Vad har hänt?

• Under ett EASA standardiseringsbesök på Maldiverna uppdagades det att HATA (EL.147.0007) hade utfärdat CoR till individer baserat på falska grunder

• HCAA drog in HATA:s tillstånd • Den grekiska domstolen informerades, då det kunde

anses vara en kriminell handling

• HCAA startade en omfattande utredning 2015-10-20

Fakta • Organisationen Hellenic Aviation Training Academy

(HATA) har haft sitt tillstånd sedan 2010 • Under deras aktiva period, så har HCAA utfärdat

följande antal licenser baserat på CoR från HATA: 64 till utländska individer 63 till grekiska individer

• I december 2014 publicerade EASA SIB 2014-32 SIB refererar till den lista som publicerats på

SINAPSE innehållande individer med misstänkta CoR (nu rev 3, ca 1700 namn)

Myndigheterna ska kontrollera om någon licens har utfärdats med HATA CoR som grund

Information tillbaks till EASA EASA efterfrågar även förslag på åtgärder för att

komma bort från problemet med att det kan vara möjligt att fuska vid/med examinationer

147.A.145 Privileges of the maintenance training organisation (a)The maintenance training organisation may carry out the following as permitted by and in accordance

with the maintenance training organisation exposition:

maintenance training devices (MTD) integration and usage in maintenance training (theoretical and practical); and

any other training methods and tools deemed necessary to be evaluated in the course of this rulemaking task.

New point 66.B.135 has been added to Section B, Subpart B as follows: 66.B.135 Procedure for the approval of Multimedia-Based Training

(MBT) courses The competent authority shall ensure the aircraft basic training

and aircraft type training comply with Appendix I and Appendix III whenever approving courses based on MBT methods, student-centred or blended training methods, either in a physical or a virtual environment. Such procedure shall take into account the principles and criteria described in Appendix VII to this Annex (Part-66) ‘Assessment method for Multimedia-Based Training (MBT) systems’.

Appendix I och III 3. Basic knowledge training standard 3. Aircraft type training standard An appropriate training method shall be determined for the entire

course or for each module or sub-module thereof, with regard to the scope and objectives of each training phase and in consideration of the benefits and limits of the available training methods.

Multimedia-based Training (MBT) methods may be used in order to achieve the training objectives either in a physical or in a virtual controlled environment and is subject to the acceptance of the competent authority approving the training course. 2015-10-20

147.A.100 Facility requirements (j) By derogation to paragraphs (a) through (d), in the

case of distance learning performed at a location where the Part-147 organisation has no control over the environment where the student is located, the Part-147 organisation shall brief the student and raise his/her awareness regarding the suitability of his/her learning location.

This derogation applies only to distance learning and not to the corresponding examination and/or

provided the student has the appropriate means of

environment by a Part-147 organisation and described in the MTOE.

For examination purposes, a controlled environment is one in which the identity of the students, the

conduct of the examination process, the integrity of the examination and the security of the

147.A.200 The approved basic training course (f) The duration of basic training courses shall be in

accordance with Appendix I. (g) Notwithstanding point (f), in order to benefit from

changes in training technology and methods (theoretical training), the number of hours as established in Appendix I (Basic training course duration) may be amended provided that the syllabus content and schedule describe and justify the proposed change. A procedure shall be included in the MTOE to justify these changes.

• The B2L licence is applicable to all aircraft other than those in Group 1 and is divided into the following ‘system ratings’: (i) communication/navigation (com/nav); (ii) instruments; (iii) autoflight; (iv) surveillance; and (v) airframe systems.

• The B2L licence permits the holder to issue certificates of release to service and to act as B2L support staff for the following: (i) maintenance performed on electrical systems; (ii) maintenance performed on avionics systems within the limits

of the system ratings specifically endorsed on the licence; and (iii) when holding the ‘airframe system’ rating, the performance of

electrical and avionics tasks within power plant and mechanical systems, requiring simple tests to prove their serviceability.

• No basic training is required (only examination). Basic knowledge examinations can be conducted by a Part-147 ATO, by the CA or at any other location/organisation (for example an aeroclub, an association or a manufacturer) if agreed by the CA.

• The new Appendix VII defines the basic knowledge requirements for the different subcategories (with respect to the examination).

• The new Appendix VIII defines the basic examination standard for each of the L licence subcategories.

The basic experience requirements are the following: • One-year experience in order to obtain all privileges

with the following limitations: complex maintenance tasks (Appendix VII to Part-M) standard changes (21.A.90B); standard repairs (21.A.431B); and

• Two-year relevant experience in order to obtain full privileges (without limitations).

• The objective of OSD is to ensure that certain data, necessary for the safe operation of aircraft, is available to and used by the operators.

• This data is considered specific to an aircraft type and should, therefore, be produced by the designer of that aircraft type. It consists of: minimum syllabus for pilot type rating training; aircraft reference data to support the qualification of simulators; minimum syllabus for type rating training of maintenance certifying

staff; type-specific data for cabin crew training; and Master Minimum Equipment List (MMEL).

in point 21.A.15, the following point (d) is added: (d) An application for a type-certificate or restricted type-certificate for an aircraft shall include, or be

supplemented with, after the initial application, the application for approval of operational suitability data, consisting of, as applicable:

1. the minimum syllabus of pilot type rating training, including determination of type rating;

2. the definition of scope of the aircraft validation source data to support the objective qualification of simulator(s) associated to the pilot type rating training, or provisional data to support their interim qualification;

3. the minimum syllabus of maintenance certifying staff type rating training, including determination of type rating;

4. determination of type or variant for cabin crew and type specific data for cabin crew; 5. the master minimum equipment list; and 6. other type-related operational suitability elements.’;

GM No 1 to 21.A.15(d) Clarification of the term ‘as applicable’.

• The requirement to produce minimum syllabi for type training of maintenance certifying staff is only applicable for the aircraft required to have a type rating training, which are the aircraft in Group 1 as per Annex III of (EC) Regulation 2042/2003 (point 66.A.5). When no individual type rating training is required for the aircraft, it means that the relevant OSD elements are not required. Nevertheless, on a voluntary basis, the applicant can always provide a minimum syllabus for type training to be approved under OSD.

GM No 2 to 21.A.15(d) Determination of type or variant • The criteria for the determination whether an aircraft

with a new type certificate (TC) is considered a new type or is a variant with reference to another aircraft type from the same TC holder for the purpose of the specific OSD element, are provided in the applicable certification specifications for maintenance certifying staff data, flight crew data and cabin crew data.

GM No 3 to 21.A.15(d) OSD content The OSD will typically consist of elements that are

required to be included by the TC applicant and elements that can be added at the request of the TC applicant. (see also GM No.4 to 21.A.15(d)).

Both the required elements and the additional elements will have a part that is mandatory to be used by the operator or training organisation (status of rule) and a part which is not mandatory to the operator or training organisation (status of AMC). For illustration of this concept the below figure is included.

variants or types to reduce training, checking or currency requirements for operations of more than one type or variant. This is regarded as an optional element in addition to the required elements of Box 1 and 2.

Box 4: at request of TC holder; not mandatory (recommendations) for end-users. The exact content of the four boxes in the above figure is determined by the

certification specification that is applicable to the specific element. The status the data will have on the side of the operator or training organisation should

be indicated in the OSD by segregating the data in a section called ‘Mandatory’ and a section called ‘Non-mandatory (recommendations)’.
