INTRODUCTIONThe Independent Learning Centre’s mandate is to provide access to Ontario learners who need or choose an alternative source of public education. We are also the province’s designated developer and provider of curriculum distance education courses designed for independent study.

This publication outlines ILC’s special policies and enrolment procedures for Ontario students wishing to enrol in an ILC secondary program because they are excused from attendance by their local school board.

For general information and policies that apply to all students, please refer to the ILC Course Guide or visit our website at ilc.org.

SECONDARY PROGRAMThe Independent Learning Centre offers, through distance education, secondary school credits leading to an Ontario Secondary School Diploma. Authority to grant credits and award diplomas and certificates for courses through the Independent Learning Centre is in accordance with the policies and guidelines of the Ontario Ministry of Education. Our secondary program includes support for students and student work is marked by Ontario-certified teachers. The non-refundable administration fee is $40 per course.

Program DetailsCredit courses: Choose from a variety of workplace, college, university, or open-level courses in English and French. Supplemental textbooks and materials (on loan) are included. Our independent study courses may be enhanced with optional online resources. Students must complete all units of work and pass a supervised Final Test to receive the credit. Please refer to the ILC Course Guide for more information.

Student support: ILC students can receive help from certified teachers by phone, fax, or email through our Student Help Service. They also have access to free online tutoring from Ask a Teacher at ilc.org. Our guidance counsellors and learner advisors are available to assist regarding prerequisites, diploma requirements, post-secondary application procedures, and more.

Evaluation: Course work is submitted by mail or online to ILC’s certified teachers for marking and feedback. Students must complete all units of work and pass a supervised Final Test to receive the credit.

Year-round school: Enrol at any time. Students have up to 10 months to complete a course.

Flexibility and portability: Students can study anywhere, anytime, and at their own pace.

IMPORTANT

Please refer to the ILC Course Guide or our website, ilc.org, for a complete list of courses available. All ILC courses require students to write a supervised Final Test to earn the credit.

Online Submission—Fast and Easy!

Online submission enables ILC students to submit their course work over the Internet. This saves mailing time and cost, especially for students temporarily living abroad. The user interface is straightforward, intuitive, and easy to use. It allows teachers to mark and return students’ assignments quickly, so that students can see their marks and incorporate feedback into their next lesson. The online submission tool works on any operating system with a current web browser and does not require users to download or install any new software.

FEES

A non-refundable administration fee of $40 applies for each course request. This fee includes all course and supplemental materials, evaluation, and administration and supervision of the Final Test.

SPECIAL ACCOMMODATIONS

Identified Exceptional StudentsIf you have been identified by an Ontario School Board as being “exceptional” and in need of a special education program, you should have an Individualized Education Plan (IEP). The IEP, prepared by the school, outlines the accommodations you need in order to be successful. ILC is prepared to provide these accommodations upon the receipt of required documentation (see below).

If you have not been identified as “exceptional” by a school board, you may still request special considerations from ILC. You must support your request with documentation related to your disability from a qualified professional who is not a relative. A qualified professional may be:

You may have documents from a previous school or a healthcare centre that recommend special considerations to support your request. These documents may be used instead of a letter from a qualified professional, if approved by ILC’s principal or principal’s designate.

Here is some information to help you provide appropriate documentation to support your request for accommodation.

Documenting a Disability or Medical ConditionDocumentation must be obtained from a certified and/or licensed professional who has specific training, expertise, and experience diagnosing the condition(s) related to the accommodation(s) you are requesting. For example, for a visual disability, an ophthalmology report is required; for a learning disability, a thorough psycho-educational assessment must be provided.

The documentation provided should also include:

• adescriptionofthenatureofthedisability/condition

• adetailedexplanationofthefunctionalimpactofthedisability

• thelengthoftimethestudenthasbeenunderthediagnostician’scare

• anyrelevanttestresults

• supportingdocumentationifanexistingdiagnosisisbeingverified

Please note that a diagnosis alone is insufficient to support a request for academic accommodation.

Documentation should be dated, printed on an official letterhead, and ideally, typed (for legibility). It should include the medical practitioner’s name, title, phone/fax, mailing and e-mail addresses and signature.

Possible Accommodations and Special ConsiderationsHere are examples of the individualized accommodations that ILC can offer:

• administeringtestsindividuallyorinsmallgroups

If you require an accommodation to complete your course, the necessary documentation must be submitted along with your Registration form (PDF, 244 KB). All requests will be considered, although we may not be able to satisfy every request.

Students with visual impairments will be asked to phone ILC and speak with our guidance counsellor about the accommodation procedure.

Program ModificationsModification of course expectations cannot be made at ILC because of the manner in which distance education courses are delivered and in order to safeguard the integrity of the courses.

HOW TO ENROL

1. Complete Registration Form C1.

2. You must provide a letter from your local school board acknowledging your intent to provide home schooling and that your child is released from compulsory attendance at school. If you do not have such a letter, we suggest you use the sample letters provided at the end of this booklet.

Schooling to your local school board. You may also provide Appendix C — Letter in Response to a Parent’s Notification to the school board to complete and sign. Please note that you will be required to submit this letter on a yearly basis.

3. Submit an official original Ontario Student Transcript or Grade 8 Provincial Report Card.

4. Photocopy the form if you are enrolling more than one child. Please make sure that all of the required information is complete so that we can process your application.

5. Submit all required documentation along with Registration Form C1 and payment of $40. Applications will be accepted in person or by mail only as ILC requires original documents.

6. If your application is complete, your course materials will arrive by mail in five to ten business days.

REQUESTING ADDITIONAL COURSESYou may request another course after ILC has recorded a passing mark for Unit 1 of your child’s previous course. However, ILC will not accept any additional course requests if your child has not submitted work in his or her course during the past 90 days, or if he or she has not returned all books or other returnable materials for any completed courses. When your child completes a course or formally withdraws from a course, you must send back all returnable materials within 90 days.

Send a written request using the Administration Form (available from our website, ilc.org) to ILC by mail or fax (please see page 8 for our contact information), together with payment.

Re: Student Status Request for Enrolment with the Independent Learning Centre

Dear School Board Authority:

The Independent Learning Centre (ILC) is funded by the government of Ontario to complement the public education system and to provide distance education to the residents of Ontario. ILC supports the government’s objective to offer parents and students a choice of education alternatives when students are unable to register in a publicly funded school board for a particular course or when they choose to home school.

Students not attending regular day schools may register as ILC students in secondary school courses. ILC assists these students in completing the requirements for the Ontario Secondary School Diploma (OSSD) or the General Educational Development Test (GED).

With the permission of their school boards, regular day school students may apply to ILC to take courses through our Day School Program.

Regulation 392/02 requires that any student who has the permission of his or her school board may enrol at ILC. Bill 52, The Education Amendment Act, Learning to Age 18, 2006, requires all students under 18 years of age to be in attendance at school unless they have already graduated or are otherwise excused from attendance at school. Legal reasons for being absent from school (for example, receiving satisfactory instruction at home or elsewhere) continue to apply.

PPM 131 further permits home schoolers to enrol at ILC.

For a student under the age of 18, the Independent Learning Centre requires an explicit indication from the school board that the student is not attending a school within its boundaries and has been excused from attendance. Therefore we would like to request that the attached letter (Appendix C) be completed and signed by a superintendent of the school board. This will permit us to enrol the student in ILC courses.
