Explanatory Note

SCOPE

1. This index, prepared by the. Documentation ServicesDivision of the Dag Hammarskjold Library at United NationsHeadquarters, is intended to offer a bibliographical guide tothe proceedings and documentation of the thirty-second yearof the Security Council and of its committees or ad hoccommittees that met during the year.

ARRANGEMENT

2. The index cOlIBists of the follOWing parts:

(a) Introduction, including list of the Presidents andchecklists of meetings of the Security Council and its com­mittees.

(b) Agenda, with reference to the relevant subjectheadings used in part (c).

(c) Subject index. Subje.cts are arranged alpha-betically' with reference to the documentation, discussionand dispo8ition. of each item.

(d) Index to speeches. Speeches and statements byrepresentatives are listed in alphabetical order by countryor organization, subdivided by subject discussed and byname of speaker, with an indication of the meeting at whichthe speech was made. Statements by Presidents of theCouncil are listed under Security Council: Presidents.Statements and speeches made by private individualsrepresenting an organization to which a hearing wasgranted are listed under the name of the organization.Statements made by officers of the United Nations Secre­tariat are listed under the name of the office or departmentthey represented. .

(e) Numerical list of documents, arranged by docu­ment symbols. This list also contains information as to therepublication of mimeographed documents in the printedSupplements to the Official Records.

(f) Voting chart of resolutions adopted by theSecurity Council. 1977 is provided as an annex. Votingis only given for resolutions which were adopted bythe Council.

AVAILABILITY OF DOCUMENTS

3. All verbatim records of meetings of the SecurityCouncil appear first in prOVisional mimeographed form.They may be identified by their symbol, which consists ofthe series symbol, S/pv. -, followed by a number corres­ponding to that of the meeting, e. g., S/PV.1983 (~Intro­

duction, under "Checklist of meetings"). Verbatim recordsof meetings are later printed as separate fascicles in theOfficial Records.

All documents of the Security Council are first issue'din mimeographed form. A selected number of them aresubsequently printed in the Supplements to the OfficialRecords, where they are arranged chronologically in fasci­cles' each fascicle covering a quarterly period. Some spe­cial reports are issued individually as numbered SpecialSupplements. Resolutions adopted by the Security Councll,first issued in mimeographed form, are later collected,along with declsions taken, in a separate volume of theOfficial Records of the year. After their republication inthe Official Records, the provisional mlmeographed docu­ments are no longer available.

Rules o~ Procedure

Provisional Rules of Procedure of the Security Council(document S/96/Rev. 6; Sales No. E. 74. 1.5) were in effectduring 1977.

In accordance with rule 18 of the Provisional Rules ofProcedure of the Security Council, the Presidency of theCouncil is held in turn by Member States in the Englishalphabetical order of their names. Each President holdsoffice for one calendar montl1.

Agenda1. The Council's practice is to adopt at each meeting, onthe basis of a provisional agenda circulated in advance, theagenda for that particular meeting. At subsequent meetingsan item may appear in its original form or with the additionof such sub-items as the Council may decide to include. Anitem once included in the agenda thereafter remains on thelist of matters of which the Council is seized, until theCouncil agrees to its removal.
