    MEMBERS OF THE HOUSE:Pursuant to Part II, Article 3, of the New Hampshire Constitution, the 167th Session of the General Court will organize on December 2nd, the first Wednesday in December. The new legislative session convenes on Wednesday, January 6th.

    Please note that this Calendar contains your temporary seating assignments for Organization Day. Your permanent seats for the 2021 session will be assigned by the next administration.

    Also in this calendar is a list of LSRs ready for sign-off. House Rule 38 requires that the bill draft must be signed off within 10 days of being made available for review and revision. The preferred way to do this is via email: [email protected]. You may also call 271-3435.

    The State House and the Legislative Office Buildings remain closed; therefore, please continue to email or call staff members as necessary. For your convenience, see the boxed notice below with the phone directory for House departments.

    As a reminder, State offices will be closed Thanksgiving day, Thursday, November 26th, and the day after, Friday, November 27th. As this will be my last Speaker’s Notice, I would like to take the opportunity to express my gratitude for the privilege of serving in this role with so many dedicated colleagues and staff.     Those members who cannot attend session on December 2 at the Hamel Recreation Center at the University of New Hampshire will have the opportunity to swear in virtually at the Governor and Council Meeting on Wednesday, December 16. In order to swear in officially, a member-elect must be available and audible during the meeting and then MUST travel to the State House where a member of the Secretary of State’s Office will meet you outside to complete your oath of office form.     PROPOSED GROUND RULES FOR ELECTION OF OFFICERSDecember 2, 2020

    The rules of these elections shall be the rules of the 2020 New Hampshire House of Representatives, subject to the following ground rules:Only members certified by the Secretary of State shall be eligible to participate and vote. Access to the floor shall be limited to members, and such other officers and assistants as may be required by the Clerk and Sergeant-at-Arms. The Clerk will prepare a checklist of those present and qualified to vote. Election of candidates will be by majority vote of those present and voting. If more than two candidates are standing for an office, and if there is no majority vote, there will be no elimination of the low candidate after any ballot. All candidates will remain in the running unless they withdraw of their own volition. Balloting shall continue until an officer is elected. If there is no candidate with a majority of votes, there shall be a 20-minute recess after the announcement of the results.On each ballot, the Clerk will have printed, in alphabetical order, the name of any candidates, who prior to the opening of the session, informed the Clerk of their candidacies. There will be one blank line for write-in candidates. Each candidate will name five tellers to view counting of the ballots. First ballot nominating and seconding speeches will be limited to 15 minutes for each candidate. Subsequent speeches shall be limited to 3 minutes per candidate. Candidates who desire to concede or withdraw shall speak first. No other limitations will apply to these speeches.

    COVID-19 Screening Process• For those parking in the H and Alumni Parking Lots, a team will greet you at your car for temperature

    checks and to ask the screening questions. • For those parking in the A or Depot Road Lots, the screening process will be outside the front entrance

    of the Whittemore Center (which you will use to access the Hamel Recreation Center).

    Masks• Pursuant to campus, municipal, and executive orders, you MUST wear a mask from your car until you

    arrive at your designated seat in the chamber. Only those seated in the designated non-mask area can remove their masks.

    Seating Inside Hamel Recreation Center• Handicap accessible entrances.• Bag on seats (containing paperwork, hand sanitizer, water, extra mask)• Seating by Division simulating House floor• Seating will be labeled with your House seat number (found in this calendar)

    Voting and Speaking• Voting for officers will be by written ballot, or by voice vote if non-contested. • Members wishing to speak should rise to the attention of the microphone runners and the presiding officer.

    Bathroom Availability• Bathrooms on multiple floors will be available and clearly marked and identified.

    Lunch• Boxed lunch provided and distributed on floor by name and seat number. Please remain in your seats

    for delivery.

    Weapons Policy• Pursuant to House Rules and UNH policy, firearms are not permitted on campus. • Firearms lock boxes will be brought from State House for members who do wish to check a firearm.

    Public Viewing Space• Live streamed in Whittemore Center lounge area, members of public allowed through front doors after

    screening.

    COVID-19 Testing• The University of New Hampshire had provided the opportunity for members-elect and staff of the Gen-

    eral Court to have a COVID-19 test taken at Wildcat Stadium in Durham if they so desire. Simply follow the link at register.veritasgenetics.com and fill out the information and schedule your appointment date.
