Hertfordshire Consortium of Colleges
ESF DELIVERY 2014-2020
Background
u College representative group established to discuss response to Hertfordshire ESIF Allocation
u Collaborative approach supported by all college Principals
u Experience and ability to deliver all services identified under each of the themes
u Benefits from working as a consortium include:
u Full geographical county coverage
u Specific expertise from each of the colleges
u Knowledge of local needs and specific targeted provision
u Wide range of experience in working with sub-contractors and working on large projects.
u Consortium will bid to lead on themes 08 and 10 in Hertfordshire only
Experience
u Working as a large ESF prime contract holder since 2008
u Leading contracts across the East of England and the East Midlands
u Working with multiple stakeholders and subcontractors
u Delivering a range of regional provision across a number of ESF priorities
u Supporting partners in working collaboratively to achieve targets and address local need
u Previous projects achievements include winner of the regional equal opportunities award and shortlisted for College beacon award
u Presented projects and findings at the Institute of Education and the ESF national Conference
u Used as example of good practise for ESF works case study

Quality Cycle
u The quality cycle we would be used to:
u Recruit and select sub-contractors
u Issue sub-contractor contracts
u Monitor quality and compliance
u Monitor performance
u Take actions to address under or over performance
u Complete the contract closure process

u Extensive experience of SFA and DWP Article 13 and 16 audits. ALL ERROR FREE
u Complimented on the resources, systems and procedures used to ensure compliance and sharing of good practise
u Due diligence process
u Quality monitoring visits
u Audit planned and unannounced
u Contract validation meetings
u County steering groups
u Good practise events
u Facilitated masterclasses

Local knowledge
u Consortium coverage across the whole of Hertfordshire
u Each consortium member with very specific localised knowledge and an understanding of the demographic picture
u An established infrastructure with access to venues across Hertfordshire
u Access to a plethora of specialists and resources within each of the Colleges.
u Well established stakeholder relationships (JCP, Local Authority teams, connexions, Schools and specialist providers)
The way forward
u Consortium anticipated to deliver approx. 40% of contracts (depending on specification content)
u Looking for partners in a phased approach to give additionally to our offer
u Expected to sub-contract with approx. 4 partners per College
u The consortium will offer partners: u Detailed guidance
u Systems and procedures to support contract compliance
u Training/access to masterclasses and partnership working
u Variety of platforms to share good practice
u Experienced data support
u Embedded claims cycle and quick payments
u Management fee expected to be between 15% and 20%
