ENERGY AND PETROCHEMICALS DEPARTMENT:
1. JYOTI GRAM YOJANA: A scheme of the Government of Gujarat, which provides 24 hours continuous three phase quality power to all 18065 villages and 9702 petaparas of Gujarat.
2. Erstwhile GEB successfully restructured into seven companies resulting in earning surplus of Rs. 202 Crores in the year 2005-06, against the loss of Rs. 2543 Crores in the year 2000-01.
3. Gujarat will be emerging as the "Energy Hub" of the nation on completion of power projects, which are on the implementation stage. Installed capacity will be 38357 MW.
4. Gujarat has now become a "petro capital of India" having highest growth and utmost development in this sector.
5. GSPC being the only State Government undertaking company in the country which is engaged in the exploration and production activities in the Hydro Carbon sector. It has also successfully bided for blockes in Australia, Egypt and Yemen.
6. The GSPC has discovered the largest reserves of natural gas at K.G. Basin.
7. Gujarat is pioneer in promoting CNG act.
8. Gujarat is the first state to undertake the city gas distribution projects on a massive scale covering big cities as well as small cities.
9. To meet the increasing need of Human Resources in oil and gas sector, Pandit Deendayal Petroleum University of International standards have been established near Gandhinagar.
10. Solar Policy: The Govt. of Gujarat has taken a lead into the field of Green Energy by declaring a Solar Policy, wherein Projects for 716 MW generation has been allotted and P.P.A. for 366 MW have been executed. Total Generation of 1082 MW by Solar Power & solar thermal technology.
INDUSTRIES AND MINES DEPARTMENT:
a. Vibrant Gujarat Global Investor's summit-2013 organized successfully where in a total of 2,100 delegates from 121 countries attending 127 seminars on different topics, forging 2,670 strategic partnership intentions is a rare achievement.
b. Vibrant Gujarat Global Investor's summit-2009 organized successfully where in 3346 MOUs where signed covering an investments of Rs. 12.34 lakh Cr. and with 25 lakh employment potential.
c. Industrial policy 2009 declared by the Govt., proving a greater scope for inclusive growth by accelerated Industrial Development.
d. Special Investment Region Act-2009 enacted to provide integrated industrial development in certain areas.
e. Policy for Industrial land acquired by GIDC finalises to preserve the interests of land losers.
FINANCE DEPARTMENT (Up to 26/12/2012)
1. Successful implementation of VAT act.
2. States gross domestic product has increased gradually. In the year 2000-01 gross domestic products was Rs. 1,11,139 Crores which has increased up to Rs. 3,37,217 Crores in 2008-09.
3. State’s non-development oriented expenditure is restricted and as compare to past year reduction is noticed. Such expenditure during 2002-03 was 26,479.88 Crores, which has decreased up to Rs. 15,799 Crores in 2008-09, Rs. 19,276 Crores in 2009-10, Rs. 227.08 Crores in 2010-11.
4. The State Government has already enacted the Fiscal Responsibility Act, which lays down various fiscal targets to be achieved in the next four years. The state Government is committed to achieve these targets.
5. State development expenditure is constantly increasing. During 2002-03 development expenditure was Rs.15,607 Crores, which has increased to Rs. 45859 Crores in 2010-11.
PLANNING DEPARTMENT:
The state economy has become strong, progressive, dynamic and a source of sustenance for the common man.
1. State’s Annual Plan for the year 2003-04 was Rs. 6,740 Crores, which has increased upto Rs.23,500 in the year 2009-10 and Rs.30,000 in the year 2010-11.
2. Looking to the year wise plan outlay and expenditure for the previous years Gujarat has achieved more than 105% of Tenth Five Year Plan outlay target.
3. Gujarat has planned our outlay of Rs.1,21,111 Crores for the Eleventh Plan.
4. Gujarat stood first in 20 point programme in the last five years.
Under the dynamic leadership of Hon’ble Minister Shri Saurabhbhai Patel, Finance, Energy & Petrochemicals, Mines & Minerals, Cottage Industries, Salt Industries, Printing and Stationary, Planning, Tourism, Civil Aviation, Labour and Employment Depts. have shown a splendid performance. The stories of achievements in each Dept. are as under.

Shri. Pramod Kumar Mishra, IASAdditional Principal Secretary to PM,Government of India
Shri. Pramod Kumar Mishra has joined Prime Minister Office as
Additional Principal Secretary to Honourable Prime Minister of India.
Shri. Mishra is IAS officer from the 1972 batch. He has an enviable track
record. He was Principal Secretary to Shri. Narendra Modi in
Gandhinagar between 2001 and 2004. In Gujarat, he worked in the
Rural Development, Agriculture, Cooperation and Revenue
departments and in the State Electricity Corporation and the State
Disaster Management Authority.
As Union agriculture secretary between 2006 and 2008, he was behind
the National Agriculture Development Programme and the National
Food Security Mission. He worked relentlessly to increase India's
agricultural GDP. His work in disaster management was appreciated at
international forums.
Mr. D. J. Pandian is a Senior Officer belonging to the Indian
Administrative Service, having more than 30 years of experience in
Public Policy & Administration. Currently, he is the Additional Chief
Secretary to Government of Gujarat in Industries & Mines
Department.
Prior to the current assignment, Mr. Pandian was the Additional Chief
Secretary to Government of Gujarat in Energy & Petroleum
Department which coordinates Public & Private sector power utilities
to provide quality power at affordable cost to various consumers in the
state. The department also facilitates industries in the entire value
chain of the Petroleum & Natural Gas Sector i.e. upstream, midstream
and downstream activities to meet the energy needs of the nation.
Earlier, Mr. Pandian has served as the Chief Executive Officer of
Gujarat State Petroleum Corporation (GSPC) and its group companies
for eight years. He played a vital role in developing an extensive gas grid
network for transmission & distribution of natural gas throughout
Gujarat. Through his visionary policies & programme implementation
skills he has developed City Gas Distribution systems in most of the
districts of Gujarat with active public & private participation. He was
also instrumental in setting up a modern university (Pandit Deendayal
Petroleum University) to provide highly skilled technical manpower to
industries in the Petroleum Sector.
In his tenure, he was instrumental in devising Investor Friendly Policies
for Renewable Power in Gujarat. As a result, 600MW of Solar Power
and 750MW of Wind Power has been successfully installed in one year.
He has successfully set up Asia’s largest Solar Park in the remote
Kachchh Region of Gujarat.
Earlier, Mr. Pandian worked as Director, External Commercial
Borrowings with the Ministry of Finance, Government of India, New
Delhi. He also worked as Advisor to Executive Director, World Bank in
Washington DC from 1998 - 2001.

Shri. I. M. Bhavsar is the Chairman of the Gujarat Energy Development
Agency- the premier nodal agency of the State and the country for
promotion of Renewable Energy and Energy Conservation, since last
over four years. Under the leadership of Hon'ble Prime Minister &
then Hon'ble Chief Minister Shri. Narendrabhai Modi and the Energy
Minister Shri. Saurabhbhai Patel, Shri. Bhavsar lead the Agency in
taking several strides in renewable energy and was instrumental in
putting the state of Gujarat in the forefront and creating milestones in
term of the Solar revolution, paving the way for all other states to
harness solar energy and other renewable sources as well, to help the
country in reducing the green house gas emissions and the
environment from the threats of global warming.
Shri. Bhavsar has also served a term as the Chairman of the renowned
Gujarat Public Service Commission.
Shri. Bhavsar has also immense contribution in the Jyoiti Gram Yojana
to provide 24 x 7 electricity through out the state during his tenure as
the Chief Engineer of the erstwhile Gujarat Electricity Board and now
the Uttar Gujarat Vij Comany Limited.

Pravinbhai Pravinbhai Patel took over charge of Chairman of the Commission on 13th January 2014. Prior to taking over as Chairman, he was working in the Commission as the Member (Technical) for more than 4 years. He is an Electrical Engineer and has experience of 31 years in the Central Electricity Authority...
His field of experience includes Thermal Power Planning, Regional Grid Operation, Enforcement of Electricity Rules and Monitoring of Hydro Power Projects. He joined CEA in 1975 and was attached with Planning and Techno-economic appraisal of thermal power plants. He was associated with site selection for Super Thermal Power Stations and World Bank appraisal team for the first Super Thermal Power Station at Singrauli (U.P.)
He worked in various capacities in the Regional Electricity Boards (now Regional Power Committees) in Western, North Eastern and Southern Regions. In Western Regional Electricity Board, he was associated with integrated operation of the Western Regional Grid and establishment of the first computer based Regional Load Despatch Centre at Mumbai. In North Eastern Regional Electricity Board, he was instrumental to implementation of Regional Energy Accounting in the N.E. Region. In the Southern Regional Electricity Board, he looked after the System Protection and Commercial aspects of regional grid operation.
He worked in the Regional Inspectorial Organization of CEA and was responsible for enforcement of Electricity Rules and according approval for energisation of HT equipment. He also worked in Narmada Control Authority, overseeing implementation of Canal Head & River Bed Power Houses of Sardar Sarovar Project as well as monitoring of progress of other hydel projects in Narmada basin, viz. Indira Sagar Project, Omkareshwar Project and Maheshwar Project. He also initiated work of establishment of Energy Management Centre of NCA at Indore.
Just prior to joining the Commission, he was working as Member Secretary of Western Regional Power Committee. During his 34 years of service, he had visited a number of foreign countries on study tours. He led a group of engineers from CEA and other Power Utilities to U.S., Canada and European Countries on a study tour of Commercial and Regulatory aspects of electricity industry in these countries.
Mr. Tulsi Tanti is founder, Chairman and Managing Director of Suzlon
Energy Ltd. He is a Commerce Graduate and a Diploma holder in
Mechanical Engineering. He is from Rajkot, Gujarat where he started his
first venture which was in textiles. He set up two wind turbines to supply
electricity for his textile units in Gujarat. As his textile business flourished
on sustainable power supplied, he recognised the potential wind energy
offered and led to the creation of Suzlon Energy Ltd. in 1995.
The Suzlon Group is ranked as the world’s fifth largest* wind turbine
supplier, in terms of cumulative installed capacity. Headquartered in Pune,
India; Suzlon has a presence across 33 countries, over 13,000 employees
worldwide, about 20,000 MW installed capacity and manufacturing units in
3 continents, and world class research and development centres in
Germany, The Netherlands, Denmark and India.
Mr. Tanti’s commitment to social and ecological development, and his
vocal advocacy of climate change mitigation has been honoured numerous
awards including ‘Champion of the Earth’ by the United Nations
Environment Program, ‘Hero of the Environment’ by TIME Magazine,
‘Entrepreneur of the year’ by E&Y among several others.

Born on 27th July, 1955, Mr.Ashok Varma is a graduate in Petroleum Engineering from Indian School of Mines, Dhanbad. Prior to his joining as Director(Onshore), he was heading the Eastern Offshore Asset at Kakinada, where he was instrumental in putting the Eastern Offshore Asset on production. Mr.Varma joined ONGC in 1978 as Assistant Engineer at Assam. During his early years at ONGC, he was actively engaged in design and engineering of offshore platforms in western offshore. Subsequently, he served in Western Onshore at Ankleshwar where he extensively worked on water injection leading to initiation of pressure maintenance in Gandhar field. Mr.Varma steered the Imperial Energy in Russia, a subsidiary of the ONGC Videsh Limited, as the Chief Executive Officer. Mr. Varma pursued the hydrocarbon opportunities abroad as a part of senior management of ONGC Videsh Ltd. between 1996 and 2006. He was instrumental in acquiring 20% participating interest in Sakhalin-1 project in Russia by OVL in 2001. He also headed ONGC's Assam operations as Asset Manager from 2008 to 2009.
Shri Atul Sobti, aged 55 years, is a 'Mechanical Graduate Engineer' with 'Post Graduation in International Management' and 'Diploma in Project Management'. He has also undergone Advance Management Training Programmes at IIM, Ahmedabad and Asian Institute of Management, Manila.
Shri Sobti has a repertoire of diverse and versatile professional experience of 34 years, working in various capacities in all major segments of BHEL including International Operations Division, a major Manufacturing Plant of BHEL at Hyderabad, New Capital Projects, Corporate Planning & Development and Project Engineering Systems & Integration Divisions at BHEL Hyderabad and Bangalore.
Presently, he is working as Director (Power) in BHEL and is responsible for spearheading the Power Sector business of BHEL, which constitutes nearly 80% of BHEL business. Under his leadership, BHEL achieved the highest ever Commissioning / Synchronisation of Power projects in 2013-14. He is currently also holding additional charge of the post of Director (Engineering, R&D) in BHEL.
During his tenures at BHEL units at Bangalore and Hyderabad, the units achieved record financial and physical performance. He was also instrumental in steering the future growth plans and new business initiatives in these divisions. During his tenure at BHEL's International Operations Division, he was a key contributor to a fifteen fold increase in its overseas business through securing and executing prestigious power projects and product orders from many countries including Oman, UAE, Iraq, Libya, China, Kazakhstan, Suriname, Bhutan, Sri Lanka, Egypt, Kuwait, Ukraine, etc. As a member of New Capital Projects Group, in the eighties, Shri Sobti was actively associated in setting up of new BHEL plants at Rudrapur, Varanasi, PCRI-Haridwar, Jagdishpur, Goindwal, etc. During his tenure in Corporate Planning & Development, he worked in various areas including Strategic Planning, Capital Investments, MoU, Operations Monitoring, Technology Licensing, etc. He was involved in drawing Corporate Plans of BHEL as well as creating Vision, Mission and Values for the company.
Shri Sobti is also Part-time Chairman on the board of Raichur Power Corporation Limited [a Joint Venture Company (JVC) of BHEL and Karnataka Power Corporation Ltd] and Part-time Director on the Board of NTPC - BHEL Power Projects Limited, (NBPPL), a BHEL - NTPC JVC.

Professor Chris Greig leads the UQ Energy Initiative, a University-wide
initiative to lead and showcase UQ's energy research capabilities across all
faculties and institutes. The portfolio is multidisciplinary and covers fossil
energy, renewables and energy systems.
Chris is a UQ alumnus having obtained his BE, Masters and PhD in
Chemical Engineering at UQ. He held senior executive and project
director roles in construction, mining and clean energy industries both in
Australia and abroad over a career spanning 25 years before joining UQ.
Prior to joining the University of Queensland, Chris was Project Director
and CEO of ZeroGen, which conducted one of the world's most
comprehensive studies on the potential of a large scale, low emissions coal
fired power project incorporating carbon capture and storage. The project
also undertook Australia's largest onshore carbon storage investigation and
exploration program. His key research interests are in CCS and
unconventional gas.
Shri S. Vijay Iyer is Director of the World Bank's Sustainable Energy and Extractive Industries Department, where he guides the Bank's policies, programs and strategies in the energy and extractive industries sectors. This department is also responsible for World Bank-managed global partnership programs including the Energy Sector Management Assistance Program, the Global Gas Flaring Reduction Partnership, and the Extractive Industries Transparency Initiative Multi-Donor Trust Fund.
He has also served on the UN Secretary General's Technical Group on Sustainable Energy for All. Before his appointment to this position in June 2011, he was Manager of the Bank's Africa Energy Group, where he led initiatives for sub-Saharan African countries to support energy access through investments in hydropower, geothermal and electrification projects, as well as innovative programs such as Lighting Africa. An Indian national, Iyer has worked in private industry, project finance and banking.
Shri Iyer has also been a senior official with the Indian Civil Service, holding several positions in public administration and economic development. He holds an MBA from Yale University and a Master's in Chemistry from Jabalpur University in India.

Prof .Raghavendra completed his BE degree in Civil Engineering with distinction
from University of Mysore in 1983. MS (research) degree is by IIT Madras in
1988 in the faculty of civil engineering. He did his Ph.D from IISC Bangalore in
1996. He is the recipient of several scholarships of government of India during
his student days. He was also selected for fellowship by university of Singapore.
He completed his Masters degree from BITS Pilani in Software Systems in 2002.
He is having around 27 years of teaching and research experience. He has
presented around 40 technical papers in National and International Journals
and conferences. Visited abroad to present his technical papers. He is in the
panel of referee's for ICE Journals. He has delivered lectures at short term
training programme conducted by IISc, Bangalore and other premier
institutions. He has guided many Masters and Ph.D candidates. He has been
member of BOS and BOE of various universities. He is in the governing council
of technical institutions as vice-chancellor's nominee. He has also served as
head department of Civil engineering and head centre for Planning and
institution Development at Jawaharlal Nehru National College of Engineering
under Vishweswarayya Technological University, Belgaum. Dr. Raghavendra is
a Fellow of institution of Engineers and Life member of several organizations
like Indian Geotechnical Society, Indian Society for Technical Education etc. He
is also a recognized Professional and charted Engineer and valuer.
He is very active in consultancy in the field of geotechnical and structural
engineering. He has got special interest in foundations on problematic soils
and rehabilitation of structures. He has completed projects sponsored by
AICTE and several Industries on utilisation of industrial waste as construction
material. At IIT Madras, he has worked in consultancy projects of ONGC and
Singareni Calories Limited. He is specialized in multistage triaxial tests.
His present area of research includes impact of industrial waste on engineering
behavior of soils, design and analysis of reinforced soil foundations, ground
improvement and rehabilitation of structures. He has served as an expert
committee (task force) member for various governmental and
nongovernmental organizations. He was the member for quality assurance and
monitoring committee of several Karnataka state corporations and served as
committee member of KSPCB also. He has conducted several AICTE/World
Bank sponsored training programmes for Engineers of state and central
government. Organized several workshops and seminars for faculty, civil
