1 The importance/purpose of the Strategic Territorial/Urban Agenda (ST/UA)

Newer legislation of Montenegro has begun to increasingly recognize the importance of strategic planning on a path to European integration and overall development on state and local levels. In addition, recent legislation emphasizes the need for planning on a regional level as well, which is why the Law on Regional Development was adopted. In this regard, in the following period Herceg Novi is under obligation to develop the Strategic Plan of the Municipality as a strategic document, which also needs to be aligned with higher level strategic plans and other strategic documents, the Spatial and urban municipal plan.

It is evident that Herceg Novi is capable of better utilization of available resources, which leads toward the increasing obligation of enhancing its competitiveness, level of development, existing resources and investing in human resources. This is the reason why the Strategic Territorial Agenda is so important for Herceg Novi. Through the process of exchanging experience and know-how with other territorial partners, including the planning methodology in line with European standards, Herceg Novi will prepare and create basis for efficient production of strategic documents as prescribed by Montenegrin legislation.

Without the strategic document, which would draw from both the national and regional development strategies, there is no use of making other partial planning documents for tourism and infrastructure development, which are the key issues determining the future of Herceg Novi. That was the reason why Herceg Novi, as a territorial partner of the STATUS project, made the decision to take the entire area of the municipality of 235 km2 as a study area. This was supported by the fact that tourism development and tourism development potential Herceg Novi has, as well as the infrastructure issues, solving of which would significantly support the development of tourism, are present throughout the whole municipality. Luštica peninsula, spreading over 35 km2 and 24 km of coastline, has been recognized as an exceptional tourist resource in terms of the space potential and quality of its environment, and is characterized by essentially no infrastructure developed or present at the moment. For this reason and wherever possible, Luštica has been emphasized through the project. In accordance with the established methodology and concept of the STATUS project, it is the Herceg Novi part of Luštica that has been chosen as a detailed zone of intervention.

Through development of the Strategic Territorial Agenda, Herceg Novi wanted to systematically and deliberately direct its future development and utilize its potential in the most rational and sustainable manner. It was also important to recognize and enhance the competitive advantage of Herceg Novi in relation to its surrounding. These all would be possible only through the clearly stated action plans and projects, as closely defined as possible in terms of their territorial reference, and with identification of activities, stakeholders, responsibilities, possible sources of funding as well as the implementation timeframes. The manner in which the project has been designed especially its implementation and required formation of the UTF, gives hope in its ability of making a real impact on municipality development.

Through the process of designing and developing the STA, the public has been educated on the importance of strategic planning and public participation in planning process in general. The workshops also contributed to the

raising the public awareness on how local government should not be the sole initiator and carrier of liability, but that every individual or a group with a right idea can contribute to development and raising environmental quality. The final lists of action plans and projects created, as well as the list of priority projects revealed that the carriers of the future development of Herceg Novi are the members of different sectors and corresponding actors.

The need for STA is multi-dimensional. On one hand, this document will contribute to easier creation of strategic documents as prescribed by the Montenegrin local government law, while in practice the previous disorganized development can be redirected through priority action plans and projects.

The final lists of planned activities are the result of long-term and deliberate processes, and are integrating opinions and knowledge of different public sectors, experts of different fields, as well as the exchange of experience with other territorial partners who sometimes experience the same and sometimes entirely different problems, given the different backgrounds. This project reflects the actual situation in Herceg Novi, and certain priority activities were recognized among a vast number of problems which may be able to improve the city image. In addition, what instills confidence is also the specially designed framework of project implementation, which should be able to provide more efficient implementation of planned activities.

2 Scope and vision of the ST/UA 2015-2020-2025

The intervention area in STATUS project is the territory of the Municipality of Herceg Novi. This logically stems from the nature of the herewith addressed and selected strategic themes, as well as from the vision and objectives of the municipality development. The area of municipality is being planned for through the Municipal Spatial Plan, which serves as the basic matrix for further developments, including the two chosen strategic priorities: the development of tourism and development of infrastructure.

In terms of space, the scope of tourism development is entirely identified with the municipality area, while the scope of infrastructure development is focused on those interventions which serve as the key interest points in terms of development, while also serving as the basis for further development of tourism.

The vision of development in these two areas reflect the general vision of development of the Municipality of Herceg Novi: “Balanced and sustainable development of the municipality as the economic, educational, health, cultural and administrative center of a distinctive identity, as well as the well-established tourist destination with a diverse year-round tourist offer. The citizens of Herceg Novi wish for their city to become an attractive destination, with a distinct and rich offer to anyone who wants to visit this Adriatic town. Preservation of the natural beauties and historical sites, attracting of the high-end tourism and creating opportunities for diverse economic development are all key challenges for long-term sustainable development of Herceg Novi“.

3 The process leading to design of the ST/UA in The Municipality of Herceg Novi

The process of designing the Strategic Territorial/Urban Agenda follows three mayor steps:

The process started with data collection and definition of analysis criteria. A selection of analysis criteria was chosen in accordance with the assigned STATUS methodology, by which the deployment of accurate image on the state of development was achieved. Based on the results of this phase, the two crucial development issues were chosen for further exploration: furthering the tourism development as a key economic driver of Herceg Novi, and the infrastructure development. The two are closely related to each other and are mutually supportive. It became obvious that such a selection would require investigation over the whole territory of Herceg Novi Municipality with a few “hot spots” spatial entities. Luštica Peninsula, urban core territory, and the coastal strip known as Riviera were designated as such.

A selection of the stakeholders was driven by recognizing the most significant stakeholders that could be interested in the chosen themes , including authorities in all levels, NGOs, banking sector, development sector, educational sector, sport clubs etc. In response to the issues which were raised as relevant throughout the process of developing ST/AU the list of the stakeholders was amended accordingly at Workshop 2 and Workshop 3.

Workshop 2 together with the on-going activities at that stage was devoted to the overall discussion of the goals and objectives of ST/UA and a closer recognition of the areas to be further elaborated in details. They key areas for further intervention were determined and the justification for such selection developed.

The Workshop 3 phase, accompanied with the pre and follow up activities, was focused on drafting the ST/UA agenda. A quantitative on-line survey was conducted simultaneously, by which the citizens and the third parties were given an equal opportunity to participate in developing ST/UA of Herceg Novi. This survey proved to be a very successful method of including the citizens in processes of public importance, and the results have launched a number of discussions during the third workshop and throughout the follow-up period. The wide list of projects rasied as relevant for the succesful implementation of the ST/UAprovided an opportunity for a lively and profound discussion among the participants which lead to the final selection of priority projects as presented in 3.3.

In parallel the formation of UTF was taken place. The Urban Task Force emerged from the participatory approach developed and executed throughout the project development. At the outset and during the first meetings the participants came mostly from the public sector, NGOs and citizens groups. However, over the course of the project the stakeholders’ involvement got a more formal structure and gradually created a base for starting the UTF.

The Herceg Novi UTF gathers the Municipality/Public sector representatives, NGOs representatives, civic group’s members, planning and engineering experts, professional association representatives and National bodies’ representatives. Most of the UTF members participated in the STATUS workshops or were informed about the project’s development via media, in professional meetings or in direct contacts with the STATUS team members. They have, therefore, capacity and knowledge needed for monitoring the implementation of STA, and may also be involved in the STA mid-term reviews and possible adjustments, as well as in providing assistance in solving unforeseen challenges over the TSA lifetime.

3.2 Operational Analysis

The focus of the STA process is the development of infrastructure (supporting the development of tourism) and spatial development of tourism (recognized as the major branch of economics), whereby we didn’t restrict ourselves to a specific but an entire municipality area, with special emphasis on Luštica peninsula.

The process started with data collection and definition of analysis criteria. According to determined themes, a selection of analysis criteria was chosen by which the deployment of accurate image on the state of development will be achieved. Both, standard indicators and the recognized or assessed opportunities were selected to be deployed in the analysis, as in Herceg Novi they relate to one another and have to be considered

jointly. The assessment based only on standard indicators would not be able to provide accurate/workable results. By using standard indicators only, Herceg Novi appears to be among the more developed towns in Montenegro and on the other hand, when assessed against the potentials and resources, there are many within the municipality, its development appears relative and ranks much lower. In data collecting, local team used all available sources; planning documents such as the Spatial Plan of the Municipality of Herceg Novi until 2020 (PPO), many of the 90 local planning documents includingthe detailed urban plans, urban design projects and local studies of locations, Program of Socio-Economic Development of the Municipality of Herceg Novi, Local Environmental Action Plan of the Municipality of Herceg Novi – LEAP, and on the supra-local level the Spatial Plan ofMontenegro until 2020, Special Purpose Spatial Plan of the Coastal Zone (PPPPNMD), Master Plan for Tourism Development until 2020, and the Regional Development Strategy for Montenegro 2010-2014. Of great assistance were the statistical data from the Statistical Office of Montenegro – MONSTAT, as well as the legislation in Montenegro.

Chosen themes, as well as the jurisdiction divided between the local and national government in the City of HercegNovi (coastal zone and highway Magistrala zone) inspired the search for stakeholders on local, regional and national levels. We were focused on the most significant stakeholders that could be interested in the themes chosen by Herceg Novi in STATUS project, including authorities in all levels, NGOs, banking sector, development sector, educational sector, sport clubs etc. Of coursethat was not the final list, as it has been altered during the process,

3.3 Urban programming and Urban Task Forces (UTF)

The workshops were organized using the original STATUS methodology provided for the WP4, with some modifications. During the first workshop “Territorial governance and urban issues“, one of the six thematic sections prescribed by the submitted methodology was further divided into four subgroups. The work during the first two days was conducted within thematic groups, and at the end of each day some time was set aside for a plenary debate. The third day of the workshop was designated for the local team and summarizing the results of the previous two workshops. The second workshop titled „Problem solving and defining priorities” was to some extent less attended than the first two workshops, which is why the manner of work was altered and conducted in plenary sessions, where everyone debated on the proposed subjects. Between the second and third workshop the survey of citizens was conducted, and the results were presented during the third workshop, which made an excellent starting point for further discussions. The third workshop titled "Territorial Strategic Agenda" was also conducted as a joint debate session. The„geoblog”, as a participative tool, is a new method presented to the stakeholders during the second workshop, and it is expected to be more utilized with the further progress of the project.

The two main issues Herceg-Novi adresses in this project, the infrastructure development and spatial aspect of tourism, guided us in a search for the best local, regional and national stakeholders that could provide us with various levels of input from their standpoints and experience. We included the most appropriate authorities, agencies and organisations, as well as the non-profit organisations working on all levels. We expected these organisations to provide us with inputs from their experiences in similar projects they were involved in. We also

proposed representatives from our community, such as the banking sector, development sector, educational sector, sport clubs, etc.

During WP4 and phase one, when the current situation was analyzed and problems determined, it has been recognized that not all problems may be solved at one level only, but due to practicality and feasibility of objectives it was necessary to focus on problems solvable on local level. Accordingly, the stakeholders were amended throughout the process, as it has been concluded that the local document, such as the STA, can not clearly affect the central authority and decision making at this level. Further along the WP4 workshops the problems and opportunities for their resolution were defined, and the last workshop was used to turn them into specific projects and action plans.

Throug the process, joint meetings with all TPs were of great importance for Herceg Novi, as the exchange of experience has confirmed the city’s good standing within the STATUS project. The technical meeting has been organized with scientific partner of the project, the Urban Institute of the Republic of Slovenia,where the team give many guidelines for overcoming obstacles, derived from previous experiences in other municipalities of Montenegro.

Even through it was not prescribed by the STATUS methodology, an online survey was used as a very important participative method. This quantitative on-line survey was conducted during the month of August 2014 and it contained 20 mostly closed-ended questions, concerning directly or indirectly the two main issues – tourism and infrastructure. The survey was thematically structured in the same manner as the second workshop, following the five main themes. On-line survey was available to everyone on the municipality of Herceg Novi’s website.

A list of stakeholders before the workshops was consisted of 22 stakeholders. Before the Workshop 1, it was partly altered for the reason that some participants were unable to show up or have themselves represented by other persons. Also, the local team has decided to enlarge the number of participants and invite several other stakeholders tin order to enhance the quality of the workshop.

Workshop 1 was attended by the 24 invited stakeholders on the first day, 15 of them representing the public sector, 5 from the private sector, 3 from civil society and 1 from education and research institution. On the second day 19 stakeholder representatives came, 15 from the public sector, 1 from private sector, 2 from civil society and 1 from the education and research institution. On the third day of the workshop members of the local project team summarized the results.

Workshop 2 hosted fewer participants in comparison to the first gathering; day 1 was attended by 22 participants, 17 of whom were stakeholders (13 from the public sector, 1 from private sector and 3 from the civil sector), while the day 2 was attended by 25 participants, 20 of whom were stakeholders (17 from the public

sector, 1 from private sector and 2 from the civil sector). Local project team used day 3 of the workshop to summarize conclusions.

Workshop 3 was attended by some new stakeholders mostly from the private sector, so the composition of the attendees was: on the first day there were 29 participants, 24 of whom were stakeholders (10 from the public sector, 10 from private sector, 3 from civil sector and 1 from education and research institution); on the second day there were 26 participants, 20 of whom were stakeholders (7 from public sector, 10 from private sector, 2 from civil sector, and 1 from education and research institute). The third day was designated for the local project team in order to wrap-up the results.

During the first workshop, more participants from the local level got included in the process instead of the initially selected stakeholders, due to their justified absence. It was believed that they would be able to offer a better insight into the present circumstances which proved to be correct, and the first workshop resulted in an excellent analysis of the current situation and problems identified. Also, given the large number of unresolved issues at the municipal level, and inability of all issues to be addressed by the municipal administration due to legislative procedures, it was decided to further address only the issues in the domain of local authorities, which is why the stakeholder list for the second workshop was altered. In the second workshop some participants justified their absence with previous commitments, which subsequently yielded fewer results. This is why the local team undertook the task of strengthening communication with stakeholders between the two final workshops and to further expand the list of stakeholders for the third workshop, especially in relation to the private sector who were visibly missing during the second workshop.

During the first workshop there were no misunderstandings between the participants - they were very cooperative and constructive, showing good knowledge on the current situation in the city. Despite being divided into groups during the first workshop, some conclusions, particularly related to management, were also discussed in different thematic units. What was observed during the second workshop was the lack of knowledge about the mechanisms of governance and responsibilities of other sectors, which failed to be recognized, apart from the public and local government. During the third workshop, a prepared list of projects was very constructively evaluated and jointly supplemented. The general conclusion is that great effort and complementary work was shown by all of the participants during the workshops.

The first workshop had six thematic sections according to the submitted methodology, and for Herceg Novi one of the planned thematic units was further divided into four subgroups. The subjects were the following:

1. Identification of environmental problems

1.1 Technical infrastructure and traffic

The focus was on better analysis of the current situation and determining of problems related to infrastructure and tourism.

During the second workshop, some of the thematic units were readjusted as follows:

1. Environment: Natural and urban environment (unified themes and problems of the two working groups from the first workshop: “Identification of environmental issues”+ “Cultural, social and economic networks for improving local capacities”)

2. Mobility and Accessibility (same as the first workshop)

3. Business Environment (same as the first workshop)

4. Governance and Strengthening Local Capacities for Decision Making (unified themes and problems of the two working groups from the first workshop: “Governance and Stakeholders” + “Cultural, social and economic networks for improving local capacities”)

5. Public Spaces and Urban Renewal (same as the first workshop, length of the working group name shortened)

Readjustment came after the first workshop as the same problems started emerging in different thematic units, which is why they were altered, and this change was kept until the end of WP4 and the third workshop, where the specific projects and action plans relating to given topics were discussed.

The first workshop saw all the set objectives completed and was very successful both in attendance and content, and the stakeholders have shown great interest for the topics proposed as well as a good knowledge base on local conditions, activities in Herceg Novi and Montenegro, and an overall willingness to further support the STATUS project. The second workshop was somewhat less attended, and the lack of the business sector presence was felt. Questions were raised regarding the formal responsibilities and participation throughout the planning process and responsibilities of both the local and national governments.

The third workshop was very successful as it hosted a number of stakeholders, and the methodology used by the team proved to initiate good discussions. Survey results served as an input data, and a list of projects and action plans was proposed for the attendees to review. This approach has lead to some good discussions and great STA material.

Herceg-Novi has included local experts in STATUS project, such as the local experts on urban planning, landscape, traffic and public utility services.

The analysis of governance and planning systems, as well as all other analysis and methods of comparison of relevant indicators, current and previous plans and project conducted in initial phases, contributed to a better

understanding of the current situation in Herceg Novi and its system, now in dire need of new ways of development.

On the other hand, workshops offered insight on how important is the participatory approach and inclusion of a greater number of participants in the process of strategic planning. The need was determined for more transparent decision-making processes and greater involvement of local citizens and stakeholders. What was particularly noted was the need for further education of participants in decision-making processes, as well as the citizens. The need for the protection of Herceg Novi resources was also recognized.

4 Goals and projects of the ST/UA STATUS project in the Herceg Novi area refers to the strategic priorities and development issues. Tourism is among the major planned economic activities and its development must be supported through the relevant projects of infrastructural equipment, transport, enhancing of the quality of the environment and public spaces, defining priority locations for development of tourist capacities as well as through establishing the effective means of attracting investments and managing development. Tourism requires simultaneous development of complementary activities of the tertiary and quatrterly sectors of the economy or access to projects of the public interest.

Therefore, the key objectives of the strategic territorial development are the following:

1. Activation and more efficient utilization of the development potential of the year-round tourism offer in the Municipality of Herceg Novi;

2. Development of complementary activities that Herceg Novi has potential and resources for, e.g. in culture, promoting the city as a cultural center, promotion of the significant natural and cultural heritage, health and recreational tourism etc.;

3. Development of activities based on public-private partnerships, initiatives of small and medium enterprises and cooperation with European institutions and funds;

4. Balanced territorial development with respect to the natural characteristics and heritage, culture and diversity of the area, all aimed to create a balanced and sustainable development;

5. Protecting the quality of the sea and natural environment;

6. Integrated development of the city with preserved identity and values of the local area;

7. Providing a strong supporting infrastructure which enables the efficient operation and maintenance of the urban quality of the built environment.

These strategic objectives are implemented through a series of sectoral or thematic objectives defined in the STATUS project, and upon which the additional individual projects for implementation of TA are being defined.

1.Infrastructure

a.Better transportation connections within the city and municipality and improved accessibility throughout the Minicipality;

b.Establishing the efficient vertical communication – an imperative considering the morphology of the area;

c.Providing the technical infrastructure of good quality fully covering the area, including the ICT sector;

d.Landscape management, including natural and cultural resources on the Luštica peninsula and in the mountain hinterland of the municipality;

a.Recognition of Herceg Novi as the city of culture and natural and cultural heritage through thematic strategies, projects and means of management;

c.Focusing on the specific aspects of urban morphology of Herceg Novi as a part of the preservation of its identity and genius loci of Herceg Novi;

5.3 Sustainability of the ST/UA

Strategic Territorial/Urban Agenda for Herceg Novi fully reflects the objectives of local and national development, and strategic commitment to sustainable development. Considering the possible risks to implementation of the proposed (priority) projects, the estimation of how well will the STA contribute to the main pillars of sustainable development is ranging from medium to high, depending on the area of contribution, i.e. the likelihood of implementation. Overall, these are the estimations:

1. All proposed projects, 65 of them which were considered within the W4 and the work team, are significant in improving the sustainable development of Herceg Novi;

2. A significant number of projects are in domain of national initiatives and implementation (Government of Montenegro with relevant ministries) and their initiation and realization are not within jurisdiction of the local government, regardless of the possible importance and coverage at the local level;

3. Local government works through annual development programs, project budgeting and financing, PPP, joint funding with national institutions or through various forms of cooperation with international financial institutions;

Selection of priority projects was made based on assessment of their contribution to increasing the sustainability of Herceg Novi development, better infrastructure equipment and raising capacities for tourism development as the main STATUS objective. Each individual project will contribute to the main pillars of the sustainable development, namely:

Environmental Sustainability: 1. Building of a better and more efficient infrastructure required for improving the quality of environment,

for parameters such as air, water, land and the sea; 2. Better functioning of the city;

3. Reduced the traffic pollution; 4. Protecting the natural ambient of the Luštica peninsula; 5. Establishing GIS as a basis for monitoring area conditions.

Social Sustainability:

1. Increasing the quality of life in the city; 2. Creating new job opportunities; 3. Strengthening capacities of the business environment and local government; 4. Public spaces will gain in importance and quality; 5. Enhancing the distinctiveness of Herceg Novi.

Economic Sustainability: 1. Creating new investment opportunities; 2. Herceg Novi as a tourist destination will gain in importance; 3. Creating new job opportunities; 4. Creating new possibilities for regional and international networking.

Financial Sustainability:

5.4 Recommendations for the implementation of the ST/UA

In order to successfully implement the ST/UA, it is necessary to provide the following:

1. Full political support of the local government and relevant national bodies, i.e. accepting the ST/UA as a part of their obligations until year 2020;

2. Constructive cooperation and partnership with all relevant stakeholders, including NGO sector and citizens;

3. Development of the not yet utilized/scarcely utilized means of cooperation, such as the Private-Public Partnerships and strengthening of the same;

4. Including recommendations for sustainable long-term development into all development programs and projects, especially the priority projects determined by this project;

5. Ensuring effective monitoring and appropriate local legislation supporting the feedback and corrections of the project in progress;

6. Establishing information support and raising the local government capacities, i.e. personnel in public enterprises and institutions of ST/UA implementation importance;

7. Raising awareness of citizens on importance of their participation.

6 Project Fiches: Priority projects corresponding to each goal / objective of the ST/UA

The Priority project nr. 1 : Finalizing the construction of sewer collector and wastewater treatment plant

• Description Considering that the current sewage system discharges wastewater directly into the sea, and that the sea is the main resource of the seasonal tourism, STATUS project has set the preservation of environment and water quality as one of its main objectives. For this reason, the finalization of the sewer collector and the wastewater treatment plant, and their successful initiation, are equally important in the domain of communal infrastructure as well as in the domain of tourism, which is the main strategic goal of the further development.

• Location The wastewater treatment plant is located in Meljine, and the new sewage system reaches the plant from two directions: from the east, along the Herceg Novi Riviera, and the west, from the city center.

The Priority project nr. 2 : Projects for road network improvement and construction of a high-speed road

• Description Considering the deterioration and the poor state of the road network throughout the municipality, and especially the heavy traffic load along the Adriatic highway during the summer season, there is a need for improving the overall road infrastructure which includes the reconstruction of a number of existing roads, construction of new roads for the purpose of linking the urban and suburban areas i.e. the high quality and functional transportation network, as well as construction of a bypass around Herceg Novi as part of the future highway from Croatian to Albanian border. Luštica peninsula, posing as a great tourist potential, is also in dire need of a local road improvement. These projects directly contribute to a strong infrastructural support, enabling efficient operation and maintenance of the urban quality of the built environment, which is one of the main objectives of the STATUS project.

The Priority project nr. 3: Vertical communication project from Promenade to Dvorana Park

• Description Regardless of the fact that the city staircases are one of the most recognizable characteristics of Herceg Novi, modern requirements of mobility and accessibility impose a need and obligation to make different parts of the city available to all users, as well as to allow for an easier and faster communication through the city for both its inhabitants and visitors. The construction of vertical connection from Promenade to Dvorana Park would significantly improve the communication between the city center and the Škver port, which is an important tourist attraction and a place of gathering. At the same time, protected suburb areas require special treatment in terms of designing and fitting this communication into the local context, which is why the best solution will be sought after at the open-call international competition.

The Priority project nr. 4: Multilevel garage project on old bus station location

• Description The construction of a multilevel garage on the old bus station location would provide for a much better functioning of the city center. The Spatial Municipal Plan calls for the relocation of the bus station, where for many years now the traffic requirements have been exceeding the existing capacities. This would provide space for construction of a modern public garage and related facilities. This project is connected to one of the main TA objectives – providing strong infrastructural support, as well as with individual-thematic objectives: better transportation links within the city, better accessibility and setting up of an efficient vertical communication. Considering the morphology of the terrain, the public garage needs to have an adequate vertical communication – a lift, and by connecting with the „Vertical communication project from Promenade to Dvorana Park“, which has also been determined as a priority, the issues of mobility and accessibility in the city center would be greatly improved.

• Location Location of the old (present) bus station is very attractive, being the most important communication point leading to all other parts of the city, including the city center and the Old Town. At the same time, this place has also been designated as a final (initial) stop of the panoramic slope elevator leading to the coast. Location restrictions include the nearby built structures and steep terrain.

The Priority project nr.5: Construction of the new bus station in Igalo

• Description The construction of the new bus station would solve one of the major infrastructural problems of the Municipality of Herceg Novi. This is why this project is connected to key objectives of the STATUS project, in relation to establishing a strong infrastructural support for the purpose of efficient operation and maintenance of the urban quality of built environment.

The planned bus station should be a multi-purpose facility, primarily serving the function of organizing the bus transport, but not excluding the features such as the restaurant, cafe-bar, supermarket, a tourist agency, boutiques, office space and other. According to the plan, there is a possibility of an open-call competition for this location.

• Location Location of the bus station was determined upon the detailed analysis and is positioned in Igalo, the largest settlement in the Herceg Novi area, where most of the municipality tourist offer is concentrated at. It has access to the Adriatic highway and in terms of transport connectivity it holds an optimal position. Mediterranean health and sports center Dr. Simo Milošević is in the immediate vicinity, with an operating hotel and a restaurant. The bus station at this location has been planned by a valid planning document, and the site area covers about 20.300 m2.

Based on the procedure for selection of the best architectural and urban design of the future bus station, a market and economic analysis has been conducted and determined that the estimated cost of the project is about 11 million euros.

The Priority project nr. 6: Promotion of investment possibilities project

• Description This project would significantly improve and promote the development of activities based on public-private partnerships, initiatives of small and medium enterprises or cooperation with European institutions and funds, all of which would indirectly contribute to the development of tourism and infrastructure.

At the same time, this project serves as a sort of a guide with reliable information on available resources from international and local donors or state institutions, offered to civil society organizations, municipalities, small and medium enterprises and individuals, thus enabling them to access the resources for the implementation of various project activities. The intention is to publish the data in order to contribute to both social and economic improvement the citizens’ lives, as well as to encourage cooperation between different parties with similar scopes of activities.

The main objective of the project is to enable a joint participation of all interested stakeholders, and to promote Herceg Novi as the city with a favorable business climate and numerous investment opportunities.

• Description Creating a map of investment locations in Herceg Novi municipality would significantly contribute to the business environment, as all interested investors would be readily provided with locations of particular interest i.e. potential investment locations. This project would include improving of the existing system of local governance by fully substituting the current „paper” way of process tracking with the electronic system. This improvement would cause all of the system and processes being conducted electronically, from document submission/ requesting, payment of administrative taxes to receiving responses in a same manner. Also, even though the background processes are partially being conducted electronically, the essence of this improvement is to make the communication between the local governance and public enterprises, as well as with the citizens, entirely electronic. Improvement of e-governance is one of the specific objectives of the STATUS project.

The Priority project nr.10: GIS

• Description Creation of the geographic information system (GIS) for Municipality of Herceg Novi would greatly improve the system for spatial data management, which is directly related to another TA objective – providing quality technical infrastructure which enables full coverage of the area, including the ICT sector. This tool called the “smart map” would provide integration, storage, management, analysis and display of geographical data. Utilization of this tool would be very broad: from spatial planing to development planning, resource and property management, to various scientific and expert studies etc.

The Priority project nr. 12: Project of Herceg Novi branding (sustainable brand strategy: strategic plan+marketing plan+implementation plan)

• Description Herceg Novi, just like any other city, holds its current identity, values and comparative advantages upon which to search for possible branding solutions and design its own brand. The brand of Herceg Novi should incorporate the realistically determined values of the place, first and foremost serving the needs of its local inhabitants, but also attracting the potential tourists and new investors. What poses as a prerequisite for a sustainable brand strategy is the application and implementation of all three basic phases of city branding (preparational/strategic phase, marketing phase i.e. establishing, designing and promotion of the brand, and implementation phase through which the success of the brand is being measured in relation to the set objectives, and when constant monitoring of users's needs is being conducted, as well as reconsideration and adjustment of the brand to the current situation. Creating a sustainable brand strategy of Herceg Novi is a prerequisite for improving the quality of life, attracting the tourists and investors, as well as the overall sustainability and development of the area.

The Priority project nr. 13 : Study of the Luštica area development

• Description Study of the Luštica area development intends to identify the types and scope of area characteristics, with the aim of providing information which could be used as the „tools” of development policies, planning decisions and other plans and projects based on area characteristics.

Legislation in relation to the spatial planning documentation proposes a mandatory creation of the LandscapeArea plan and guideline for landscape space design, and the study on area represents the informational basis for creating of these documents.

Considering that Luštica, as a very important and valuable area for the Municipality of Herceg Novi, is mostly free of any construction or infrastructure, and also a huge tourist potential, this study is necessary in order to maintain and improve the quality and diversity of the character of this area, as well as to ensure its sustainable development with respect to the local character and spirit of the place, which is directly connected to the fourth objective of the STATUS project.

The Priority project nr. 14: Construction of Porto Novi tourist complex

• Description Herceg Novi, once being a major tourist destination, is nowadays left without any high-class tourist capacities, why it lags behind other tourist cities in the area. The project of Porto Novi complex construction on location of the former military base in Kumbor would greatly improve the tourist potential of Herceg Novi, as it would be the largest European investment in tourism, which would also cover the construction of the first “One and only” hotel-tourist complex in Europe. The arrival of this brand would position Herceg Novi among the prestigious tourist destinations. This project of urban renewal does not only cover specific locations, but also the whole area of the Municipality of Herceg Novi, considering that it will certainly initiate a number of other small and large investments, as well as the development of activities complementary to tourism. Also, this project will provide significant funds for the improvement of certain segments of infrastructure throughout the municipality, which will certainly contribute to job creation in tourism and other sectors.

The Priority project nr. 15: The project of widening and regulation of the Škver port

• Description „Škver” is a special ambient in the old part of the Herceg Novi, the place where „Pet Danica” promenade meets the city port, where local and international water polo matches are being played, a popular meeting point and center of all activities in relation to the city and the seaside. Expansion of port capacity is being planned for the purpose of development of nautical tourism as a specific tourist offer of the city, and adequate regulation of the port area is an imperative when it comes to integral development of the city, with preserved identity and values of the local community.

• Description Project „Small projects for large steps” combines a number of smaller projects, for the purpose of jointly providing a higher quality of urban life in the city area. Reconstruction of the city´s staircases, uniform and modern street furniture of the city zone, reconstruction of the central area from Dvorana Park, via Boka Park, to city taverna and former Hotel Rudnik would significantly improve the city’s image. 8 Conclusions ST/UA poses as an important document for Herceg Novi, as it defines solutions and conditions for implementation of strategic development directions in two key areas: tourism development and increasing the quality of the infrastructural equipment in municipality. Tourism represents the key economic sector of development, and even though Herceg Novi is traditionally known as a tourist destination, there has been noted a significant decrease in this economic branch in recent years. In this regard, Herceg Novi needs a new impetus which is partially defined by this document, and the recognized weaknesses need to be corrected or offered alternative solutions, enabling the unlocking of the tourist potential and further development of tourism. Key support stems from the better infrastructural equipment and this is why this document greatly focuses on those issues. Work on this Agenda has gathered a large number of participants (stakeholders) from the public sector, NGOs, civic associations, professionals and professional associations. They have all made a great contribution to the development of ST/UA, either by offering their thorough knowledge on the situation in Herceg Novi or with ideas on initiating further development in two abovementioned areas. This joint effort has yielded a particularly important contribution of defining priorities and projects that need to be initiated or accelerated. The time period predicted by this ST/UA is 2015-2020-2025. This time frame was determined as it was not possible to form the same time frames for all the projects proposed – initiation, implementation and completion - as a list of projects is already in implementation phase and with the same implementation time frame of 2015-2020. Also, this was a way to indicate a time dimension of priorities, as well as a difference between the project and strategic planning and a time sequence of positioning individual initiatives. Sources of funding needed to be identified for a number of projects. While on the verge of introducing the PPP, Montenegro and thus Herceg Novi still doesn’t recognize this type of cooperation as the one ensuring better and more efficient implementation. Herceg Novi has a firm intention of implementing a number of priority projects (as listed in this document) in exactly this way. Also, a greater number of projects is either at the very beginning phase of implementation (hereby listed as an initiative) or in a project documentation development phase. Their finalization and preparing for implementation is the next major step for Herceg Novi. ST/UA particularly emphasizes the role and importance of modernization of local government, as well as a number of preconditions needed for the purpose of implementing the priority projects. Those are the immediate tasks that Herceg Novi intends to work on in the following period.
