We profile initiatives by the City of Cape that highlights their efforts to create a caring and inclusive City. These initiatives include programmes to reduce crime and eradicate the scourge of substance abuse. The festive season is a time for us all to unwind and spend time with those we love. It is a time for us to enjoy, and we should all do so responsibly. During this time, the City of Cape Town law enforcement efforts are aimed at keeping our roads, communities and beaches safe.

We believe that our beaches are an inclusive place for all residents to enjoy with their families, free from any threat of harm. In terms of the Seashore Act, it is illegal to consume alcohol on city beaches and, as such, our officials patrols beaches regularly to confiscate alcohol from beachgoers. During the last festive season hundreds of spot fines were issued for the 7931 litres of alcohol that was confiscated and impounded by Law Enforcement. Those who break the law and consume alcohol on our beaches are not only potentially putting themselves at risk, but their consumption of alcohol is disrespectful towards other beachgoers who are enjoying the beach with their families and young children.

Our enforcement efforts have indeed increased over time and we will ensure that we enhance these efforts during the upcoming season. Together with your help, you can help us to send a message that illegal consumption of alcohol on city beaches will not be tolerated.

I want to assure the residents of Cape Town that there is indeed much that the City is doing to eradicate the scourge that is substance abuse; but as with everything else, we need our communities to work with us if we are to make a real difference. We believe that Cape Town has a substance abuse problem that affects every single resident and business, not just those who use drugs. Its the most serious challenge we currently face as a city.

To underscore our commitment to being a Caring City, this year we also launched the ‘I have a drug problem’ campaign which was targeted to all those who are affected by substance abuse, including the family and friends of substance abusers. The campaign urged people to access the City’s 24-hour helpline on 0800 43 57 48, where they could find information regarding assistance provided by the City and other organisations. In April 2013, this helpline fielded 51 calls from residents needing assistance. In April 2014, the number increased to 697.

The campaign reached 4,8 million people through traditional media channels and an additional 2 million through social media. People used Facebook as a platform to reach out for assistance and share their stories.

The City offers treatment in the form of the Matrix model for drug and alcohol treatment. As part of this programme, the City offers a free 16-week outpatient alcohol and drug treatment programme. Matrix clinics have also seen an increase in demand for treatment during this time. At the Cape Town Drug Centre in Mitchells Plain, there has been a 15% increase in the number of clients being admitted for rehabilitation. That increase has largely been among adolescents – an age group historically least likely to reach out for treatment. We have also seen a 34 % increase in the number of people being treated at the City’s Matrix facilities in Parkwood, Milnerton and Delft South.

Drugs and alcohol abuse destroy families and in turn, destroy the social cohesion of our beautiful city. We all want to live in a World Class City, and to achieve that we all have a role to play. If you have loved ones have a drug problem, we would likeyou to encourage them to use these services provided by the City.

Together we can fight substance abuse. Together, we can truly make progress possible.

MYTHS AND FACTS ABOUT HARMFUL ALCOHOL/ DRUG USE

Myth 1: Overcoming harmful use or dependency is simply a matter of willpower ‘You can stop using drugs if you really want to’.

Fact: Prolonged exposure to drugs and alcohol alters the brain. These brain changes make it extremely difficult to quit by force of will by the individual.

Myth 2: Dependency is a disease; there’s nothing you can do about it.

Fact: Dependency is a disease but that does not mean you’re a helpless victim. Dependency can be treated and

reversed through therapy, medication, exercise and other treatments.

Myth 3: Harmful drug and alcohol users have to hit rock bottom before they can get better.

Fact: Treatment and recovery can begin at any point of dependency. The earlier, the better. The longer abuse continues the harder it is to treat. Don’t wait, act immediately.

Myth 4: You can’t force someone into treatment. They have to want help.

Fact: Treatment does not have to be voluntary to be successful. Someone that is pressured into treatment is just as likely to benefit as those who choose to enter treatment on their own.

Myth 5: Treatment did not work before, so there’s no point trying again. Some cases are hopeless.

Fact: Recovery from drug dependency is a long process. It often involves setbacks. Relapse does not mean that treatment has failed or a lost cause. Do not give up.

IS THERE A PROBLEM? Answer the following questions as honestly as you can and if you do decide you need help, the City of Cape Town Helpline is there for you. There is a solution!

Substance abuse is rife amongst many South Africans and can be blamed for many of the social ills that affect communities. Families of persons that fall victim to substance abuse can assist by detecting signs at an early stage. Provid-ing a support structure and being aware can assist in overcoming the problem.

WARNING SIGNS THAT A FRIEND/FAMILY MEMBER IS INDULGING IN

SUBSTANCE ABUSE

Drug and alcohol users often try to conceal their symptoms and downplay their problem. If you’re concerned that a loved one may be abusing any substances, look out for the following signs:

Physical Warning Signs• Bloodshot eyes or pupils that is larger or smaller than usual.• Changes in appetite or sleep patterns.• Sudden weight loss or weight gain.• Deterioration of physical appearance and personal grooming habits. • Unusual smells on breath, body or clothing. • Tremors, slurred speech, or impaired coordination. Behavioural Signs• Drop in attendance and performance at work or school. • Unexplained need for money or financial problems. May borrow or steal to get it. • Engaging in secretive or suspicious behaviours. • Sudden change in friends, favourite hangouts and hobbies.• Frequently getting into trouble (fights, accidents, illegal activities). Physiological Warning Signs• Unexplained change in personality or attitude. • Sudden mood swings, irritability or angry outbursts. • Periods of unusual hyperactivity, agitation or giddiness. • Lack of motivation; appears lethargic or “spaced out.”• Appears fearful, anxious, or paranoid with no reason.

WARNING SIGNS OF TEEN DRUG ABUSE

The challenge parents are faced with is to distinguish between the ups and downs of the teenage years and the warning signs of substance abuse. The warning signs of drug use and abuse in teenagers include: • Suddenly being secretive about friends, possessions and activities. • New interest in clothing, music and other items that highlight drug use. • Demanding more privacy, locking doors, avoiding eye contact, sneaking around.

• Skipping class, declining grades, suddenly getting into trouble at school. • Missing money, valuables or prescriptions.• Acting uncharacteristically isolated, withdrawn or depressed. • Using incense, perfume, or air freshener to hide the smell of smoke or drugs. • Using eye drops to mask bloodshot eyes or dilated pupils.

harms an unborn baby in different ways at different times during the pregnancy. If you stop drinking alcohol at any stage it will make a difference to the baby.

Will alcohol always harm the baby?Alcohol can cause damage to the unborn baby even before the woman knows she is pregnant. Alcohol can continue to harm the baby until the baby is born. It is never too late to stop drinking during pregnancy. No amount of alcohol is safe for the unborn baby. ALL TYPES OF ALCOHOL CAN DO HARM

Where do you go if you are worried your baby/ child has FASD?Go to the clinic and ask that your child be tested. Only specially trained doctors can determine if your child has FASD.

What is the role of the man when his female partner is pregnant?Persuade her not to drink Encourage her to go for help if she cannot stop drinking. Respect her wish when she decides not to drink. Help the pregnant woman to enjoy alcohol free activities. Ban alcohol from your house. Speak to a man you trust to learn how to be a better husband and father. Show solidarity! Give up alcohol for 9 months.

Where do I go for help?If you need help to control your alcohol intake, drug misuse and smoking then speak to: Local community structures eg: women’s groups, Narcotics Anonymous or Alcoholics Anonymous, Social worker, Mental health nurse, Places of worship, Religious leader. Don’t go at it alone.Seek help.

Do FASD babies develop likenormal babies? A FASD baby can be born early before his/her due date. These babies have a low birth weight and are weak and sickly. They are slow in reaching milestones e.g. sitting, walking, and talking.

How does a child with ASD cope at school?A child with FASD does not cope well at school. They find it difficult to concentrate and have to be taught the same skills many times. It is important to have a child assessed early so that help can be given. They have difficulty knowing right from wrong. FASD children will have physical and intellectual problems their entire lives.

What is International FASD Day?FASD Day is Foetal Alcohol Spectrum Disorders Day celebrated every year on9 September.

How is FASD prevented?FASD is prevented if the mother does not drink alcohol during pregnancy. FASD is 100% preventable. No alcohol for mom during pregnancy then no FASD for baby. FASD is 100% permanent. The damage done by the alcohol cannot be undone. How does alcohol get to the unborn baby?Everything the mother eats and drinks goes into her stomach and through the bloodstream to the unborn baby in the womb.

How does alcohol harm the unborn baby?Alcohol damages the unborn baby’s growing body and brain resulting in many types of birth defects.

Will it make a difference if a pregnant woman stops drinking anytime during the pregnancy?It is best to stop drinking alcohol when you are planning to have a baby. Alcohol

BACKGROUND

In the late nineties, a group of biological and adoptive/foster parents in Canada and New Zealand got together to decide how best to create awareness and share information regarding the management of children with Foetal Alcohol Spectrum Disorders (FASD) across the globe.

9 September 1999 @ 9:09am?The symbolism of 9 is very important, as a woman is normally pregnant for 9 months. The number 9 is therefore fully utilised.

What is the FASD knot?The white cord is tied in a knot known as the reef knot or the Canadian knot. The knot is worn on your chest to support and to inform the world about FASD and as a sign that the person wearing the knot is in support of the FASD prevention message.

The knot symbolises the following: Cord with worn ends: the umbilical cord whereby the baby receives food and unfortunately also alcohol from the pregnant woman, and the central nervous system (brain) which can be permanently damaged by the alcohol.

Antarctica, the continent thatsurrounds the South Pole, remains the most mysterious continent on Earth. No-one lives there permanently.

Antarctica is the coldest, windiest and driest place on Earth. It is almost entirely covered in ice.

The lowest temperature measured was -88 degrees Celsius. In the interior, wind speeds reach up to 350 km/h.

The annual rainfall is about 50mm inland and 35mm along the coast (South Africa’s average annual rainfall is 464 mm, and the world average is 857 mm).

During summer, Antarctica has 24-hour daylight, no nights. During winter, Antarctica has 24-hour nights when it is continually dark for about one month.

ANTARCTICA IS SO COLD BECAUSE IT IS:

• Surrounded by an ocean with cold currents;• the windiest place on Earth;• completely covered with snow. Since snow is white, it reflects rather than absorbs the sun’s rays; and• situated at an extremely high altitude (average 2 500 m).

Although the region is harsh and very few people live there, it is very vulnerable.

SOUTH AFRICA IN ANTARCTICA

South Africa’s involvement in Antarctica and the Southern Ocean Islands dates back to the earliest voyages of discovery, due to the then Cape of Good Hope’s position as a stop-over for explorers, whalers and sealers (people hunting whales and seals).

In 1959, the first South African expedition to the Antarctica was undertaken. The expedition established a permanent presence for South Africa in Antarctica which is still there to date. South African took over an abandoned Norwegian base on the edge of the ice shelf, some 4 000 km south of Cape Town. This base was replaced several times, because a base built on the ice shelf drifts out to sea with the ice with time and is eventually covered with snow.

The most recent South African base, SANAE-IV, is located 170 km inland, built on a rocky outcrop peeping out of the white snow. The new base was completed in 1997.

The frame of the base is made of steel and the outer layer is rigid, pre-constructed foam and fibreglass panels. The base is built on stilts to allow for wind and snow to flow underneath the base and to thus prevent the accumulation of snow on top of the base. The roof and bottom panels are painted bright orange which makes it easier to see the base from the air. The living quarters are heated by the heat exchangers of the electric power generators. Fresh water is obtained by melting snow.

HOW TO GET THERE

Antarctica is about 4000km away from South Africa. It takes 10-15 days to travel there by ship, the time depending on how much ice there is along the way.

It can only be reached between November/December and April/May.

The SA Agulhas II is the Department of Environmental Affairs’ research and supply ship. The vessel transports people and cargo to its three bases in Antarctica and on Marion and Gough Islands. The ship is therefore also a scientific platform allowing for research to be conducted, weather observations to be made and

weather to be released as it sails.Much of the South African researchers’ work in the Antarctic and Southern Ocean Islands region is aimed at protecting the fragile environment. The mission of the Department of Environment’s is to increase our understanding of the natural environment and life in the area through appropriate research, science and technology.

WHO OWNS ANTARCTICA?

The Antarctic continent does not belong to any state or government. South Africa and 48 other member nations belong to the AntarcticTreaty. Through the Antarctic Treaties

BONTEBOK

Bontebok National Park, just outside the historic town of Swellendam, lies at the foot of the majestic Langeberg Mountains and is bordered by the winding Breede River. The Park is home to over 200 Bon-tebok and many other animals including the Red Hartebees and Grey Rhebok. Although the smallest of SA’s 19 National Parks, it is by no means less diverse. Here are some ideas of what to see and do in Bontebok National Park:

The southernmost tip of Africa, official meeting place of the Atlantic and Indian oceans, is a place of rugged beauty with rich cultural and natural heritage. Many national monuments are found in the area, such as the historic Cape Agulhas Lighthouse, which has been in operation since 1849.

Here are some ideas of what to see and do in Agulhas National Park:

The beautiful beaches in Cape Town contribute to the Mother City’s worldwide acclaim. From the trendy shores of Clifton and Camps Bay to the warmer swimming waters of False Bay – if you love surf and sand, Cape Town will have a beach that’s just right for you.

A reminder why the Lonely Planet rated Cape Town as the world’s second best beach city for 2011, as well as why so many filmmakers and photogra-phers choose Clifton for their projects.

On Cape Town’s Atlantic seaboard, wide sandy stretches, dramatic views and blazing sunsets make up for the bracing sea temperatures that these beaches of Cape Town are known for. While the water might be chilly, Clifton’s four beaches are among Cape Town’s most popular, attracting a trendier set that like to sunbathe, play volleyball and hang out with friends.

Nearby Camps Bay beach is a Cape Town weekend favourite, edged by trendy eateries and characterised by large crowds. A little further on you’ll find Llandudno, a surfers’ paradise rimmed by some of the city’s most expensive real estate, and Sandy Bay, where not even a swimming costume is required.

The warmer Indian Ocean waters of the False Bay seaboard are better suited to swimming. Best known among these beaches is Muizenberg, where multi-coloured Victorian-style beach boxes hark back to a more genteel time.

There are some good Cape Town beaches in nearby Simon’s Town, one of the oldest Cape settlements with a strong naval tradition, reflected in the number of naval museums and monuments in the town.

When the wind is up at the beaches in Cape Town, people head to Boulders Beach, which is sheltered by large, rounded rocks and is home to a protected colony of endangered African penguins.

Other popular Cape Town beaches are Noordhoek Beach, which is good for long walks and popular with surfers and kite fliers; Kommetjie Beach, another popular surfers’ hangout; and Bloubergstrand, which offers the famous view of Table Mountain across the bay.

Lappiesbaai Beach

A long, curvy bay (near Stilbaai) which is very popular over the holiday season. Lappiesbaai beach has been awarded Blue Flag status three years in a row - and no one can argue with that.

Bikini Beach, Gordon’s Bay

Bikini Beach in Gordon’s Bay is a great beach hang-out for those who are young at heart. With the gracious Hottentots-Holland Mountains in the background, this False Bay beach is popular amongst the students from nearby Stellenbosch University and visitors who enjoy a laid-back beach lifestyle.

Bikini Beach takes its name from young students of the University of Stellenbosch for whom this stretch of sand is a popular recreation spot. It’s the home to bikinis, board shorts and lots of fun in the sun.

About 40 minutes’ drive from central Cape Town, this Blue Flag beach is popular for its warm water and the proximity to trendy restaurants and hotels. The views of the Hottentots-Holland mountain range simply add to the scenic setting that combines a gorgeous white beach and the purple hue of the mountains in the distance. Nestling against the Gordon’s Bay harbour wall, Bikini Beach offers shelter from the summer months’ infamous southern winds, further adding to its appeal.

Surfers enjoy the fact that the slope on this section of Gordon’s Bay drops down suddenly and sharply, resulting in formidable waves (which can break as ‘dumpers’ if you’re not playing your cards right). You’ll spot them riding the left-hand break off the harbour wall, landing on the beach and then going back for more of the same.

This top Cape Town beach used to be rocky and not very user-friendly, but the building of Gordon’s Bay’s first harbour in 1939 altered the way in which sediment was deposited by the currents, and resulted in the white sand stretch we see today. The old harbour is a great location for fresh-from-the-sea seafood, and anglers can be seen fishing from the harbour walls.

A fishing station was firstestablished at Gordon’s Bay in 1672 and in 1830 a whaling station operated for a short period.

Hawston Beach, Hermanus

Hawston Beach is an immaculate Blue Flag beach destination that combines a range of natural attractions into the mix. Here you’ll find a white stretch of beach, scenic mountains, a wide range of bird-life and whales and dolphins thrown in for good measure.

Hawston Beach is found along a stretch of coastline to the west of Cape Town renowned for its whale and dolphin spotting opportunities. The little fishing village of Hawston is located en route to Hermanus, between the towns of Fisherhaven and Onrus in the scenic part of the country known as the Whale Coast. The idyllic Blue Flag beach found located here is a secret that the locals are happy to share with those who

appreciate the finer things in life.

This Western Cape Blue Flag beach is worth taking a look at, if not for its swimming possibilities (which happen to be some of the safest on this coastline), then just for its views of sweeping mountains and ocean combined. Hawston Beach is a great venue for walking, but take caution to treat its extensive dune systems with sensitivity and stick to the designated boardwalks. Interpretive signage on the way is helpful in informing visitors about the vegetation and

and natural resources of thispristine beach.

Facilities alongside this Blue Flag beach include picnic and braai areas, as well as an Olympic-size swimming pool - which is open to the public. The beach enjoys the full attention of lifeguards from 1 December to 31 March each year. Hawston is named for a frequent vacationer to the spot, Charles Haw, who settled in nearby Caledon in the late 1850s. The location, however, has roots that go back to the earliest known settlers in the area, the Khoisan, and a little later, the Griqua. Hawston families record long and proud histories in the vicinity.

This area of the Western Cape proffers excellent birdwatching, and one threatened species you might catch sight of here is the black oyster catcher. Between July and December it’s southern right whale season and whale watching boat trips out of Hermanus tend to make their way to Hawston for some close encounters with the ocean’s largest mammals.

BLUE FLAG STATUS CONFIRMS THAT

CITY'S BEACHES ARE WORLD-CLASS

The City of Cape Town once again boasts the highest number of Blue Flag beaches in the country.

At a ceremony in Knysna on Tuesday, 7 October 2014, eight Cape Town beaches and three marinas were awarded Blue Flag status during a ceremony hosted by the National Minister of Tourism, Derek Hanekom. The following City beaches were awarded full Blue Flag status for the 2014/15 summer season which runs from 1 December 2014 to 31 March 2015:

1 - Bikini Beach2 - Mnandi Beach3 - Strandfontein Beach4 - Muizenberg Beach5 - Llandudno Beach (December to January)6 - Camps Bay Beach7 - Clifton 4th Beach8 - Silwerstroomstrand (December to January)

In addition, Melkbosstrand Beach was awarded pilot Blue Flag status for the 2014/2015 summer season. Pilot Blue Flag beaches are beaches which will be considered for full Blue Flag status if certain criteria are met within a specified period of time.

The Blue Flag is an international accreditation awarded to beaches that display excellence through meeting 33 criteria covering four categories including: environmental education and information; water quality; environmental management; and safety and Services.

Participation in this international programme is voluntary and thestatus indicates that the beaches are clean, have adequate ablution facilities and parking, are environmentally sound, are safe and secure to visit, and adhere to international safety and tourism standards.

The accreditation is awarded for one season at a time, and can be withdrawn if conditions deteriorateat the beach.

The City has successfully participated in the Blue Flag Beach Programme since its inception in South Africa in 2001.

Not all beaches in Cape Town have Blue Flag status – but this is not a negative reflection on the beach. The Blue Flag serves merely as a monitoring tool to assist the City in improving and enhancing services and facilities on all public beaches while maintaining the already-high standards set at the beaches.

Three marinas also achieved Blue Flag status. They are Granger Bay, Harbour Island and False Bay. Blue Flag marinas help to ensure better business opportunities for tourism enterprises, while promoting economic development in the boat-building industry, thus creating job opportunities.

5. Take full responsibility for your goals. Don’t blame others if you fail.

6. Design your perfect calendar for 2015. Decide how you would like to live your life, every day this year. This will drive you to develop an exciting vision for your year. Remember that your energy flows where your attention goes.

7. Communicate your resolutions to the important people in your life. This will strengthen your commitment and get others to support you.

It’s late 2014 and another year in your life is about to begin. Did you accomplish the goals that you set out for yourself at the beginning of the year? I have decided to write about what most people do at the beginning of each year, the traditional New Year’s resolution. It’s strange that this time of extreme over-indulgence collides with this habitual period of deep reflection and looking forward into the future. We have become experts in our own faults and spend a huge part of our lives trying to repair our flaws, while our good points lie stagnant and neglected.The challenge for us all is not a lack of ability. It’s a matter of focusing the ability we have on the things that matter most to us, while at the same time renewing our belief in ourselves.

During the winter months the Great White Sharks are extremely active around the island and we enjoy many sightings and often witness natural predations. The main breeding season for the Cape Fur Seal is November and December when almost 20 000 pups are born.The majority of the seals on Duiker Island, out of Hout Bay Harbour, are males waiting out their time until they reach the right breeding age, which is between the ages of 8 to 12 years depending on their size. Duiker Island is not a breeding colony as the sea can get very rough and the pups get swept off. The island is most densely populated from January through March due to the seals moulting. During this period they do not go off in search of food but rely on fats they have stored in their blubber.

BIG 5 SAFARI

The phrase Big Five game was coined by white hunters and refers to the five most difficult animals in Africa to hunt on foot. The collection consists of the lion, African elephant, Cape buffalo, leopard, and rhinoceros.

African Big Five Game Species:African bush elephant (Loxodontaafricana): The African elephant is a very large herbivore having thick, almost hairless skin, a long, flexible, prehensile trunk, upper incisors forming long curved tusks of ivory, and large, fan-shaped ears.

There are two distinct species of African elephant: African forest elephant (Loxodon-tacyclotis) and the African bush elephant (Loxodontaafricana). Black rhinoceros (Dicerosbicornis):The black rhinoceros is a large, thick-skinned herbivore having one or two upright horns on the nasal bridge. Rhinoceros may refer to either black or white rhinoceros.

African cape buffalo (Synceruscaffer): The African or cape buffalo is a large horned bovid. Buffalo are sometimes reported to kill more people in Africa than any other animal,

SHARK CAGE DIVING

Great white sharks are the apex predators of our oceans and Cape Town is one of the shark cage diving capitals of the world. Sharks are iconic and magnificent creatures. Experience a great white shark up close and personal with a shark diving or shark viewing tour (you don’t have to get in the cage!) and you do not need a scuba diving certificate to shark cage dive. Great White Shark, Cage Diving takes place from April to September in False Bay (departs from Simon’s Town) and all year round from Gansbaai (2 hours fromCape Town).

CAPE FUR SEAL

Situated only 8 nautical miles (about 16km) from Simon’s Town, Seal Island is home to 75,000 Cape Fur Seals, 24 different bird species and the hunting ground of the Great White Shark. All year round we often encounter Dolphins, Humpback whales and Brydes whales. From July to November the Southern Right whales are plentiful in the bay and you can be assured of a sighting.

although the same claim is also made of hippos and crocodiles. It is considered the most dangerous of the Big Five, reportedly causing the most hunter deaths, with wounded animals reported to ambush and attack pursuers.

Lion (Pantheraleo): The lion is a large carnivorous feline of Africa and northwest India, having a short, tawny coat, a tufted tail, and, in the male, a heavy mane around the neck and shoulders. A lion may attack without provocation, and is considered by many to be the best of the Big Five.

Lions habituate the savanna where tall grasses, shrubs and bushes obscure and provide them cover and camouflage. This thick undergrowth is commonly referred to as jess. As lions are ambush hunters, they use this natural cover to stalk close as possible before making a final charge to catch their prey. Lions do not generally avoid confrontation, but will usually face the challenger. Lions are unpredictable and may charge when sufficiently annoyedor confronted by danger.

Leopard (Pantherapardus): The leopard is a large, carnivorous feline having either tawny fur with dark rosette-like markings or black fur. They are wary of humans and will take flight in the face of danger. The leopard is solitary by nature, and is most active between sunset and sunrise, although it may hunt during the day in some areas. Leopards can be found in the savanna grasslands, brush land and forested areas in Africa. The male leopard is less than half the size of a male lion. The leopard is the smallest of the big cats, and rarely exceeds 200 lb (91 kg).

A visit to a South African reserve will, most likely, allow seeing not only the big 5 but other habitants of the African bush. Although the stock will be different between various reserves you’ll be able to watch: Giraffes, Elands, Springbok, Hippopotamus and Zebras.
