Legislative News: Week 10 In a definite sign that the session is trying to head toward adjournment, the Senate advanced the start time of its afternoon committee hearings up a half hour in order to accommodate longer afternoon floor sessions. On Thursday, the Senate also began its morning floor session a half an hour earlier than normal. The Court’s primary appropriations bill has been printed as SB 1160 and passed the Senate on Wednesday. As of Friday morning, it is on the 2nd reading calendar in the House. On Monday March 13, Administrative Director of the Courts Sara Thomas appeared before the House Judiciary and Rules Committee to respond to a concern related to the Judicial Pay bill SB 1108 which arose after the bill went through the same Committee on March 9. On March 16, the bill passed on the House floor on a vote of 61– 9. Colorado,_S.Ct._2017 WL 855760 (March 6, 2017) https://www.supremecourt.gov/opinions/16pdf/15-606_886b.pdf A Colorado jury convicted Pena-Rodriquez of harassment and unlawful sexual contact. Following the discharge of the jury, two jurors told defense counsel that, during deliberations, Juror H.C. had expressed anti-Hispanic bias toward the defendant and his alibi witness. Counsel, with the trial court's supervision, obtained affidavits from the two jurors describing a number of biased statements by H.C. The court acknowledged H.C.'s apparent bias but denied petitioner's motion for a new trial on the ground that Colorado Rule of Evidence 606(b) generally prohibits a juror from testifying as to statements made during deliberations in a proceeding inquiring into the validity of the verdict. Both the Colorado Court of Appeals and the Colorado Supreme Court affirmed. The U.S. Supreme Court granted certiorari to decide whether there is a constitutional exception to the no-impeachment rule for instances of racial bias. Click here for the full summary. Notice of Extended Recruitment for 5th District Judge Notice is hereby given that the Judicial Council is extending the deadline for accepting applications for the position of District Judge of the Fifth Judicial District with chambers in Blaine County. Legislative News: Week 10

In a definite sign that the session is trying to head toward adjournment, the Senate advanced the start time of its afternoon committee hearings up a half hour in order to accommodate longer afternoon floor sessions. New U.S. Supreme Court Case on Impeachment of Jury Verdict

A Colorado jury convicted Pena-Rodriquez of harassment and unlawful sexual contact. Shirley Throop Announces Her Retirement

Shirley Throop has announced her retirement, after nearly 21 years as the Executive Assistant to the Administrative Director of the Courts. “It has truly been an honor to work for such a great organization, and I will miss the many friends I’ve made throughout the state.”

She’s looking forward to spending more time with her husband Jim, traveling (especially cruises), and reconnecting with friends and family. Her last day with the courts is Friday, March 31st.

WELCOME, NEW EMPLOYEE! Kendall Webber was appointed as an IT Support Technician for the Information Division. She was born and raised in Klamath Falls, Oregon, but her extended family has lived in Boise most of her life. She studied at Oregon State University for two years, then transferred to University of Oregon to finish up her last two years. She worked in IT while she attended school. After graduation, she worked in IT for an

academic assessment company for several months before relocating to Boise to be near family. In her free time she likes to rock climb, run, and spend time with her cat, Bagel. Welcome, Kendall!

SENIOR JUDGE MANUAL “DRAFT” AVAILABLE Currently, there are three separate Senior Judge Manuals (Senior Judge Manual, Plan B Rules, and Purchase of PERSI Service Manual). The manuals were created as each plan was approved by the Legislature. The Human Resources Division has been working on combining these manuals relating to senior judge service into one manual for ease of use by senior judges, judges considering applying for senior judge status, and those working with senior judges. In addition to combining the three policy manuals, we have updated policies and procedures to provide greater clarity where policy and procedure has been vague or nonexistent and to address concerns that have come up over the years. iCourt Project Update

A group of Subject Matter Experts (SME’s) from Canyon and Owyhee counties met the first week of March for a Configuration training workshop. The ISC Project Team and Tyler Technologies representatives provided guidance to the designated SME’s in each county with specific information to complete the implementation of local configuration for their respective courts. An introduction to data conversion was included to provide an overview of the process.

The ISC project team is wrapping up configuration tasks this week. The Tyler Tech implementation team will begin converting the first push of data from ISTARS next week before refreshing the environment for all 12 counties in Wave 1 to review. Clerks from Canyon and Owyhee counties will participate in a data review workshop the first week of April in Canyon County. The workshop will provide the clerks with a first look at the data converted from ISTARS into Odyssey to help identify any issues with the conversion.

Focused work continues on improving forms and document security. Policy decisions will be sent to committees for review prior to process implementation.

Child Protection Stakeholders Meeting Held in 7th District Submitted by Trial Court Administrator Burt Butler, and Jenny Shultz

The 7th Judicial District’s Child Protection Stakeholders Meeting took place on March 10th in Bonneville County. There were 67 attendees, with Judges Ralph Savage and Ryan Boyer presiding. Other presenters included Burt Butler – Trial Court Administrator, as well as Health and Welfare’s Mark Schultz, Chris Freeburn and Kathy McDermott, and CASA Stacey McAlevy. The agenda included a review of the child protection case management plans; how to increase the number of available foster care families; how to improve the team approach in each county and improve informal and formal methods of communication between defense counsel, prosecutors, and IDHW; and an open discussion on other outstanding issues. Attendees included judges, prosecutors, public defenders, H&W child protection case managers, juvenile probation directors, law enforcement and deputy clerks.
