of India, New Delhi vide its Notification IVo. S.O. 1533 dated September 14, 2006 and
its subsequent amendment S.O. 3067 (E) dated lSt December 2009, Public Hearing
was fixed for MIS. Formica Laminates (I) Pvt. Ltd. for expansion in manufacturing of

The Public Hearing was scheduled on 21/04/2015 a t 11:30 hrs. at Project site, Survey
No. 591 & 592, Kalol-Vamaj Road, Village: Piyaj, Ta. Kalol, Dist.: Gandhinagar. It was
postponed due to unavoidable circumstances by District Magistrate. Public Hearing was
reschedule on 30/05/2015 at 11:OO hrs. a t Project site, Survey No. 591 & 592, Kalol-
Vamaj Road, Village: Piyaj, Ta. Kalol, Dist.: Gandhinagar. An advertisement in English
was published in "The Indian Express" dated 27/04/2015 and in Gujarati language in
"Divya Bhaskar" dated 27/04/2015.
Shri C M Padaliya, Additional District Magistrate, Gandhinagar, supervised and
presided over the entire public hearing process.

St-~ri C. M. Padaliya, Additional District Magistrate, Gandhinagar has supervised and
presided over the entire public hearing process.
Shri B. R. Gajjar, Regional officer, GPCB, Gandhinagar and representative of the
Member Secretary, GPCB, Gandhinagar welcome all present in the public hearing. He
outlined the various provisions of the Notification and briefed the procedural details for
conducting this public hearing including actions taken by GPCB for wide publicity of this
public hearing including the advertisement given earlier in the local dailies. He
announced that as per the provision of notification, only locally affected persons will be
allowed to represent in the Public Hearing while others having plausible stake may give
their representation in writing which would be included in proceedings.
He then opened the public hearing after due permission from Additional District
Magistrate. He invited the Project Proponent to give their introduction and to make the
presentation of their project in vernacular language.
Thereafter an audio visual presentation in Gujarati language covering ir~troduction of
the company, technical information about project, information on baseline
environment, impact due to project and its mitigation measures, safety measures and
benefits due to expansion project was presented by representative of the company,
Dr. Mahendra Sadaria.
After the presentation by project proponent, Regional Officer, GPCB with the due
permission of Additional District Magistrate opened the forum for
representations/suggestions/objections from the locally affected people.

Proponent P Mainly there are 3 types of pollution potential from the unit, namely wastewater, air emission and Haz. waste generation. Industrial effluent will be treated in our ETP and evaporate into in- house evaporator. Condensate of evaporator is recovered and reused in greenbelt/utility . All source of air emission will be controlled with APCM like cyclone and bag filter. Low sulphur fuel will be used to control SO2 emission. Generated Haz. Waste will be finally disposed as per the provision of prevailing H. W. Rules. Company representative Ushark Joshi informed that white collar job means office staff and blue collar job means shop floor workers. Almost all the workers are covered under the PF act and deposit P.F. as per prevailing rules. It was informed that, there is no owner of Pvt.

Representative of GPCB informed that we have to forward DVD to MoEF as part of MOM of PH. We need to store generated Haz. Waste temporarily in our premises and finally disposed off at TSDF site and for that we have obtained required membership. Regarding liquid waste we will treat in our in-house ETP and evaporated ~n evaporation system and condensate reuse in greenbelt/utility and no need to store it for longer period in our premises. minutes.

Regional Officer, GPCB had requested the local affected people for any other
representative; however no additional representation were raised.
Regional officer, GPCB summarized the gist of the entire public hearing proceeding to
the participants.
The Public Hearing was concluded with thanks to the Chair.

Dear Sir, We have studied the draft EIA report of the above-mentioned project. Following are our observationlcomments/questions regarding project and draft EIA report.
1. Why baseline study was started even before issuance of TOR? 2. Whether company had been issued show cause notice I closure orderlnotice under Water Act 1974 or Air Act 1981 or Environment Protection Act 1986? If yes give copy of it. Also what remedies had been taken for restarting operation? 3. Please give details of actual production, water cons~~mption, waste water generation, solid waste generation of existing unit for the last 2 years?
. Please give exact dates of arr~bient air quality, surface water, ground water, and soil quality monitoring. 5. What is the quantity of phenol in wastewater? How will it be treated? 6. What is the quantity of resin that the industry is going to use for captive consumption and how much it will sell in market? 7. Please give name of the TSDF site where hazardous waste will be disposed, name of incineration facility, and name of the authorized trader1 recycler to whom used oil and containers will be sent. 8. What is the socio-economic developmental activities industry has done as a part of CSR activity for the existing unit till now and what is the future plan for CSR activity for proposed project.
9. As per draft EIA total 11 0 persons are currently working in unit, among them, how many are local people? How many local people will get employment through this proposed expansion?

As per the e-copy of the minutes of 2oth reconstituted expert appraisal committee (industry) held during 23rd June, 2014 to 24th June, 2014 published on 05.08.2014 and point mentioned as Annexure-7: generic TORS for resin manufacture, we have started baseline study to save the time. The objective was to give them exposure of a factory environment and explaining them how the laminates are manufactured and its applications.
