Canterbury District Soccer Football Association • HPW one of the larger clubs within CDSFA • CDSFA rules & policies provide the structure of

Our home grounds in 2015 • Saturday

– Ewen Park for u6-u8 until 10.30, then u9, u10, u11 until 1.00

– Some u10, u11 on Beaman Half field – Senior men’s games on Ewen 1 and 2, Beaman 5 and Blick

Oval • Sunday

– Ewen Half and Mini fields (on Ewen 1 and 2) for u8-u11 girls

– Beaman 3 for junior teams (usually up to u15) – Beaman fields 5 and 6, Ewen 1 and 2 for senior games – Blick Oval when required

• Wednesday night games – Blick Oval for catchup games (no promises)

Manager’s role • Getting the team on the pitch ready to play • Checking the draw • Communication with team, parents/supporters, the club, the

opposition team • Ensuring team fulfils club responsibilities • Organise rosters for washing jerseys, bringing oranges, assisting on

the bbq (when it is your team’s turn, which it will be) • Encouraging participation by and within the team • Managing match day paperwork, ID cards and ref payments • Assisting the coach with subbing • Reinforcing the club’s approach to football with all players and

parents – Fair and encouraging to both teams: it is a game, it is not the world cup,

and we play for fun – Supportive of all players at all levels – Organised, professional, respecting rules and referees

Game Day • Know who is coming to the game • Make sure they know the time and location • Have the printed pre-populated match sheet and

ID cards with you • Introduce yourself to opposition manager/coach

and to referee (check it’s the right game!) • Pay the referee, make sure details are recorded

on the match sheet • Check for jewellery, hair pins, shin pads etc • Have ID cards organised early

Game Day Rules

Coaches and managers must wear ID card Only 2 officials allowed in the technical zone Must remain WITHIN the technical zone Must NOT enter field of play unless permitted by referee Subs must sit away from line (ideally in bibs)

Players Club uniform during matches (shorts and socks issued this week via team managers)

must have shin guards & boots when playing

must have their own drink bottles and avoid sharing

NO jewellery (taping not acceptable), metal hair pins

Only safety glasses allowed on field (letter from optometrist)

No hats on field (apart from goalkeeper)

Managers Kit bag will be issued to managers and includes shirts, fluoro officials vest, ID cards (for players, manager and coach), Rules of Association and Managers Handbook

Team shirts MUST be returned at end of season in full

Allocate a number to each player, organise washing roster)

No alcohol inside the fenced/roped area before completion of last game

This means anywhere on the ground

No smoking anywhere on parks/fields where organised sport is being played in NSW

ID Cards • No Card No Play No Exceptions • Manager is the card controller: don’t issue to players • Hand to players immediately before game

– Players line up in centre – Referees check and TAKE the cards – Late players must hand card to assistant ref before taking

to the field • Cards must be retrieved from the ref at the end of the

game – Check they are all there (and then check again)

• If you borrow a player you must also borrow their ID card and you must return it

ID Cards: SSG

• No ID cards for U6, U7 and U8 mixed – These teams/houses only play internally within

HPW

• ID cards for u9-u11 mixed and u8-u11 girls will not indicate the division – These age groups undergo an ‘automatic’ re-grade

during season – Rules regarding playing ‘up’ should still be

observed

What if I don’t have enough players? • Forfeit RARELY but EARLY

– 72 hours notice to the CDSFA (via comp secretary)

• You can borrow – from a lower division in same age group – from same or lower division in a lower age group – Special rules for borrowing for women’s teams – Check rules for age eligibility of borrowed players – 035 players cannot play into 045 or AA and vice versa

• Players can play ‘up’ a maximum of 5 times in total – on the 6th occasion that is their team for ever (and they must have a card for that team to play with them)

When do we need the away strip?

• If you are the HOME team and there is a clash of shirts (same colour) as the opposition you need to wear the AWAY strip – Our away strip are the Yellow jerseys – Can be picked up from the canteen – Sign them OUT and BACK IN – Must be returned washed and folded ASAP

(someone else might need them) – For HPW clash is Concord or another HPW team

Respect for referees • CDSFA trains 90 new refs each year • 1 in 3 of these will not be

refereeing in 2015 • It is our responsibility as players,

parents and team officials to keep them in the system

• This means ZERO TOLERANCE of dissent by anyone to any referees

• Junior referees are children • Intimidation of them amounts to

abuse – DO NOT COMPLAIN TO

THEM OR ABOUT THEM AT THE FIELD

REFEREES • SSG U6-U8: Internal games, HPW appointed mini-referees

(managed by John Whelan) • SSG U9: External games, HPW appointed referees

– Club pays mini-refs directly • SSG u10-u11: CDSRA appointed refs • Full field games: u12 and above CDSRA appointed referees

– Manager pays the ref and club will reimburse direct to your bank account

• Referees are appointed as Centre Ref or Assistant Refs, it is not up to you to change which game or what role they are appointed to. Only the CDSRA can do this

• Junior referees should never be requested to Centre Ref a senior game

Small Sided Games - Referees • U6-u9 and u8-u9g home games (at Ewen Park)

– Mini Referee training program – Treat them as you would expect your kids to be treated by other

parents • U8g, U9g, U9 at other parks

– May not have a referee training program – Parents may need to fill this role

• U10,U11 – CDSRA Referees, but they are likely to be more junior referees – Respect them as referees but remember they are kids – DO NOT COMPLAIN TO THEM OR ABOUT THEM AT THE FIELD – If you have a concern raise it with our club secretary

What if there is no referee?

• Teams must agree on a volunteer referee – Convention but not required that the home team

offers one first • Once agreed, this person has all the powers of an

official ref (including issuing cards) – Treat them with the same respect

• Must referee the whole match – Don’t agree to share this role between the teams

• Do not pay a volunteer referee • Good idea to have someone from your

supporters willing to take on this role

Match Sheets • Pre-populated match sheets from Compman with all details • These will be available AFTER Wednesday each week via a dropbox

link on website • HOME games:

– you must bring to arrive with the pre-printed match sheet; – referee to complete referee and ID details and results – CHECK the results carefully before leaving ground – You can add players (playing up) and must cross out players who are

not there – Return the match sheet to the EWEN PARK canteen by 5pm Sunday

FOR ALL GAMES (we need it, and you need us to need it for ref payments and for results)

• AWAY games: – Still bring a pre-printed match sheet – get the referees to fill in their ID details as proof of payment – Fill in the results for your records and return to EWEN PARK canteen by

5pm OR with your next home match sheet

After the game • Encourage a sporting attitude regardless of outcome –

set an example for parents/kids • CHECK the match sheet carefully

– The ref should fill in the score in numbers and words – Initial the score, sign the match sheet – Check the referee has filled in ID number – Check that any incidents/injuries are recorded

• HOME SHEETS: Return to Ewen Park by 5pm Sunday • Collect your ID cards, then check you have collected

them, then check again! • Record your result to the club via the on-line portal

• Managers organise the referee payments in cash for each game

• Reimbursed by the club – You only pay formal referees and assistants; – If a non-official does the ref or assistant ref job, and you

pay them, you will not be reimbursed; – Official referees will be in CDSRA uniform and have and ID

number/card

Competition structure • SSG (u6-u11) don’t play “competition” (no tables, possible

regrading after June long weekend and no finals) • Competitive Divisions (u12 and above)

– 6(5) teams – 3 rounds (15 games) – 8(7) teams – 2 rounds (14 games) – 10(9) teams – 2 rounds (18 games) – 12(11) teams – play each team once then competition splits into

2 divisions, play each team in new div once • 16 games in total

– Double headers for 10(9), 12(11) team comps in weeks 2 and 3

• Washed out rounds will be replayed for competitive teams – this may mean additional double headers

• State Cup games may impact on the schedule for your team

Finals

• Usually a 3 week final series, but this may be reduced to 2 or 1 weeks – Home & away games take precedence – Competition must finish by last weekend of

August

Competition Rules • Set by CDSFA and FIXED IN PLACE FOR THE SEASON

– They will not be changed even if you think they do not make sense (don’t ask)

• Managers and Coaches should read these – Player eligibility (eg playing up, borrowing) – Competition structure – Scheduling of games – Forfeits

• You should download a copy and have it at games

Some changes in 2015 and before

• Match protests: regardless of what is written on match sheet, a protest must be made in writing by 5.00 pm on Monday following match

• Regrading of teams – possible for the junior teams in competition but only under extreme circumstances

Rescheduling of matches • Where two teams have agreed to reschedule a match then that

match must be played before the first Monday of July. • Where such match is not re-played before the first Monday of July

then the match shall not be played and a nil-nil result recorded. • No match can be rescheduled by the clubs / teams unless the

Fixtures Committee received notification of such intention to reschedule a match at least fourteen (14) days prior to when the match is originally scheduled to be played. Such notification must be on the prescribed form and include the date, time and venue of where the match is to be rescheduled to by the clubs / teams to reschedule the match to this new date, time and venue.

• To note – the Club that entered an external competition shall have no right of objection to the rescheduling of a match brought forward or postponed because of their participation in that external competition.

Team Responsibilities: BBQ and canteen assistance

• BBQ – Saturday and Sunday Morning – BBQ is an important fundraiser and key part of community

atmosphere at our home games – All teams will have at least one 2 hour BBQ duty roster – BBQ duty may include canteen assistance: recommended

to have at least 4 volunteers available for each hour – Teams will be allocated as far in advance as possible. – Children should not staff the BBQ – We aim to allocate each team equally across the season,

and close in time to when your team is playing at Ewen. – TEAMS THAT DO NOT FULFILL THEIR BBQ DUTIES

Team Responsibilities: Team Official

Team Official • Each team should have a team official in attendance at

all games (both home and away) • The Team Official role is required to act as an impartial

observer and at home games, to assist the Ground manager with any duties.

• Allows the Team Manager and Coach to focus on the game and not to be distracted by other issues

• The Team Official must wear the yellow vest issued in the kit bags

• Extra fluoro vests are available from canteen
