West Virginia 4-H Member Code of Conduct for 4-H and FFA Members Participating in the Hampshire County Fair

While attending 4-H activities and events, I will:

Obey all rules established by the local, state and national 4-H program, event/program facilities, and all local, state and federal laws.

Conduct myself in a courteous manner with others, refraining from the use of profanity or language that is disrespectful and making sure my conduct and participation in 4-H projects, programs, exhibits, and other 4-H or WVU Extension Service youth-sponsored activities is above all honest, courteous, and fair.

Conduct myself with good sportsmanship. I understand that a judge’s decision is final. I will comply with directions of WVU Extension Service officials acting in the performance of their duties.

Respect the authority of adult volunteers, youth leaders, WVU Extension Service staff, and others in leadership roles.

Refrain from possession, transport, or use of firearms, bows and arrows, knives, and other implements of harm except within the context of an approved shooting sport, archery, or similar educational program.

Refrain from the use, transport, or possession of alcohol, drugs, or tobacco. I will not offer alcohol, tobacco products or illegal substances to other youth. If I encounter anyone using these substances, I will leave their presence immediately and report the incident to adult leaders or program staff.

Not tamper nor use without permission, or otherwise harm clothing, belongings, or other personal property of participants, staff, or volunteers. I will be courteous to other individuals and their property.

Respectfully use the facilities, equipment, and grounds made available by the West Virginia 4-H or WVU Extension Service youth program.

Remain in the appropriate, assigned program areas at all times and dress appropriately for each event. I will not abuse any other 4-H or youth participant or volunteer by physical or verbal means. I will engage

in respectful behavior toward my peers, being careful to avoid harassment, hazing, pranking, and initiations that invoke humiliation, embarrassment, or targeting individuals or that may cause physical or mental harm to another. If I encounter anyone engaging in any of these activities, I will leave their presence immediately and report the incident to adult leaders or program staff.

Make an effort to include all my 4-H and youth peers in activities. I will promote a spirit of inclusion and welcome individuals from all backgrounds.

Respect local, state and national 4-H and WVU Extension Service program social media rules and guidelines, and refrain from creating, possessing, or transferring any images that are illegal or disrespectful toward others or the 4-H or WVU Extension Service youth program. In addition, where appropriate, I will ask permission before I take or transfer images of those participating in 4-H activities. I will communicate (oral, written and electronically) in an honest, respectful manner in all situations involving the 4-H or WVU Extension Service youth program.I will treat all animals with respect. Exhibitors electing not to attend an in-person tagging event must attach, to this form, two color photos measuring at least 4 inches by 6 inches. One of the photos must be a “close up” showing the tag and the legible tag number in the animal’s ear. The second photo should be taken from an appropriate distance so as to show the coloration and markings of the animal. The tag should be visible in the second photo, but will likely not be legible. YOUTH LIVESTOCK EDUCATIONAL PROGRAM GOALS:1.) The Youth Livestock Program has three goals. The most important is to provide

opportunity for youth to develop good character and life skills.

2.) To provide an opportunity for exhibitors and their families to expand their knowledge of livestock production and management.

3.) To improve and enhance livestock production. The livestock production and exhibiting process consist of six components: selecting an animal, caring for, feeding and housing, preparing the animal for the show, selling the animal or placing it into production and record-keeping.

YOUTH LIVESTOCK EDUCATIONAL PROGRAMMING:Any requests for additional programming to take place during the Hampshire County Fair Week in the youth livestock arena area, outside the educational schedule approved by the youth livestock committee, will be submitted in writing at least sixty days before the Hampshire County Fair Week, and will be approved by all members of the Executive Committee.

4-H PROJECT BOOKS & ACTIVITY RECORDS:4-H Activity Records and Project Books are due Tuesday, June 30th into the WVU Extension Service. Exhibitors must turn in their 4-H project books by the 30 th to sell their animal at the official Hampshire County Fair Sale. 4-H record guides and letters of thanks to the individual purchasing your animal and to any other sponsors of an award which you may have won are due into the WVU Extension Office by Friday, August 13th. To be considered for county 4-H medals, completed 4-H animal project record guides must be completed and turned into the Extension Office by the August 13th deadline. FFA AET online record books must be up to date, and copies of letters of thanks to the individual purchasing your animal and to any other sponsors of an award which you may have won are due via Livegrades to Mrs. Moreland by Friday, August 13th.

If you do not sell your animal, place the market value of the animal in your record book/record guide. 4-H record guides/FFA record books will not be considered complete without thank you letters. Animal sale checks will not be issued until completed 4-H record guides/FFA record books are received. Failure to meet the August 13th deadline may result in forfeiture of earned premium money.

4-H MEETING ATTENDANCE:We encourage attendance of online Zoom 4-H Club meetings, but attendance is not required for 2021.Exhibitors participating as 4-H members will be required to attend a minimum of 4 4-H community club meetings in order to participate in fair activities with their project animal (showing), including selling their animal under the 4-H name during Saturday’s youth livestock sale. Meeting attendance is from October 1st – June.

ANIMAL DELIVERY:Animals may be brought to the fair at the time and date specified in the Hampshire County Fair Youth Livestock Exhibitor’s Activities Schedule. No exceptions to the schedule will be permitted. Participants delivering animals must enter and exit the fairgrounds at the appropriately marked gates. An unloading time limit of fifteen minutes will be strictly enforced. No exhibitors, parents or guardians will be permitted to drive inside the fenced area of the fairgrounds during the designated animal delivery times for any reason except to deliver animals. Please do not leave vehicles unattended, exceed the fifteen minute time limit, or obstruct the flow of traffic.

WEIGH-IN:Animals will be weighed at the time and date specified in the activity schedule. You are to feed and water your animal on weigh-in day, as usual. Animals will be weighed once. Animals will be weighed as soon as they arrive at the fairgrounds. Note: Contact one of the FFA Advisors (Ronnie Watson, Isaac Lewis, Rachel Spiker, Lisa Moreland) or the WVU Agricultural Agent Candace DeLong if you need to check the weight of your animal prior to the fair. They will assist you in weighing your animals at the fairgrounds.

4-H Dress: Official dress is a white shirt, dark jeans or slacks. Closed toed, sturdy shoes (leather boots preferred). 4-H emblem stickers will be placed on the shirt (over the heart). Some members order white exhibitor polo shirts from Personalized Impressions. This is optional, and it’s the exhibitor’s responsibility to place the shirt order.

FFA Dress: Official dress. Closed toed, sturdy shoes (leather boots preferred).

USING THE 4-H EMBLEM:The 4-H name and emblem is a highly valued mark within our country’s history. As such, it was granted a very unique and special status. It is in a category similar to the Presidential Seal and the Olympic Emblem. The official 4-H Emblem is a clover with four leaves and an “H” on each leaf. The clover’s stem must point to the right as you look at the image. The Emblem is not a plain four-leaf clover. The 4-H Emblem should appear in specific colors and in its entirety. Text or other images should never be placed over the 4-H Emblem. The 4-H name and Emblem belongs to the 4-H Youth Development Program, under the authority of USDA and anyone wishing to use it must obtain written permission from the 4-H Extension Agent.

PHOTOGRAPHS:Photographs are required of all exhibitors, as this photo will be presented to your buyer and likely hang in the buyer’s place of business. All photographs will be taken on show night immediately before the exhibitor enters the show ring with the exception of hogs; hog photographs will be taken at the barns on Wednesday at 9:00 a.m. Please be neat and in official dress. We hope to have you present the photo plaque to your buyer immediately after your animal is sold on Saturday night. If it is impossible for you to be at the barn on Tuesday morning, you must contact the barn chairperson for a make-up time. Do not disappoint the buyer by not presenting your photo plaque at the sale. Immediately following the sale of the Grand and Reserve Champions animals, exhibitors are required to have their pictures taken with their buyers. The buyer will come into the ring and the picture will be taken as the sale progresses. If an exhibitor is unable to get their picture taken due to custodial, religious, etc., reasons, the executive committee must be notified in writing before the tagging date of May 22nd. Exhibitors selecting not to get their picture taken without prior approval from the executive committee will not be eligible to sell their animal during the 4-H and FFA Sale.

PARTICIPATING AS A 4-H MEMBER AT LARGE:4-H members enrolled in college may participate as a 4-H member at large. Members at large in college are not required to complete a 4-H project book or submit an activity record. Members at large must meet all other exhibitor requirements. The last possible day to be involved as a 4-H member is the member’s final day as a 21 year old. When a member turns 22 they age out and are no longer eligible to participate.

PARTICIPATING AS AN FFA MEMBER AFTER GRADUATING FROM HIGH SCHOOL:FFA members who are working on advancement of either State or American Degrees may be eligible to participate in the Hampshire County Fair Youth Livestock Shows. These students will be required to complete a record book and summary sheets and submit them to the FFA Advisors. College FFA members will not be eligible for youth livestock shows at the fair if he/she reaches his/her 21st birthday before October 1st of the current FFA year.

PAYMENT TO LIVESTOCK EXHIBITORS:The livestock auction and sale advises that all livestock will be paid for the night of the sale. However, some payments do not arrive until much later. Checks for the sale amount of your animal, less the deduction, will be available as soon as all monies have been collected from the buyers. Please understand that checks are issued as soon as possible. Calling the WVU Extension Office on a repetitive basis will not make this process go faster. On average, checks are issued in approximately six weeks after the fair. Families purchasing back their animal for their farm or for further exhibition must pay the sale amount as part of the regular process. All checks will be mailed to exhibitors from the WVU Extension Office.

DEDUCTIONS:The deductions to cover photos, shields, mandated livestock check-offs, animal medication, food, tags, and insurance will be $25.00 per exhibitor. This fee will be deducted from your final check.Please refer to the Hampshire County Fair 4-H & FFA Livestock Show/Sale rule number 21 in the show/sale rules section of this document for potential additional deductions.

MEAL AND GATE PASSES:All exhibitors will be issued a gate and a meal pass at the exhibitors and parents meeting on Sunday. These Passes will be free of charge and good for the entire week of the fair. Parents and guardians may purchase gate passes, good for the entire week, for $15.00 each or $25.00 for pair. Parents and guardians may also purchase meal passes good for the entire week for $20.00 each. These passes will be available at the exhibitors and parents meeting on Sunday.

EDUCATIONAL OPPORTUNITIES FOR EXHIBITORS:Livestock exhibitors and parents are encouraged to seek and attend additional opportunities designed to enhance learning in the agricultural area. These educational opportunities will further prepare exhibitors and their families for the county fair and support the overall youth livestock learning program.

RECOGNITION FOR YOUTH EXHIBITORS: Herdsman Award: Plaques will be given to the outstanding herdsman. Recipients of the Herdsman Award will be exhibitors that go out of his/her way to keep the barns clean, help fellow exhibitors, is courteous to judges, fair officials, chaperons, and parents, and displays the character found in an outstanding livestock showman. Remember, anyone can win the Herdsman Award. If your animal was Grand Champion or is last in the class, you can still win the Herdsman Award. What matters is how you conduct yourself at the fairgrounds. Barn Chairpersons meet after breakfast each day to discuss potential candidates for this award. The Livestock Committee meets on Friday to select award recipients. Candidates for the award:

Display a good attitude and serve as a positive role model to others. Are courteous and helpful to others on the fairgrounds, in the barn and in the kitchen Help clean-up and complete daily chores in a timely manner Always strive to do their best

LIVESTOCK JUDGING: Placement and participation ribbons are given to all participants. The grand champion in each class receives a large banner. The reserve champion receives a smaller banner.

PREMIUM MONEY: Livestock exhibit premium money will be included in the exhibitor’s fair check.

SHOWMANSHIP: First place winners in each division will receive a plaque. Everyone receives a participation ribbon. Showmanship divisions are:

A: JR Experienced Showman (The individual must not reach his/her 14th birthday on or before January 1st of the current 4-H year. The individual has shown previously

at a youth livestock show).

B: SR Experienced Showman (The individual must be at least 14 years of age on or before January 1st of the current 4-H year. The individual has shown previously at a

CONTACTING BUYERS PRIOR TO THE FAIR:Follow these simple rules while addressing potential buyers:1st – Make a list of the businesses and individuals you and your parents deal with. Be sure to include those that have never purchased an animal at our fair.2nd – Maker a personal visit to as many of these people as possible. Tell them your name, the time and the place of the sale, and what you will have in the sale. Ask for their support, be polite, and keep your visit short. DO NOT ask them if they plan on buying your animal or HOW MUCH they will pay for it.3rd – Follow up your visit with a postcard or a letter containing the information listed in step 2. Send these out on Monday, prior to the sale.4th – Should anyone say they’ve never been to an auction sale before, or don’t understand how the sale operates, refer them to any member of the livestock committee. Letters and phone calls are fine, but personal visits are best. BE POLITE, PROMPT AND GRACIOUS.

GETTING READY FOR THE FAIR:Practice working/showing your animal everyday between now and the fair. Seek showmanship workshops and clinics to learn showmanship techniques. It’s much more fun to exhibit a well-mannered animal that you can be proud of that to be part of a rodeo. Remember the rules state that a dangerous uncontrollable animal may be sent home.

1. Wash and brush dirt, dandruff, and dead hair out of cattle. Clean manure stains and begin to comb out tails. Wash lambs and hogs and trim lamb’s hooves, if needed.

2. Keep show boxes and supplies to a minimum. Share supplies among families and clubs as much as possible. Work with the barn chairman on the placement of your animal. Because space is limited, it is very important that show boxes are a reasonable size. Please only bring one show box per family, per barn. Exhibitors may display a sign only. Additional decorations, lights, etc., are not permissible. Thanks for your cooperation.

3. We plan to use shavings and bark nuggets this year for bedding. PLEASE, NO STRAW ALLOWED.

Maryland and West Virginia 4-H and FFA OnlineAnimal Husbandry & Quality Assurance (AH&QA) Program

The Maryland and West Virginia 4-H and FFA Animal Husbandry & Quality Assurance (AH&QA) Program is an on-line training program which enables youth to fulfill their Quality Assurance training requirement via internet from their home, school or local library. This program is offered to help youth who participate in 4-H and FFA animal projects in Maryland and West Virginia learn about their role as food producers and the importance of caring for, grooming and showing their animals in safe and ethical ways. To enhance the learning experience of different age groups, the program has two levels based on the member’s age as of January 1 of the current year. Project participants ages 8-10 will complete a Junior Level program while project participants ages 11-18 will complete an Intermediate/Senior Level program. Intermediate/Senior project participants will then be required to complete a short training section pertaining to each species they plan to exhibit.

2021 Program Requirements All 4-H/FFA members enrolled in any beef, dairy, goat, horse/pony, poultry, rabbit, sheep, and/or swine projects will be required to complete the on-line quality assurance training according to the following:1. First year livestock project participants.2. Each time a youth changes age groups (i.e. junior to intermediate (age 11 as of 1/1 this year),

intermediate to senior (14 as of 1/1 this year)).NOTE: Members will be automatically taken to the appropriate level according to the birthdate

entered on the registration screen. 3. Each time a youth takes a project involving a species for which they have not previously taken

the quality assurance training program.4. FFA students are required to take the program once upon entry into the program; however, they

must complete the training for projects involving as species for which they have not previously been trained.

All youth will not need to complete the program this year to be eligible to participate in county/state shows, only those meeting the criteria described above.

Complete the online QA training no later than June 30th, 2021. Failing to complete the training by the deadline will make exhibitors ineligible for competitive judging and sale.

1. Juniors - Juniors must complete a single section containing general quality assurance topics. There is no species specific training requirement for Juniors. 2. Intermediate/Seniors - Intermediate/Seniors must complete two sections of the program:

1. Section I contains general quality assurance topics and must be completed by all Intermediate/Senior participants.

2. Section II contains specific information for each project species. Participants will need to complete Section II for each project specie they plan to exhibit.

Additional Quality Assurance Information-The program must be completed using Firefox, Chrome or Safari web browsers. The program is not supported by Internet Explorer.

-After going to one of the above links, participants will be asked to register for the program. All youth participants must register and be logged in for the system to track their progress and record their completion of the program.

- Participant status is indicated at the top of the screen. When logged in correctly, the message will read “Logged in: [Participant Name]”. If the member is not logged in, the message

will read “Guest“.

-When registered, participants will be provided a unique Passcode. Members should write their Passcode down and keep it in a safe place!

-Participants may log out of the program at any time and return to the place at which they logged out. No progress will be lost. However, their passcode is required to do so.

-Participants will be asked to respond to questions to evaluate knowledge at different points during the program. Participants will be asked to enter their passcode when responding to the quizzes.

-The AH&QA program has voice narration, so the material is provided in both written and oral formats.

-The program takes about 45 minutes for Juniors to complete and 60-75 minutes for Intermediate/Seniors to complete.

-Upon completion of the program, participants will have an opportunity to print a Certificate of Completion for their records. It is suggested that members keep the Certificate of Completion with their animal health papers, registration papers and other important animal records.

-If a member is correctly logged in, the Certificate of Completion will automatically fill in the member’s name and date of completion. A blank Certificate of Completion would indicate that the member was not correctly logged in.

-Each member’s progress will be kept in a statewide database and their County 4-H staff will receive notification that they have completed the online QA training.

HAMPSHIRE COUNTY FAIR 4-H & FFA LIVESTOCK SHOW/SALE RULES:

1. All animals exhibited at the fair must comply with the health regulations of the West Virginia Department of Agriculture.

2. Participation is limited to active Hampshire County 4-H & FFA members who were members by March 1st of the current year. Members may enter and show animals they own, but only when such animals are part of a 4-H project or FFA enterprise in which they are enrolled and on which they have kept proper records and received supervision from their respective organizations.

3. Exhibitors must have ownership of market steers and heifers by February 13th, market rabbit project does by April 14th and feeder calves, market hogs, market goats, market lambs by May 22nd. All 4-H members must have their project listed on an enrollment form due to the Extension Office by the previously mentioned dates.

4. All exhibitors must submit the Hampshire County Fair 4-H and FFA Animal Tagging Form by the deadline specified in the exhibitor schedule to be eligible for the fair. Exhibitors will have their choice of two tagging options. Option #1 will be to participate in the traditional in-person taggings held on the dates and at the locations specified in the activities schedule. Option #2 will be to submit photos along with the Hampshire County Fair 4-H and FFA Animal Tagging Form. Specific photo requirements can be found on the form.Tags will be distributed by the extension office to any exhibitors intending to choose the first option. In lieu of a Hampshire County Fair Tag, official USDA tags with unique numbers may be accepted. These would include “840” tags, scrapie program tags, and NUES tags. Metal “brite” tags, and flock-based tags will not be accepted as a substitute.Hogs cannot be tagged or weighed at the in-person tagging event. All hogs must be tagged at home and pictures must be submitted with the Hampshire County Fair 4-H and FFA Animal Tagging Form. Exhibitors needing help tagging their hog should contact a member of the livestock committee.

5. Male animals will need to be properly castrated by the tagging date. Any animals that are improperly or incompletely castrated will not be eligible for sale. Rabbits do not need to be castrated.

6. Animals determined by the West Virginia Department of Agriculture representative or the Livestock Committee to be of inferior quality or health, or lack proper training may be rejected prior to the fair or sent home while at the fair. Instances of inferior quality or health may include but are not limited to: warts, pinkeye, ringworm, prolapse, open wounds, skeletal issues and sutures. The severity of these conditions may be taken into account if the decision to dismiss the animal is discussed.

7. Entries:Market Beef: To be eligible for the show and sale, Market steers or market heifers must weigh a minimum of 900 pounds and be born during the preceding calendar year. For safety reasons, it is strongly recommended that youth should have 2 years’ experience in bovine projects (feeder calf, beef heifer), or be 14 years old before taking this project.

Feeder Calves: To be eligible for the show and sale, calves must be born on or after December 15th of the previous year and weigh between 375 and 650 pounds. Calves may be either steers or heifers. Calves must be weaned.

Sheep: To be eligible for the show and sale, lambs must be born on or after December 15 th of the previous year and weigh a minimum of 90 pounds and not be over 140 pounds. Lambs may be either wethers or ewes. Market lambs must be sheared prior to the show. Halters are optional. NO RAMP OR RAMPING OF LAMBS AT THE FAIR.

“Beginning January 1, 2017 market lambs or breeding sheep entered in 4-H/FFA sponsored youth fair exhibits will be observed by Extension and/or FFA personnel for evidence of rectal prolapse. Any lamb exhibiting any signs of rectal prolapse will be disqualified from the event, any official tags removed, and the animal removed from the premises.”

Swine: To be eligible for the show and sale, swine must be born on or after December 15 th of the previous year and weigh between 225 and 300 pounds. Hogs may be either barrows or gilts. Market hogs will not be skin clipped; hair must be left a minimum of ½ inch long on all parts of the hog.

Goat: To be eligible for the show and sale, goats must be born on or after December 15th of the previous year and weigh between 60 and 110 pounds. Goats may be either wethers or does. Goats must carry all kid teeth. All goats must have horns tipped; no sharp points allowed.

Rabbit: Market rabbits may be either bucks or does and will be exhibited and sold, as a pen of three. The total pen of 3 rabbits should weigh between 9 to 18 pounds to be eligible for the show and sale. Exhibitors will be responsible for bringing their own cages which must have a minimum of nine square feet of floor space. The Hampshire County Fair Market Rabbit Show is a mandatory terminal show. All rabbits entering the livestock sale will be taken to a local processor (selected by the livestock committee) and processed for consumption. Students exhibiting market rabbits must own the mother of the market pen, breed her and raise the litter at their home. The ownership deadline for the mother of the market pen is April 15th, the doe may not be bred until after the tagging date which is also April 15th). Exhibitors may tag and breed up to two does, but the three rabbits that comprise their exhibition pen must come from a single litter.

All: -Exhibitors are limited to one entry for the purpose of competitive judging and sale. -Depending on the availability of space, 4-H and FFA members may have an additional

single entry in the open class which will not be sold at the fair, but will earn premium money and complete project requirements. Exhibitors showing more than one animal must designate which animal will be sold and which one will be in open class prior to the weigh-in. Exhibitors interested in bringing multiple animals to the fair should contact their FFA advisor or the WVU Extension office before purchasing animals. 4-H and FFA members whose animals do not meet the weight requirements or are otherwise ineligible for competitive showing and sale may show their animal in an open class which will not be sold at the fair, but will earn premium money and complete project requirements. Animals that are over/underweight or exhibition only animals can be sent home if space is limited.

8. If an animal dies or is lost, an exhibitor will not choose another animal to show at the fair if the ownership deadline for that specific animal has passed. Exhibitors may choose to tag more than one animal during the county’s official check-in. Exhibitors may tag up to two animals per category regardless of the animal’s sex. Proper records will be kept on each tagged animal. Spare animals may be shared by members of the same immediate family or by exhibitors who keep their animals at the same location and share in animal husbandry activities. The requirements of rule three must be met for both primary and spare animals.

9. Classes for the various shows will be determined by the committee according to: sex, weight and the number of animals in the show.

10. Sale order will be determined by the drawing of numbers, except that the Grand Champion and Reserve Grand Champion will be sold first and second. The 2020 sale order is: Feeder Calves, Hogs, Goats, Rabbits, Lambs, and market beef. All animals who enter the competitive judging competition will be sold at the Livestock Sale. Individuals wishing to retain these animals must bid and purchase them. Exhibits will be delivered to the fairgrounds according to the fair schedule, placed in assigned spaces, and left there for the entire fair, unless authorized by the

committee to leave early. The animals will be weighed once at the official weigh-in to determine classes, and provide information to potential buyers and other fair visitors. If you have tagged multiple animals, remember that only one animal can be brought to the fair to go through official weigh-in. It is not permissible to go home and to pick up another tagged animal. Choose wisely.

11. Preparation or grooming of all animals must be done within the confines of the livestock building or the fenced arena areas. No animals is to leave the arena unless there is prior approval from the livestock committee.

12. Exhibitors must have their animals trained prior to the fair, and are required to do their own showing while their individual animals are being judged, shown, and sold. Exceptions will be ruled upon by the livestock committee.

13. Exhibitors who are both 4-H and FFA can neither receive full credit for the same animal in both organizations, nor sell more than one animal of any species in the same sale. Such members may exhibit in an open class, animals of a species other than what they wish to sell, to complete projects and to earn premium money and ribbons.

14. If determined necessary in order to have a safe and successful week, the committee may limit the number of animals/species in the sale or open show categories. This rule shall have precedence over preceding sub-sections above.

15. All livestock exhibitors or designated persons will be required to keep their stalls and adjacent alley space in a clean condition and place and place filth and liter in designated areas. Cleanliness of an exhibitor’s stall is one of the criteria evaluated in consideration of the Herdsman Awards.

16. Participation in showmanship competition is mandatory. Showmanship contests for the various species will be divided into four groups: (A) First-year JR. Showmanship (7th grade and below); (B) First-year SR. Showmanship (8th grade and above); (C) Experienced JR. Showmanship (7th grade and below); and (D) Experienced SR. Showmanship (8th grade and above). In order to sell, showmen are required to show their own animal in the contest. In the event an exhibitor has two animals at the fair, the animal they choose to show in the competitive judging category must be used in the showmanship competition. A separate showmanship contest will be held for the market beef and feeder calves. Previous showmanship experience in the feeder calf division does not equate to previous experience in the Market Beef competition or vice versa. During Saturday’s youth livestock sale, showmanship winners will sell third after the grand and reserve champions, beginning with sr. showmanship winners and ending with jr. exhibitors.

17. Any methodology used to artificially distort the quality of any livestock will automatically eliminate that animal and participant from further participation and sale. This would include pumping, ice packs, surgery, etc. and should not be confused with the standard fitting techniques. The ramping of any animal is not permissible.

18. No “buddy” animals will be permitted at the fair.19. It is recommended that livestock fitting be completed by the exhibitor. If help is needed,

exhibitors may use the FFA Advisor, other county 4-H and FFA exhibitors, or family members to assist in preparing the animal. Beyond that, help is limited to instruction given in the spirit if the education of the child participating. Grooming and fitting in the aisle way leading into the arena is prohibited and limited to the exhibitors only. Only exhibitors will be permitted in this area.

20. A complete health statement and exhibitor registration from must be on file for each exhibitor. Exhibitors are required to return the health statement along with the exhibitor registration from by the due date.

21. CARE OF ANIMALS: Pens are to be cleaned and animals are to be fed and watered twice daily. Feeding and cleaning will be done during the time periods of 7:00 a.m. to 9:00 a.m. and 3:00 p.m. to 5:00 p.m. respectively. Once the exhibitor has completed his or her feeding and cleaning duties, they must see their barn chair who will inspect their pen and document that they have fulfilled their responsibility. Exhibitors failing to attend the mandatory animal care periods will have $20.00 deducted from his or her sale check for each time period they miss. Penalty money will go to the barn fund. If exhibitors cannot be in attendance, they must find someone

who will agree to handle their pen clean-up and feeding. Designating an alternate to perform the exhibitor’s animal care responsibilities will not prevent penalties from being enforced if the work is not done.

22. ALCOHOLIC BEVERAGES AND ILLEAGAL DRUGS will not be consumed by the exhibitor. Remove such items prior to coming the fair. If it is felt that this rule is being violated fair officials will be asked to intervene by enforcing their ground rules. Punishment may include the exhibitor being required to remove their animal from the grounds, thus eliminating it for any awards or sale.

23. NO HORSEPLAY PERMITTED INSIDE BARN OR AROUND ANIMALS.24. Direct criticism or interference with the judge (including any attempt to provide the judge with

literature related to a specified breed or class), fair or livestock show management, other exhibitors, breed representatives, buyers or show officials before, during or after the event is prohibited. In the furtherance of their official duty, all judges, buyers, fair and livestock show management or other show officials shall be treated with courtesy, cooperation, and show management. Abusive or threatening conduct will not be tolerated. Any belligerent or disruptive behavior by anyone (this includes participant, observers and parents) will cause their removal from the fairgrounds. A sheriff’s deputy will be sought to have the person(s) removed from the grounds.

25. If rules have been broken, the youth and or incident should be reported to the executive committee.

26. Be courteous at the fair. Everyone can’t win grand champion, can’t wash their fair animal first, can’t get in the lunch line first, and no one wants to empty the manure wagon. Please remember the rules of sportsmanship and good manners, and we’ll have a great week at the fair.

27. Large equipment/machinery will not be used by any youth exhibitor on the grounds. Care will be taken to operate machinery in observance of others in the surrounding area. Be mindful that it is the responsibility of the parent/guardian to be responsible for youth exhibitors on the fairgrounds at all times. The livestock committee will appoint individuals to operate equipment.

28. All livestock checks must be cashed within 90 days of receipt or forfeited.29. Care will be taken when borrowing youth livestock equipment (wheel barrow, rakes, etc.)

CODE OF SHOW RING ETHICS

Adopted From the International Association of Fairs & Expositions National Code of Show Ring Ethics

Exhibitors of animals at livestock shows shall at all times deport themselves with honesty and good sportsmanship.  Their conduct in this competitive environment shall always reflect the highest standards of honor and dignity to promote the advancement of agricultural education.  This code applies to junior as well as open class exhibitors who compete in structured classes of competition. This code applies to all livestock offered in any event at a livestock show. In addition to the “IAFE National Code of Show Ring Ethics,” fairs and livestock shows may have rules and regulations which they impose on the local, county, state, provincial and national levels. All youth leaders working with junior exhibitors are under an affirmative responsibility to do more than avoid improper conduct or questionable acts.  Their moral values must be so certain and positive that those younger and more pliable will be influenced by their fine example.  Owners, exhibitors, fitters, trainers and absolutely responsible persons who violate the code of ethics will forfeit premiums, awards, auction proceeds and shall be prohibited from future exhibition in accordance with the rules adopted by the respective fairs and livestock shows. Exhibitors who violate this code of ethics demean the integrity of all livestock exhibitors and should be prohibited from competition at all livestock shows in the United States and Canada.

The following is a list of guidelines for all exhibitors and all livestock in competitive events:

1. All exhibitors must present, upon request of fair and livestock show officials, proof of ownership, length of ownership and age of all animals entered.  Misrepresentation of ownership, age, or any facts relating thereto is prohibited.

2. Owners, exhibitors, fitters, trainers, or absolutely responsible persons shall provide animal health certificates from licensed veterinarians upon request by fair or livestock show officials.

3. All exhibitors are expected to care for and groom their animals while at fairs or livestock shows. 4. Animals shall be presented to show events where they will enter the food chain free of violative

drug residues.  The act of entering an animal in a livestock show is the giving of consent by the owner, exhibitor, fitter, trainer and/or absolutely responsible person for show management to obtain any specimens of urine, saliva, blood, or other substances from the animal to be used in testing.  Animals not entered in an event which culminates with the animal entering the food chain shall not be administered drugs other than in accordance with applicable federal, state and provincial statutes, regulations and rules.  Livestock shall not be exhibited if the drugs administered in accordance with federal, state and provincial statutes, regulations and rules affect the animal’s performance or appearance at the event. If the laboratory report on the chemical analysis of saliva, urine, blood, or other sample taken from livestock indicates the presence of forbidden drugs or medication, this shall be prima facie evidence such substance has been administered to the animal either internally or externally.  It is presumed that the sample of urine, saliva, blood, or other substance tested by the approved laboratory to which it is sent is the one taken from the animal in question, its integrity is preserved and all procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the owner, exhibitor, fitter, trainer, or absolutely responsible person to prove otherwise.

At any time after an animal arrives on fair or livestock show premises, all treatments involving the use of drugs and/or medications for the sole purpose of protecting the health of the animal shall be administered by a licensed veterinarian.

5. Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant, counterirritant, or similar substance) which could affect the animal’s performance or alter its natural contour, conformation, or appearance, except external applications of substances to the hoofs or horns of animals which affect appearance only and except for surgical procedures performed by a duly licensed veterinarian for the sole purpose of protecting the health of the animal, is prohibited.

6. The use of showing and/or handling practices or devices such as striking animals to cause swelling, using electrical contrivance, or other similar practices are not acceptable and are prohibited.

7. Direct criticism or interference with the judge, fair or livestock show management, other exhibitors, breed representatives, or show officials before, during, or after the competitive event is prohibited.  In the furtherance of their official duty, all judges, fair and livestock show management, or other show officials shall be treated with courtesy, cooperation and respect and no person shall direct abusive or threatening conduct toward them.

8. No owner, exhibitor, fitter, trainer, or absolutely responsible person shall conspire with another person or persons to intentionally violate this code of ethics or knowingly contribute or cooperate with another person or persons either by affirmative action or inaction to violate this code of ethics.  Violation of this rule shall subject such individual to disciplinary action.

9. The application of this code of ethics provides for absolute responsibility for an animal’s condition by an owner, exhibitor, fitter, trainer, or participant whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal in contravention of this code of ethics.

10. The act of entering an animal is the giving of consent by the owner, exhibitor, fitter, trainer, or absolutely responsible person to have disciplinary action taken by the fair or livestock show for violation of this code of show ring ethics and any other rules of competition of the fair or livestock show without recourse against the fair or livestock show. The act of entering an animal is the giving of consent that any proceedings or disciplinary action taken by the fair or livestock show may be published with the name of the violator or violators in any publication of the International Association of Fairs and Expositions, including Fairs and Expositions and any special notices to members.

11. The act of entering of an animal in a fair or livestock show is the giving of verification by the owner, exhibitor, fitter, trainer, or absolutely responsible person that he or she has read the IAFE National Code of Show Ring Ethics and understands the consequences of and penalties provided for actions prohibited by the code.  It is further a consent that any action which contravenes these rules and is also in violation of federal, state, or provincial statutes, regulations, or rules may be released to appropriate law enforcement authorities with jurisdiction over such infractions.

Protest Procedures for Exhibitors/Parents and/or Legal Guardians Filing Complaints Regarding Animal Exhibition at the Hampshire County Fair

It is the intent of the Hampshire County Livestock Committee to provide an environment where all exhibitors can display and show their animal projects to the best of their ability for judging by a judge(s). An exhibitor or parents and/or legal guardian of an exhibitor seeing a violation of the show guidelines, may utilize the following procedure to file a protest.

The Hampshire County Fair Livestock Committee adopted the following procedure:

1. A protest regarding any of the show is to be made to the show chair(s) in writing and signed within 1 hour after the conclusion of the show.

2. Any written protest will not reverse the decision that was made by the judge, since he/she judged the class, as being sound and his/her word is final.

3. The written protest must state plainly the cause of the complaint or appeal of such protest. If the protester has witnesses to the complaint, they must be listed in the written protest.

4. Upon receiving the written protest, the chair of the Hampshire County Livestock Committee will contact the committee to make them aware that the protest has been filed.

5. The Hampshire County Livestock Committee shall take such steps as are necessary to properly and thoroughly review the complaint, including but not limited to conferring with a veterinarian if it is deemed appropriate, and shall respond to the complaint in writing within 30 days.

6. All parties subject to the written protest will be given written notification within (12) twelve hours upon the receipt of the protest.

7. The financial responsibility for the tests that need to be done will be the responsibility of the accused unless the test results do not support the accusation(s)

8. If this written protest would involve the testing of blood and/or meat, which would cause the animal(s) to be withheld from going to sale until the test results can be determined and the results come back negative, the accuser(s) will be responsible for paying the cost of the tests and the average sale price the animal would have received had it been able to go to sale. Payment must be paid within (10) ten days of written notifications of the committee's final decision.

9. When the committee has made a decision, a written copy of that decision will be sent to all parties involved. The committee's decision is final.

CAMPERS AND SPENDING THE NIGHT:CAMPERS: *If you plan to bring a camper, please complete this form and return to the WVU Extension Office by the due date. Campers will be spaced 10ft. apart and will depend greatly on the number of camper reservations made by the deadline. Incomplete camper information will place participants at the bottom of the list. Please do not take a camper to the fair unless you plan to spend the night in it. Campers will need their own camper plug. The Hampshire County Fair Board charges each camper $30.00. Please make camper checks payable to: Hampshire County Fair and submit to the Extension Office when you submit your exhibitor registration form. Postcards will be mailed to each exhibitor in July with the time your camper should arrive. Because of safety and health regulations, the number of campers will be limited to the first twenty-eight (28) registered, and only those that will be used for overnight sleeping will be permitted. Facilities for clothing changes required by daytime only exhibitors will be designated. Payment must accompany form in order to reserve your spot.

Camping and spending the night at the Hampshire County Fair is an important convenience to livestock exhibitors and their families and an important part of the tradition of the Hampshire County Fair. Camping, as well as other fair activities including: carnival games, rides, musical entertainment, and pageants are not activities sponsored or regulated by WVUES/Hampshire County 4-H or the Hampshire County FFA organizations. While exhibitors are responsible for the commitment to citizenship and behavior made in their respective organization’s code of conduct while participating in these and other activities, it should be understood that these activities are not regulated or supervised by WVU Extension or Hampshire County FFA employees or volunteers.
