STATUS OF ACTIONS - FUSRAP SITE LIST

Aerospace recently completed ~a comprehensive review of sites listed in the FL&RAP Site Investigation and Remedial Action Summary Report, dated Uecember 31, 1986. The primary objectives of this review were to examine the status of each site identified in Sections II,and III of the Reportwith respect to actions required to complete.the~ Identification and Characterization .'

: Process; to provide.'DFSD-a current status of these actions; and to identify and evaluate measures:to:expedite,the-process by eliminating'repetitipn ,in

The review was conducted in 'two phases. The first phase addressed the 217 sites e,liminated from,further consideration as candidates for remedial action under FUSRAP that are identified in Section III of the Report. The second phase of the review addressed the 132 sites identified insection II of the Report that are currently under investigation or consideration. The principal focus of the second phase of the review was to identify those; sites that have been referred to other elements of the Department, to the Nuclear Regulatory-Commission and to the Department of Defense for further study and appropriate action.

That Aerospace terminate the Identification and Characterization Process with respect to those sites identified in Enclosure 2 that are being addressed under other programs; and, that your approval of this letter serve as the record of elimination decision and authority for Aerospace to close out the respective site files.

ThatAerospace terminate the Identification and Characterization Process with respect to the sites identified in Enclosure 3 that have been transferred to other elements of the Department and to the Department of Defense and the Nuclear Regulatory Commission for consideration and appropriate action; and, that the,correspondence referenced in"the enclosure serve as the recorh of elimination

identified therein.

That Aerospace terminate the Identification ana Characterization Process with respect to those sites identified in Enclosure 4 that were eliminated from further consideration under FUSRAP based upon indications that the potential for residual contamination at the sites is remote; and, that approval of this letter serve as the record of,elimination decision and authority for Aerospace to close out the respective site files.

That Aerospace summarize information from records on file for each of.the sites identified in Enclosure 5 known to have been licenseo by the AEC or NRC; that the information assembled be forwarded to the NRC by letter referring the sites for their consiaeration and

'appropriate action; and, that the referral letter serve as the record of elimination of those sites from FUSRAP and authority to close out the files of sites identified therein.

That the sites listed in Enclosure 6 be eliminateo from further consideration for remedial action under FUSRAP; that the update ~of the FUSRAP Site Investigation and Summary Report reflect a transfer of information pertaining to these sites from Section II to Section

III; and, that the correspondence referenced in the enclosure serve as the record.of elimination decision and authority to close out the r,espective site files.

In anticipation of your approval of these recommendations, Aerospace efforts will be directed toward documentation of elimination decisions and close out of the site files for those sites identified in Enclosure 5, and the continuation of records searches and compilation of data to determine the potential for residudl radioactive contamination at the sites identified in Enclosure 7.

SITES ELIMINATED FROM FUSRAP - NO AUTHORITY - TRANSFERKED

STATUS: The sites listed below were eliminated from consiaeration under 'USRAP based upon determinations that there is no authority.under the Atori,ic Energy Act of 1954, as amevded, to conduct remedial action if such is required. The basis for the determinations were as follows:

0 The sites were berated under AEC .license. Responsibility for clean up was a condition of license termination under jurisdiction of AEC or NRC. Four sites were referred to the NRC for consideration and appropriate action by DOE letter dated May 14, 1986. :;y

0 The sites were used in support of the AEC Feed Naterials Production Center (FkiPC - Fernald, OH) and were operated under direct%' supervision of the National~Lead Company of Ohio, the AEC prime contractor for operation of the FMPC. These sites were referred to the Procurement and Contracts Division (AD-42), Oak Ridge Operations Office (OR01 for consideration and appropriate action' under the NLO contract by letter dated 26 July 19$7.

SITES ELIMINATED FROM FUSRAP - RESEARCH FACILITIES (UNIVERSITIES)

STATUS: The twenty-six universities identified below were eliminated from further consideration under FUSRAP based upon information that the work done under contract with the MED and AEC was limited to a resetrch environment and involved only small quantities of radioactive material. No information was found that would indicate a potential for residual radioactive material from these operations. The probability of finding information to the contrary is considered remote. Therefore, further investigation is not warranted.

RECOMMENDATIONS: That Aerospace terminate the Identification and Characterization Process with respect to these sites and that approval of the recommendations contained in the letter to which this enclosure is appended serve as a record of elimination decisions and authority for Aerospace to close out the respective site files.
