candidates who have already initiated their fellowships in some other instituti on and are interested to have the fellowship transferred to HSV may also apply, provided the period of available fellowship is at least 4 years.

6. The candidates who have been awarded lectureship in the CSIR / UGC-NET (or equivalent examination) may also directly appear for interview.

7. Candidates who have obtained M.Phil. Degree or candidates having a Master’s degree with at least two -year research experience in a reputed institution may appear for direct admission without entrance test, if the candidate has national level fellowship.

8. Candidates having a Master degree with at least two -year research experience in a reputed institution may appear for interview directly provided the candidate has national level fellowship.

Note: No student registered for the Ph.D. programme shall be permitted to undertake any fulltime course during the pendency of the programme.

As per Revised Ordinance VI-B (Ph. D), entrance test would be exempted for the following categories of candidates and they are eligible for direct interview:

Category II Candidates who have cleared a national level examination like CSIR / UGC-NET-JRF, DBT -JRF, ICMR -JRF, DST-INSPIRE or equivalent valid fellowship may appear for interview without appeari ng in the departmental entrance test. Candidates who have appeared in the above examinations but await results may also apply for direct interview.

Category III Candidates who have obtained M.Phil. Degree or candidates having a Master’s degree with at least two- year research experience in a reputed institution may appear for direct admission without entrance test, if the candidate has national level fellowship. For obtaining Non -NET fellowships, such candidates have to appear in entrance examination.

Category IV Candidates holding fellowships/research positions in research projects (subject to selection by duly constituted committee as per the UGC norms for research projects) may appear directly for interview.

Category V Scientists/professionals working at defense and space institutions / organizations / R&D institutes of the Government of India / State Government may directly appear for interview. Category VI Faculty members who are in service in the Universit ies or in any constituent colleges and who have a minimum of two years teaching / research experience may directly appear for interview.

RESIDENCY CONDITION FOR ADMISSION TO Ph.D. PROGRAMME Wherever applicable employed students must obtain study leave for a period of two years to fulll the residency requirement of the HSV.

IV COMMON ENTRANCE TEST FOR Ph.D. and M.Phil.

a) The Entrance Test of 1 hour duration would be held at the Examination centre. It would consist of 100 objective type questions. The break-up of which is as follows:

o General aptitude : 25 Questions

o Statistics : 25 Questions

o Department specic : 50 Questions Each question would carry one mark and a wrong answer would result in negative marking of 1/4

th mark.

b) The Fees for entrance test as per HSV guidelines would be:

in favour of The Registrar, Hindustan Sarva Vidhyapeeth and payable at Perundurai / Erode.

c) Admit Card will be sent by post.

d) For M.Phil : Those who qualify in the written Entrance Test will be called for interview.

For Ph.D : Those who qualify the written Entrance Test will be required to submit research proposal by a stipulated date to be announced later.

I found the following facts:

04. That HSV (HINDUSTAN SARVA VIDHYAPEETH) is an Independent Organization, an autonomous body, registered under appropriate Government Act.

05. The term “Autonomous body” denotes a self -governing body, independent, or subject to its own laws. If autonomous body or institution is a company, it is regulated by the company law. If it is a society, it is governe d by the law on registration of societies. But in both the cases, its own board of directors can specify the rules of business for the body / institution. For simplicity sake, normally the boards of such b odies or institutions may adopt the rules of the co ncerned Government or department under which they work, but only by passing of a resolution to that effect and that since it is an autonomous body, administration of which is not controlled by any other authority including any State Govt./ Union Govt. of India, (U.G.I.)

06. HSV offers its own PROGRAMMES in various areas for improving the rate of Literacy especially in the elds of Science & T echnology and as well as Prociency and Development in Entrepreneurship among the students and so all its programs are meant for Value Addition.

07. HSV awards its own Certicates, after successful completion of the course of study concerned at its “Associate Training Colleges” and passed such Examinations at the “Examination & Evaluation Centers” under the norms prescribed from time to time by the Governing Council of HSV.

08. HSV is not a University and so it does not come under the purview of the UGC / AICTE / AIU / DEC/ other Acts and hence, a ny of such Authorities cannot recognize HSV.

09. HSV programs are especially aimed to improve employability in Private Sector organizations; however, these programs may be recognized by other Sectors also for either Employment or Higher Education in India and Abroad.

10. HSV is a legal Institution under the provisions of the Constitution of India.

11. HSV is an Independent, un -aided, private educational institution having the right to impart education and conduct its own examinations as per the byelaws and resolutions, passed from time to time by HSV.

12. HSV does not give guarantee for higher studies and employment on the strength of Certicates awarded by it.

13. HSV neither depicts nor declares that the Certicates awarded by it are equivalent to other Certicates that are issued by other Universities/ Boards/ Institutions/ etc.

14. HSV reserves its right to alter, modify, and delete any of the terms & conditions including Fee Structure, Examination & Evaluation Procedure etc. at any point of time.

15. HSV reserves the right to drop any Training Program on account of Administrative and other constraints or due to non -availability of required strength of students.

16. If the Student is dropped in the middle of the Program, the fees paid by the student will not be refunded or readjusted, as such he cannot claim for the same

17. Student shall enroll in a Program only after inquiring about the value of the Program and as well as the Certication being awarded by HSV.

18. The students, who are purely concerned about the Statutory Recognitions of the Certication, need not apply for any HSV Programme.

19. The Certications of HSV can be attested by Notary Public / Sub Divisional Magistrate/ Mahar ashtra State Government (Mantralaya-Home Department) and Ministry of External Affairs, Government of India and also many Fo reign Embassies. Also as per the guidelines, given by the Directorate of Employment & Training, Ministry of Labour, Government of India, these certicates can be allowed for EMPLOYME NT REGISTRATION in any Employment Exchanges of any State / UT of India.

20. That I shall not hold HSV responsible for my CERTIFICATION (awarded by HSV ) being rejected by any other University/ Board for pursuing higher studies / any employer for my Appointment / Promotion due to lack of eligibility required or for any other unknown reasons.

21. That I understood that all the disputes relating to Admission, Study, Examination, issue of Results, Marks Statement and other Certication and etc. are governed by Civil Laws and Civil Courts only subject to Perundurai Jurisdiction.
