What are the plans/camps planned for the novice and developmental
swimmers? TC – Open registration Senior camp with 2 locations to
target 14-18 year old .. like Catch the Spirit Camps in Age Group.
TY- Introduction to Governance to athletes at HOD meetings. At the
age Group level – Catch the Spirit Camps. SM – initial target was
the elite swimmers and we are now able to address additional
programing . DK – Trying to do a good job with the programs
offered. Participation of all the coaches in the LSC has been
challenging. Number of volunteer coaches directly impacts
programming. Will Barker - IHSA Advisory Committee – Focusing on
the development of the entire athlete. Clarified the waiver system
available to HS / Club swimmers. (Details posted on the ISI Website
under the Senior Tab). Developmental process. 3 non-HS competitions
allowed that are directed towards national qualification. Must be a
USA-sanctioned meet. Camps & Clinics – may participate in camp
as long as HS coach is not a part of the camp ... then, limitations

camps, travel support, etc. Overall increase in expenses –
approximately 1% Administrative/Operational costs remain
consistent. ?? If increasing the number of officials is a goal,
shouldn’t there be an increase in the dollar amount requested? JY –
the dollar amount is passive .. the amount charged meets the costs
of the training. ?? no increase in Promotion, Advertising??
JY-Traditionally, we have utilized the clubs to provide
advertising, etc. ?? Decrease in funding from last year? JY – every
two years we require re-certification .. this is not a re-
certification year. ML- 69% of budget relied on membership for
revenue .. sponsorship revenue decreased .. Alarm bells going
off??? PD – Realistic in projections regarding sponsorship.
Corporations move to cut sponsorship dollars first .. we will need
to look for creative, new revenue streams. If you have connections

GENERAL From October 1, 2017 to April 14, 2018 my focus as Sport
Director Duties include: administrative responsibilities,
initiating programs & support to championships meets at all
levels. Priorities include, defining, and addressing
club/coach/athlete issues and needs as I travel throughout the
state visiting clubs, meets, and coaches. SPORT DEVELOPMENT

CAMPS Along with the Sr & AG Committees Chairs we are moving
forward with preparations for the 2018 Camps Programs The process
of finalizing dates, locations, selection process and staffs has
begun. In conjunction with Team Unify we have developed a camp
registration page on the ISI website in an effort to provide key
event information and an ez sign up and payment process for
athletes and parents. Age Group
• Pro Series Camp: This camp will serve 32 of the top 11-12yr old
athletes meeting the selection process TBD. The camp will take
place at the Indianapolis Pro Series Meet in May 18 & 19,
2018.
• Age Group Elite Camp: This 2.5 Day Camp will be held over May
25-27 at Lake Forest College. 40 of the Top 13-14 athletes based on
selection criteria will be invited to participate
• Age Group State Level Camp: This 1-day camp will be held in
conjunction with the 2018 Swimposium on Saturday October 6. This
One Day Camp will serve 60 athletes age 11-14 yrs of age. The Camp
Minimum Criteria is one State Level Cut to apply.
Catch the Spirit Camps
• This camp will serve 120 (60 each Camp) athletes ages 9-14yrs of
age. The minimum criteria to attend will be one year of competitive
swimming & will be based off of a first come first serve
acceptance. 2 sites (North & South). Dates: April 28 &
29
Senior
• Senior 1 Day Camps: The Senior 1 day motivational / educational
camps targets the High School age developing Sr Athletes. The camp
is designed to provide high level guest presenters at a variety of
regional locations throughout the state. The camp will be split
into 2 sessions. One is a classroom session that would allow
athletes competing in season to attend. The second session would be
a wet side training or skills based format. 50 athletes is a
baseline number but the camp is flexible to accommodate 75 -100.
Target Dates & Locations: April 22 hosted by WEST Swim Club in
AM & Springfield YMCA in the Afternoon.
• Senior Elite Camp: This 4.5-day Camp will serve 48 of the top
14-16yr old athletes will be invited to attend base on selection
criteria. 5 staff + 1 camp manager will be selected to oversee the
camp. This camp will be held June 11-15 at multiple university
venues that are able to provide long course training and
potentially a resource of speakers & national team
athletes.
CAMP PROGRAMS: 2017 VS. 2018
SOCIAL MEDIA & LSC SPONSORSHIPS Attended the USA Swimming
Swimbiz workshop that outlines the use of Social Media, Events and
Marketing in Brand Awareness and sponsorship development. Engaged
in traveling to clubs during winter training to meet with athletes
and coaches to develop a series of Athlete to Athlete & Coach
to Coach messages to post on Social Media. Championship Meets, Camp
highlights, Central Zone Multi Cultural Meet, programming, and
activities are being highlighted through the ISI News Page, FB,
Instagram, Twitter & Instagram. We have seen an increase in LSC
awareness of programs, participation, and sharing of note-worthy
accomplishments by increasing the number of tools to communication,
through FB, Instagram, Twitter & the ISI website. Met with

Performance Committee Meeting Minutes November 8 To begin the next
phase of strategic planning 6 key contributors of the past
Performance Task Force (Listed below) were asked to become part of
the newly formed Performance Committee to help evaluate the
effectiveness and preparedness of the current Quad Performance Plan
and its initiatives. A key goal for the meeting was to identify the
type of committee members (Coach, Athlete, Non-Athlete) that would
embody this “Committee of Influence” to help fill our remaining
positions. This committee is challenged to create energy and add
clarity to the Road Map we have laid out to this point in the
Performance Quad Plan. 3 Key Questions were posed to ask ourselves
in evaluation of our efforts in reference to 2017 Quad Programs and
initiatives in the 4 areas of Competition, Camps, Communication
& Culture. *The Performance Task Force Data Report &
Performance Quad Plan were referenced as discussion
materials.

Vision In terms of overall clarity of vision, the consensus was
that the LSC Performance Vision was clear to the many of the key
people involved in the Performance Task Force and many of the BOD
members but not LSC wide. It was noted that the HOD engagement of
coaches during pre-HOD meetings has helped introduce programming
information & initiatives but has not engaged many coaches to
participate in programming. What opportunities past & future
could help create involvement & advocacy? Coach Engagement To
help make a better connection between the Performance Committee
Vision and our Coach and athlete members, A Coach Summit was
proposed to help create an environment of learning and relationship
building. Illinois Swimming has previously hosted a successful
Coach Workshop in the past which could be used as a model. A target
date would be October 2018 in conjunction with the ISI / USA
Swimming Swimposium. Championship Meets Great strides were made in
creating creative meets & formats such as Senior Circuit Meets,
and enhanced championship meet environments, education for parents
& expand coach & athlete awards. With that said there was a
sense of frustration of the lack of commitment to participate in
events although there was support to create them. It was unclear to
the committee members where to begin LCM participation during the
quad as there are some clubs who are not participating in the Sr
Circuit meet due to the format. It was noted in the Performance
Task Force Report which was shared at the HOD meeting on October 1
that the LSC is lacking in LCM meter opportunities for our
developmental pool of 13-14 & future pipeline age athletes as
well as a higher lack of retention beginning in this 13-14 &
Senior age groups. No concrete ideas were offered to improve
retention besides driving participation in our camps and athlete
programming. We hope to ask the Age Group & Senior Committee
Members for their feedback in these areas. However, there was
interest to host a Grand Prix type Age Group/Sr meet and a Duel in
the Pool competition beginning in 2019. Format and partnership
ideas with other LSCs (Indiana, Southern Cal) as possible rotating
hosts that could offer championship venues and help with
administrative and travel costs. A task force will be created to
help create an action plan for these events. Social Media Social
Media & multiple forms of communication to our members has
increased but it is work noting that key information still lies in
the hands of coaches and club leaders to pass on this information
to members and promote the benefits of ISI programming. Most
recently a Team Feed component was added to the front page of the
ISI Website and a designated “Camps” Page has been created to
provide better access to camp information as well as ease of
registration. A short survey was suggested to help seek out why
coaches are not taking part in programming. Staff The need for
better staff oversight in current event programming such as the
Awards Recognition Banquet, Top 100 Lists and other staff related
programs was referenced as areas where staff could assist with more
accurate information and communication. Facilities Facility
development is still a prime driver in the attraction of LSCs and
high level performing clubs outside of Illinois to participate in
future programs. The committee members brainstormed on what
structures that would be developed in reference to venues, LSC
partnerships, budget and formats of the big picture events listed
below Hall of Fame In 2011 a proposal was proposed to Illinois
Swimming to develop an Illinois Swimming Hall of Fame. The proposal
included goals, criteria, and a business plan but the was no action
taken to develop this history. It was noted that the road blocks
that were noted on what it would take to gain permission to use
athlete images & information were a deterrent to getting the
Hall of Fame off the ground. Members of the Coaches Committee and
the Sport Director have begun further research on a complete list
of ISI Olympians and reviewing the 2011 proposal. It was the
committee’s thoughts to create a Task Force of past ISI Olympians
& National Team Members to help define a more comprehensive
list of Olympians. A well, we would ask this Task Force to
participate in developing support and manpower team to research
former athlete contact information and offer their thoughts on the
Hall of Fame criteria and future inductee banquet.

PERFORMANCE COMMITTEE MEETING 2/13/2018
All members of the Age Group & Senior Committees have been
invited to attend the Tuesday February 13 Performance Committee
meeting.
The expressed goal is to share the committee’s discussions on
current and future projects. Specifically, objectives and outcomes.
As well I will be sharing NEW comprehensive data reports from USA
Swimming to use as a foundation for tracking performance, retention
& growth to assist in the development of an action plan to
achieve outlined objectives and outcomes.

USA SWIMMING/Chicago Park District Program
• Participated in CPD/USA Swimming workshops presenting at tow
parent educational workshops
• Working with USA Swimming & Pam to oversee camp for CPD elite
athletes on June 23 CHAMPIONSHIP COORDINATION MEETING Pam, Brett
Cumberland, and I presented the second annual Championship Meet
Host Coordination Meeting on December 4th. All the Championship
meet hosts attended and participated in the sharing of questions,
ideas, and best practices as new and seasoned LOC members.
Communication and Customer Appreciation were stressed. All new
information in meet packets was outlined and shared as well as host
responsibilities with ISI sponsorship requirements. Meet survey
results has a small sampling to from recent meets so each host was
encouraged to engage participants to fill out hard copy or
electronic surveys at the meets. Meet Directors summaries from past
meets was also shared and beneficial in stimulating discussing
amongst the group to provide new ideas and solutions to
problems.
CLBMS Worked with Randy Julian (USA Swimming Central Zone
Consultant) to coordinate the CLBMS workshop in IL below.

coaches and board members to learn how to
be effective in leading and governing their team. Coaches and board
members work together in learning about
new strategies to improve their club
WEBCAST Worked with the Illinois Media School to create a
partnership with IMS students who need required hours of experience
working in the communications field to fill our tech support &
camera operator needs at our championship webcasts. INTERNSHIP
Developed partnership with the Illinois Institute of Art to bring a
student on board for an Internship to help us with event, marketing

intern & communicate with the internship supervisor as needed
USA SWIMMING LEADERS SUMMIT An invitation was sent out to athletes
who have attended our LSC House of Delegates meeting and/or
Athletes. USA Swimming Athlete Leadership Summit on April 20-22 in
Houston Texas. Each athlete was asked to submit a 250 word essay
expressing why you wish to attend this Leadership Summit and how by
attending you could use this information to benefit our ISI athlete
members. To date the top two athletes have been registered for the
program and we are waiting to get confirmation back from USA
Swimming on acceptance of our third athlete.

*Melissa Healy of MMSC will be our coach representative at the
Summit. CHAMPIONSHIP MEETS I attended the Senior, Age Group, all 6
Regional meets & Central Zone 14 & U under meets. I oversaw
all LSC meet set- up and tear down at Age Group and Senior State
Meets as well as coordinating with all 6 championships meet hosts
in reference to sponsorship advertising, officials, and host needs.
Coordinated with the Webcast production team on pre-event setup and
provided color commentary during the broadcasts. Responsibilities
also include communication with committee chairs on special awards,
meet hosts, and having programming information available for
parents and coaches at these meets. Meet evaluation surveys (hard
copy & electronic QR Codes) were offered at all championship
meets. Shared the Electronic meet survey results were shared with
the championship meet hosts. The number of survey results received
were directly impacted by the hosts initiative to offer hard copy
or electronic copy survey information during the meet. Results will
be used as a resource for future hosts at the Championship
Coordination meetings. HOD (April 15) Assisted with pre-event
organization for House of Delegates meeting which included a site
visit and logistical set-up at the venue. Over 35 athletes are
currently signed up to attend the Athlete Programs prior to the
Spring HOD meeting on April 15 listed below. Although many of the
athletes did not attend the actual HOD the attendees did
participate in athlete election and numerous athletes expressed
interest in becoming more involved.

• Special Guest Presenter: Olympian: Three-time Olympian & Five
-time Olympic medalist Ian Crocker Ian has worked with many
athletes around the world sharing his experience on how a great
Racing Skills can make a great race. Following the in-water clinic
Ian will speak with athletes about his journey from a developing
Age Group Swimmer to one of the World’s Elite.

Flesh Co to discuss proposals for Office comprehensive IT support

• Pam & I met with Spring AG Meet Director Joe Schrom to assist
with early season championship meet preparations and

GENERAL CHAIR April 15, 2018
At the end of your tenure, it is humbling to look back at what you
set out to do and evaluate the collective impact you and the team
of colleagues who worked with you had. Below are the initial
comments I made after first being elected General Chair a long four
years ago:
“I am reminded that those who choose to serve our organization,
especially your board of directors, including the committee chairs
and coordinators, are all VOLUNTEERS. This not only requires both
time and commitment away from family and profession, but also a
special talent for participation with a diverse group of
individuals. And most of all, it demands patience, communication,
teamwork and cooperation. Whether elected or appointed, we are
continuing with the work started by our predecessors and during the
time we are “passing thru” our terms, we all hope to make a lasting
contribute to the growth and success of the organization. We also
recognize that we are entrusted by the membership with the
privilege and fiduciary responsibility of being the custodians and
caretakers of Illinois Swimming during our tenure. Overall, I
believe your board of directors should continue to evolve and focus
its attention more towards conducting its primary function and role
of setting direction (vision), fiduciary oversight, policy-making
and responsible governance. So with these values and principles in
mind, the goals of the organization moving forward in order to
achieve the mission and vision should be:

Principal Achievements and Updates since last report to the
HOD:
A. Policy and Procedure Manual:
• Maintained policy and procedure manual and posted changes as
passed to website.
B. Rules and Regulations:
• Completed updates and changes as required following 2017 Fall ISI
HOD and National
Convention.
• Executed all necessary responsibilities of committee.
E. ISI Insurance
• Reviewed ISI insurance policies for sufficiency of coverage and
competitiveness of pric- ing. Due to lack of responsiveness from
the ISI insurance agent, a new agent was ap- pointed for the ISI.
The new insurance agent is Josh Rogers from The Pillar Corporation
Group. Josh is a former competitive swimmer and current ISI coach
member. WC and BOP policies were reviewed for coverage and pricing
option and expiration dates. ISI purchased new policies with Utica
Insurance effective 2/1/18 and aligned the expiration dates. ISI
also purchased a cyber endorsement coverage with the change.
Policies with CNA and Liberty were notified for cancelation.
Coverages were comparable and we added cyber for slightly less
premium.
This is my last report to the ISI HOD. Many thanks to the ISI staff
for their support of this role and flexibility to incorporate
changes over the years. Special recognition to Treasurer to Paul
DiGiallonardo for his transformative work in improving the
transparency, efficiency and accuracy

Kate Chronic, and Judy Busse for their support and mentorship. Your
steadfast generosity of time, perspective and experience were
always appreciated and fostered an environment in which I could

PROGRAM OPERATIONS REPORT – ISI HOUSE OF DELEGATES

Efforts to date have concentrated on stabilizing the technology
setup in the ISI office. Alternatives to improve productivity,
acquire more accessible and timely support services, and prepare
for growth are being evaluated. The objective is to radically
improve operations at a lower annual cost. These efforts are being
conducted with the coordination and support of the ISI office and
Administrative Vice Chair.
To date the office has renewed its computer support contract. The
new agreement provides routine desktop support, software upgrades,
and related IT break fix support, and help desk services. In
addition, the office will receive quarterly strategic reviews to
support improved planning for future growth, data storage and
hardware replacement. for The plans now under consideration
include, but are not limited to, the following:
• Replacing aged equipment (printer, copier, etc.) with new and
lower cost alternatives;
• Evaluating storage options for growing ISI library of video
materials;
• Acquiring access regular user training courses and
materials.

The Community Teams Initiative with the Chicago Park District, USA
Swimming and Illinois Swimming has developed into the Chicago Park
District being the largest team in the USA with 3039 athlete
members.

Coach Representative Report - HOD Spring 2018
Coaches Committee members: Chair, Nancy Reese (COHO), Glenn Brown
(ACAD), Rob Emary (BSC), Jen Godlewski (BNSC), Tom Rieman (HWSA)
The new awards for Developmental Coach of the Year, Open Water
Athlete & Coach of the Year, and Disability Athlete and Coach
of the Year were very well received at the Fall Awards Banquet. We
discussed tweaking the criteria for Developmental COTY to help
ensure that the award isn’t received by the same recipient as the
Age Group Coach of the Year. We also discussed awarding both male
& female Athlete awards for both Open Water and Disability and
adding to the criteria for Open Water COTY to consider team
performance. Results from the ASCA World Clinic DVD survey
indicated that coaches were interested in receiving the information
again. This year ASCA agreed to set up a webpage with a password
instead of sending DVD’s. Not only does this eliminate the need to
physically distribute the DVD’s, but the hope is that more coaches
will utilize the information in this format. The link to the ASCA
World Clinic information was sent out to all member coaches. Since
November 1, 2017 ASCA reports 986 “accesses” to the information. We
are still promoting the Illinois Swimming Coaches group on GoSwim.
The committee will continue working with Tony on creating the
Illinois Swimming Hall of Fame and developing a Coaches Clinic for
the Fall HOD weekend. On a personal note: It has been a pleasure to
serve Illinois Swimming as your Coach Representative for the past 4
years, and prior to that as a member of the Senior Committee (2
years) and Age Group Committee (8 years). The past 14 years have
been rewarding and educational. I am extremely grateful to have had
the opportunity of working with so many amazing people. I
especially want to the thank the Board of Directors, and the
current Coaches Committee members - Glenn Brown, Rob Emary, Jen

number of any LSC b. Down 2% net after clinics and recertification

LSC.

Racing Start Certification
Backstroke Start Rule Goes in Effect May 1, 2018
In 2007, USA Swimming implemented a forward racing start
certification protocol. Based on observation, coaches use their
expertise to certify that each athlete is capable of consistently
and safely performing shallow forward racing starts on demand in 4
feet of water (The minimum depth for starts in competition is 4
feet.)
At the 2015 USAS Convention, the USA Swimming House of Delegates
adopted safety guidelines for teaching and performing backstroke
racing starts. In 2018, the Operational Risk Committee’s
recommendations for Backstroke Start Teaching Protocol and
Certification were adopted. The recommendations took care to keep
this process as streamlined as possible for coaches This new
certification is now combined with the Forward Start Certification
adopted in 2009. The new requirement (Backstroke Start
certification) is to be effective on May 1, 2018. The 2007 Forward
Start Certification protocol and 2009 rule amendment requiring a
depth of 6 feet for teaching racing start remain unchanged and in
effect.
Attached to my report is a copy of the new certification checklist,
as well as the Teaching Racing Starts Protocols. Every club needs
to make sure they are familiar with this new requirement.

Air Quality at Rec Plex-Air quality during the Speedo Sectional
meet got very poor by Sunday. The staff at the Rec Plex identified
the issues and worked to rectify them quickly. The following
weekend was AG State. Luckily the staff had figured out what went
wrong during the sectional meet and were able to make sure our AG
state meet would be ok. I was there all day every day and the air
quality seemed to hold up ok. As coaches we need to do our part to
encourage athletes to shower and use the restroom- not the pool!

Before You Teach, Be Sure:
1. Swimmers can jump feet first into deep water, surface, turn
around, level off and swim 10 feet.
2. Swimmers can demonstrate correct hand, arm and head position.
Practice a tight streamline on dryland.
3. Swimmers can hold their arms in a tight streamline on a forceful
push and glide underwater on their front for forward starts and on
their back for backstroke starts.
4. You and the swimmers know the water depth. USA Swimming requires
that you teach in a minimum of 6-foot depth.
5. Starting blocks are tightly secured to the pool deck and meet
size and height regulations.
6. For backstroke start practice, have the swimmers slip into the
water feet first with one hand on the deck. Swimmers should not
grasp backstroke start bar while entering the pool.
7. Always be sure the landing area is clear of other nearby
swimmers.
8. Prior to certification, all racing starts must take place from a
position in the water, regardless of pool depth. Subsequent to
certification, practicing of racing starts may take place in water
depth of four (4) feet (1.22 meters) and deeper.
9. Local, state and municipal statutes, ordinances, rules and
regulations, may have depth limitations in conflict with this
section. The LSC and all Member Clubs should check for this at all
times.
Teaching Forward Starts:
1. Instruct swimmers in the step by step progression BEFORE using
the starting blocks.
PREQUISITE: Swimmers can hold their arms in a tight streamline on a
forceful push and glide underwater on their front.
STEP 1: Sitting
STEP 2: Kneeling
STEP 3: Compact
STEP 4: Stride
STEP 5: Shallow Angle Start
2. Make sure swimmers can enter water with control at each step
before moving to the next step.
3. Always have swimmers hold arms fully extended overhead during
entry. Do not perform entries with arms at sides.
4. Do not perform entries over stationary objects like poles, lane
lines or kickboards. (Note: Coaches with additional training might
use advanced techniques in water at least 12 feet deep with
experienced swimmers, by having them practice over a soft item,
such as a noodle.)

hands grasping either the gutter or the lowest bar
on the blocks, as close as possible to the water’s surface. The
swimmer performs a shallow backstroke racing start following the
steps listed on page 8.
Advanced: Once certified, coach may teach swimmer to use the
backstroke bar, if in the coach’s opinion the athlete is tall
enough and strong enough to handle this skill safely.
2. Always have swimmers hold arms fully extended overhead during
entry.
3. Do not perform entries over stationary objects like poles, lane
lines or kickboards. (Note: Coaches with additional training might
use advanced techniques with experienced swimmers, by having them

Note: Research has shown that older, larger, stronger swimmers can
generate more height, and consequently, the risk of reaching
greater depths with the ledge is more pronounced with these
athletes.
2. Always have swimmers hold arms fully extended overhead during
entry. Do not perform entries with arms at sides.
Teach Your Swimmers the “Do’s” and “Do Not’s” for starts: Do:
1. Use starting blocks and backstroke ledges only during controlled
swim practice, instruction, supervised warm-up or
competition.
2. Know the water depth and location of pool floor slopes. Use feet
first entry if unsure.
3. Use feet first entry in warm-up and always enter at the starting
end of the pool.
4. Look before entering the pool.
5. Enter the water only with permission of marshal at a meet or the
coach at practice.
6. Use a shallow angle entry and hold arms fully extended
overhead.
7. For backstroke start practice, have the swimmers slip into the
water feet first with one hand on the deck.
Do Not:
1. Start a water entry until the preceding swimmer has come to the
surface and moved away from the entry area.
2. Do a head first entry into cloudy water.
3. Fool around on the starting blocks or the pool edge.
4. Attempt to abort a poor start or a false start by somersaulting,
pulling up quickly or rolling to the side.
5. Attempt a somersault or flip entry into a competition
pool.
6. Enter head first with the arms at the side.
7. For backstroke start practice, swimmers should not grasp
backstroke start bar while entering the pool.

Teaching Backstroke Start (Detailed Protocol) 1. Grasp the pool
edge at water level with both hands and place your feet on the
wall, either parallel or slightly
staggered. Arms should be straight and relaxed, eyes looking
forward at the wall. Athletes that are older, larger, or
stronger, that are comfortable reaching a bar on the starting block
can do so, with the feet placed near the surface of
the water.
2. On the command “Take your mark,” bend your arms and legs to pull
your body up and closer to the wall. Swimmers
learning the start should just pull up slightly to a level that
their strength can handle. Swimmers that are comfortable
enough and strong enough to grip the bar can pull up more, with the
hips at the surface of the water or just above.
Adjust the angle of your back so that your body is positioned
ideally to jump off the wall while not slipping. With your back
perpendicular to the water, you may be less likely to slip but your
legs may be too tightly bent to get the best jump. To get to this
position, bend your legs more to bring the hips closer to the wall
or bend your arms less. Alternatively, with your back leaning
towards the wall, you may be more likely to slip, but it may be
easier to extend your legs to push away from the wall. To do this,
bend your legs less to have your hips further from the wall or bend
your arms more. This position may be better suited with a
ledge.
The backstroke start position should be individual to each athlete,
their strengths, and comfort. Try experimenting with different
combinations of knee bend, arm bend, and back angle to find the
best position for you.
3. On the starting signal, throw your head back to a neutral
position generally in line with spine. Simultaneously press
your hands from the edge or block and straight back over your head.
Push forcefully with your legs to jump upward
and away from the wall while arching your back and driving your
body, hands first, up over the water. Kick your feet
up to ensure they get over the water and you get into full
streamline.
4. Tip your head back and get into a streamlined position. The goal
is to have a clean entry and maximize forward speed
by not going too deep. Your hands should enter before your back,
and your back should enter before your legs. To
improve your entry position and depth, adjust how high and away you
jump off the wall, and work on kicking your feet
up. A higher jump may lead to a cleaner entry but may also be
deeper too which is not preferred.

5. Once in the water, adjust the angle of your hands and/or head
for a horizontal streamlined glide. Straighten your
back, to avoid a rear somersault.
Teaching Forward Starts (Detailed Protocol) (From the American Red
Cross Safety Training for Swim Coaches manual)
Sit on the edge of the pool with your feet on the edge of the
gutter or against the side of the pool. 1. Extend your arms over
your head (Fig. 7-3).
2. Focus on a target that will allow you to enter the water at
roughly a 45º angle.
3. Lean forward, try to touch the water and push with your
legs.
4. Straighten your body and extend both legs upon entering the
water.
5. Angle your hands toward the surface of the water to steer
up.
1. Kneel on the pool deck with one leg while gripping the pool edge
with the toes of your other foot. The foot of your kneeling leg
should be in a position to help push from the deck.
2. Extend your arms over your head (Fig. 7-4).
3. Focus on a target that will allow you to enter the water at
roughly a 45º angle.
4. Lean forward, try to touch the water and push with your
legs.
5. Straighten your body and extend both legs upon entering the
water.
6. Angle your hands toward the surface of the water to steer
up.
1. Starting from the kneeling position, lift up so that both knees
are flexed and off the deck. The toes of your leading foot grip the
edge of the pool and your back foot is in a position to help push
from the deck. Keep your knees bent so that you stay close to the
water.
2. Extend your arms over your head (Fig. 7-5).
3. Focus on a target that will allow you to enter the water at
roughly a 45º angle.
4. Lean forward as though you are trying to touch the surface of
the water and use your legs to push off the deck.
5. Straighten your legs and bring them together so that your body
is in a straight line as you enter the water.
6. Angle your hands toward the surface of the water to steer
up.

1. Stand upright with one leg forward and one leg back, with the
toes of your leading foot gripping the edge of the pool.
2. Extend your arms above your head.
3. Focus on a target that will allow you to enter the water at
roughly a 45º angle.
4. Bend your legs only slightly while also bending at the waist
toward the water (Fig. 7-6).
5. Lift your back leg until it is in a straight line with the rest
of your body. Keep your forward leg as straight as possible as you
lean forward.
6. Bring your legs together as you enter the water.
7. Angle your hands toward the surface of the water to steer
up.
1. Stand on the edge of the pool with your feet about
shoulder-width apart and your toes gripping the edge of the
pool.
2. Flex your hips and knees and bend forward until your upper back
is nearly parallel to the pool deck.
3. Focus on a target that will allow you to enter the water at
roughly a 45º angle.
4. To gain momentum for the dive, swing your arms backward and
upward, letting your heels rise and your body start to move forward
(Fig. 7-7A).
5. When your arms reach their maximum backward extension,
immediately swing them forward. Forcefully extend your hips, knees,
ankles and toes, one after another, to drive your body forward in a
line of flight over and nearly parallel to the surface of the
water.
6. Keep your body stretched, with your arms angled slightly down
and your hands interlocked in front.
7. Before entering the water, drop your head slightly between your
outstretched arms.
8. Enter the water at an angle no greater than 45º to the surface
of the water (Fig. 7-7B).
9. Once underwater, use your hands and head to steer your body
upward toward the surface. Keep your body fully extended and
streamlined while gliding underwater. Before losing too much speed,
start your leg kick to rise to the surface and start
swimming.

The IRC next meets on 11 May in Denver. The Agenda is under

Managers are both permitted and encouraged to engage needed support
and resources to
address issues as they arise. This model has narrowed our focus
from 16 initiatives to 6 and
proven to be very effective in conducting Committee business.
Our upcoming Agenda includes:
• discussion on developing domestic Open Water competitions for
elite and international
swimmers;
• review of WADC revisions/progress;
efforts and programs.

Jeff Arce (CATS) Jeff is completing his second term as the Age
Group Vice Chair. Since 2008, he has been the Head Coach of CATS
Aquatics; prior to that he served as the Head Age Group Coach from
2004-2008. He is a current member of the CATS Aquatics board. Jeff
has been directly involved with Age Group Swimming as an athlete
and coach since 1993. He has worked on structure changes with
Regional Championships, and developed and implemented the ISI 11-12
year old Grand Prix Camps.
GENERAL CHAIR
Paul DiGiallonardo (DDST) Paul has served as the Treasurer of
Illinois Swimming since 2016. He has served in various Board roles
for the Dunlap Dolphins Swim Team in Central Illinois, including
treasurer. DiGiallonardo is an Executive Director and Branch
Manager within the Wealth Management Division of Morgan Stanley.
Prior to joining Morgan Stanley, he was an associate with the
international financial services firm of Barclays Capital.
Paul was born in Brooklyn, New York. He graduated from Pace
University with a BBA in Marketing Management. Mr. DiGiallonardo
has completed the Northern Illinois Certified Financial Planner
Program, Illinois Public Pension Fund Certified Trustee Program and
is an Investment Management Consultant. He is also a graduate of
the Morgan Stanley Leadership Development Program. Paul is formerly
an Executive Board Member of the Great Peoria Business Alliance,
where he chaired the CEO Council. He previously was a member of the
City of Peoria’s Planning Commission and the Peoria Zoological
Society’s Leadership Cabinet. Mr. DiGiallonardo is currently a
Board Member of the Heart of Illinois United Way, the Peoria Civic
Center Authority (Vice Chairman), Dunlap Educational Foundation
Board (Board President), and the Peoria Convention and Visitors
Bureau. He is past President of the LaGrange Park Police Pension
Board and the LaGrange Park Little League, as well as Co-Founder
and Past President of the Dunlap Girls Softball Association.

Blake Mock (NTA) Blake is the newly appointed Director of
Operations at New Trier Aquatics (formerly NTSC), where he works
with on-deck coaches to provide the best training and competitive
opportunities for athletes and out-of-poo experiences for the
entire team family. He has been an official for 10 years, and holds
national championship certifications at all levels. He served
Illinois Swimming for four years as Vice Chair of Program
Operations, and befgore that was the VP of Events for New Trier
Swim Club. He was an age-group swimmer at the North Suburban YMCA
and swam fro Glenbrook North High School.
Goals as Chair of Illinois Swimming: improving programs for all
levels of swimmers; athlete performance enhancement; increased
officials training; and improving the internal process across all
committees.
SECRETARY
Mike Cunningham (CATS) Mike has been the Head Developmental Coach
of CATS for the last three years. Prior to that, he was the Head
Coach at Lifetime Illinois and also Midway Aquatics, where he also
served as Championship Meet Director. He has served the Illinois
Swimming Board as Coaches’ Representative and Senior Vice Chair.
Mike considers himself an excellent coach and parent, who also has
a passion for seeing Illinois Swimming take things to the next
level!
SENIOR VICE CHAIR
Todd Capen (ACAD) Todd Capen is the Head Coach of the Academy
Bullets, where he has been on the staff since 2001. He currently
serves as the Senior Vice Chair for Illinois Swimming, and has also
served two terms as the Age Group Vice Chair. He has served on
three Team Illinois Zone staffs. Todd has been named Illinois Age
Group Coach of the Year in 2005, 2006, 2007, 2008, 2010, &
2011. Todd was named a "National Age Group Coach of the Year" in
2009.
Todd joined the Bullets staff in 2001 as the Head Age Group Coach.
He started out with the Bullets as a swimmer on our National Team.
Todd was a member of the 1997 team that won the Junior National
Meet in Orlando, FL. In that meet, Todd was a member of three
winning relays and finished top 8 in three individual events. He
went on to earn a swimming scholarship from Northwestern
University, where he broke the team record in the 400 IM. Todd
competed at the 2000 USA Olympic Trials.
