Mechanical systems typically use large quantities of energy in a hospital. Beyond replacing aging infrastructure, equipment replacement projects should evaluate opportunities for installation of high performance systems that can offer a substantial impact on energy costs. Design philosophies and technologies can be implemented to reduce energy use while still maintaining required ventilation rates, temperatures and humidities. Retrocommissioning and continuous commissioning of mechanical systems, especially of chiller and boiler plants, central station air handling units and HVAC controls, can assist facilities managers with operation optimization.

Electrical systems in health care facilities have to blend many characteristics: they must be robust and flexible enough to handle changes in program, both department and equipment wise, while also being reliable and easy to maintain. They should also be arranged and protected so that they can survive natural disasters. Some strategies employed to meet these goals are the use of closed transition automatic transfer switches to minimize interruptions when testing engine-generator sets, uninterruptible power systems to serve critical functions especially in operating and procedure rooms, strategically locating engine-generator sets so that they are not subjected to flooding, and providing distribution infrastructure that is sized not only for today’s load, but anticipates future loads. As recent events have taught us, the locations and protection of fuel system components is also vital to the survivability of emergency power systems.

Competition among hospitals to remain competitive is fueled in part by investing in new technology. Medical communications systems include specialized systems. More importantly, they require experienced personnel who can interface with both the medical staff and the design team to understand operational goals. These networked systems provide more than traditional communications. Patient monitoring and access to patient records are modern medical tools for a more efficient medical staff.

To maintain The Joint Commission (TJC) accreditation, health care facilities must develop and implement a security plan addressing the seven TJC areas of safety, security, hazardous materials and waste, emergency preparedness, life safety, medical, and utility systems. Commissioning is the systematic process of ensuring that all health care building systems perform interactively according to the owner’s project requirements and operational needs. The commissioning process includes and coordinates the traditionally separate functions of equipment start-up, adjustment, system performance testing and balancing, control systems calibration, construction and facility documentation, and owner training. The commissioning process is not intended to reduce the involvement or responsibility of the system designers or contractors, but to aid them in delivering a finished and fully functioning product.
Newcomb & Boyd’s commissioning group has the specialized experience and expertise necessary to commission and recommission health care facilities. Members of our team have worked in the health care industry for a combined total of more than 120 years.
In addition to commissioning, Newcomb & Boyd has extensive experience in retrocommissioning. Retrocommissioning occurs in the event that existing facility systems, present operating requirements, or present load conditions no longer allow the facility to operate in accordance with the design, and may no longer meet the owner’s original or current requirements. An experienced perspective can identify the fundamental causes of operational difficulties using a step-by-step evaluation, including studies, analyses and reports of the current situation and functional testing of existing systems. Once issues are identified, corrective actions are recommended and implemented.

Energy management has for many years played a central role in our basic design approach. We have performed original research for each of the basic research laboratories for the Department of Defense, and developed methodology and application guidelines for computer-based energy management systems. In the early 1980s, we were retained by the United States Air Force to “write the book” for design of energy monitoring and control systems. That work took us to military bases throughout the United States and Europe, and provided us the foundation from which to develop that practice for corporate, health care and college/university campuses. Today, our firm has become a leader in the field of energy-conscious design of building systems that are cost effective from a life cycle standpoint, yet apply new technology.
With respect to the LEED process, we currently have 81 projects that have received LEED certification at various levels, along with 45 other projects that have been, or will be, submitted for a rating.
Currently, we have 53 LEED Accredited Professionals on staff, including every Partner. Members of our staff have been presenters at the Greenbuild and Labs21 International Conferences.
In addition to our participation in the USGBC, our engineers are established experts on the subject of sustainable design, having had several articles published on the subject, and been on the speaker’s platform at national and international conferences regarding sustainability issues.
