Colliers International (Client) retained Pinchin West Ltd. (PWL) to conduct a hazardous building material assessment of the Crystal Court located at 124 West 20th Street, North Vancouver, BC. The assessment was performed on May 5, 2014.

The objective of the assessment was to identify specified hazardous building materials, evaluate their current condition and potential exposure risk to building occupants and develop corrective action plans as required. The findings from this assessment should only be used for the purpose of building management and routine maintenance. The results of this assessment are not intended to be used for construction, renovation, demolition or project tendering purposes.

Summary of Findings

The following is a summary of significant findings. Refer to the body of the report for specific findings and testing results.

Asbestos: Asbestos-containing materials (ACM) were confirmed to be present as follows:

Drywall taping compound found throughout the building; and

Textured finish on drywall walls and ceilings throughout the building.

Lead: Lead was confirmed present in select paints/surface coatings throughout the building and is present in emergency light batteries.

Silica: Crystalline silica is present in concrete, brick, masonry, ceramics, etc., where present in the building.

Mercury: Mercury vapour is present in lamp bulbs and fluorescent light tubes throughout the building.

Polychlorinated Biphenyls (PCBs): PCBs were not observed during the course of this survey.

Halocarbons: Halocarbons were not observed during the course of this survey.

Mould: Suspect visible mould growth was not observed during the course of this survey.

Summary of Recommendations

Please refer to Section 5.0 of this report for detailed recommendations on the hazardous materials identified.

This Executive Summary is subject to the same standard limitations as contained in the report and must be read in conjunction with the entire report.

1.0 INTRODUCTION AND SCOPE

Colliers International (Client) retained Pinchin West Ltd. (PWL) to conduct a hazardous building materials assessment of the Crystal Court located at 124 West 20th Street, North Vancouver, BC.

The assessment was performed by Gordon Watkins, Technologist, on May 5, 2014. The assessor was accompanied by Ron Cameron, of Colliers International, during the assessment.

The objective of the assessment was to identify specified hazardous building materials, evaluate their current condition and potential exposure risk to building occupants and to recommend corrective action plans as required.

1.1 Scope of Assessment

The assessment was performed to establish the location and type of hazardous building materials incorporated in the structure(s) and its finishes.

For the purpose of the assessment, and this report, hazardous building materials are defined as those containing the following:

Asbestos;

Lead;

Silica;

Mercury;

Polychlorinated biphenyls (PCBs);

Halocarbons; or

Mould.

The assessed area consisted of all parts of the building. This assessment did not include demolition of building materials or equipment to view concealed conditions behind solid walls, enclosures shafts and chases.

1.2 Limitations on Scope

The findings from this assessment should only be used for the purpose of building management and routine maintenance. The results of this assessment are not intended to be used for construction, renovation, demolition or project tendering purposes.

This assessment excluded the following:

Owner or occupant articles (e.g. stored items, furniture, appliances, etc.);

Underground materials or equipment (e.g. vessels, drums, underground storage tanks, pipes, etc.);

Building envelope, structural components or items where sampling may cause consequential damage to the property (e.g. fire doors, exterior wall cavities, roofing materials, caulking and putties);

Inaccessible items or materials (e.g. exterior soffits, material concealed behind structure, materials above solid ceilings, material below flooring, items inside ductwork, adhesives);

Energized systems (e.g. internal boiler components, elevators, mechanical or electrical components);

Controlled products (e.g. stored chemicals, operational or process-related substances);

Other components (e.g. settled dust, mastic, coatings, etc.; and

Inaccessible areas or locked rooms.

2.0 GENERAL METHODOLOGY

A representative assessment was conducted in the building to identify the hazardous materials listed in the scope of work and included all common areas of the building and a minimum of 10% of the suites on each floor.

Representative samples were collected and/or visual observation of the hazardous materials was conducted. A risk assessment was conducted to develop corrective action or ongoing management strategies.

A unique location number was assigned to each room or homogenous area to identify each part or location of the building.

Specific methods and criteria used in this assessment are further detailed in Appendix I.

3.0 BACKGROUND INFORMATION

3.1 Building Description

The building was originally constructed in 1966 and is 3 storeys above grade with no levels below grade. The use of the building is residential apartments. The total area is approximately 12,000 ft2.

4.0 FINDINGS

The following sections present the results of the hazardous materials assessment and include a discussion of significant findings for each material.

Information collected during the assessment has been presented in this report as follows:

Assigned location numbers, location descriptions, and inaccessible areas are listed in Appendix II;

A summary of the hazardous materials inspection and testing results, including specific material descriptions and locations is provided in Appendix III;

Room-by-room details of material locations, assessment, sample results, quantities, etc., are presented in Appendix IV;

Copies of the laboratory analytical reports are provided in Appendix V;

Photographs referenced in the sections below are provided in Appendix VI; and

Drawings, indicating location numbers, sample locations are provided in Appendix VII.

4.1 Asbestos

4.1.1 Suspect ACM Not Present

The following materials are typically suspected to contain asbestos but were not observed in the building and are not discussed in the report findings:

Spray-applied fireproofing or thermal insulation;

Texture finishes (acoustic/decorative);

Thermal systems insulation (pipe insulation, duct insulation, boiler insulation);

Acoustic ceiling tiles; and

Plaster.

4.1.2 Texture Finishes (Acoustic/Decorative)

Asbestos-containing texture finish is present on drywall walls and ceilings throughout the building. Overspray from the asbestos-containing texture coat may be present above the ceiling at light fixture openings, on the deck, ducts and within junction boxes. Texture finish is friable, is in good condition and is painted. Refer to Photo No. 1 in Appendix VI.

4.1.3 Pipe Insulation

All pipes observed within the building were un-insulated.

4.1.4 Duct Insulation

All ducts are either un-insulated or insulated with non-asbestos fibreglass.

4.1.5 Mechanical Equipment Insulation

All mechanical equipment is either un-insulated or insulated with non-asbestos fibreglass.

4.1.6 Acoustic Ceiling Tiles

Asbestos-containing acoustic ceiling tiles were not found.

4.1.7 Vermiculite

Concrete block walls and/or solid ceilings were not demolished to determine if vermiculite is present. Loose fill vermiculite is not present in accessible areas.

4.1.8 Drywall Joint Compound

Drywall (gypsum board) and drywall joint compound is present as a wall and ceiling finish throughout the building. Based on test results, assume all drywall joint compounds to be asbestos-containing unless further sampling proves otherwise. Drywall joint compound is non-friable and is in good condition.

4.1.9 Vinyl Sheet Flooring

Asbestos-containing vinyl sheet flooring was not found.

4.1.10 Vinyl Floor Tile and Mastic

Asbestos-containing vinyl floor tiles were not found.

4.1.11 Presumed Asbestos Materials

A number of materials which might contain asbestos were not sampled during our assessment due to limitations in scope and methodology. Where present, these materials must be presumed to be an asbestos material and are best sampled immediately prior to disturbance. Materials presumed to contain asbestos include:

roofing, felts and tar

concrete floor levelling compound

electrical components or wiring within control centers, breakers, motors or lights, insulation on wiring

vermiculite in concrete block wall cavities

adhesives and duct mastics

4.2 Lead

4.2.1 Paints and Surface Coatings

Lead-containing paints were found in various areas. Refer to the Appendices for complete testing results. All lead-based paints were found to be in good condition.

4.2.2 Lead Products and Applications

Lead-containing batteries are present in emergency lighting units found throughout the building.

4.2.3 Presumed Lead Materials

Lead may be present in a number of materials which were not sampled as part of our assessment. The following materials, where found, should be considered lead-containing:

electrical components, including wiring connectors, fibre optic cable sheathing, grounding conductors, and solder

4.3 Silica

Crystalline silica is a presumed component of the following building materials where present in the building:

poured or pre-cast concrete

4.4 Mercury

4.4.1 Lamp Bulbs

Mercury vapour is present in all fluorescent lamps, mercury vapour lamps found throughout the building.

4.4.2 Mercury-Containing Devices

Thermostats were inspected and did not contain liquid mercury ampules. Mercury products were not found during the assessment.

4.5 Polychlorinated Biphenyls

4.5.1 Lighting Ballasts

Based on information from the Client and confirmed by visual observations (evidence of T-8 fixtures) the building has been comprehensively re-lamped and will not contain PCB ballasts.

4.5.2 Transformers

Transformers were not found during the assessment.

4.5.3 Presumed PCB Materials

A number of items which might contain PCBs were not sampled during our assessment. Materials presumed to contain PCBs include:

oil impregnated cables

voltage regulators

capacitors

4.6 Halocarbons

Equipment containing halocarbons was not found during the assessment.

4.7 Mould

Suspect visible mould growth was not found during the assessment.

5.0 RECOMMENDATIONS

5.1 General

The following general recommendations are made at this time:

1. All asbestos-containing materials are required to be identified with labels or signs or if not practicable, other effective means. “Other effective means” can be a floor plan showing locations of ACMs.

5.2 Building Demolition or Renovation

As this report is not intended for building renovation or demolition purposes; a detailed destructive assessment is recommended prior to these activities. A destructive assessment typically involves; sampling of materials presumed to be hazardous that were not sampled (i.e. roofing, window caulking, mastics), destructive testing and investigation (i.e. coring of block walls, removal of building components).

6.0 STANDARD LIMITATIONS

The work performed by Pinchin West Ltd. (PWL) was conducted in accordance with generally accepted engineering or scientific practices current in this geographical area at the time the work was performed. No warranty is either expressed or implied by furnishing written reports or findings. The Client acknowledges that subsurface and concealed conditions may vary from those encountered or inspected. PWL can only comment on the environmental conditions observed on the date(s) the assessment is performed. The work is limited to those materials or areas of concern identified by the Client or outlined in our proposal. Other areas of concern may exist but were not investigated within the scope of this assignment.

PWL makes no other representations whatsoever, including those concerning the legal significance of its findings, or as to other legal matters touched on in this report, including, but not limited to, ownership of any property, or the application of any law to the facts set forth herein. 1.1 Asbestos

An inspection for the presence of friable and non-friable asbestos-containing materials (ACM) was conducted. A friable material is a material that when dry can be crumbled, pulverized or powdered by hand pressure.

A separate set of samples was collected of each type of homogenous material suspected to contain asbestos. A homogenous material is defined by the US EPA1 as material that is uniform in texture and appearance, was installed at one time, and is unlikely to consist of more than one type or formulation of material.

Samples were collected at a rate that was in compliance with the requirements of local regulations and guidelines.

The homogeneous materials were determined by visual examination, available information on the phases of the construction and prior renovations.

The sampling strategy was also based on known ban dates and phase out dates of the use of asbestos; sampling of certain building materials was not conducted after specific construction dates. In addition, to be conservative, several years past these dates have been added to account for some uncertainty in the exact start / finish date of construction and associated usage of ACM.

In some cases, manufactured products such as asbestos cement pipe were visually identified without sample confirmation.

Drywall joint compound was sampled at exterior walls, columns or other locations to determine the presence of asbestos in the original drywall joint compound. Delineation of asbestos-containing drywall joint compound from non-asbestos drywall joint compound was not conducted.

Bulk samples were submitted to a NVLAP2 accredited laboratory for analysis. The analysis was performed in accordance with Test Method EPA/600/R-93/116: Method for the Determination of Asbestos in Bulk Building Materials, July 1993.

The asbestos analysis was completed using a stop positive approach. Only one result of greater than the regulated criteria is required to determine that a material is asbestos-containing, but all samples must be analyzed to conclusively determine that a material is non-asbestos. The laboratory stopped analyzing samples from a homogeneous material once greater than the regulated criteria was detected in any of the samples of that material. All samples of a homogeneous material were analyzed if no asbestos was detected. In some cases, all sampled were analyzed in the sample set regardless of result.

An asbestos-containing material is defined as 0.5% or any amount if vermiculite.

Asbestos materials were evaluated in order to make recommendations regarding remedial work. For each ACM identified, a risk assessment was performed which included; condition, friability, air movement or if located in an air plenum and accessibility. Remedial action was then determined from the risk assessment and/or if mandated by regulatory requirements.

PWL used an action matrix based on an evaluation of the accessibility and condition of ACM to make recommendations for compliance with current regulations and industry best practice. Refer to the assessment methodology at the end of this section.

1.2 Lead

Each distinctive paint finish likely to be disturbed by the planned renovation and present in more than very limited application was sampled for lead content. Paint samples were collected and submitted to a laboratory for analysis.

Analysis for lead in paints or surface coatings is performed in accordance with EPA Method No. 3050B/Method No. 7420; flame atomic absorption at an accredited laboratory.

For this report, all paints containing lead at a concentration of 0.009% or greater have been discussed. Paint and surface coatings were evaluated for condition.

Lead building products (e.g. batteries, lead sheeting, flashing) were identified by visual observation only.

1.3 Silica

Building materials suspected of containing crystalline silica (e.g. concrete, cement, tile, brick, masonry, mortar) were identified by knowledge of current and historic applications and visual inspection only. Sampling of these materials for laboratory analysis of crystalline silica content was not performed.

1.4 Mercury

Building materials/products/equipment (e.g. thermostats, barometers, pressure gauges, light tubes), suspected to contain mercury were identified by visually inspection only. Dismantling of equipment suspected of containing mercury was not performed. Sampling of these materials for laboratory analysis of mercury content was not performed.

Spills or damaged equipment was recorded where observed.

1.5 Polychlorinated Biphenyls

Light ballast and wet transformers suspected to contain PCB were determined based on the age of the building, a review of maintenance records and examination of labels on equipment, where present and accessible. The information was compared to known ban dates of PCBs and Environment Canada publications.

Dry transformers are presumed to be free of dielectric fluids and hence non-PCB. Spills or leakage of suspect PCB-containing fluids was recorded where observed or identified in historical documents.

1.6 Halocarbons

Air conditioning units, chillers and fire suppression systems (fixed and portable) suspected of containing halocarbons or other ODS were determined by visual inspection of manufactures labels and maintenance records only.

1.7 Visible Mould

Mould was identified if visibly present in a significant quantity on exposed building surfaces. If any mould growth is concealed within wall cavities it was not addressed in this assessment.

2.0 Asbestos Risk Assessment

For each ACM identified, a risk assessment was performed which included; condition, friability (those materials that can easily be crumbled or powdered with hand pressure) air movement or if located in an air plenum and accessibility. Remedial action was then determined from the risk assessment and/or if mandated by regulatory requirements. PWL used the following action matrix based on an evaluation of the accessibility and condition of ACM to make recommendations for compliance with current regulations and industry best practice.

ACM Material GOOD FAIR POOR

Friable Surfacing Materials (spray applied fireproofing, sprayed thermal insulation, texture finishes)

Surface of material shows no significant signs of damage, deterioration or delamination. Good condition includes unencapsulated or unpainted fireproofing or texture finishes, where no delamination or damage is observed, or encapsulated fireproofing or texture finishes where the encapsulant or paint has been applied after the damage or fallout occurred.

N/A A sprayed material that shows signs of significant damage or is significantly delaminating or deteriorating. This may be limited to surface delamination or some portion of the substrate may be exposed. Presence of debris.

Friable Manufactured Products (ceiling tiles)

No significant damage or deterioration. Condition is at or near to the condition when it was installed. Still serving its intended use as a building material or finish.

Showing signs of some cracking or breakage, but is not deteriorating (e.g. broken but in place ceiling tile, etc.). The material is still serving its intended use as a building material or finish but may require repair for mainly cosmetic purposes.

Significant deterioration or breaking apart of the material. Material has deteriorated to the point it is not serving its intended use as building material or finish. Is not repairable and requires at least localized removal and replacement. Presence of debris.

Friable Thermal System Insulation (mechanical insulation on vessels, boilers, breeching, ducts, pipes, fan units, equipment etc.)

Insulation is completely covered in jacketing and exhibits no evidence of damage or deterioration. No insulation is exposed. Includes conditions where the jacketing has minor damage (i.e. scuffs or stains), but the jacketing is not penetrated.

Minor penetrating damage to jacketed insulation (cuts, tears, nicks, deterioration or delamination) or undamaged insulation that had never been jacketed. Insulation is exposed but not showing surface disintegration. The extent of missing insulation ranges from minor to none. Damage can be repaired.

Original insulation jacket is missing, damaged, deteriorated or delaminated. Insulation is exposed and significant areas have been dislodged. Damage cannot be readily repaired. Includes components where insulation may have been removed incompletely. Presence of debris.

Non-friable materials (i.e. drywall and manufactured products such as cement products)

No significant damage or deterioration. Condition is at or near to the condition when it was installed. Still serving its intended use as a building material or finish.

Showing signs of some cracking or damage but has not deteriorated. The material is still serving its intended use as a building material or finish and does not require repair or removal from an asbestos hazard perspective.

Significant deterioration or breaking apart of the material to the point at which it cannot be repaired and it will require at least local removal. Material has deteriorated to the point it is not serving its intended use as building material or finish. Material may have deteriorated to a point where traffic or disturbance may cause it to become friable.

A

Common areas of the building within reach of all building users (approximately 9’ from floor or standard ceiling height). Includes other areas where occupant activities may result in disturbance of material that is not normally within reach from floor level, but may be disturbed by common activities (e.g. gymnasiums, workshops, warehouses)

B

Areas of the building accessed primarily by Maintenance, Caretaking, Janitorial Staff and within reach without use of a ladder. Includes areas within reach in Boiler Rooms, Electrical Rooms, Janitors Closets, Elevator Rooms, Mechanical Rooms, etc. Includes materials within reach from fixed ladders or catwalks, mezzanines, and accessible pipe chases.

C visible

Areas of the building above 9’ where use of a ladder or scaffold is required to reach the ACM. Only includes ACM that are visible to view without the removal or opening of other building components such as ceiling tiles or service access panels.

C not visible

Areas of the building above 9’ where use of a ladder or scaffold is required to reach the ACM. Includes ACM that are not visible to view and require the removal of a building component, such as ceilings tiles or access panels to view and access. Includes rarely entered crawl spaces, attic spaces, etc. Observations will be limited to the extent visible from the access points.

D

Areas of the building behind inaccessible solid ceiling systems, walls or equipment etc. where demolition of the ceiling, wall or equipment etc. is required to reach the ACM. Material inaccessible due to height or location or is only reached under unusual situations. Evaluation of condition and extent of ACM is limited.

Definition of Air Erosion, Air Plenum or Air Movement

The ACM is in a return air plenum or in a direct airstream or there is evidence of air erosion (i.e. ducts for heating or air conditioning blowing directly on ACM).
