CHAPTER - VI
IMPLEMENTATION & DEVELOPMENT STRATEGY
IN NASHIK
6.1 Introduction
Maharashtra is one of the most progressive state in India in terms of
commercialization & economy. The state is famous for Industrial sector and
Mumbai, its capital which is also known as financial capital of India. The
state is also famous for rich cultural heritage. Nashik, Aurangabad, Nagpur
and Poona are emerging cities of the state. Nashik is the revenue division
comprising of five districts as Nashik, Dhule, Jalgaon, Ahmednagar, &
Nandurbar. For Administrative convenience the district has been divided
into three subdivisions as Nashik, Niphad & Malegaon.
6.2 Nashik District & e-Governance
The National Informatics Center (NIC), constituted by the Ministry
of Communication & Information Technology, Government of India at all
levels of its hierarchy such as the Central Government, State Government
and District Administrations has a nationwide satellite based Computer
Communication Network.
National Information Center NETwork (NICNET) in its present
configuration connects all Central Government Departments, State
Government Secretariats, District Administration Headquarters and some
Public Sector Organization in a Single Integrated Network in parallel with
setting up infrastructure. NIC has developed a large number of informatics
services for almost all sectors of the Governments such as economy,
industry etc. Many of this service make extensive use of NICNET resulting
in timely, efficient and reliable flow of information at different levels in the
Government hierarchy.

The NIC, District Centre, Nashik is setup in 1988 located in the
premises of Collectorate, Nashik for providing technical support and
guidance in implementation of computerization. Also to provide the
NICNET services for data transmission from District to Mantralaya,
Mumbai and Government Organizations & vice-versa.
6.3 Implementation & Development of e-Governance
The Nashik district has gone through a major makeover in the past
decade, shedding its erstwhile conservative & religious image. Stepping out
of the shadows of the metro cities of Mumbai and Pune, Nashik has
established a prominent place of its own in the ‘Golden Triangle’. The
Nashik District is most Net-Savvy in the Maharashtra State and showing
good progress in e-Government. Today, most of the government
departments in Nashik district have some degree of departmental
computerization under way, many have basic informational websites and
some even have web based information. Online services provided by
various organizations with the help of National Informatics Center (NIC),
Center for Development of Advance Computing (C-DAC), and autonomous
bodies.
6.3.1 e-Governance Projects developed by NIC
The Government of Maharashtra and National Informatics Center
developed various e-Governance projects for the Nashik District are as,

Project: Land Record System
Description:
Land is a valuable asset of human being. Documents relating to these lands
are kept at safe place. This document forms a ‘Land Record’. In rural areas,
owner of land can be finding out from village form No. 7/12. This is called
as Record of Rights. In Urban areas these are called as property Register
Card. This gives you comprehensive extracts of a given property.

Description:
This software is used for the computerization of Village Form 7/12. LMIS
software is implemented in all 15 Tahsils of Nashik District. This software
is used to issue the form no. 7/12 to the property or land holders.

This software is used for the computerization of Property Cards. PCIS
software is implemented in all Taluka Inspector of Land Record (TILR) and

Project: Rainfall Recording
Description:
This S/W is used for the computerization of rainfall in different tahsils of
Nashik District. It generate the reports of daily rainfall, average rainfall etc.
Taluka wise rainfall values are essential for planning seed distribution,
fertilizer movement, pesticide availability, deciding drought or flooded area
for announcing subsidies.

It is a communication based system and brings agricultural marketing
information at the doorstep of the agriculturist. It captures the most recent
market arrival and rates for various regulated commodities for all the major
Agricultural Produce Marketing Committees (APMC) in Maharashtra, and
creates a central database. Nearly 15 APMCs regularly send and receive
data on a daily basis.

6.3.3 Services rendered by District Collectorate under SETU
The Interaction between citizens and state departments is in important
element of effective governance. Previously in Maharashtra, there were
multiple points of interaction between citizens and individual departments
spread over many different Government offices. Most of these citizens coming
to government officers are from the middle class, communicating to their work
place and trying to improve their living standards. They are forced to take leave
from office and spend time at the government office to get some routine work
done, register their grievance and expedite some action. The benefits from even
a marginal increase in state wide human productivity are unimaginable. Now a
one-stop service center for all such routine mattes is made available through
SETU under the District Collectorate Office. SETU is a two-tier application
operating at the front end of different governmental departments like
Collectorate, Panchayat, Revenue, Excise, Municipal Bodies and Mantralaya
etc.
SETU centers have been setup at almost all the district Collectorates,
306 Tehsil Offices, Five Municipal Bodies, One Zilla Parishad and some
Grampanchayats in Maharashtra State.

The Table No. 6.35 shows the revenue generated in year 2006-07
Rs.18.93 Crore through various SETU Centers in Maharashtra State with more

The SETU project offers various services to the citizens by charging
amount as per the defined by the Government of Mahrashtra. The charges are
varies form nature of the service.
The services mainly distinguished in four different types are as,
i. The following Certificates are issued by charging Rs. 50/- (Rupees

Conclusion:
The Nashik District is most Net savvy in the Maharashtra state. Various
government organizations located at various parts of the Nashik District. Many
of the organizations have implemented e-Governance project and trying to
provide services to the citizens. Number of departments have also taken
initiative steps to implement e-Governance project. But the biggest challenge is
the pressure to decrease the government’s operating costs and improves
services to the citizens.
To develop e-Governance applications the challenges are greater
visibility of applications, financial constraints, bureaucratic processes and
unavailability of skilled people in advanced networking technologies. To make
futurist vision work, there is a need for collaboration among e-Governance
virtual communities. This demand more political and organizational will take
hard decisions, change themselves and learn to build capacities for e-
Governance.
Some of the departments facilitated the interface between various
government departments as District Collectorate, Tahasildar, Grampanchayat,
Revenue, Forest, Municipal Corporation.
