NICKEL SINKS...Nickel mirrored otherindustrial commoditiesand steadily shed valueduring September. Themetal traded at $16/kg1st October on acontinuing downwardtrend.
DOLLAR SOARS...The Dollar was the clearwinner as investors fledother sectors,consolidating gains inAugust. The key ratesstand at £1.00 = $1.78and €1.00 = $1.41 on 1st

EUROPE
GERMANY - Bayer plans to upgrade itschemicals production site at Dormagenand Brunsbuttel, Germany, at a total costof around €300m ($420m). The companyconfirmed that it is planning to replace itstoluene diisocyanate (TDI) production atDormagen. The new TDI plant will have acapacity of 300,000 t/y, come onstream in2012 or 2013, and use the company’s newgas-phase phosgenation process. Bayersays the new process offers hugeadvantages both in terms of cost and theenvironment, reducing energyconsumption by 60%, solvents by 80%and cutting CO2 emissions by some60,000 t/y.
RUSSIA - The World Bank has signed adeal with Russian oil producer Rosneft tocut flaring by making use of gas from theKomsomolskoye oilfield rather than flaringit off. Rosneft says it will cut theequivalent of 5.3 million tonnes of carbondioxide emissions in 2008-2012, whichcan then be sold as carbon offsets underthe Kyoto Protocol, to European countriestrying to meet climate targets.
UK – The Environment Agency hasrecommended that the government shouldonly authorise new coal-fired plants on thecondition that utilities install technology tocapture and store the carbon produced.The Environment Agency adds thatcapture-ready stations, those that leaveroom to add any proven capturetechnology at a later date, are “insufficient”in light of the climate challenges faced.
MIDDLE EAST
INDIA - India's Oil & Natural GasCorporation (ONGC) is evaluating bidsfrom a dozen companies battling to securea contract to assess the feasibility ofdeploying a floating production vessel onits marginal oil discoveries in the ArabianSea. Norway's Aker Solutions andTechnip of France are believed to be themain overseas bidders while the likes ofIndia's Shipping Corporation could beamong the domestic contenders.
ASIA - PACIFIC
SINGAPORE - Keppel Shipyard hasbagged $150 million contracts for theupgrading, modification and conversion oftwo vessels that will work for Petrobras offBrazil. The first contract is from SingleBuoy Moorings (SBM), for the upgradingand conversion of a tanker into a floatingproduction, storage and offloading vessel.The spread-moored P-57 FPSO will becapable of producing 180,000 barrels of oilper day and undertake gas compression of71 million cubic feet of gas per day.
AFRICA
SOUTH AFRICA – The Department ofMinerals and Energy has granted stateenergy company PetroSA a manufacturinglicense for its planned 400,000 bbl/dMthombo refinery. PetroSA’s facility now
has permission toproduce refinedpetroleum products,which the companysays is a significantmilestone in fast-tracking the project.The $11b refinerywill be built at
Coega, in South Africa’s Eastern Cape.Construction is scheduled for 2010 andstart-up for 2014.
ELSEWHERE
USA – The Senate has approvedlegislation extending billions of dollars intax credits for the solar, wind and biodieselindustries as part of a $700 billion rescueplan for Wall Street. The legislation wouldextend for one year the production taxcredit for wind energy, with an eight-yearextension for investment tax credits forsolar energy projects. The bill alsoprovides incentives for the use ofbiodiesel.
