Why Capacity Building?
To implement Brazilian Energy Policy in its sphere of duties-To promote economic development- To Expand the labor market- To promote Labor Qualification
Main Opportunities• A strong oil, natural gas and biofuels producer• Political stability• Strong regulatory framework for the energy sector
Main Challenges• A continental country, 8.5 million of km2
• Population of over 200 million• Improved income distribution, but still a long way to go…• Universal access to education is still a challenge

1) HUMAN RESOURCES PROGRAM Based on the regulator authority attributions
determined by the Oil Law n. 9.478-1997 Part of the Royalties paid by the companies which
operate in Brazil, compound a Fund that supports HRP-ANP
Since 2010, also it has resources from R&D Clauses
2) RESEARCH AND DEVELOPMENT INVESTMENTS E&P Concession Contracts include a clause mandating investments in Research and Development for specific fields

WHY INVEST?
• Tradition: Research in the Oil and Natural Gas, since the 80’s• CENPES: Technological Center of Petrobras• Leadership in offshore technology, especiallywith deepwater production• Pre-Salt Oil discoveries, in 2007
HRP and R&D
HRP-ANP: How?
The Program grants: Scholarships for B.Sc., M.Sc. and D.Sc. Scholarships for Program Coordinators and Visiting Researchers Taxa de Bancada, to support specific expenses that can not be classified as scholarships
Sources of funds: Sectorial Federal Fund, sourced from royalty revenues, CT-PETRO R&D Clauses of the Concession Contracts and Onerous Assignment

Results
Where do the resources come from?
• 1% of the gross revenue from fields with extraordinary production must be be applied in R&D activities in knowledge areas relevant to the Oil, Natural Gas and Biofuels sectors
Where are the resources applied?
• At least 50% in Universities or Research Institutes• Up to 50% in the Concessionaire’s own facilities or their contractors, for example, Research Centers
