Purpose and Application
Effective governance and appropriate accountability mechanisms are key factors in ensuring that the citizens of Ontario are well served by government agencies and transfer payment recipients. They are also crucial to the successful achievement of the colleges’ objectives. Performance measurement through the collection of performance indicators is an important accountability tool.
The Ministry of Training, Colleges and Universities (MTCU) and the colleges of applied arts and technology have defined five Key Performance Indicators (KPIs) to measure, in a consistent manner across the college system, college performance against ministry stated goals and objectives. The five KPIs are:
graduate employment;
graduate satisfaction;
employer satisfaction;
student satisfaction; and
graduation rate.
The first three KPIs – graduate employment, graduate satisfaction, and employer satisfaction – are used to distribute performance funding to the colleges.
The accountability requirements for colleges are outlined in the Minister’s Binding Policy Directive on Governance and Accountability Framework that the Minister of Training, Colleges and Universities has issued pursuant to the Ontario Colleges of Applied Arts and Technology Act, 2002. The Act also authorizes the Minister to request any financial or other information from the colleges.
This operating procedure, which applies to all colleges, sets out the requirements for the administration of the graduate and employer surveys used to collect the graduate employment, graduate satisfaction, and employer satisfaction KPI data, and the requirements for the publication of the KPI data. Standard survey administration procedures are used to ensure a consistent, objective approach across all colleges, and to yield survey results that are reliable, comparable, and verifiable.
These procedures were developed by the joint college-ministry KPI Steering Committee that provides advice and makes recommendations to the ministry on the administration of the KPI initiative.

The KPI data are used by colleges to demonstrate their achievements and to identify where changes could be made to programs and services to better meet the needs of students and employers. The ministry also uses the data to advise and inform government about the colleges and in the planning and policy-making for the college system.
Glossary
Auditors: external public accountants, licensed under the Public Accountancy Act, who are engaged by a college to conduct an audit of the enrolment and graduate data reports as required by MTCU.
College Funding Framework (CFF) Funding: The portion of the provincial operating grant for colleges that is distributed among colleges on the basis of each college’s historical average enrolment in courses and programs of instruction eligible for funding.
Employer Satisfaction KPI: the percentage of employers who indicate that they are satisfied with the graduate’s overall college preparation.
Fiscal year: the period between April 1 of one year and March 31 of the next year.
FIPPA: Freedom of Information and Protection of Privacy Act, R.S.O. 1990, c. F.31, as amended.
Graduate: a student who has completed all necessary requirements for a full-time postsecondary program of instruction approved for funding through the College Funding Framework (CFF), including all academic and practical requirements as published in the college calendar for a postsecondary program of instruction, and has been reported for his or her final semester of study by the college in the audited enrolment submissions for the prior or current enrolment reporting cycle.

Graduate Employment KPI: the percentage of college graduates in the labour force who were employed.
Graduate Satisfaction KPI: the percentage of college program graduates who perceived that their college experience was useful to them in achieving their goals after graduation.
Graduation term/semester: the academic term/semester when all requirements have been met. Any student who has not completed his or her practical or other requirements is not to be included until he or she has done so. Practical requirements include work placements and co-operative education terms. Completing the necessary requirements also includes applying for graduation, if required by the college. The term/semester is to be reported as shown below.

MTCU code: a five-digit number assigned by the Ministry to postsecondary programs of instruction and used to identify the provincial program category to which programs that are broadly similar in their vocational objectives and titles have been assigned.
Postsecondary program of instruction: collectively, basic postsecondary and post-basic programs of instruction, which are defined below.
Basic postsecondary program: a program of instruction that conforms to the levelsof learning articulated in the Credentials Framework (see Minister’s Binding PolicyDirective on Framework for Programs of Instruction: Appendix A) and leads to theawarding of one of the following credentials: Ontario College Certificate, OntarioCollege Diploma, Ontario College Advanced Diploma, or an applied degree. Basicpostsecondary programs also include joint college-university programs that lead tothe awarding of a degree by the university partner.
Post-basic program: a program of instruction that conforms to the levels of learningarticulated in the Credentials Framework (see Minister’s Binding Policy Directive onFramework for Programs of Instruction: Appendix A) and leads to the awarding of anOntario College Graduate Certificate.
Requirements
These mandatory requirements are for the 2015–16 survey cycle, detailed in Appendix A, to collect data from graduates who graduated in 2014–15 and their employers.

Survey Population
The graduate and employer surveys, included as Appendix B and C respectively, are to be conducted with:
all college graduates from postsecondary programs of instruction approved forfunding through the College Funding Framework (CFF); and
the employers of graduates who consented to their employers being interviewed.
College Contacts
Each college is to designate staff to serve as a Key College Contact and as a Contact for Graduates and Employers to work with the ministry and the service provider contracted by the ministry to conduct the graduate and employer surveys and to tabulate and report the results.
Alternative staff are to be named and are expected to carry out the responsibilities when the Key College Contact and the Contact for Graduates and Employers are not available.
The Key College Contact and the Contact for Graduates and Employers are to work with alternative staff to keep each other informed.
Key College Contact
The Key College Contact acts as a single point of contact for the ministry and the service provider. The contact is to keep college staff, students, graduates, and employers informed about the KPI initiative. The contact is to coordinate the:
confirmation of the College’s authority under FIPPA to use and disclose the personalinformation of the graduates for the purposes of the KPI;
preparation of the graduate data file for each graduating term and submission of it tothe service provider and college auditor;
preparation of the summary table of graduate data for each graduating term andsubmission of it to the service provider and college auditor;

revisions to the graduate data file and the summary table of graduate data;
collection of any college-specific questions and submission of them to the serviceprovider;
search for alternative phone numbers for hard-to-find graduates;
distribution of survey data reports within the college;
review and adjustment of graduate employment, graduate satisfaction, and employersatisfaction KPIs.
advise the ministry of any changes in the college’s KPI contact information with theservice provider

The Key College Contact ensures that the college meets the deadline dates outlined in this operating procedure.
Contact for Graduates and Employers
The Contact for Graduates and Employers acts as a single point of contact for graduates and employers. The contact is to provide:
information to graduates and employers about the KPI surveys and the college;
alternative phone numbers for hard-to-find graduates to the Key College Contact;
career assistance to graduates seeking employment.
Graduate Data File and Summary Table of Graduate Data
Colleges are to provide the service provider with the graduate population to be surveyed. For each of the three graduate surveys, colleges are to prepare:
an electronic graduate data file containing a graduate data record for each graduate,as shown in the section Instructions for Completing the Graduate Data Record; and
a summary table showing the number of graduates in the electronic file, as shown inthe section Instructions for Completing the Summary Table of Graduate Data.

Each graduate data file and summary table is to be completed correctly and reconciled with each other before the service provider can start to survey the graduates.
Audit of Graduate Data File
College auditors are to examine the graduate data files following the instructions provided in Appendix H to provide the ministry with a level of assurance that the graduate information in the file and in the summary table has not been misstated. All three graduate data files and summary tables are to be examined and reported to the ministry by June 30. This means that the summer and fall graduate data files are audited after the survey whereas the winter graduate data file is audited before the survey begins. An auditor's report without reservation or qualified items is a condition for a college to receive performance-based funding. The audit reports are to be uploaded to the service provider’s web site as PDF files using web site links e-mailed to auditors when colleges submit their winter graduate date files to the service provider. The structure of the file name is to comprise of the college code, "Audit Report" and cohort, for example:

Instructions for Completing the Graduate Data Record
For each graduation term/semester, prepare an electronic graduate data file of all graduates as defined in the Glossary section.
Prepare an ASCII file with a data record for each graduate following the guidelines and field notes below.
All fields are to be completed correctly so that the service provider can import the filedirectly into the computer-assisted telephone interview system.
Fields that have multiple words should be filled out with one space between words.
Fields are left justified where the value does not fill the field except where notedbelow.
All year values are four digits.
1. College abbreviation: Use the standard 4 four-character college abbreviation, asdefined by the ministry. See appendix K.
2. Student identification number: Student identification numbers must be right justifiedand zero filled if less than 14 digits long.
4 and 5. Permanent and local addresses: Separate the apartment and street address and the city and province code. If doing so is not possible, enter the data free-format. Use standard two-letter Canada Post and United States Postal Service codes for provinces and states. See appendix J.
6. Telephone numbers: Telephone numbers must be right justified. Do not includehyphens, parentheses, or blank spaces. Complete phone numbers must be provided forevery graduate as follows:
North American phone numbers must contain 10 digits: the three-digit area code and the seven-digit local code. The "1" prefix for long distance numbers should not be included. Telephone numbers for other countries are to include "011" and the country code,
the routing code, and the local number.
7. Date of birth: The date of birth must be entered to validate the survey for KPIcalculation.

If a graduate cannot be surveyed by telephone, they will be sent an e-mail inviting them to complete the graduate survey online. Responses collected online will not be used in the KPI calculation but will be flagged separately and included in the data file sent to the colleges.
17. Campus Postal Code: Use the six-character alpha-numeric Canadian Postal Code to denote the physical location of the graduate’s campus. Only one postal code per campus should be assigned. If the file contains errors, the Key College Contact is to ensure that the appropriate revisions are made and the file is resubmitted to the service provider using the data file uploader. Once the graduate data file has been assigned an approval reference number, it is to be sent by the Key College Contact via secure e-mail or encrypted disk to the college auditor by the deadline date shown above. The correctly completed and signed summary table of graduate data is to be sent by e-mail to kpisummarytables@name of company.com as a scanned document attachment to the service provider and college auditor by the same deadline date shown above.

The Key College Contact then sends the signed summary table of graduate data with numbers that match the approved graduate data file to the service provider by e-mail as a scanned document attachment, and to the college auditor by May 31.
If the file contains errors, the Key College Contact is to ensure that the appropriate revisions are made and the file is resubmitted to the service provider for checking using the data file uploader. If the file is correct, the service provider advises the college auditor via e-mail providing an approval reference number and a web-link from which the file can be securely downloaded, and the Key College Contact ensures that the correctly completed and signed summary table of graduate data is sent by e-mail as a scanned document attachment to the service provider and college auditor by May 31.
The college auditor is responsible for auditing the graduate data file and sending the summary table of graduate data to the service provider, along with the college auditor's report citing the approval reference number for the graduate data file, by June 30.
The auditor does not send the data file itself to the service provider, as the service provider already has a copy. If any changes are required to the data file, the revised data file is to be re-uploaded by the college. With the approval reference number, the auditor has access to the data files on the service provider’s secure web-site.
It is important to adhere to the deadline dates. Failure to submit the graduate data file and summary table of graduate data to the service provider by the date specified may result in loss of surveying time and in lower completion rates for the college.
Amending a submitted file
1. If an amended file is ready before the due date, a complete new file should be uploaded (the service provider will automatically use the last file uploaded before the due date).
2. If an amended file is ready after the due date, but before the start of fieldwork, check with the service provider, either a complete new file should be uploaded or just a supplementary file depending on whether the service provider has imported the original file or not.
3. If an amended file is ready after the start of fieldwork, contact the service provider and submit a supplementary file.

MTCU considers the revisions for final KPI tabulation.
College-Specific Questions for Graduate and Employer Surveys
Colleges may submit to the service provider up to five college-specific questions to be added at the end of their graduate and employer surveys. The questions and the responses are not disclosed to the ministry, and they are not included in the calculation of the KPI.
Colleges are to adhere to the following guidelines:
Include the college’s name in the submission to the service provider.

The Key College Contact is to upload the college-specific questions for the graduate and employer surveys on the service provider’s web portal (see Appendix F) by February 1 so that the employer satisfaction survey may be conducted with self-employed graduates at the same time as they are given the graduate survey. At the time of upload, the Key College Contact is to indicate whether the college-specific questions are to be shared with other colleges or not. Shared questions will be available via the service provider’s web portal. The Key College Contact is to retain a copy of the questions for future reference.

Following Up with Graduates and Employers
Search for Alternative Telephone Numbers of Graduates
The Key Contact is to assist the service provider in finding alternative phonenumbers of graduates, once other avenues have been exhausted.
The exchange of hard-to-find graduates information between the service providerand the colleges is done on-line.
The hard-to-find graduate listing is found on the service provider’s secure web site.
The service provider will update the hard-to-find graduates list each evening oncethe survey commences to provide colleges with access to the information in realtime. Only graduates who the service provider cannot find will be listed together withall the phone numbers that are on file.
Colleges are to provide the service provider with new graduate phone numbers assoon as they become available so that the service provider has access to theinformation in real time. When a college receives a new phone number, it is to beadded to the list in the space provided. If a college finds a graduate at one of theexisting phone numbers, that phone number is to be added in the new phonenumber box and the service provider will keep trying to reach the graduate at thatnumber.
The list of hard-to-find graduates is posted by date of initial listing. This allows colleges to see immediately if any new listings have been added since the list was last checked.
Distribution of Employer Contact Lists
The Key College Contact is to distribute to the appropriate staff in the college information on the graduates (name, student number, program of instruction name) who consented to their employers being contacted, including the name and phone number of the graduates’ supervisor and the employer’s address.
The Key College Contact is to receive this information from the service provider two weeks before the start of the employer survey as shown in Appendix A. Colleges use this information to notify the employers of the upcoming survey.

Distribution of Survey Results and Reports
The data collected by the Graduate Outcomes, Graduate Satisfaction Survey and the Employer Satisfaction Survey are for administrative and statistical purposes of the colleges and the ministry. Only aggregate data are reported, and all individual responses are confidential.
In light of the Ontario Freedom of Information and Protection of Privacy Act, confidentiality is maintained by not publishing information for categories in which the total number of individuals is less than five.
The Key College Contact is to distribute to the appropriate staff in the colleges the following data and reports received from the service provider for each of the three graduate and employer surveys:
the raw survey results in either ASCII or dbf file; and
tabulated reports as outlined in Appendix D.
Communication
Informing prospective graduates, graduates, and employers about the graduate or employer surveys is to be done in an impartial manner to avoid compromising the validity and reliability of the data. Colleges are to be careful not to inadvertently bias the survey results by redefining the response scale, encouraging the selection of one response over another and/or making leading statements.
Release of the KPI Data
The colleges’ KPI results are announced annually in the spring. Individual colleges may release their results to the public after the announcement. In publishing the KPI results, colleges and the ministry are to adhere to the following requirements:
Colleges are not to be ranked by KPIs; rather, show areas of strength and that performance is at acceptable levels.
All KPIs are to be reported together as no one indicator provides a complete picture of college performance.
The context and unique local circumstances are to be provided as background for the KPI results.

KPI data are to be shared publicly, particularly with stakeholders who provided timeand input to the surveys or data collection (i.e., students, graduates, employers).
KPI data are to be reported as quickly as possible depending on data readiness.
Review and Adjustment of the KPI Data
The ministry undertakes a review of the KPI data collected during the previous collection cycle and makes adjustments to ensure that only data obtained from eligible students, graduates, and employers are used in the calculation of the KPIs (see Appendix E). A list of graduates to be excluded from the calculation of the Graduate Employment KPI and the Graduate Satisfaction KPI is sent to each college president, registrar, and Key College Contact.
The Key College Contact is to ensure that:
The appropriate college staff examine the ministry’s review and adjustment list ofgraduates to be excluded from the KPI calculation.
Any requests from the college to include or exclude other graduate records from theKPI calculation are added to the review and adjustment list.
The college’s review and adjustment list is signed by the college president andreturned to the ministry by the due date.

Appendix D: Survey Data and Reports
Raw Data
For each survey, the college is to receive from the service provider its own raw data as specified below. The raw data are to be in an ASCII file or dbf format and provided to the college via a login and password secured File Transfer Protocol (FTP) site:
all graduate data submitted to the service provider by colleges including the student identification number, the graduate’s name, local and permanent street addresses, and all phone numbers;
all survey data for the entire graduate survey population (e.g., completes, incompletes, refusals, etc.) including the student identification number, graduate's name, local and permanent street addresses, and all phone numbers;
all survey data for the entire employer survey population (e.g. completes, incompletes, refusals, etc.) including the employer and graduate's names, all street addresses, and all phone numbers.
College KPI Data
For each survey and all three surveys combined, each college is to receive from the service provider its own KPI data outlined below by college program name/campus code provided to the college via a login and password secured File Transfer Protocol (FTP) site:
the overall graduate employment rate: the percentage of college graduates in the labour force who were employed;
the overall graduate satisfaction rate: the percentage of college program graduates who perceived that their college experience was useful to them in achieving their goals after graduation;
the overall employer satisfaction rate: the percentage of employers who indicated that they are satisfied with the generic and vocational skills of recent graduates from college programs.
Tabulated Reports
For each survey and all three surveys combined, each college is to receive from the service provider the following tabulated reports in hard copy (one) or PDF (one or multiple) and in an electronic tab delimited file (TDF):

For each survey and for all three surveys combined, the provincial average of each response to each question is included. For the combined report, only the provincial program average for each response to each question is provided. For each survey and all three surveys combined, each college is to be provided with:
an Employer Listing Report showing for each college program the names and location of employers, the North American Industry Classification System (NAICS) code and name, the occupational title and National Occupational Classification (NOC )code of the graduates employed, and the salary for the graduate's occupation; and
a Graduate Outcomes Report showing for each college program the graduate outcomes and employment information in a summary table.

Appendix E: Review and Adjustment of KPI Data
In the fall of each year, the ministry launches, with a memo to college presidents, the annual review and adjustment process on data harvested in the previous cycle.
The purpose of the review and adjustment process is to ensure that only data obtained from eligible students, graduates, and employers are used in the calculation of the KPIs. This is particularly important for the three KPIs (graduate employment, graduate satisfaction, and employer satisfaction) that are used to distribute performance funding.
The graduate data file contains six fields that determine a graduate's eligibility to be included in the KPI calculation. A graduate's record must meet all six of the requirements listed below to be eligible for use in the calculation of the KPI:

records that have either blank APS codes or invalid APS codes (i.e.,codes for programs not funded by the ministry);
records that correspond to graduates from a different graduation calendaryear or term/semester than the one being surveyed.
Graduates who identified themselves as full-time students but who alsoanswered the graduate employment question are to be excluded from thegraduate employment KPI calculation but included in the graduate satisfactionKPI calculation.

The college president and registrar and the Key College Contact are sent a list of the graduate records that fall into these three categories to review. At the same time, colleges may request adjustments to any other graduate records that warrant either inclusion or exclusion from the KPI calculation. The college president is to sign off the list and have it e-mailed to the Postsecondary Accountability Branch director at [email protected] and the original is to be mailed to the Director, Postsecondary Accountability Branch, Ministry of Training, Colleges and Universities, Mowat Block, 7th Floor, 900 Bay Street, Toronto, ON, M7A 1L2. The ministry will review any requested adjustments and inform the college of its decision.
All approved adjustments are sent to the service provider to produce the final tabulation of the three KPIs. Each college receives its final tabulation of the three KPIs.

Appendix H: Audit of Graduate Data
Colleges are to engage an auditor licensed under the Public Accountancy Act to conduct an audit of the graduate data prior to June 30. The cost of performing the audit is the responsibility of the college.
The auditor is required to:
Express an opinion on the three summary tables of graduates in accordancewith the CICA Handbook, Section 5800 – Special Reports.
Examine the graduate data files to provide the Ministry with a level of assurancethat the graduate information in the file and on the summary table of graduatedata has not been misstated. Auditors are to compare the graduation status andgraduate record of sampled students recorded in the graduate data files to theofficial student record that is used to generate transcripts.
The Ministry views as being of considerable merit the application of statistical sampling techniques in support of the auditor's opinion. Where such techniques are applied, the Ministry considers appropriate a confidence level of 95 per cent and a materiality limit of 2 per cent with respect to the upper limit of net overstatement. Specifically, in such a case, an auditor's opinion without reservation or qualified items would be interpreted as attesting (with 95 per cent certainty) that in the summary table of college activity:
The graduate data are not more than 2 per cent lower than or greater than thevalues that would have been derived if every graduate record had beenexamined.
In addition, the auditor is to consider the following in expressing an opinion:
Colleges must have adequate processes and documentation in place at thecollege to support the reporting of graduates. Auditors should, at a minimum,review the processes and documentation in place to ensure that graduates whoare reported meet the eligibility criteria established by MTCU policy. Auditorsshould include as part of their report to MTCU an assessment of the adequacy ofthe processes and documentation used in the college to report graduates andnote any areas they have identified for colleges to improve these processes andprocedures
Errors detected in the graduate sample selected are to be corrected, and further investigation should be undertaken to determine whether or not such errors are unusual occurrences or are indications of systematic reporting problems. A summary file of the

errors that were detected and corrected along with any documentation pertaining to unusual occurrences or systemic reporting problems is to be shared with the Ministry of Training, Colleges and Universities.
Any errors detected in the summer term and fall term graduate data files are to be corrected and identified in the auditor’s report. The auditor is to notify the college and the service provider responsible for the graduate survey of the changes that have been made to either graduate data file. Errors detected in the winter term graduate data file and/or in the summary table of graduate data are to be corrected by the auditor. A revised file and summary table are to be sent by the auditor to the service provider undertaking the graduate survey, along with the auditor's report citing the approval
Activities Excluded from Audit
The following activities are not part of an audit:
The summary tables of graduate data (except for those full-time postsecondarygraduates who were reported in the total enrolment [previously in File A] in thecurrent fiscal year as outlined on the summary table of college activity).
A student’s eligibility to graduate. The college has sole responsibility indetermining which students are eligible to graduate.
Auditor’s Report
An auditor's report without reservation or unqualified items is a condition for a college to receive performance-based funding. If the auditor is unable to provide an unqualified opinion, a full written explanation of the reasons is to be sent to the college’s board of governors and to the Director, Postsecondary Accountability Branch, Ministry of Training, Colleges and Universities. Further direction will be provided to the college after reviewing the matter.
The college’s auditor is to:

(When college data are uploaded to theservice provider’s web site, the service provider advises the college auditor via e-mail providing an approval reference number and a web-link from which the filecan be securely downloaded and to which the winter term summary table andaudit report as PDF files can be securely uploaded.) Only audit reports withoutreservation or qualified items are to be uploaded. Graduate data files andsummary tables are to be revised and resubmitted as required so that an auditreport without reservation or qualified items can be issued and then uploaded.During the upload process, the auditor will be required to certify that an auditreport without reservation or qualified items is being uploaded.
The auditor does not send the graduate data file itself to the service provider, asthe service provider already has a copy. If any changes are required to the datafile, the revised data file is to be re-uploaded by the college. With the approvalreference number, the auditor has access to the data files on the serviceprovider’s secure web-site.
