PRESENTLY, THE ARMY IS FACED WITH TWOMAJOR PROBLEMS CONCERNING HANDLING ANDIDENTIFYING PRINTED CIRCUIT BOARDS(PCBs) :1. MANY PCBs ARE DAMAGED WITHIN THE

REPAIR AND SUPPLY CYCLE FROMELECTROSTATIC DISCHARGE (ESD) ORELECTROMAGNETIC INDUCTION (EMI).

0 2. PCBs ARE LOST BECAUSE SUPPLYPERSONNEL ARE UNABLE TO IDENTIFY THEM.THIS DAMAGE OR LOSS COSTS US, THETAXPAYER, A LOT OF MONEY. IT ISESTIMATED THAT THE AVERAGE COST OF A PCBIS IN THE NEIGHBORHOOD OF $1,0001

NORMALLY, IT IS THE RESPONSIBILITY OFSUPPLY PERSONNEL TO PACKAGE REPAIRABLERETURN ITEMS TO PROTECT THEM THROUGHOUTTHE SUPPLY CYCLE. SOME ITEMS, HOWEVER,MUST HAVE SOME PROTECTIVE PACKAGINGAPPLIED BEFORE THEY CAN BE ROUTED TO THESUPPLY UNIT. ALL ITMES WHICH ARESENSITIVE TO ESD MUST NOT ONLYBE PROTECTED FROM NORMAL HANDLINGENVIRONS SUCH AS CLIMATIC, SHIPPING, AND 0STORAGE; THEY MUST ALSO BE PROTECTED FROMESDI

WHEN THESE ITEMS ARERECEIVED AS REPAIRABLE RETURNS, THEYCOULD BE MISIDENTIFIED AND LOST, ORPROCESSES TO IDENTIFY' THEM COULD BEHAMPERED. EITHER WAY, IT COSTS EXTRADOLLARS IN SUPPLY RESOURCES@

The packaging materials listed here aredesigned to protect PCBs and othersensitive items from ESD/EMI damage aswell as from climatic and handling

- environments. These materials areapproved for DOD applications becausethey meet or exceed the referencedmaterial specifications. They shouldnot be substituted unless the substitutematerial is known to be antistatic orstatic dissipating.

Materials are listed according to thesequence of their application.
