• Delivering homes that are affordable for Londoners in ordinary jobs– Area focus means owner-occupation will be within reach
– Aiming for significant numbers of First Steps homes
• Marketing restrictions in line with Concordat– Potential to restrict sales to owner-occupiers, who will be resident in London

• 20 Housing Zones– Primarily expected to be in Opportunity Areas
• Initially deliver at least 50,000 homes with an aspiration to deliver more in the longer-term– Up to 100,000 jobs
• Flexible funding - £400m– £200m allocated from GLA housing capital budgets
– £200m HMT recoverable investment
WHAT & WHERE?
• Boroughs bid – showing commitment and offering ‘something-for-something’
• Flexibility in timing– GLA ready to assess bids as soon as they are ready
– Prioritise early outputs but also offer long-term support
• Designation will involve agreement of firm contractual targets and strong governance oversight

• Five boroughs listed as case studies– Depicts the concept in different ways
• Tottenham Hale, Haringey• Meridian Water, Enfield• Southall, Ealing• South Poplar, Tower Hamlets• York Rd & Winstanley Rd Estates, Wandsworth
