Grant Purpose:The purpose of this grant would be to contribute to the remaining infrastructure that needs to be built in order tocomplete our school's outdoor classroom. Specifically, in our design plan we have a small outdoor tool shed made ofcedar that is designed to give easy access to tools and potting materials that would be used regularly in the gardenspace. We would like to use this grant to fund the materials to construct this shed, including laying a foundation for theshed.

Benefit to Colwood - How would the requested grant enhance quality of life for residents in the City?This outdoor learning space has the potential to enhance quality of life for Colwood residents in a number of ways.Firstly, It provides an opportunity to educate it’s youth around resources required to grow food, and help them learn howto grow some of their own food. This will increase food security in our region while simutaneously lower the carbonfootprint associated with food production.- It also will educate the community on the cultural and ecological value ofIndigenous plants, including reduced irrigation needs, symbiosis with native and pollinators and opportunities for makingteas, salves and other traditional medicines. The outdoor classroom will also offer a greenspace within a centralized partof the city - a small refuge amongst busy schools and high-density living. The outdoor classroom would provide a sourceof food and nesting materials for other wildlife in the region, including birds and insects.

Volunteer and Citizen Participation - Describe the number of participants and the nature of their involvement ●Students and teachers will be the primary users of the outdoor classroom In it's initial stages. Our TASK students andteacher will use their class time to construct the storage shed. To that end, probably around 25 students and severalstaff would be involved In seeing the shed to fruition, but as the larger project, we anticipate It to engage the hands ofhundreds, if not thousands, over time.

Funding Decision - Use this area to describe the impact of receiving funding or non-funding.Receiving this funding would greatly assist this project in moving fonward. The RBSS school expansion funds made alarge contribution to the project through installing water and power lines to the.outdoor classroom site and constructingfour large footings for an eventual shelter. None the less, there is much that remains to be done to complete this project,and each contribution takes us a little closer to helping this vision come alive. If we could get funding for a tool shed, it Ispossible that our school TASK (Trades program) would be able to have the shed constructed late spring or early nextfall, facilitating some use of the garden space this year.If it is decided to that the City of Colwood would not contribute funds to support the construction of a tool shed, we willcontinue to look for sources of funding elsewhere.

ELIGIBILITY CRITERIA

No grant request will be forwarded for consideration if a previous grant was provided and the conditions of funding

specified in this policy or by resolution of Council were not complied with. Application must be submitted no later

than November 15 of the year prior to the project year.

Preference will be given to applications from organizations based in Colwood followed by those that provide a directservice to Colwood residents.

No retroactive funding applications will be considered.

No grant request will be forwarded for consideration unless all applicable information has been provided and staff

has confirmed completion of the grant application.

City grants cannot be used by the receiving organization to issue grants to another entity/individual.

Any direct or indirect benefit from a permissive tax exemption must be declared in the application.

POLICY EXCERPT - (GRA 001)

1. The City of Colwood may make financial assistance available to registered non-profit or charitable

organizations providing:

a. Applicants demonstrate a need for financial support.

b. The financial support is limited to services that aren't currently provided by the City.

2. Preference will be given to those organizations serving the City of Colwood.

3. No retroactive grant in aid requests will be considered.

4. Sports organizations do not qualify for such assistance.

5. Application Deadline: November 15 of the year preceding the year funding is being requested.

6. A summary report of the applications will be presented to a Council during annual budget process.

ASSESSMENT PROCESS

Applications will be reviewed by staff, ensuring completeness of each application. Review and approval or denial

of completed applications will be included in the annual budget process.

Applications will be considered in a public meeting with members of Council and Finance staff in attendance. The

merits of applications will be carefully considered with recommendations being forwarded to Committee of theWhole for consideration.

There is no appeal on the decision of Council regarding an application that is not supported.

Applications received that are incomplete, do not meet the criteria, or are submitted after the deadline will not be

considered. Please ensure all requested information is provided with the application prior to submission\
