Dallas County receives Truancy Courts Technology Excellence Award

Members of the Dallas County Clerk’s Office, Dallas County Office of Information Technology and Dallas County Truancy Court staff attended the Tyler Technologies Annual User Conference held in Austin Texas.

This year, Dallas County was the recipient of Tyler Technologies Excellence Award. This award is given each year to a county who has used Tyler’s case management system, Odyssey, to implement additional best practices outside of the case management systems normal functionality.

The County Clerk’s office along with Dallas County’s Office of

Information Technology jointly developed a process for the electronic submission of truancy case filings TIS (Truancy Information System).

TIS replaced a manual system that required clerks to enter all the

information manually into the computer system. The school districts delivered all paperwork to the five (5) Truancy Court locations on a daily

basis. With the creation of the TIS System, the school districts can enter all the information into the TIS system directly from their offices. TIS automatically generate and electronically file the cases in Odyssey.

The school districts can access TIS and manage their cases via the internet, view case status and print reports. Having this capability available to the school districts removes the burden of manual data input from the County Truancy Department thus saving valuable resources both manpower and dollars.

TIS has shortened the time frame for processing cases, while saving

Dallas County an estimated $175,000 per year. Dallas County has been able to take advantage of a leading edge case

management solution to custom build an external software application. Using the Tyler Technologies API tool kit, as part of the Odyssey solution allows clients to custom build applications external to Odyssey and manage their own timelines and efficiently serve their intra county constituents.

This effort has streamlined the Truancy Courts business processes and reduced expenses for both the school districts and Dallas County.

Edna Pemberton is known around and throughout the Dallas Metroplex. Always providing support to others’ initiatives and programs, she is on a tireless crusade to make life better for all and to leave this world in a better place.

Recently she wrote a letter to the “Dallas African American Community” where she challenges folks to move past rhetoric and reactions to progressive, liberating acts.. She granted me permission to share her message. I know it is her hope, as it is mine, that someone will be moved to action. There are a few places where I made “additions,” like spelling out SWC, for those who may not know what she is referring to.

Now when I say “moved to action,” I don’t just mean coming up with a plan. Too often folks have all the “best” ideas, BUT they want someone else to implement the plan. Sometimes if you really believe in something, you have to put forth the effort. How about you getting dirty and working your own plan. There are plenty of folks out there who could make a difference, if only they put forth the effort. Here is Mrs. Pemberton’s letter:

Dallas African American Community,

We can work together.....stop saying that "JUNK".....

Today as I walked around the Southwest Center Mall, my heart was saddened because in 2005-2009, we could have purchased the only Regional Shopping Center for $4 million. I went to some business persons to purchase it and they laughed in my face and told me that the mall will fail and be nothing...

Now as I walk the mall I see the traffic flow and see us as consumers in our own community. Now our owners are good...but what a missed opportunity by the Black community to own and operate in a professional manner a mall like we are doing now? You.... as Blacks are running it.

In 2009, it was 45% occupied...now it's 81% and you did it!!! We are meeting and strategy-planning our own Camp Wisdom Corridor future. We don't always agree...but when we take the vote...it's over and we plan our work..and work our plan!!!

The carpet is new in Footlocker because of Betty Culbreath. Mayor Pro Tem Atkins says that if Macy's don't have your items...complain....and make them purchase the right items.

Stop bragging about not spending your money in your own community (does that make sense?). Do what Billie Greer did. Instead of building an "upper class restaurant and outdoor patio" in the "u town" he brought it to you....Oak Cliff. Now support him and your community.

Ms. Carol Arnold stopped some men from "cussing" in our mall...saying we don't accept that language in our mall.

You, as the Black community saved the mall, you made this Macy's #1 in the district by supporting it...you made this Macy's # 2 in the region by shopping here. Here's the deal...the next time that you see retail property for sale...bring your pennies together and "BUY." STOP letting outsiders buy up our property and we have no say so in it's development and leaving it empty and putting "garbage" in it.

Where are our "Black Deal Makers"? We don't have to agree...but buying retail centers...in our own community....makes sense to me!!!!

If we have to "duke" it out...let's do that...but Black community; let's buy back our community....and make profit. Is it going to easy? NO!

PLEASE DON'T LET ANOTHER OPPORTUNITY PASS OUR WAY AGAIN.....

The historic legislation known as the Affordable Care Act is significantly benefiting people throughout our country, and particularly residents in the 30th Congressional District. It is one of the most important pieces of legislation in the history of the Congress and should not be unfairly attacked.

Yet even while the Act is helping people and enriching their lives, Republicans in the House of Representatives have voted thirty-eight times to repeal the protections and reforms of the law.

During the course of the past three years, residents of the District have witnessed lower costs and better healthcare coverage. Instead of working to ensure that there is a smooth transition process for the Affordable Care Act, House Republicans continue their efforts to repeal and undermine the law.

An analysis of the impact of the law in the District shows the following: Ten thousand young adults have gained healthcare coverage, given that the law requires health insurers to permit parents to maintain coverage for their children until they reach twenty-six years of age.

Nearly 4,000 seniors have experienced lower drug costs because the law provides major savings in costs for seniors in the Medicare Part D “donut hole.” As a result seniors have received prescription drug discounts of $5.6 million dollars, an average discount of $620.00 per person in 2011, $720.00 in 2012 and $770.00 in 2013.

Since 2011, the law has provided free Medicare coverage of preventive services such as mammograms and

colonoscopies for 77,000 seniors. These same people are now eligible for Medicare preventive services without any co-pays, coinsurances or deductibles. Nearly 113,000 individuals in the district have saved on

their premiums due to provisions in the law that prevents insurers from spending more than 20 percent of their premiums on profits and administrative overhead. Because of these protections, more than 31,000 consumers in the District have received approximately $4.5 million in insurance company rebates in 2011 and 2012.

Additionally, since September 2010, the law has prevented insurers from denying coverage to children who have pre-existing conditions. Forty-eight thousand children with such

conditions in the District have been protected from finding themselves in a position of not having health coverage.

The elimination of the lifetime limits on insurance coverage has benefited 150,000 District residents. Beginning in 2014, millions of uninsured Americans will gain access to quality, affordable health coverage through the new “market places” and the expansion of Medicaid. This will impact 23,000 residents in the District.In this land of plenty, every citizen deserves affordable and quality healthcare. This is precisely the aim of the legislation which was upheld by the United States Supreme Court. I will continue to fight to protect the legislation. It assists the most vulnerable among us; it is fair and is the right thing to do.

The Affordable Care Act Works!

Last Wednesday, before a packed crowd at the National Urban League annual conference in New Orleans, President Barack Obama delivered a major domestic policy speech focused on creating more fairness and opportunity for middle class and working class Americans. Citing the example of New Orleans’ remarkable resilience seven years after the devastation of Hurricane Katrina, the President urged the nation to come together to rebuild our faltering economy and ensure a quality

education for all. The President’s speech came on the same day that the United States Senate passed a bill to extend middle class tax cuts another year for “98% of American families and 97% of small business owners.” President Obama urged the House of Representatives to follow suit and added, “They should not be holding middle-class tax cuts hostage just to get more tax cuts for millionaires and billionaires.” The tax debate is a defining issue in this year’s presidential campaign and will most likely be decided by the voters in November.

The President’s speech dealt with many of the issues important to the National Urban League and the record 2.7 million people we served last year. One of our key empowerment goals is that “Every American child is ready for college, work and life.” The President gave voice to that vision by

making the point that strong communities are built on strong

schools. He added, “If this country is about anything, it’s about passing on even greater opportunity to the next generation.”In recent years that dream has been slipping away for millions of African Americans. While pointing to progress that has been made since he took office, the President also acknowledged that substantial obstacles to

equal educational opportunity still remain. To help overcome those obstacles President Obama announced a new White House Initiative on Educational Excellence for African Americans.

His executive order, signed the next day, recognizes that “African Americans lack equal access to highly effective teachers and principals, safe schools, and challenging college-preparatory classes.” It points out the wide disparity in student

achievement between African Americans and their peers in this country. And it recognizes the lower rate of graduation and higher rate of incarceration for black males.

The stated goal of the new initiative is to help expand educational opportunities, improve educational outcomes, and deliver a complete and competitive education for all African Americans. We pledge to work with the Administration and the Department of Education to make real progress. This unprecedented focus on African American education is much needed and supports a National Urban League empowerment goal that is critical to the future of our youth, our communities and our nation.

This year’s annual conference was hotter than a New Orleans summer. Our “Occupy the Vote” theme reminded the nation that while the National Urban League does not endorse candidates, we endorse democracy. That means opposing those who would deny anyone the right to vote and urging everyone to get to the polls this November

Then there’s BG of Dallas - This is just the place for a great meal, wonderful atmosphere and dancing, too! There’s so much you can do at BG of Dallas, from hosting baby showers, retirement parties and rehearsal dinners to having an intimate dinner, watching sports events on big screens and enjoying good music. There’s a great Saturday and Sunday brunch, too!

I can’t say enough about Mocca Cosmetics, where you can enter looking

like you need help only to leave out feeling good because you look good. Kena and Eboneke are building an empire with their cosmetics and skin care company. They are always out and about, along with the other Mocca Ambassadors, male and female, providing quality products and service.

It was exciting to hear that one of my former journalism students and her partner opened Kemistre Boutique at the Mall. I just loved visiting the store and seeing the wonderful items she had for the fashion-minded divas!

Also, I go to get my eyebrows waxed and there are at least two kiosks in the mall, but I prefer going inside for the privacy.

Now the owner of Natural Loc has definitely peaked my interest. More and more women are trying to release their hair from the chemicals that bind them to weekly and bi-weekly appointments. Knowing you still have to take care of your hair; it’s great to have a place like Natural Loc.

Recently I met Taiteena who has natural candles and oils. SJ’s Light Expressions held its grand opening recently and I was thoroughly impressed with the quality of all of her products. And guess what? She wasn’t sitting around with a mean look on her face like someone owes her something! Instead she smiled, talked about her product and ensured that I would come back!

There’s a whole lot more at Southwest Center Mall, and other places too. Why don’t you make it your business to stop in?

Zumbathon to benefit child car seat

Dallas Want to have a fun dance workout and improve car safety for kids at the same time? A Zumbathon benefiting the Injury Prevention Center of Greater Dallas (IPC), located at Parkland Health & Hospital System, will be held from 9 a.m. to noon, Saturday, Aug. 10 at the Fireside Recreation Center, 8601 Fireside Drive, Dallas. Registration fee of $12 can be paid at the door. Proceeds will be used to purchase child safety seats that the IPC provides to families. Space at the Zumbathon is limited to 200 participants. Zumba fitness classes are often called a “dance-fitness party,” combining Latin music and high-energy dance steps in a vigorous cardiovascular workout. A “Zumbathon” is a Zumba fitness class that is open to the public and raises funds for a charity, organization, group or individual in need. Leading this event are Zumba instructor Sylvia Velasco along with disc jockey Sonido Vandido. Velasco approached the IPC with the Zumbathon fundraising idea because, she said, “I had heard this organization does a lot of good for kids and I wanted to do something to help them.” The IPC helps create a safe community where the people of Dallas can live, work and play. The center works with the community to reduce injuries and deaths from car crashes, burns, falls, child abuse and other injuries. One of its successful initiatives is a car seat inspection program

offered free of charge to Dallas area- residents. Families must bring their car, child and current car seat to the inspection station. During the inspection, a trained child passenger safety technician inspects the child’s car seat for recalls, damages, expiration and proper use depending on the child’s age, height and weight. If the child is not in an appropriate seat, and if resources allow it, the IPC will replace his or her current seat with an appropriate seat for the child’s age, height and weight. In addition to the car seat inspection, parents are educated on the law, the type of car seat that is recommended for their child, and on the proper use and installation of the car seat in the vehicle. The car seat inspection stations are held twice monthly at Parkland’s Vickery Meadow Health Center, 8224 Park Lane, Suite 130, Dallas, 75231 and at the West Dallas Multipurpose Center, 2828 Fish Trap Road, Dallas, 75212. Denis McGarry Award is presented yearly to one individual or company in recognition of excellence in community service towards the betterment of health for all individuals or outstanding service in the medical/research community towards the understanding, treatment or prevention of diabetes.

This year’s award winners are: Ron Anderson, M.D., M.P.H., this year’s J.

Denis McGarry: Outstanding Healthcare Professional / Community Advocate. This lifetime-achievement award goes to the individual that exemplifies the five core values of the American Diabetes Association (Approach, Integrity, Ownership, Leadership, and Inclusion) and has affected significant change in the healthcare field. Dr. Anderson has been a wonderful friend of the American Diabetes Association over the years and has contributed substantially to our growth through his involvement. He has long championed causes that improve the health care for the medically underserved, and, as a result, he is one of the leading advocates for the poor. The citizens of Dallas County, the State of Texas, and the United States have benefitted greatly from his vision and heart.

The J. Denis McGarry: Outstanding Corporate Partner Award will be given to Texas Health Resources. Texas Health Resources with the guidance of Amy Schornick has been instrumental in bringing many of the American Diabetes Programs to our community.

New Community Program Taps into Heritage for Good Health through Grant from Walmart

Oldways is cooking up something totally new: cooking classes designed for African-American communities that showcase the rich and healthy roots of African culture and traditional cuisine.

The traditional diet experts at Oldways, the Boston-based nonprofit, have launched a national cooking and wellness program, "A Taste of African Heritage" to help communities and individuals reconnect with the vibrant ways of eating and living that supported the health and wellbeing of African-American ancestors.

This nutritional, cultural cooking program, which follows a successful pilot in 15 locations last year, debuts in 50 locations throughout the country in 2013, with 100 class sites planned for 2014.

"Diabetes, obesity and heart disease are not a part of African-American heritage, said Sara Baer-Sinnott president, Oldways. "Our 'A Taste of African Heritage' cooking program addresses these issues and is a springboard to the wonderful old ways of eating and living, creating new healthy traditions by introducing participants to the cultural and culinary roots of their ancestors."

Made possible through a grant by the Walmart Foundation, the centerpiece of the "A Taste of African Heritage" program is the African Heritage Diet Pyramid, introduced by Oldways in November 2011. This healthy eating model celebrates the traditional eating patterns of early African-American ancestors—from Africa, South America, the Caribbean, and the American South.

The "A Taste of African Heritage" program is designed as a cooking and wellness series of six classes, offered weekly or bi-weekly at community centers, churches, and healthcare venues. Classes are free and typically last one hour and 45 minutes.

Instructors, who are health professionals and educators, teach from an innovative curriculum created by Oldways.

"The cultural recognition brought by the Oldways curriculum is what makes

these classes so successful and resonate with its participants," said pilot coordinator, Stephanye Clarke, from New London, CT. "I can't tell a group of African Americans, susceptible to lactose intolerance, that they should be drinking three glasses of milk per day. They never have historically, and there are so many other nutritionally-rich foods of African heritage that should be promoted."

Participants start by taking a Healthy Heritage Pledge, committing to eat more like the old ways every day, using the African Heritage Diet Pyramid as a guide.

The classes are designed to bring the pyramid to life, allowing participants to "meet" the major foods of the pyramid (i.e., African spices donated by Savory Spice Shop, greens, whole grains, beans/rice, tubers/stews and fruits/vegetables) and to learn how to easily prepare them, instilling cooking confidence, basic skills, and enjoyment as motivators for preparing regular home-cooked meals, part of a healthy lifestyle.

It's also an introduction to the vibrant history, culture and nutrition of African heritage foods, and an experiential guide to easily adapting African heritage patterns to modern day life.

To determine the effectiveness of the program in improving physical health instructors will measure student weight, blood pressure, and waist circumference at the first and last sessions.

Additionally, to track lifestyle and dietary changes, students will fill out entrance/exit surveys in class, and will be encouraged to take online surveys at week 12 and week 24 after they have graduated.

In addition to A Taste of African Heritage cooking and wellness classes, Oldways has introduced a webinar, "The African Heritage Diet Pyramid: An Innovative Tool for Combatting Diabetes, Obesity, and Other Diet-Related Chronic Diseases," for health professionals that is available on the website.

and Staying Gone

Most women are suspicious when they hear these promises but they often still can’t get him out of their system. X That Ex: Making a

Clean Break When It’s Over (Hunter House) by Kristin Carmichael, LISW, is the long-awaited answer for women who have left a bad relationship and don’t want to go back.

It is incredibly common for women to leave partners who are emotionally unavailable, immature, disrespectful, selfish or even abusive, but then struggle to stay away.

WNV Positive Mosquito Pool

Confirmed The Garland Health

Department (GHD) received a report of laboratory confirmed presence of West Nile Virus (WNV) in mosquitoes collected in the 2500 block of Wood Drive. This is the second confirmed presence of WNV in mosquitoes in Garland in 2013. GHD will immediately initiate adulticide spraying throughout surrounding area on the night of July 26 (weather permitting) to minimize the risk of human infections.

Thus far in 2013, no WNV human cases have been confirmed in Dallas County but the presence of the disease in mosquitoes means that transmission to humans is possible, so residents are urged to take preventative measures. Citizens can view a map depicting areas where WNV virus has been detected and subsequently sprayed to reduce the adult mosquito population on the City of Garland website on the Mosquito Information page.

WNV rarely causes severe illness or death, but citizens should remain vigilant and take common sense precautions to minimize the risk of exposure. To protect yourself from exposure to WNV, limit outdoor activity during evening and early morning hours when mosquitoes are most active. While outdoors, wear light-colored, long sleeve clothing, and use an insect repellent containing DEET, according to its label directions. Most importantly, take measures to eliminate any standing water on your property, such as birdbaths (clean them twice per week), pet water dishes, clogged rain gutters, tires, and buckets. Containers that can hold an inch or two of water for just a few days can breed mosquitoes. Report any standing water that you are not able to eliminate yourself to the GHD.
