In this session, you will hear about two case studies: the GIS Consortium and the Government IT Consortium. Members and creators of the Consortiums will discuss the benefi ts of the Consortiums, best practices, and lessons learned in creating and growing a Consortium, and answer questions from the audience. Session 2: The Emerging Oil Fracking Industry in Illinois: Economic Boom, Environmental Challenge, or a Bit of BothThe impact of recently authorized oil and gas extraction in Illinois known as horizontal hydraulic fracturing or “fracking” offers Illinois and its Counties, Cities, and Villages both opportunities and challenges. In 2013 legislation was passed and in November 2014 an Illinois Joint Committee on Administrative Rules set forth the policy and regulations for this promising approach to oil and gas mining in the state. With major portions of southern Illinois identifi ed as a prime source of potential drilling, this session seeks to familiarize participants with the potential impacts and challenges for local units of government and the Illinois economy within the extraction areas and the rest of the state as well.

Learning Objectives:1. Explain the legislative policy approach

and the scope of the rules governing the “fracking” industry;

2. The economic, land use, environmental, transportation, and social impacts of the application of this technology;

3. Identify local government regulatory standards and options in dealing with the industry;

4. The prospects and challenges of “fracking” to support a recovering Illinois economy.

The Ethical Challenges of Making the Right DecisionsIn the 1978 “Superman: The Movie”, a series of catastrophic events cause the untimely death of Superman’s love interest – Lois Lane. In a moment of grief and despair, Superman makes a split-second decision to reverse the effects of time in order to change the events to a more favorable outcome. Despite a need to utilize our willing suspension of disbelief, we recognize that a very important decision was made in an attempt to broker a desired outcome. Similarly, at any given time, a local government professional has to make a variety of decisions – many of which teeter on the edge of ethical dilemmas. With each decision comes the pressure of considering your stakeholders, the legal and sometimes financial impact of your potential choices, and the ripple effect(s) your decision(s) will have. Join us as we examine the decision-making process and the challenges we face in making those decisions when the very foundations of ethics is shaken to the core.

3:00 – 4:15 p.m. CONCURRENT SESSIONSSession 1: Crisis Communication: Before, During, and After the EventThe last year has demonstrated that an un-expected crisis – be it public safety, weather related, or public health – can take city officials by surprise. How information about that crisis is communicated to the press and public as it unfolds is key to ensuring it doesn’t spiral out of control.

Learning Objectives:1. Identify what steps to take and resources

to have in place to prepare for any type of crisis;

2. Learn how to execute the plan and utilize those resources during the event – ensuring that the message going out is controlled and appropriate using all forms of communication from social media to press conferences;

3. Bring the crisis event to a close with debriefings and lessons learned.

Session 2: Site-Visit to Galena-Tour the Solar Array at Galena’s Wastewater Plant FacilityHaving received the 2014 Governor’s Sustainability Award, the City of Galena prides itself for its demonstrated commitment to the economy, society, and environment through outstanding and innovativesustainability practices.

Galena has always been a city we enjoy visiting while at the conference. It has such a “vintage” feel. Get outside of the Lodge and visit something very opposite from the vintage feel. The City is actually very pro-active when it comes to sustainability. Take a ride to town and join this unique tour.

Among many of its initiatives Galena owns and operates what is believed to be the largest municipal-owned and operated photo-voltaic solar energy array in Illinois. The array consists of 1,440 solar panels that produce approximately 50% of the electricity necessary for powering the wastewater treat-ment facility. We thank the City of Galena in advance for hosting this tour.

Session 2: Rural Economic Development: Understanding Changing Demographics to Promote Economic Growth in Rural CommunitiesFinding economic development opportuni-ties in rural communities can be challeng-ing. Many rural communities today are facing declining populations, and once vibrant downtowns are seeing businesses close. Explore the changing demographics in rural communities and how managers and city leaders can partner with commu-nity groups and businesses to encourage growth and economic development. Attendees will be introduced to research explaining how rural communities are changing and how local leaders can use this knowledge to find creative ways to encourage growth. The session will share success stories from two Illinois communi-ties that used partnerships with community and business groups to create economic growth.

Nine Hole Golf at Eagle Ridge East Course If you plan to participate in the pre-conference ICMA University Workshop and would also like to squeeze in a round of golf, sign up for the Eagle Ridge East Course nine hole golf. Tee off begins at 9:15 a.m. If you are planning to attend the workshop, you will be placed in an early tee time. The charge for nine holes of golf at the East Course will be $50 (includes golf and lunch) and is payable at the time of registration. Be sure to sign up using the golf registration form.
