In the past weeks, our garrison community came together to overcome snowy conditions, celebrate a culturally significant holiday weekend, and revel in perhaps one of the most exciting Super bowl games in recent memory. The diversity of these events underscores how the spirit of teamwork is woven into the fabric of USAG Yongsan’s community. Remembering how diversity has helped to shape our nation, please join Eighth U.S. Army and USAG Yongsan as we celebrate African America/Black History Month at the Dragon Hill Lodge Feb. 24, 11:30 a.m. – 12:30 p.m., with guest speaker BG Bertram C. Providence (page 5). February is also teen violence awareness month, and this year’s campaign objective is respectful and safe relationships (pages 6-7). Feb. 15 marks the deadline for financial disclosure reporting under the Army’s Ethics Program. Please see pages 8-9. With more winter weather ahead, please continue to keep safety at the forefront of your efforts, in particular driving and pedestrian safety (page 10). There is a noticeable rise in cybercrime, in particular cyber sextortion. Please read the attached on how cyber sextortion affects both our service members and our children (pages 13-15), then take this opportunity to talk to your family about how to use the internet safely. Recently, four of our ROK allies contracted the Hantavirus in Area I. Symptoms of and preventative measures against this potentially deadly disease are explained on page 16. For more information on this and other health issues, see the Brian Allgood Army Community Hospital APP (page 17). MWR will host its first Comprehensive Wellness Conference Feb. 22 at K-16, so stop by to learn more about physical fitness and injury prevention (page 18). On Jan. 23, the Secretary of Defense issued a memorandum on a Government-wide hiring freeze affecting our civilian workforce. Please see pages 19-25 for the latest information. Also included is information from OPM about the latest changes to Reduction in Force (RIF) procedures (pages 26-27). The USAG Yongsan Child Development Center at Child and Youth Services, MWR, is now offering hourly childcare on a space available basis (page 28). Many expressed concerns about the lack of short-term childcare options in the past, so we are pleased we can now offer this service. Many other services are available through ACS and the Yongsan Library to enrich your personal and professional growth while here in Korea (pages 29-33). Commanders, Senior Leaders and Senior Safety Directors,

I would like to draw your attention to a spike in pedestrian mishaps. We’ve lost seven Soldiers in the first 100 days of this fiscal year on top of a record low of two pedestrian fatalities in FY16.

Two weeks ago, a 57-year-old New York Army National Guard master sergeant was struck and killed by a sedan while walking during pre-dawn hours under an interstate bypass in the vicinity of Latham, New York. Two days into the new calendar year, a 26-year-old private was struck from behind by a sedan and killed as he walked alongside a roadway. In early December, a 33-year-old staff sergeant was killed by a sedan as he and his wife crossed a street. In late October, a 24-year-old sergeant was struck and killed while attempting to cross a four-lane road while running with a fellow Soldier. One day prior, a 25-year-old sergeant inadvertently left a personal belonging on her vehicle and drove away. After realizing her mistake, she stopped the vehicle and was attempting to retrieve the item in the roadway when she was struck and killed by a passing motorist. In mid-October, a 21-year-old specialist was struck and killed on a rural Kentucky highway in the pre-dawn hours. Lastly, while on leave, a 26-year-old private was struck and killed by a vehicle while attempting to cross a roadway on foot.

All but one of these senseless accidents occurred during the hours of darkness when the Soldiers were off duty. Two involved alcohol. Beyond that, the environment and situations were all different. What appears to be common in each fatality, however, is every one of the Soldiers failed to recognize the hazardous and deadly situations they put themselves in.

To heighten awareness and prevention, I recommend you encourage engaged leaders to coach our Soldiers to always take the following actions when walking or running on or around roadways:

• Always walk/run against traffic• Wear bright, reflective clothing at night• Always look both ways when crossing a roadway, then look left again before you step into

the road• Stay out of the road unless crossing it• Cross only at designation locations

Mail volume occupying these cells will pay the appropriate Carrier Route or Basic Presort price. Nonpresorted BPM flats can be included but does not receive carrier route or presort pricing.

COMBINE AADC & 3-DIGIT PRICE CATEGORIESCombine Automated Area Distribution Center (AADC) and 3- Digit presort categories for First-Class Mail® automation letters and postcards, and Marketing Mail automation letters into one rate category. The new rate category will be AADC and use the existing labeling L-801.

SINGLE PRICE FOR PRESORTED LETTERS WEIGHING UP TO 3.5OZ Extend the current “Second Ounce Free” pricing to mailpieces weighing up to 3.5 oz for First-Class Mail® replace with "automation, and presorted letters (Machinable and non-machinable).

The January 2017 price change will impact both Market Dominant and Competitive products. The changes to the PostalOne!® system will take place on January 8th 2017 and the price change will occur January 22nd 2017. The major changes for this release are summarized below. TO AVOID FALLING VICTIM TO SEXTORTION

■ Refrain from engaging in sexually explicit activities online, such as posting or exchanging compromising photos/videos.

■ Adjust social media privacy settings and accounts to limit information available to unknown persons.

■ Exercise caution when accepting “friend” requests or communicating with unknown persons online.

■ Avoid advertising or discussing U.S. military and/or U.S. government affiliations.

■ Turn off electronic devices and cover webcams when not in use.

■ Safeguard your personal banking and credit card information from unknown recipients.

■ Update antivirus software and avoid downloading apps, files, or email attachments from unverified sources.

■ Trust your instincts – perpetrators are highly sophisticated and able to trick their victims into a false sense of security. If you have suspicions about the person you are communicating with, cease contact with them.

WHAT SHOULD YOU DO?If you or someone you know identifies suspicious activity

or that they are being targeted:

■ Cease all communications with the perpetrator.

■ Contact your command and your local Army CID office.

■ Do not submit any payment.

■ Save all messages and communications between you and the perpetrator.

If you cannot report possible sextortion to Army CID, notify your security officer, supervisor, or command.

SEXTORTION RED FLAGS ■ Unknown persons approach you online or attempt

to “friend” you, even if you appear to have mutual

“friends” or their “friends lists” are comprised pre-

dominantly of U.S. military members.

■ The perpetrator uses poor grammar and sentence

structure when exchanging messages.

■ The person encourages you to engage in explicit

video chat or exchange sexually explicit images

almost immediately after initiating contact or

“friending” you.

■ A video call begins with the female in a state of

undress or engaging in a sexual act.

■ Communications from “law enforcement offi-

cials” occur via text message, email, or phone.

Law enforcement will always notify you in person

of your involvement in suspected criminal activity.

WHY ARE SERVICE MEMBERS ATTRACTIVE TARGETS?

■ The majority of victims are young men – or in our case,

junior enlisted service members – who are away from

home and maintain an active online footprint that

includes publicly viewable profile information.

■ Perpetrators know service members have a steady

income and are typically more financially stable than the

civilian population.

■ Service members are held to high standards of conduct

associated with a military career.

■ Service members possess security clearances,

meaning they may have knowledge of military tactics,

training, and other operational security items of interest

to potential adversaries.

SEXTORTION IS A GROWING PROBLEMIf you’ve been victimized, you are not alone. Service

members worldwide and across all ranks and services have

been affected by sextortion, some having paid in excess of

$11,000 to perpetrators.

Sextortion is underreported given many service members’

feelings of embarrassment or concern regarding potential

consequences of their actions. Regardless, perpetrators

will typically continue harassment and increase monetary

demands even after payment is made. Reporting is critical

to identifying and pursuing those responsible for sextortion

scams.

WHAT IS SEXTORTION?Sexual extortion, or “sextortion,” is a cybercrime perpetrated

against unwitting victims who are approached in casual

conversation via social media and then seduced into

engaging in online sexual activities. After fulfilling the sexual

requests, which are recorded without the victim’s knowledge

or consent, the victim is threatened with public exposure

and embarrassment if they do not pay a specified sum of

money to the perpetrator, usually through a wire transfer or

subscription to pornographic websites.

HOW DOES SEXTORTION OCCUR?An example: While checking his Facebook account, a

service member received a friend request from a young,

attractive female. The service member and female began

chatting online and subsequently exchanged Skype contact

information. Their online communication quickly transitioned

to video chat, becoming sexual in nature. Unknown to the

service member, the female was secretly recording the

sexual act. Shortly thereafter, the female sent the service

member the video file and threatened to release it to the

service member’s family, friends, and command unless the

service member sent $500 to the Philippines via Western

Union. After the service member paid the initial amount, the

perpetrator demanded more money.

Variations of this scenario could include, for example, the

exchange of explicit photographs leading to the victim

receiving phone calls and text messages from the alleged

father of the other person or a purported law enforcement

officer claiming that the other person is a minor and that the

filing of criminal charges is forthcoming unless the victim

meets certain demands.

Health Advisory for Hantavirus

Four (4) ROK Army Soldiers contracted Hantavirus in Area I

Hantaviruses are carried and transmitted by rodents. People may become infected after inhalation of aerosolized urine, droppings, or saliva of infected rodents or bite from infected rodents. Transmission may also occur when infected rodent excreta are directly introduced into broken skin or onto the mucous membranes of the eyes, nose, or mouth. Human tohuman transmission may occur, but is extremely rare.

Symptoms of Hantavirus usually develop within 1 to 2 weeks after exposure to infectious material, but may take up to 8 weeks to develop.

• Initial symptoms begin with the sudden onset of intense headaches, back and abdominal pain (similar to appendicitis), fever, chills, nausea, and blurred vision. Individuals may have flushing of the face, inflammation/ redness of the eyes, rash and/or petechiae later in the infection.

• Later symptoms may include low blood pressure, acute shock, vascular leakage, and acute kidney failure.

Preventive Measures:

• Drive slowly over dirt/gravel roads to reduce dust• Increase the distance between vehicles to reduce inhalation of dusts by personnel in

trailing vehicles• Decrease speed around cantonment areas to reduce inhalation of dusts by others

remaining in the area, e.g., medics and mechanics• Don't set up tents in/near grassy margins, especially along ditches and banks of soil

(rodent habitat)• Don't dry sweep tents, wet them down with a disinfectant/bleach and mop• Don't keep food in the tent that might attract rodents, if needed, seal food in

containers• Disinfect floors with bleach solution

hourly care during the next six-month period.

Per Army Regulation, parents are limited to a maximum of 20 hours of care per week in hourly care. Reservations can be made starting Feb. 8
