Maritime Incidents – September 2018 Executive Summary

1. A closer linkage between the Singapore IFC and the Philippine Coast Guard has resulted in a more complete MARSEC picture within

Philippine waters and therefore a corresponding increase in the number of incidents tracked by the IFC for September 2018.

2. KEY EVENTS :

• On 04 Sep, due to Typhoon JEBI, three maritime incidents were recorded in Japan: the grounding of a tanker, the grounding of a barge, and

the collision of a tanker with a bridge.

• On 13-16 Sep, a total of 12 maritime incidents (i.e. seven groundings, three sunk-capsized, one collision and one missing) were recorded in

the Philippines, China and South China Sea due to Super Typhoon MANGKHUT. (For details, refer to the IFC’s spot report issued 28 SEP

2018, which noted the maritime incidents specifically reported in relation to Super Typhoon MANGKHUT).

• On 20 Sep, 15 fishing vessels sunk-capsized in Bangladesh due to a bad weather wherein 152 fishermen were rescued and 48 still missing.

• On 28 Sep, four grounding incidents (i.e. Two Law Enforcement Vessels, one ferry and one container vessel) were recorded in Palu,

KEY EVENTS & OBSERVATIONS:

- During this month 10 incidents were recorded (higher as compared to the eight incidents in September 2017 and lower to the 17

of September 2016).

- Six incidents transpired while the attacked vessels were berthed or at anchor and four while underway (90% during POD).

- Tankers were the most frequently targeted type of vessel with 3 incidents in this period (16 since January 2018), followed by two

Bulk Carriers in this period (35 during 2018).

KEY EVENTS & OBSERVATIONS:

- In this period, one Maritime Terrorism (MT) incident was recorded in Masbate Port (Philippines) where an IED was exploded

damaging two government vessels. The last MT incident in the AOI with similar characteristics was recorded in the previous

month (2 Aug 18), when the explosion of an IED caused the destruction of a private motorized banca in the same port of

Masbate, attack allegedly caused by the New People’s Army Group - NPA.

- A total of two incidents were recorded in the Singapore Straits and approaches, including a Sea Robbery onboard an anchored

Drilling Rig and onboard LPG Tanker while underway. In both cases, perpetrators were armed with swords or machetes and the

crew experience minor injuries (in usual incident perpetrators used to use little to no violence).

- During this month, a total of two incidents were recorded in Eastern Sabah, including one kidnapping incident involving the

abduction of two Indonesian fishermen (refer to IFC Spot Commentary 3/18 dated 14 Sep 18) and the neutralization of two KFR

perpetrators in the waters of Boheyan Island, Kunak by local authorities.

- Since January 2018, 13 incidents in the AOI have been either foiled or the perpetrators detained and the stolen items recovered

by local authorities (4 in Bangladesh, 1 in India, 3 in Indonesia, 1 in Philippines and 4 in Malaysia).

Contraband Trafficking – September 2018 Executive Summary

Notes:

• There was a large increase this month in Fuel Smuggling, and also an increase in smuggling (mostly fuel) in Malaysia. The reason is to be

found in the increasing price of oil in the international market as well as increase of taxes on oil products in Malaysia.

• There was a cocaine bust (500 kg) in the Solomon Islands on a Belgium sailing boat. This is another example of the drug slow movers

leaving South-America to Australia and Asia.

• There was also a single interception of Khat in Chittagong (a first of its kind), as well as news reporting of interceptions of Khat in Africa,

ready for export. A risk exists of a new drug traffic to appear.

• There was a large wildlife smuggling bust made in Malaysia. 435 Exotic species, including two orangutans, about to be smuggled into

Malaysia were in 39 boxes underneath a compartment inside a fishing boat. This traffic is quiet common in the area but not on such a large scale.

RECOMMENDATIONSIFC Advises:

1. All mariners to report any incidents in a timely manner to the nearest coastal state and the IFC at the earliest possible time.

2. Ships moving at slow speeds or choosing to remain at anchor in areas where sea robbery/theft is regularly reported should remain vigilant and

adopt necessary and/or added security measures.

3. All mariners to take note of a description of the perpetrators and to take photos of the perpetrators if possible. Where available, CCTV footage

capturing the incident should be provided to the coastal state authorities for follow-on investigation.

4. Shippers and Seafarers operating in Sulu Sea and in vicinity of East Sabah Waters are strongly recommended to be vigilant and to establish

contact with both Malaysian and Philippines Authorities to report their presence. Please refer to IFC Spot Commentary 1/18 for the latest

assessment of the situation in that affected area.

5. Shippers are advised to take note that the threat of terrorist activity in the maritime domain remains a possibility in the region due to ISIS and

the Al-Qaeda. The possibility of this threat was previously quoted in Al-Qaeda’s online magazine “Resurgence”, which called for the disruption of

global trade and shipping through acts of piracy, among other tactics. Shippers are therefore advised to exercise vigilance and to adopt self-

defensive measures as stated in the Regional Guide to Counter Piracy and Armed Robbery Against Ships in Asia, especially when transiting

narrow choke points and areas which are known to have experienced incidents of sea robbery/piracy.

Note: Information herein has been derived from various internal and external sources such as Focal Points, OPCENs and other

maritime stakeholders. Seafarers should remain vigilant especially in areas where the threat level is assessed to be of concern in

accordance with the IFC’s assessments via its Weekly Report or Spot Commentaries. Ships should apply the appropriate security

measures (such as the Tugs and Barge Guide, Guide for Tankers Operating in Asia and the Regional Guide to Counter Piracy and

Armed Robbery Against Ships in Asia). Ship masters should also be aware of and refer to the Maritime Security Charts Q6112 and

Q6113, both published by the UK Hydrographic Office.
