Quality Assurance
Any industry that has dangerous process orexhaust gases and/or particulates has a vitalconcern for the health and safety of personnel.In addition to corporate concern, the UnitedStates Government has dictated that safetyequipment meet minimum safety standards. Anyequipment sold to meet these minimum standardshas to be manufactured using accepted QualityControl procedures.
Flanders has developed a Quality Assuranceprogram to assure that the product or serviceprovided meets these standards. This programaddresses the entire range of Flanders’involvement, including the purchase of rawmaterials, the shortage of these raw materials,incorporation of these materials into a product orservice, testing this product or service, and thenshipping it to its destination.
The program at Flanders has been audited manytimes, and each time the program has beenacceptable. An uncontrolled copy of the programmanual is available with each request for QualityAssurance information. Like any dynamicdocument, the program is continually beingrevised to include recent issues of standards andspecifications in order that Flanders may use thelatest state-of-the-art methods in providing itsproducts and services.

NOTICE . . . Compliance with installation andoperation standards must be met to ensurequality performance.
HEPA filters are factory tested to meetthe requirements of IEST RP-CC001.3for Type A, B, C, D, E or F filters:
• Industrial Grade• Nuclear Grade• Laminar Flow Grade• Bio/Hazard Grade HEPA• VLSI• ULPA• Pharmaceutical Grade
Test results appear on both the filterlabel and upon the filter carton label.An additional quality assurance testreport is kept on file and is availableupon request.
Flanders recommends that all HEPAfilters be tested in place byqualified personnel to ensure that thefilters have been correctly installed.
Flanders service personnel areavailable for installations, supervisionof installation, testing and certificationof compliance to industry andgovernment standards and instructionof the owner’s personnel in testing andmaintenance procedures.
Flanders does not guarantee that itsequipment will operate at theperformance levels given onthe identification labels or in thecatalog specifications under allconditions of installation and use, nordoes Flanders/CSC guarantee thesuitability of its product for thepar ticular end use which may becontemplated by the buyer.
For best results, it is recommendedthat the buyer supply completeinformation about the operatingconditions of the ventilation system toFlanders/CSC for evaluation.
When the system components aresupplied to the buyer or his agentfor final installation and assemblyin the field, it should be underthe supervision of factory trainedpersonnel.
Failure to adhere to this recommenda-tion or failure of the buyer to havefilters timely retested and serviced willnullify or limit any warranties whichmight otherwise apply and may resultin a compromised installation.

GeneralFlanders has been the leading manufacturer ofHEPA Filters for half a century. In 1950, Flanderswas one of three manufacturers who beganproducing HEPA Filters, primarily for the AtomicEnergy Commission. Today, Flanders is theonly remaining original manufacturer of HEPAFilters; and, unlike other manufacturers, ourprimary product is still HEPA Filters. Throughthe years, Flanders has maintained areputation for supplying the highest quality HEPAFilters to the most demanding customersthroughout the world.We offer a complete line of HEPA filters in twoefficiencies to meet the needs of criticalapplications where HEPA filtration is required.Every Flanders HEPA Filter is tested inaccordance with IEST-RP-CC001.3, HEPA andULPA Filters. Efficiency and TestingFlanders individually tests and certifies eachHEPA Filter to meet the customer’s requirementsfor resistance and efficiency (penetration) at thefilter’s nominal rated capacity. This informationappears on a test label affixed to the filter. Whenused with correctly selected and installed mount-ing frames or housings, Flanders HEPA Filters

will easily pass an in-place validation test todetermine the overall system efficiency.
HEPA FiltersIEST describes the performance level of Type Afilters as: A filter that has been tested at ratedflow in accordance with Section 9.1.1(Mil-Std-282). The minimum filter efficiency of theencapsulated filter for this type of filter is 99.97%on 0.3 µm particles. Each Flanders Type A HEPAfilter shall have a minimum efficiency of 99.97%on 0.30 micrometer size particles when testedat rated capacity on a Q-107 Penetrometer.Filters rated for 1000 cfm or less are challengedwith an approved nearly monodispersed oilaerosol of 0.30 micrometer size. Filters ratedfor flows greater than 1000 cfm are tested usinga polydispersed oil aerosol. By measuring theupstream and downstream concentration ofthese particles with a light scattering photom-eter, the penetration can be determined and theefficiency can be calculated.
Scan Tested HEPA FiltersIEST describes the performance level of Type Cfilters as: A filter that has been tested for overallpenetration in accordance with Section 9.1.1(Mil-Std-282), and, in addition, has been leaktested in accordance with Section 9.2.1, scantested at an average air velocity 90± 10 linearft./min through the filter. Each Scan-TestedHEPA filter has a minimum efficiency of 99.99%on 0.3 micrometer particles. Scan testing is inaccordance with Section 6.2 of IEST-RP-CC034.1, HEPA and ULPA Filter Leak Tests. Inthe scan test, the filter is challenged with a highconcentration of an approved oil aerosol or PSL(Polystyrene Latex Spheres). The media packand pack-to-frame seal is scanned using a pho-tometer or particle counter to insure that thereare not any leaks greater than .01% of the up-stream concentration at 100 fpm face velocity.

Separator or Separatorless Filter PackDesigns
Flanders manufactures both conventionalSeparator-Style and PUREFORM® Separator-less HEPA Filters. To make a separator-stylefilter, the media is folded over corrugatedaluminum separators with hemmed edges toseparate the pleats in the filter pack. Flandersmanufactures its own filter media, enabling it todevelop a unique manufacturing process for theproduction of PUREFORM® SeparatorlessHEPA Filters. In one manufacturing operation,Flanders produces a self-supporting and self-separating PUREFORM® Media Pack.
The PUREFORM® Filter offers manyadvantages over conventional Separator-StyleHEPA Filters:
• More usable media area for longerservice life because of higher dust-holding capacity.
• Reduced cost of ownership because oflonger service life.
• Maximum utilization of the media.• Can handle some harsh environments
which may attack aluminum separators.• Media pack can be incinerated.• Media is 28 mils thick, which is
significantly thicker than conventional15 mil media used in Separator-StyleHEPA Filters.

Filter Media
This filter media is boron silicate microfiber andcontains a waterproofing binder which addsstrength under both wet and dry conditions.Samples of the media are tested for physicaland performance proper ties before filterconstruction.

Gasket Seal Design Filters
Flanders HEPA Filters are available in a varietyof frame materials and frame styles to fitFlanders’ and competitive framing systems andSide-Access Housings.
The standard gasket is a 3/4” x 1/4” neoprenewhich can be installed on either the upstream,downstream or both sides of the filter. As anoption, a Silicone Sponge rated for 500° F isavailable. A filter clamping mechanism istypically used to maintain sealing pressure ongasketed filters. Gasket seals have a tendencyto develop bypass leaks, primarily because ofcompression set.

The entire media pack must be sealed to thefilter frame to prevent by-pass leakage so thatthe filter will meet the minimum efficiency require-ments. The filter pack is sealed with a variety ofadhesives, depending upon the style offilter pack and the efficiency and testingrequirements.

Faceguards
Faceguards are available and are usedprimarily to protect the filter media fromdamage. The standard faceguard material is4 x 4 mesh galvanized steel and a 4 x 4 meshType 304 Stainless Steel is also available.

Fluid Seal Design Filters
The standard Fluid Seal is Flanders BLU-JEL®
Seal which was developed by Flanders and is atwo-part silicone material that is rated up to390° F. A knife edge in the filter housing matesinto a fluid-filled channel provided on the filter.Flanders invented the fluid seal in response torequirements for an absolute seal in the mostcritical applications. In most cases, fluid sealfilters are also easier and quicker to change outthan gasketed filters.

UL 900 Class 1 — Flanders HEPA Filters areUL 900 Class 1 rated except those filtersmanufactured with non-fire-retardant woodframes. Upon request, the filter will have a stampindicating compliance with UL 900 Class 1.
UL 586 — UL 586 is typically required for NuclearGrade HEPA Filters. Many of the Flanders non-Nuclear HEPA Filters meet the requirements of
UL 586. To be isted under UL 586, filters mustbe submitted to Underwriters Laboratories forextensive testing including spot flame and envi-ronmental exposure to heated air. Upon request,a numbered UL 586 label certifying that the fil-ter meets Standard 586 can be applied to thefilter (maximum size is 24” x 30”).

HEPA Filters: High Capacity
High Capacity HEPA Filters
Flanders High Capacity HEPA Filters aredesigned for applications where either higher airflows are required or a lower resistance thanStandard Capacity HEPA Filters. Flandersoffers both a Separator-Style, utilizing speciallydesigned aluminum separators, and an 11-inchdeep Separatorless PUREFORM® HighCapacity HEPA Filter. Both designs containmore media than the respective StandardCapacity version and allows the filters tooperate at a higher airflow.
For new systems, High Capacity Filters allow thedesign of the system to be smaller and lessexpensive: fewer filters and less space arerequired. In addition, there is potential savingon the filter housing. HEPA Filters operating at2000 CFM will match the flow rating of the lowerefficiency prefilters.
For replacement applications, converting asystem from Standard Capacity to HighCapacity HEPA Filters will result in a lower initialresistance, reduced energy usage, longer life,lower operating costs, and reduced disposalcost; therefore, lower cost of ownership.
High Capacity HEPA Filters offer manyadvantages including:
• Air flow higher at the same resistance
• Operation at velocities up to 500 FPMwith a small increase in resistance
• Up to 2000 CFM in a 24” x 24” x 111/2”size, which matches the capacity of lowerefficiency prefilters
• Longer life, lower energy cost, lower costof ownership than Standard Capacityfilters when operated at the same flowrate

Odd Size Designators
Odd Size Designator is an Alpha Numericdescription. The first two digits specify theHeight Whole Number with an AlphaDesignator specifying the Height Fraction. Thesecond two digits specify the Width WholeNumber with an Alpha Designator specifying theWidth Fraction, and the last Alpha Designatorspecifies the depth. If the height or width is lessthan 10 inches, use a 0 in front of thedimension.
E-Number Sizes
The sizes of filters designed for use in Flandershoods, modules, housings, and other standardequipment are often assigned numbers havingan “E” prefix. This “E” number (including prefix)should be referenced as the size designator.

HEPA Filters: High -Temperature Filters
High Temperature Filters
Flanders manufactures steel-frame separator-style HEPA filters for applications with high-temperature requirements up to 1,000°F (540°C)for exhaust air only and 500°F (260°C) forsupply air. High-temperature filters are availablewith gasket or fluid seal, the latter for supply airapplications only. (Filters with BLU-JEL® FluidSeal have a maximum service temperature of390°F.)
Two types of high-temperature HEPA filters areoffered. The choice should be carefully made inaccordance with the proposed filter servicerequirements for the specific application.
Note: Labels are not attached to high-temperature filters.
Silicone Sealant
This is a high-temperature room-temperature-vulcanizing (RTV) silastic-sealant siliconecompound rated for continuous service up to500°F (260°C)—supply air.
Glass Pack Sealant
The glass pack sealant is rated for continuousservice up to 1,000°F (540°C) in exhaust airapplications only. It is a mat of submicron glassfibers that creates a seal when compressedbetween the filter pack and filter frame. The glasspacking is not an adhesive seal but amechanical seal that functions much as the glassfiber medium of the filter itself.
Note: Due to the possibility that the glass packmay shed glass fibers, the glass pack sealantshould be used for exhaust systems only.

HEPA Filters: Specialty Filters and Suggested Specifications
Round Filters
Round HEPA filters are available with Flanders’PUREFORM® filter element and withSeparator-style elements.
Frames are made of galvaneal steel, aluminumand Type 304 and Type 409 stainless steel,and are available for both gasket or fluidseal applications. Round filters are alsomanufactured for high temperature applications.
Nipple-Connected Filters
Nipple-connected Nuclear Grade filters are avail-able with one (N1) or two (N2) pipe connections,and with separatorless PUREFORM® orSeparator-style filter elements. Framematerials are Type 304 or Type 409 stainlesssteel and 3/4-inch fire-retardant plywood.
Suggested Specifications for HEPAFilters
Fill in the parentheses in the SuggestedSpecifications text with a selection from theindicated category. Refer to the Model NumberDesignating Code for each filter type for alisting of possible choices.
The filters shall be (specify the entire modelnumber) as manufactured by Flanders Filters,Inc., Washington, N.C.
The filter media shall be all-glass microfiber witha wet-strength, water-repellent binder and shallbe produced by the filter manufacturer.
To Specify the PUREFORM ® Pack Style:The filter shall have a (specify Pack Style).The filter pack shall be constructed withoutthe use of spacers of any kind–includingseparators, tape strings or strips of medium–by pleating a continuous sheet of formed,corrugated medium back and forth upon it-self so that it is self-supporting.
To Specify the Separator-Type Pack Style:
The filter shall have a pleated pack withcorrugated aluminum separators. The filterpack shall be constructed by pleating acontinuous flat sheet of medium back andforth over corrugated aluminum spacerswhose edges have been hemmed to resisttearing of the medium at the fold.
The filter pack shall be permanently bonded toa (specify the Frame Material) integral frame with(specify the Sealant). The perimeter of the filterface shall be designed with (specify the FrameStyle). (Specify Location of Gasket or fluid Seal)to seal the filter to its mounting frame in service.A label or a stamp indicating compliance by themanufacturer with the requirements of (specifyUL Qualification) shall be attached to the eachfilter.*

To Specify HEPA Filters
Each filter shall be tested for resistance to air-flow and penetration in accordance with Mil-Std-282 at the nominal rated capacity listed herein.The penetration shall not exceed 0.03%. HEPAfilters shall be tested per the requirements ofIES-RP-CC001.3, HEPA and ULPA Filters.
To Specify Scan-Tested HEPA Filters
Each filter shall have a minimum efficiency of99.99% and shall be scan tested per Section9.2 of IES-RP-CC001.3. The scan test shallconsist of the filter being challenged with a highconcentration of DOP and PSL Spheres(Polystyrene Latex Spheres) and by using aparticle counter, the media pack and the packto frame seal shall be scanned to insure thatthere are no leaks greater than .01% of theupstream concentration at 100 fpm facevelocity.
Each filter and filter carton shall bear identicallabels indicating the filter model number,testing, the serial number and the resistance andpenetration readings taken for the filter on themanufacturers Q107 Penetrometer. In addition,the manufacturer shall provide a filter test andcertification of compliance report for the buyer’srecord when required.
All filters shall be packaged one filter percarton. Each filter shall be encased by a flanged,tight-fitting linerboard sleeve that fits within thecarton, leaving a dead-air space on the foursides of the filter.
Environmental Conditions
Heat Resistance
In high-temperature applications, the filtermedia will exhibit loss of strength after the binderburns off. (This normally occurs in the 300°-325°F range.) The filter media becomessignificantly weaker when the binder burnsoff; therefore, Flanders recommends onlyseparator-style filters be used in high-temperature applications.
Humidity and Water Resistance
HEPA filter media will tolerate high humidity andsome direct wetting, but not excessive amountsof moisture, either from airborne droplets orcondensation, can plug the filter and result infailure by over-pressure.
Wood frames are unsuitable for high-moistureconditions, because wood expands or warpswhen wet, and it supports biological growth un-der humid conditions. Metal frame filters aremore suitable for moisture-laden atmospheres.Because aluminum separators can corrode insome environments and slough particles down-stream of the filter, separatorless PUREFORM®
filters are also recommended for moist condi-tions, except in high-temperature or causticapplications.
Chemical Resistance
All materials used in the filter have goodresistance to most organic solvents and areresistant to many weak organic and inorganicalkalies and acids. Exposure to acids such asHF and those with NOx radicals occurs in nuclearsystems fairly often and with varying degrees ofimpact (HF attacks glass). Information aboutthe potential effects of humidity, variouschemical agents, heated air, and theinterrelationship of the constrution materialsmust be determined by the user throughtesting.

HEPA Filters: Packaging, Palletizing, Storage and Shelf Life
Packaging and Palletizing
The successful delivery of undamaged HEPAfilters depends largely upon good packaging.Shipping damage is minimized by encasing eachfilter in a tight-fitting linerboard sleeve that isflanged outward at its top and bottom. Thiscreates a 1 1/2-inch dead-air space around thefilter to absorb impact. Flanders packages allfilters 24” x 12” x 5 7/8” and larger in thismanner. All filter carton material is tested forstrength and certified to meet all constructionrequirements of the applicable freightclassification. Additionally, all HEPA filters arepalletized for shipment in groups of cartonedfilters stacked side-by-side and stretch-wrappedto the pallet with vertical corner braces.
Installation NoteHEPA filters should be installed with thepleats aligned with the vertical axis whenthe airflow is horizontal. This preventssagging and potential tearing of the mediumas the filter becomes loaded with dust in ser-vice.

Receipt and Storage Requirements
HEPA filters should be stored in their originalcartons in an environmentally controlled room.HEPA filters should be oriented vertically withtheir pleats vertical, and be stacked no more thanthree car tons (slightly over 6 ft.) highunless intermediate bracing or flooring isprovided to prevent the weight of the upper tier
from bearing on the lower tier. Unless there isobvious damage to the cartons, HEPA filtersshould not be opened prior to use or removedfrom shipping pallets or skids until immediatelyready for installation.
While in storage, items should be checkedperiodically to ensure that they are not exposedto detrimental conditions. Storage areas shouldbe uncluttered and permit easy access to itemswithout the necessity of moving other items toget to them. An item-control procedure issuggested for the storage area to ensure thatitems are not removed from the area withoutproper authority and to prevent improper orrejected items from being installed in thesystem. Materials and components should bemoved a minimum number of times (receiptinspection, storage and release for installationonly) and handled in a manner that does notdamage the item or its packaging. If wrappingsor cartons are removed for receiving inspection,they should be replaced and positively sealedimmediately upon completion of the inspection.Receiving and storage personnel shall beinformed of the necessity of proper handling ofall components, especially the HEPA filters.
Shelf Life Information
Flanders recommends the filter be stored in itsoriginal carton to prevent it from being exposedto ultraviolet rays and possible damage to thefilter media. The filter should be stored in a con-trolled area, 0-120°F, and should not be exposedto ozone depleting sources.
If these parameters are satisfied and storagerequirements as detailed are maintained, thefilter shelf life should be three (3) years fromgasket cure date or three (3) years from manu-facturing date for fluid seal filters.

Guide Specifications
1.0 General
1.1 HEPA filters shall be extendedmedia (separator-type) (PUREFORM®
separatorless-type) filters as manufacturedby Flanders.
1.2 Filter sizes, capacities and constructionoptions shall be as scheduled on thedrawings.
1.3 Filters shall be (UL 900 Class 1) (UL 900Class 2) listed.
2.0 Filter Construction
2.1 The filter pack shall be constructed bypleating a continuous sheet of non-wovenwater-resistant fiberglass media aroundhemmed-edge corrugated aluminumseparators.
2.2 The filter pack shall be constructed bypleating a continuous sheet of formed,corrugated medium so that the pack is self-supporting without the use of spacers ofany kind, including separators, tapestrings, adhesives or strips of media.
2.3 The filter pack shall be sealed into a(galvaneal) (409 stainless steel) (304stainless steel) (particleboard) (fire-retardant particle board) (fire-retardantplywood) frame with a fire-retardant(polyurethane foam) (solid urethane)sealant. (Steel frames shall be 16-gauge.)(Wood frames shall be 3/4-inch thick.)
2.4 A (40-durometer closed-cell neoprenegasket) (silicone gel in a channel) shall beprovided on one or more sides to seal thefilter in the mounting device.
3.0 Performance
3.1 Initial and final resistances shall notexceed the scheduled values.
3.2 HEPA Filters shall have a minimumefficiency of 99.97% on 0.3 micrometerparticles when tested at rated capacityon a Q-107 Penetrometer. Each filter shallbe challenged with an approvednearly monodispersed oil aerosol of 0.30micrometer size. Measure the upstreamand downstream concentration of theseparticles with a light scattering photo-meter, determine the penetrationand calculate the efficiency.
3.3 HEPA Scan Tested HEPA Filtersshall have a minimum efficiency of99.99% on 0.30 micrometer particles.Scan Testing shall be in accordance withSection 6.2 of IEST-RP-CC034.1. Thescan test shall consist of challenging thefilter with a high concentration of anapproved oil aerosol or PSL Spheres.Using a photometer or particle counter,the media pack and the pack-to-frameseal shall be scanned to insure that thereare no leaks greater than .01% of theupstream concentration at 100 fpm facevelocity.

BLU JEL ® Seal Data SheetThe gel seal technique provides a simplesolution to a problem that has long beenassociated with air filters used in criticalapplications: bypass leakage at the interface ofthe filter and its housing or supporting casework.This bypass can contribute to high particlecounts in clean rooms and laminar flow workareas.Bypass leakage occurs primarily where gasketsare used to seal filters. Many factors contributeto its occurrence: improper gasket joints;mating flanges that are not flat or have beendistorted by clamping mechanisms used tocompress the gasket; memory loss or aging ofthe gasket material; or, bad seals or welds inthe filter mounting casework.The gel seal technique, first developed andpatented by Flanders in 1969, succeeds ineliminating bypass leakage because it avoidsthe major causative factors: the use of gasketsand the need for absolutely flat mating surfaces.The technique also eliminates clamping devicesand allows easy installation and replacement offilters.General DescriptionFlanders BLU-JEL® Seal is a unique, ice-bluesilicone gel specially designed to create andpreserve an airtight seal between high-efficiencyparticulate air filters and their holding cases orhousings. The gel is factory-installed andfactory- cured within the perimeter channels offilters designed for gel seal applications. Thecured gel has the self-healing qualities of aliquid while retaining the stability and non-flowcharacteristics of a solid. These properties aremaintained at both high and low temperatureextremes and are not lost even when agedcontinuously at high temperatures. BLU-JEL®
Seal exhibits excellent bonding to manymaterials. It is also highly self-adhesive,allowing knife edges to be cleanly withdrawn.The hydrophobic nature of the gel makes itideally suited for applications that require long-
term sealing against moisture and otheratmospheric contaminants.Temperature RangeThe recommended constant operatingtemperature range for BLU-JEL® Seal is -70°Fto +392°F. Short terms (1-2 hours) at highertemperatures should be limited to 500°F.Exposure to either extreme will not alter theproperties of the gel when returned to ambienttemperature. Temperatures below -70°F willincrease hardness; the gel will become brittle at-90°F and will be prone to cracking if subjectedto mechanical shock. Continuous exposure totemperatures above +392°F will result indegradation of the polymer.Fire and Explosion DataFlash Point: Determined by Cleveland ASTMD92 Open Cup Method. Result: No flash at450°F.Exposure to FlameA flame exposure test evaluating BLU-JEL®
Seal’s flammability and self-extinguishingcharacteristics was performed, following thesame procedure used in the Underwriters UL94-VO test. The gel turned to ash on the outersurface, but the inner core remained normal.The gel maintained its physical shape and didnot run or melt. Based upon the testing, it isconcluded that BLU-JEL® Seal is a self-extinguishing material that will perform itsdesigned function as a filter-to-housing sealantuntil flame impingement totally turns thesealant to ash.VolatilityThe non-volatile content of BLU-JEL® Seal, asdetermined by testing 2 grams for 2 hours at302°F (150°C), is 98%. The volatility rate of thegel, measured after it has been cured at thefactory and is ready for shipment, is

Chemical Resistance
Information on BLU-JEL® Seal’s resistance to awide variety of oils, fuels, hydraulic fluids,solvents, silicone fluid, greases, food products,water and steam, acids, bases, salts and otherchemicals is available from the factory uponrequest.
Radiation Effects
The expected radiation resistance of BLU-JEL®
Seal is 20 megarads at room temperature, 10megarads of radiation at 77°F. Radiationexposure at these levels will not affect thesealing properties of the compound. Exposureto higher levels of radiation and temperature willresult in brittleness, which is not reversible.Further information on radiation testing isavailable from the factory.
Non-Nutrient
BLU-JEL® Seal is a non-nutrient and will not ofitself support biological growth. The compounddoes not contain a fungicide.
