Who We Support

PEO Ammunition (PEO-AMMO). PEO Ammunition leads and manages the research, development, production, procurement and equipping of lethal armament and protective systems to provide Joint Warfighters with overmatch capabilities to defeat current and future threats world-wide.

Joint Munitions Lethality Life Cycle Command (JM&L LCMC). The JM&L LCMC is co-located at Picatinny Arsenal, New Jersey, and Rock Island Arsenal, Illinois. The JM&L LCMC aligns three organizations that execute the Army’s munitions and lethality mission: the Program Executive Office for Ammunition (PEO Ammo), the Armament Research, Development, and Engineering Center (ARDEC) and the Joint Munitions Command (JMC).

Joint Munitions Command (JMC). The JMC provides the conventional ammunition life-cycle functions of logistics sustainment, readiness and acquisition support for all U.S. military services, other government agencies, and allied nations as directed. JMC is the logistics integrator for life-cycle management of ammunition providing a global presence of technical support to frontline units.

PEO-Assembled Chemical Weapon Alternatives (PEO-ACWA). PEO ACWA leads the safe and environmentally sound destruction of the chemical weapons stockpiles stored at the Blue Grass Army Depot, Kentucky, and the U.S. Army Pueblo Chemical Depot, Colorado.

Rock Island Arsenal-Joint Manufacturing and Technology Center (RIA-JMTC). RIA-JMTC's mission is to manufacture and deliver readiness for the U.S. Army and Department of Defense systems globally.

• (Gollon/Robacker) AESD IV - The Army Enterprise Service Desk provides computer support for both civilian and the warfighterto provide them with timely resolution of I.T. issues and is increasingly being used as a cyber sensor for cyber-attacks and othercyber problems. AESD IV significantly increases scope over AESD III with a much larger customer base. AESD IV will includePACOM, EURCOM, COE, Army Reserves, INSCOM, MEPCOM, USAREC, MECOM, USMA, AMC NET, SWA NET, andWestpoint. AESD IV will operate 24/7 and will continue to provide Army wide Enterprise level support for email, mobility, AKO, andUnified Capabilities. A 10 year contract vehicle is being considered; the requirements manager is ARCYBER. Market Research isongoing with an industry day anticipated in May, after the review of the draft ARP to be submitted in March.

• (Gollon/Robacker) ACCENT -The ACCENT program utilizes cloud solutions for Army Enterprise Applications, thereby relievingthe need to upgrade legacy Army Networks and provides a stable modern platform for Army applications. ACCENT has an awardceiling of $247.7M. BOAs were awarded to 50 vendors in February 2017. The strategy was modified in December 2017 to allow allof DOD to utilize ACCENT. Annual onboarding of new vendors is offered and in February 2018 additional BOAs will be addedgiving new vendors access to the ACCENT requirements. To date, 4 contracts have been awarded under ACCENT, for a total ofan approximate $7M. Known pending awards amount to an additional $62M.

• (Gollon/Sommer) ITES-SW2 - 5-9 March 2018, CHESS and CECOM-USAISEC team members will be visiting ACC-RI in order tohold working group meetings related to strategy and evaluation factors. A draft RFP is targeted to be released FY18 3rd quarter.

• (Gollon/Sommer) VMWare - Currently waiting for the DPAP Peer Review recommendation report conducted on 6 Dec 2017.RFQ will be released in FY18 3rd quarter.

• (Gollon/Donovan) SATCOM - Satellite Communications Support Services (SATCOM) will result in a hybrid T&M and FFP singleaward under GSA schedule 70. The period of Performance will be a 12 month base and four, one year option periods.

• (Burke) AIT-VI - The AIT-VI contracts currently provide the Government user community with several different types of AIThandheld devices, which will not be technically supported in the future due to the lack of a Government approved OperatingSystem (OS) for AIT devices stemming from the DoD mandate to use Windows 10. Once DISA or Army CIO/G6 has rendered afirm decision on which Operating System to approve for AIT devices in the future, the AIT-VI requirement will be further developedby PL AMIS and a sources sought notice will be issued through FBO in the 4th QTR FY18.

• (Crompton) Cyber ACAT programs- DCO has had 10 programs designated as ACAT III programs. Currently 5 of the programsare being worked by ACC-RI and have an expected 2nd quarter release. ACC-RI and the program office are continuallycoordinating on the other ACAT III designated programs.

• (Crompton) OTA- ACC-RI is currently working on establishing the C-RAPID Consortium which will utilize a 30 day prototypingprocess. The C-RAPID will use the Other transaction authority to develop cyberspace related prototypes directly relevant toenhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materialsproposed to be acquired or developed by the Department of Defense (DoD), or to improvement of platforms, systems,components, or materials in use by the armed forces. Anticipated establishment is March 2018

• (Trine/Crosson) TCF - Technical Control Facility (TCF). Move, upgrade and reconfigure TCF systems at the 25-Papa trainingfacility at Fort Gordon Signal School. Released RFI on FBO 7 AUG 2017. Intent to release RFP by the end of the 3rd QTR FY18.Acquisition strategy - Order on existing IDIQ or GWAC

• (Trine/Crosson) PEO Engineering Support - Assessment, system design, development, integration and testing of all technicaland engineering Information Technology (IT) related activities involved with PEO Enterprise Information Systems (EIS) programsand Army initiatives for the modernization. The government has not determined whether or not this will be Full & Open or willutilize a GWAC. Intent to release sources sought notice by the end of the 2nd QTR FY18.

• (Trine/Luchsinger) NETMOD-E - RFDOP currently being routed for concurrence to release around 23 Feb 2018. Anticipated closing date around 6 Apr 2018. There is no industry day for the RFDOP. We plan to use the NETCENTS II GWAC.

• (Trine/Lansing) MET - Released an RFI in January 2018. A draft RFP is targeted to be released in FY18 3rd quarter. The Government’s intent is to release a RFP in 4th Quarter 2018.

• (Trine/Lansing) NETMOD-C SEI II - Looking to release an RFI in FY18 3rd quarter. Plan to release a draft RFP in FY18 3rd

quarter, Final RFP to be released in FY18 4th Quarter 2018.

• (Trine/Crosson) EITS Program - The Government is not planning to extend the base IDIQ and will let the program expire in March 2018

• (Burke/Mariman) PMSS3 - The final ordering period under the PMSS3 contract vehicle ends on 13 March 2021. Based on the all the orders placed against PMSS3, as well as all known future requirements, the remaining ceiling left is $146,858,853.10.

• (Dobbeleare/Larrison) PMSS4 - Market Research activities are anticipated to begin late FY18 with a solicitation early FY19. The ordering period on PMSS3 goes through Q2FY21

• (Dobbeleare/Larrison) GCSS Army Business Intelligence/Business Warehouse & Sustainment - The Government is going to issue a Request for Task Order Proposal under the ERP Services Small Business Suite. This staff augmentation task order outlines a requirement for qualified Contractors to provide SAP-based technical and functional support in Business Intelligence and Business Warehouse (BI/BW) services. The evaluation criteria will be based on a sample task. The task order award is anticipatedfor August 30, 2018.

New Mandatory Subcontracting Plan ElementsEffective: January 2017

• Assurances that the offeror will make a good-faith effort to acquire the articles,equipment supplies, services, or materials, or obtain the performance ofconstruction work from the small business concerns that it used in preparing thebid or proposal

• Assurances that the contractor will provide the Contracting Officer (CO) with awritten explanation if it fails to acquire articles, equipment, supplies, services ormaterials or obtain the performance of construction work as described above

• Assurances that the contractor will not prohibit a subcontractor from discussingwith the CO any material matter pertaining to payment or utilization of asubcontractor

• Assurances that the offeror will pay its small business subcontractors on time andin accordance with the terms and conditions of the underlying subcontract, andnotify the CO when the prime contractor makes either a reduced or an untimelypayment to a small business subcontractor

Subcontracting Flow-Down

A subcontracting plan must include:

A statement that the prime contractor will require allsubcontractors (except small businesses) that receivesubcontracts in excess of $700,000 ($1.5 million inconstruction) to adopt a subcontracting plan that complieswith the requirements of FAR clause 52.219-9

The NAICS (North American Industry ClassificationSystem)code of the subcontract determines the size standard

The debriefing shall not include point-by-point comparisons of the debriefed offeror’s proposal with those of other offerors. Moreover, the debriefing shall not reveal any information prohibited from disclosure by 24.202 or exempt from release under the Freedom of Information Act (5 U.S.C. 552) including --

• Trade secrets;• Privileged or confidential manufacturing processes and

techniques;• Commercial and financial information that is privileged or

confidential, including cost breakdowns, profit, indirect cost rates, and similar information; and

• The names of individuals providing reference information about an offeror’s past performance.

Important points on the timeline• Once requested by the offeror, eachexchange/debriefing should occur within fivedays after offeror request (subject to schedulingfor all parties involved) (see FAR 15.506(a)(2))

• Exchange/debriefing slides and redacted SSDDshould be sent to the offeror approximately 48hours prior to the exchange/debriefing

• Government should request offeror submitswritten questions & list of attendeesapproximately 24 hours prior to theexchange/debriefing

Conducting Exchange/Debriefing:• PCO will establish “Ground Rules” at the beginning of the

exchange/debriefing:– This IS A CONVERSATION;– This is NOT a debate; and– This is NOT an opportunity for the offeror to alter it’s

proposal.• PCO will answer RELEVANT questions provided in advance• PCO will then answer any additional RELEVANT questions

from the offeror, but NOT:– Any questions attempting to directly compare proposals; or– Theoretical questions such as “would we have won if we did,

or changed, x…y…z”• The PCO MAY request feedback from the offeror on the

solicitation and award process
