AND IVANNA VLADKOVA-HOLLAR*The significant rise in foreign bank claims observedduring the 1990s, following their steep decline duringthe 1980s debt crisis, reignited interest in understandingthe behaviour of these flows. This paper analyzeschanges in foreign bank claims on the Latin Americanprivate sector over the period 19852000. We find thatbanks transmit shocks from their home countries(where banks headquarters are located) and thatchange in claims on individual host countries (thosethat receive claims) are correlated with aggregatechanges in claims on other countries. However, over time, we observe that foreign bankclaims have become less responsive to external factors. Also, we present evidence that the sensitivity of foreignbank claims to host factors diminishes, as banksaggregate exposure rises. Finally, we find that foreign bank claims react more topositive than to negative host shocks and are notsignificantly curtailed during crises. We present someBasic facts about the Chilean banking system and abrief international comparison. We considerseparately local banks, the countrys publicly ownedbank and foreign banks, and present theEvolution of some basic indicators of performance. Theevidence shows some important efficiencyGains over time. We also examine issues like thechanging procyclicality of banks lending and theChanges in capital requirements which will result fromthe adoption of Basel II. The Chilean bankingSystem is well prepared to implement Basel II, albeit ina gradual way.http://129.3.20.41/eps/mac/papers/0405/0405016.Lender of Last Resort and the Moral Hazard Problem pdf Bank of Finland Discussion Papers 17/2002, MikkoNiskanen http://www.suerf.org/download/studies/study7.pdSTRENGTHENING FINANCIAL fINFRASTRUCTUREDeposit Insurance and Lending of Last ResortTwo papers byRichard Dale andFrance Bruni and Christian de Boissieu http://129.3.20.41/eps/fin/papers/0406/0406009.p Optimal Lender of Last Resort Policy in Different df Financial SystemsFalko FechtDeutsche Bundesbank 41. [email protected] TyrellUniversity of [email protected] 1, 2003AbstractIn a framework closely related to Diamond and Rajan(2001) we characterize different financial systems andanalyze the welfare implications of different LOLR-policies in these financial systems. We show that in a bank-dominated financial system itis less likely that a LOLR-policy that follows theBagehot rules is preferable. In financial systems withrather illiquid assets discretionary individual liquidityassistance might be welfare improving, while inmarket-based financial systems, with rather liquidassets in the banks balance sheets, emergency liquidityassistance provided freely to the market at a penaltyrate is likely to be efficient. Thus, a "one size fits all" approach that does not takethe differences of financial systems into account ismisguiding. http://www.ny.frb.org/newsevents/speeches/2006/ Federal Reserve Bank of New York gei061004.htmlProgress toward Financial Stability in Emerging Market Economies October 4. 2006 Timothy F.
