Dear Sister Links,Congratulations on your establishment as a chapter of The Links, Incorporated. On behalf of the Chapter Establishment Committee, it is my pleasure to welcome you to Linkdom and to acknowledge and greet thirty-one new sisters and friends.

In your community service program, Children Achieving Excellence Through Early Literacy: Smart Start 2 Life, targeting 4-year old children and their families unserved by the Head Start Program, you identified and responded to a critical need. The provision of resources and activities to promote kindergarten readiness touches the most vulnerable residents of your community. Along the way, you have demonstrated the capacity for enriched friendship among the members of your organized group.

We are honored to have had the opportunity to work with you this past year as you have met and exceeded each of the required milestones on your path to Linkdom.

Greetings Link Sisters and Guests,

On behalf of the Greater Rappahannock (VA) Chapter, it gives me great pleasure to extend cordial greetings and a warm welcome to our Chartering Celebration.

Your presence here positions you to bear witness to a dream come true: the chartering of The 277th Links Chapter in the Greater Rappahannock area of Virginia. I am fortunate to be surrounded by amazingly talented women who have journeyed together on the road to Linkdom. I am extremely proud of and eternally grateful to this unique group of strong women who have shown unwavering commitment and dedication to reaching our destination.

Our celebratory theme, “Chartering a Legacy of Friendship and Service,” honors the organization’s rich heritage of being a vehicle for accomplished, dedicated women to give of their time and talents worldwide. We commend The Links, Incorporated for more than 68 years of continuing achievements involving educational, charitable, cultural and civic activities. They have set a standard of excellence that we are inspired to follow. We give thanks to all who have made this opportunity possible, especially our National Officers.

As we are each a Link in Friendship’s chain, we celebrate strengthening our connections by greeting friends of long-standing, renewing friendships and making new friends across The Links, Incorporated globe.

It is my hope and earnest prayer that you too will embrace this moment and share in its significance with us. May God continue to grant us grace as we build on the legacy that He has granted.

The Links, Incorporated is an organization of accomplished, dedicated women who are active in our community. Members are newsmakers, role models, mentors, activists and volunteers who work toward the realization of making the name “Links” not only a chain of friendship, but also a chain of purposeful service.

1946 - The Philadelphia Club

On the evening of November 9, 1946, Sarah Scott and Margaret Hawkins, two young Philadelphia matrons, invited seven of their friends to join them in organizing a new type of inter-city club.

This organizing meeting of The Links was not a spontaneous action. In 1945, Link Hawkins had conceived the idea of a group of clubs composed of friends along the eastern seaboard and had spent many hours with Link Scott in thinking, planning and discussing the possibilities of such an endeavor. The two women envisioned an organization that would respond to the needs and aspirations of Black women in ways that existing clubs did not. It was their intent the club would have a threefold aim--civic, educational, and cultural. Based on these aims, the club would implement programs, which its founders hoped would foster cultural appreciation through the arts; develop richer inter-group relations; and help women who participated to understand and accept their social and civic responsibilities.

Besides the two founders, the original members of the Philadelphia Club were Links Frances Atkinson, Katie Green, Marion Minton, Lillian Stanford, Myrtle Manigault Stratton, Lillian Wall, and Dorothy Wright. The club elected Margaret Hawkins as president, Sarah Scott as vice president, Myrtle Manigault Stratton as recording secretary, Frances Atkinson as corresponding secretary, and Dorothy Wright as treasurer.

1979 - Establishment of The Links Foundation, Incorporated

The Links Foundation, Incorporated is the philanthropic arm of The Links, Incorporated and was established in 1979 to enhance and expand the philanthropic endeavors of The Links, Incorporated.

The Foundation provides grants for innovative programs that address problems to be solved, or opportunities to be seized that are of regional, national or international significance. The Foundation seeks proposals that provide creative responses to the changing needs in the general fields of health, education, social services, cultural and international affairs that are beneficial to communities of African descent.

Contributions of more than $24 million dollars have been given to charitable causes since its founding. In 2006, at its 60th Anniversary National Assembly in Philadelphia, PA, The Links Foundation, Incorporated named its third $1 million dollar grantee – the National Civil Rights Museum in Memphis, Tennessee. Other million-dollar grantees include the United Negro College Fund and the NAACP Legal Defense and Educational Fund.

The Links Foundation, Incorporated is a non-profit corporation operated exclusively for charitable and educa-tional purposes within the meaning of Section 501 (c)(3) of the Internal Revenue Code of 1954, as amended.

The History of theGreater Rappahannock Area Ladies League

Mission Statement:Members of the Greater Rappahannock Area Ladies League (GRALL) are committed to enriching, sustaining and ensuring the culture and economic survival of African Americans and other person of African Ancestry within our community. Our service area includes the Historic City of Fredericksburg and the Counties of Stafford, Spotsylvania, King George and Caroline.

The Greater Rappahannock Area Ladies League (GRALL) was formally established and organized in 1999 by Sandra Evans Holland King, who served as president of the interest group from 1999-2009. The goal was to serve the community in a tangible way by promoting philanthropic and charitable activities that had a profound impact on the residents of the Fredericksburg Region.

The initial organization had thirty-seven members, including the following current members: Sandra Evans Holland King, Penny Juggins Hairston, Mia Newell Valentine, Melany Pollock and Jacinta Topps, MD.

Early on, the leaders of the Greater Rappahannock Area Ladies League aligned their philanthropy with the mission of The Links, Incorporated. GRALL has supported, volunteered and raised funds for the Topsy Foun-dation of South Africa, Kids in Distressed Situations (KIDS) Charity where school supplies and hygiene prod-ucts were donated to Haiti, the American Cancer Society~ Relay for Life, the American Heart Association~ Go Red For Women campaign, Disabled American Veterans and local charitable missions to include the bi-annual Harambee 360 Black Arts Festival, the annual Barbara Hicks Geslock Women’s Forum, children’s hospitals, senior citizen facilities and the Fredericksburg Hope House ~a transitional housing for homeless women and children and many other worthy causes. An annual tea at the Jefferson Hotel and at the Ritz Carlton was a signature social event as well as the annual Hope House Festival of Trees Silent Auction.

Throughout the years, GRALL has worked diligently to volunteer and promote literacy in elementary schools by donating an African-American themed book to each of the forty (40) area elementary school libraries. Members have volunteered by visiting and reading the donated books to the students. Some of the books have included Henry’s Freedom Box, The Boy Who Harnessed the Wind, Barack Obama: Son of Promise Child of Hope and The Listeners.

Under the leadership of President Stephanie Drummond (2009-2012), the Greater Rappahannock Area Ladies League organized and planned our signature fundraiser ~the annual “Hit the Links” Charity Golf Tournament. It is the largest African American female sponsored tournament in our region. To date, five tournaments have taken place raising over $50,000 with annual scholarships given to area high school students.

The ladies of GRALL are friends who come from all walks of life and are united by an interest in youth and education, national and civic affairs, international perspectives and leadership development.

Our Ladies League is encompassed of women from many professions, such as law, business, medicine, education and the arts; all with the inner need to make a difference. Despite our different occupations and talents, we are united in our unwavering belief that through many voices coming together as one, we can have a positive impact on our world. Throughout the years, the Ladies of the Greater Rappahannock Area Ladies League have remained committed to giving back to the City of Fredericksburg and the counties of Stafford, Spotsylvania, King George and Caroline in a tangible transformational way.

In late 2012 under current President Beth Sinkler (2012-2014), the organization applied again to become an interest group of The Links, Incorporated. In February of 2013, the Greater Rappahannock Area Ladies League was notified that our application had been accepted and the ‘Journey to Linkdom’ would begin.

Program InitiativeThe Greater Rappahannock (VA) Chapter of The Links, Incorporated has selected to implement an umbrella program that addresses a specific need widespread among four year old children and their families in the Greater Rappahannock area. The chapter’s program, Children Achieving Excellence through Early Literacy: Smart Start Link 2 Life targets four (4) year old children and their families unserved by the Head Start Program. Smart Start fills this gap by providing resources, workshops and activities that promote kindergarten readiness through literacy, health and well-being.

The Children Achieving Excellence through Early Literacy: Smart Start Link 2 Life Program is a complete approach to addressing the lack of kindergarten readiness of four-year old, head start eligible children and their parents in our service area, and to assist with the challenges faced by these families resulting from skills and achievement gaps, underemployment, improper diet/nutrition, and low kindergarten advocacy by parents. The 24 month pilot program began in the winter 2014 with children from the City of Fredericksburg and the County of King George.

Sandra Holland King is a native of Waterbury, Connecticut. Sandra is the organizer of the Greater Rappahannock Ladies League which after years became the Greater Rappahannock (VA) Chapter of The Links, Incorporated. Sandra is an Heir-o-Link of Link Gloria Evans and Connecting Link William Evans.

Recently retired, Sandi worked as a teacher and administrator for Spotsylvania Public Schools for 33 years and as an adjunct professor at Germanna Community College in Fredericksburg, Virginia.

Sandi graduated from Virginia State University with a Bachelor of Science degree in Home Economics Education. She also holds a Master’s degree in Early Childhood Education and a Master’s degree in Educational Leadership: Administration and Supervision K-12.

Sandi is married to Gregory King. They share a blended family of five adult children and six beautiful grandchildren.

Renee Beverly is a veteran teacher employed by Spotsylvania County Schools. She received her Bachelor of Arts degree from Virginia Union University. Renee is the chair of the Social Committee for The Greater Rappahannock (VA) Chapter of The Links, Incorporated.

Renee is very involved in her community; John J. Wright Cultural Museum Board of Directors, NAACP, Spotsylvania Education Association Community Relations Chair and past president, Virginia Education Association, National Education Association, James Farmer Scholar PAC past president and a member of Delta Sigma Theta Sorority, Inc.

Renee is married to Floyd M. Beverly, Jr. They have two adult children; Christopher and Bria.

Stephanie A. Drummond, born in Kentria, Morocco has lived around the world but considers San Diego, California home. She is a Program Manager at the Veteran’s Administration in Washington, DC. Shereceived her Bachelor of Science degree in Social Psychology from Park University, Parkville, Missouri.

Stephanie currently holds the position of Corresponding Secretary for the Greater Rappahannock (VA) Chapter of The Links, Incorporated.

Stephanie is a member of Delta Sigma Theta Sorority, Incorporated and currently serves as the Arts & Letter Co-Chair for the Fredericksburg Area Alumnae Chapter.

Pamela D. Gardner is a native of Goldsboro, North Carolina. She is a high school administrator for Prince William County Public Schools. She received her Bachelor of Science degree in Business Administration and her Master of Science degree in Counselor Education from North Carolina Agricultural & Technical State University. Pamela is a member of Alpha Kappa Alpha Sorority, Incorporated, National Council of Negro Women, National Education Association, American Counseling Association, Virginia School Counselor Association, Association for Supervision and Curriculum Development, and numerous other organizations.

Millisa Lucas Gary is a senior policy advisor with the Federal government, and has service in both the executive and legislative branches. Millisa has managed several major federal programs, and drafted legislation impacting these programs – which eventually became law. Millisa holds a Bachelor’s degree from George Mason University and a Master’s degree from Averett University. She is also a member of the American Bar Association. Millisa holds the executive position of Chair of Strategic Planning for the Greater Rappahannock (VA) Chapter of The Links, Incorporated. Millisa resides in Stafford, Virginia with her husband, Oscar, and has two daughters; LaTanya and Tiffany.

Donna Gordon Green is a native South Carolinian. She graduated from South Carolina State University with a Bachelor of Science degree in Marketing. After graduating from college, Donna traveled the world working for the American Red Cross. Shortly after settling in Fredericksburg, Donna started working at St. Mary Catholic Church in Sacred Music.

Donna is an Heir-O-Link of Link Catherine Gordon and Connecting Link Robert Gordon, DDS and is currently the chairman of the Ethics~Standards Committee for the Greater Rappahannock (VA) Chapter of The Links, Incorporated. She is also a member of the Xi Upsilon Omega Chapter of Alpha Kappa Alpha Sorority, Incorporated.

Donna is married to Gregory and they have four children; David, Joseph, Alexis, and Lila.

Karen F. Griffin is an economist with the U.S. Department of Energy. She is the Executive Vice President of the National Treasury Employees Union. She received her Bachelor of Science degree in Business Economics from North Carolina Agricultural and Technical State University and a Masters of Arts degree in International Commerce and Policy from George Mason University.

She is an active member of Alpha Kappa Alpha Sorority, Incorporated, and currently serves as the Vice President of the Xi Upsilon Omega Chapter of Fredericksburg, Virginia.

Shellece D. Hankerson is a native of Sandusky, Ohio. She is a retired Air Force Officer and currently works for the Department of Veterans Affairs as a Supervisory Management Analyst. She received her Bachelor of Science degree in Professional Aeronautics from Embry Riddle Aeronautical University and Dual Master of Business Administration and Human Resources degree from Columbia Southern University.

She is a member of the Xi Upsilon Omega Chapter of Alpha Kappa Alpha Sorority, Incorporated and serves on the Nominating Committee.

Shellece is the mother of one son; Corey Jr.

Tequella Regina Jackson is a native of Memphis, Tennessee. She is an educator with Fairfax County Public Schools. Regina is a former United States Navy officer. She received her Bachelor of Science degree in Education from The University of Tennessee and a Master’s in Business Administration from Averett University.

Regina currently is chair of the Services to Youth Facet for the Greater Rappahannock (VA) Chapter of The Links, Incorporated. She is an active Silver Star member of Alpha Kappa Alpha Sorority, Incorporated, Xi Upsilon Omega Chapter.

Gwendolyn Allen James, PhD was born and raised in Richmond, Va. She is a Senior Economist with the Bureau of Labor Statistics. Gwen attended Virginia State University for her undergraduate and master’s program and Howard University for her doctoral program.

She is an active Life member of Alpha Kappa Alpha Sorority, Incorporated and serves as Chair of the Xi Upsilon Omega Chapter Audit Committee. She is a member of the Chartering Committee of the Greater Rappahannock (VA) Chapter of The Links, Incorporated.

Gwen is married to Rondall W. James. They have two sons, Torryn and Taron and four grandchildren.

Ashley Johnson is a native of Caroline County, Virginia. She is a Polysomnography Technician with Mary Washington Health Care in Fredericksburg, Virginia. Ashely received her Bachelor of Science in Biology from Virginia State University.

Ashley is a member of the National Trends Committee for the Greater Rappahannock (VA) Chapter of The Links, Incorporated. Ashley is a member of Shiloh Baptist Church (Old Site) where she is involved in the Youth ministry. She enjoys spending time with her family and friends. Ashley is recently engaged to fiancée, Antwane Beverly Campbell.

Eunicseia N. Johnson-Byrd, “Necie”, is a 25-year employee of the federal government and has worked in many countries. She is now a dual careerist after becoming a licensed realtor for the State of Virginia. Necie received her Bachelor of Science degree in Technology and Management from the University of Maryland.

Necie is Chair of the International Trends and Services Program in The Greater Rappahannock (VA) Chapter of The Links, Incorporated. She is a member of Delta Sigma Theta Sorority, Incorporated ~Fredericksburg Area Alumnae Chapter and serves on the Cultural Arts Committee and the National Pan-Hellenic Council.

Mary Gibson King is a native of Charleston, South Carolina. She is a retired educator. She received her Bachelor of Science Degree in Early Childhood Development and a Master’s in Elementary Education from South Carolina State University in Orangeburg.

Mary currently is the Rituals Chair for the Greater Rappahannock (VA) Chapter of The Links, Incorporated and is also a member of Delta Sigma Theta Sorority, Incorporated.

Kavatus (Kay) Newell, PhD is a native of New Orleans, Louisiana. She is an Educational Consultant with American Institute for Re-search. Melany Pollock is a native of Washington, D.C. She is a Contracting Officer with the Federal Government and a Fitness Franchise Owner with four locations. She is also a National Presenter for a leading National Fitness Organization.

Melany received her Bachelor of Arts degree in Criminal Justice from Radford University, Master of Arts degree in Journalism from American University, and Masters of Business Administration Degree from Virginia Polytechnic Institute and State University.

Belinda Porter is a native of Suffolk, Virginia. Belinda is a graduate of Virginia Union University where she earned a Bachelor of Science in Natural Science and Computer Science. Belinda holds a Masters in Business Administration and an International Certificate as a Marine Surveyor; United Kingdom.

Beth L. Sinkler is a native of El Paso, Texas. She is the Corporate Quality and Training Development Director for Computer Technologies in Fairfax, Virginia. She received her Bachelor of Administration degree in Marketing and Management from the University of Texas at El Paso.

Beth is the President of the Greater Rappahannock Chapter of The Links, Incorporated. Active in the community, she is on the Board of Directors of the Fredericksburg Area Sickle Cell Association (F.A.S.C.A.). She also volunteers as a golf instructor for the Community Wellness Coalition Youth Golf Camp which targets disadvantaged youth.

Beth is married to William I. Sinkler.

Wycessa D. Small, JD is a native of New Jersey. She is an instructor with the Rappahannock Area Adult Education Program. She received her Bachelor of Arts degree in Economics from Boston University and a Juris Doctorate degree from the University of Pittsburgh School Of Law.

Wycessa serves as The Arts Facet Chair for the Greater Rappahannock Chapter of The Links, Incorporated. She is a Silver Star Member of Alpha Kappa Alpha Sorority, Incorporated. She serves on the Pastoral Care Ministry team at Strong Tower Ministries.

Wycessa is married to Larry Small and has one son; Matthew.

Giovonni currently holds the position of Financial Secretary for the Greater Rappahannock (VA) Chapter of The Links Incorporated. Rhonda C. Still is a native of Hopewell, VA . She is employed by the U.S. Army as a Logistics Management Specialist. Rhonda is Fundraising Chairman of the Greater Rappahannock (VA) Chapter of The Links Incorporated. She has been a member of Alpha Kappa Alpha Sorority, Incorporated for 27 years and serves as Vice President of the Pearls of Promise Interest Group.

Rhonda is married to David Still and they have one son.

Michelle holds the position of Archivist for the Greater Rappahannock (VA) Chapter of The Links Incorporated. She serves on the City of Fredericksburg Riverfront Task Force and is on the Board of Directors for Rappahannock Refuge; the Hope House. Jacinta White Topps, MD is a Partner at Fall Hill Pediatrics in Fredericksburg, Virginia. Cynthia Muse Watkins is a retired elementary school teacher. She received her undergraduate degree from Howard University and her Master of Education degree in Early Childhood Education from Virginia State University.

Cynthia currently serves on the Scholarship Committee for the Greater Rappahannock (VA) Chapter of The Links Incorporated. She is a Committee Member for Boy Scouts of America in addition to other community affiliations. Cynthia is a member of Shiloh Baptist Church (New Site).

Cynthia is married to Frederick L. Watkins. They have one adult son; Avery.

Tracey D. Watkins, Esq. is a consultant specializing in employ-ee and labor relations. As Chief of Staff with the U. S. Merit Systems Protection Board (MSPB), she was awarded the Theodore Roosevelt Award, the agency’s highest honor, for distinguished public service. Tracey is a grad-uate of the University of South Carolina, the University Of Richmond School Of Law, and the Federal Executive Institute (FEI).

Tracey is Treasurer of the Greater Rappahannock (VA) Chapter of The Links Incorporated. She is a Silver Star member, President of Xi Upsilon Omega Chapter and the Mid-Atlantic Region Scholarship Chairman of Alpha Kappa Alpha Sorority, Incorporated.

Her family includes her son, daughter-in-law and three grandchildren.

Deirdre Powell White is Founder/CEO of DPW Training & Associates, LLC, which provides professional, technical training to employees of the federal government. Deirdre is also Chairman of The DPW Foundation, a philanthropic and programmatic initiative which provides scholarships to graduating high school seniors planning to attend college.

A native of Fredericksburg, Deirdre received her Bachelor’s degree from the University of Mary Washington and MBA from James Madison University. She is a national executive board member of Delta Sigma Theta Sorority, Incorporated and serves as Parliamentarian of The Greater Rappahannock Chapter of The Links, Incorporated.

She is married and has two daughters; Kiersten and Kayla.

Bonita W. Wilson, MD is a partner with Allergy Partners of Fredericksburg-practicing in Fredericksburg and Stafford. She attended Howard University where she received her undergraduate and medical education. While attending Howard, Bonita became a member of Alpha Kappa Alpha Sorority Incorporated.

Bonita was born in Pittsburg Pennsylvania, but most of her childhood was spent in Philadelphia Pennsylvania. Bonita is an Heir-O-Link. Her grandmother, Gladys Bush Curtis and her mother, Deane Curtis Wesley, were both members of the Philadelphia (PA) Chapter of The Links Incorporated. Bonita is a member of Alpha Kappa Alpha Sorority, Incorporated, Xi Upsilon Omega Chapter.
