FOREWORD

Micro Small and Medium Enterprises Development Institute, Cuttack , a field office of Micro

Small and Medium Enterprises Development Organisation, Ministry of Micro, Small and Medium

Enterprises, Government of India, plays an important role for the promotion and development of

micro, small and medium enterprises in the state of Odisha. This Institute provides techno-

economic and managerial services in the field of economics, statistics, glass & ceramics,

mechanical, electrical & electronics, chemical & food, leather &footware to the micro, small and

medium entreprises to improve their productivity and quality of product, promoting marketing and

export including training facilities to the educated unemployed youths & in guiding them in setting

up of new enterprises.

Every year this Institute conducts different programmes in dispersed locations in the state

to fulfill the need of prospective entrepreneurs to enable them to set up enterprises and also to

keep the existing units functioning in an effective manner. Micro and Small scale units are small in

terms of investment, production but play vital role in country's economy by providing large-scale

employment. The MSME sector contributes a significant percentage of industrial production as well

as in earning foreign exchange for the country by exporting various products manufactured in this

sector.

Keeping in mind the overall growth of this vital sector of the economy, this Institute

conducted various programmes starting from motivating the educated unemployed youths to

providing the training and handholding support to become self-employed by starting some

enterprise, and in providing support to the existing units to continue to function in an up to date

manner. This Institute has tried its level best to cover the nook and corner of the state by

conducting different programmes for the educated unemployed youths with special emphasis to

cover more number of beneficiaries from weaker sections. In this connection, this Institute has

organized 49 One Day Industrial Motivational Campaigns(IMCs), 24 Entrepreneurship

Development Programmes(EDPs), 90 Entrepreurship-cum-Skill Development

Programmes(ESDPs) and 12 Management Development Programmes(MDPs) under Action Plan

and Special Programmes on packaging for exports(1No), One day awareness programme on

QMS/QTT 2Nos,One day awareness programme on EET 2Nos.,One day awareness programme

on Product certification 2nos., One day Seminar on Bar-Code(15 Nos.) under NMCP Schemes etc

for the benefit of existing and prospective entrepreneurs of the state.

There is a growing importance of this sector as it works as ancillary to various large

industries by fulfilling the requirement and also to economise the product cost. Keeping this in

mind, this Institute has also organized two National Level Vendor Development Programme-cum-

Industrial Exhibition at Cuttack and Balasore and 16 State Level Vendor Development

Programmes including Business to Business (B2B) Meets and One-to-One Interaction Meets at

different locations for the benefit of the MSME sector in the state.

This Institute has also prepared technical reports to disseminate information among the

MSME entrepreneurs to get acquainted with the latest technology available and suitable for

controlling waste and conserving energy. This Institute has undertaken District Industrial

Potentiality Survey Profiles of six districts of the state by incorporating therein relevant information

which would enable the entrepreneurs to select a product for setting up of such industries in the

state. Common Facility Centres have been functioning to render value based services to the

MSME entrepreneurs either in job work or in providing technical assistance and product

development work. This Institute has also worked for rehabilitation of sick MSME units. In the

present context of more emphasis on development of industries through cluster approach work,

this Institute co-ordinated the development and progress of the Automobile Cluster at

Bhubaneswar and the Rice Mill Cluster of Balasore.

This Institute has undertaken concerted efforts for promotion of flagship schemes including

NMCP schemes such as Bar Code, ISO 9000, TEQUP, Marketing Assistance & Technology

Upgradation (MATU), Business Incubator, QMS/QTT etc. In this regard, various awareness

programmes have been organized for scheme promotion at different locations of the state for the

benefit of MSME sector. This institute has also undertaken serious follow up with Technical

nstitutes of the State to have the information pertaining to availability of Machineries with them so

that cluster based skill training can be organized.

This Institute with a team of dedicated manpower is working with commitment and

providing time bound and continually improving techno-economic managerial services and training

facilities as a policy decision of Development Commissioner (MSME), Ministry of MSME,

Government of India, New Delhi to enhance the satisfaction of existing and prospective

entrepreneurs with an objective to accelerate the promotion and development of MSME sector to

compete globally and to ensure self-employment in this state. The significant features of this

Institute is that a large number of prospective and existing entrepreneurs have shown their keen

interest for the reports as well as project profiles (updated and new) prepared by the officers of this

Institute.

I am pleased to record my appreciation for Sh. Sachidananda Dash, Asst. Director (E.I) of

this Institute for his concerted effort to bring out this Annual Report 2014-15 incorporating various

activities and functions of this Institute on different aspects in a systematic way. I am sure,

CHAPTER – I

INTRODUCTION AND GEOGRAPHICAL COVERAGE OF THE INSTITUTE

AND IT’S BRANCH OFFICES

The Micro, Small and Medium Enterprises Development Institute, Ministry of Micro, Small

and Medium Enterprises, Government of India, Cuttack along with its two Branches at Rourkela

and Rayagada has been functioning under the Micro, Small and Medium Enterprises Development

Organization (MSMEDO), Ministry of Micro, Small and Medium Enterprises, Government of India,

with an objective to promote and develop MSME sector in the state by rendering various services.

Workshops at Cuttack, Rourkela & Rayagada are providing common facility services to the units

as well as imparting training to candidates to sharpen their skills to improve the productivity in their

concerned units.

The main activities of this Institute includes rendering techno-economic and managerial

consultancy to the existing as well as new generation entrepreneurs in the field of chemical,

mechanical, metallurgy, leather and Footwear, glass & ceramics, electrical, electronics, hosiery,

industrial management, economics & statistics etc. besides providing training facilities under

ESDP, EDP & MDP programmes. Conducting Industrial Potentiality Survey of Districts and

specific Cluster Studies to have a stock of information regarding various inputs and facilities

available including surplus resources and demand pattern of the people enabling an entrepreneur

to set up industries, recommendation under NSIC Registration of MSME units to facilitate

participation in Government purchase programme, Joint capacity assessment for distribution of

scarce raw materials, Vendor Development Programme for Ancillary Development,Implementation

of Public Procurement Policy of Govt. of India, preparation of State Profile with exhaustive

information on industry, preparation of project profiles & Detail Project Reports, Upgradation of

Technology, Census & Sample Survey of MSMEs, Conducting seminars/ workshops on different

themes to create awareness on ISO-9000/TQM, Intellectual Property Rights (IPRs), export

promotion etc., revival of sick units, preparation of Project Profiles and technical reports,

implementation of NMCP Schemes, Cluster development etc. are also the important activities of

MSME Development Institute, Cuttack.

This Institute and its Branches are equipped with techno-economic & managerial

manpower in different disciplines to render various services. Having a look on the backwardness of

the state particularly in the industrial sector, there is a need of giving more specialized services,

training and creates awareness among the people for developing a congenial industrial

atmosphere for speedy development of MSME sector by utilizing resources and skill available with

the ultimate objective of furthering the economic growth and employment generation.

At present, the state of Odisha consists of 30 districts. All the districts have been covered

under the administrative jurisdiction of this Institute and its Branch Institutes to make the services

ACTION PLAN ACTIVITIES OF MSMEDI, CUTTACK DURING THE YEAR 2013- 14

DETAILED REPORT

Odisha State Industrial Profile

Odisha State Industrial Profile was prepared/ updated once in a year up to 2003-04. As per

the guidelines of O/o DC (MSME), New Delhi this report is being prepared/updated in every

alternative year from 2005-2006. The current issue of Odisha State Industrial Profile has been

updated under Action Plan 2013-14. The next issue will be brought out during 2015-16 for the

benefit of the MSME entrepreneurs. The report works like a manual to the entrepreneurs,

promotional agencies, financial institutions including banks, academic institutions and researchers

as a stock of information/data on various aspects like availability of natural resources, raw

materials, human resources, financial assistance, technical services including infrastructure

facilities and scope of setting up new industries, role of promotional agencies and incentives given

and schemes operated, growth of MSMEs, its pattern and other relevant information of the state

are systematically incorporated in the report. The broad objective of preparation of this report is

i) To analyze the availability of human and material resources in the state

ii) To assess the infrastructural facilities available to plan for industrial development

iii) To evaluate the progress of industrialization achieved so far in the state depending

upon the available resources and infrastructure.

iv) To explore the scope of setting up of units in the MSME Sector.

v) Role of promotional agencies and Financial Institutions in promoting MSMEs.

vi) Schemes and incentives given for promotion and development of MSMEs.

District Industrial Potentiality Survey Profiles

During the year 2012-13 as per the instructions issued by O/o DC(MSME), New Delhi, this

Institute has prepared Brief District Industrial Potentiality Survey Profiles of all the thirty districts of

the state with a focus on the following aspects viz; physical and geographical features, availability

of natural, human resources and the present status of industrial development as well as availability

of infrastructural facilities for further industrial development in the district & scope of new

industries. In the year 2014-15 as previously prepared, District Industrial Potentiality Survey

Report of 06 districts has been prepared and this report has been undertaken with the following

objectives.

To explore the natural and human resources and skill.

To assess the available infrastructure for industrial development.

To evaluate the existing industrial activities of the district, utilizing the resources and

also catering to the local demand.

To identify some of the viable projects in MSME sector which can come up in the

district in the ensuing years based upon the locally available surplus resources and

the demand factor.

The Table below reflects the districts covered for potential survey during last five years.

Preparation of Project Profiles

The core competency of MSME DeveIopment Institute, Cuttack is preparation of project

profiles for the prospective entrepreneurs as well as the PMEGP target groups. This Institute

explored all possibilities and put concerted efforts for meeting the demand of PMEGP beneficiaries

by providing various assistance in preparation of project profiles on continuous basis.The Project

Profiles work like a preliminary guide to the entrepreneurs to go ahead in the process of setting up

an unit.

The technical officers of this Institute as well as Branch Institutes have prepared the project

profiles as per the guidelines & instructions of DC(MSME), New Delhi under the Action Plan 2014-

15. Some of the project profiles have also been prepared as per the local demand. Under

Ancillary Development, the technical officers of different divisions have also prepared the project

profiles as per the potentiality and need.

In the year 2014-15, this Institute has prepared a total no. of 06 project profiles on Leather

& Footware which includes 02 new and 04 updated and 01 nos. of Status Report of leather &

footware industries of Odisha under its Annual Action Plan.

Besides, 806 project profiles on new and updated project profiles were prepared including

existing project profiles as per the local demand during the year 2014-15.

Industrial Motivational Campaigns (IMCs)

During the year 2014-15 this Institute has conducted 49 Industrial Motivational Campaigns

at different places of the state by giving special emphasis on conduct of such campaigns at rural

and backward areas. This year also 21 number of Programmes have been allotted for SC and 16

number of Programmes have been allotted for ST category.This Institute in coordination with State

Govt. has organized the programmes at the Block level so as to reach people of every corner of

the State. The objective of the campaign is to propagate the message of Entrepreneurship among

educated unemployed youths by providing them with first hand knowledge/information in respect of

facilities & assistance available from various promotional agencies, Banks and Financial

Institutions to enable them to plan for setting up of their own ventures and become self employed.

Entrepreneurship Development Programme (EDPs)

Micro, Small and Medium Enterprises Development Institute, Cuttack along with its

branches at Rayagada & Rourkela have conducted 39 Entrepreneurship Development

Programmes (EDPs) for the benefit of the educated unemployed youths. These programmes were

spread out in both urban and rural areas including the backward and KBK region of the state to

extend the benefit to the educated unemployed youth for self-employment. Besides, this Institute

has conducted some Specialized EDPs for women and other weaker sections of the Society.

The objectives of conducting such EDPs are to promote entrepreneurship among various

target group of society by imparting practical training & demonstration to develop skill,

management ability as well as to get acquainted with the latest information on the item and

procedures related to setting up of MSME units to enable them to become self-employed and

create employment opportunities for others.

Entrepreneurship Development Programmes(EDPs) for Weaker Sections

24 EDPs were conducted out of which 17 EDPs were specially designed for the weaker

sections and women and the remaining seven were organized for the General youths. In these

EDPs, the procedure for setting up of enterprises were taught in detail to the trainees by the experts

drawn from different promotional agencies, bankers etc. of the state. An amount of Rs.16,450 /- was

collected as course fees from the participants.

Entrepreneurship-cum-Skill Development Programmes (ESDPs)

Micro, Small and Medium Enterprises Development Institute, Cuttack along with its

branches at Rayagada & Rourkela have conducted 90 Entrepreneurship-cum-Skill Development

Programmes (ESDPs) for the benefit of the educated unemployed youths. These programmes

were spread out in both urban and rural areas including the backward and KBK region of the

state.The objectives of conducting such ESDPs are to promote entrepreneurship-cum-skill among

various target groups of society by imparting practical training & demonstration to develop skill,

management ability as well as to get acquainted with the latest information on the item and

procedures related to setting up of MSME units to enable them to become self-employed and

create employment opportunities for others. The details of the ESDPs conducted are given below:

Management Development Programmes (MDPs)

This Institute and its Branch Institutes have conducted 12 MDPs on various topics like

Marketing for Managers, Modern Office Practice, and Financial Management etc. at different urban

/semi urban areas in the state as per the need of the area under Action Plan 2014-15. The

programme modules have been designed in capsule forms to provide a brief idea on different

aspects of management in the respective spheres. Preference has been given to the candidates

attached to MSE sectors with an objective to equip them with the latest tools and techniques of the

subject to help the concerned MSMEs to overcome the problem and bring excellency in their

This Institute has taken efforts to spread out the message of developing entrepreneurship

and managerial capabilities of the prospective entrepreneurs in the nook and corner of the state as

well as special care has been taken to bring weaker sections of the society into the fold of

developing entrepreneurship and managerial capabilities by giving some financial concessions in

terms of course fees.

Programmes under Personal Deposit Account (PD Account)

Considering the local need of different training programmes flexibility required designing

the same at different places the O/o DC(MSME),New Delhi has given the permission to conduct

some programmes under PD Account with specific terms and conditions. The MDPs/Skill

Follow-up of Training Programmes by MSMEDI, Cuttack

Last year MSME Development Institute, Cuttack prepared a Directory of Successful

entrepreneurs/ex-trainees of this Institute (One volume (101 nos.) and this year also this Institute is

going to publish a Directory of Successful Entrepreneurs. Till date this Institute has already

compiled 03 volumes of Directory of Successful entrepreneurs/ex-trainees of this Institute.

Constant follow-up has been undertaken after training to sort out the problems of the ex-trainees in

the process of setting up of their units. The ex-trainees and prospective entrepreneurs have been

provided all sorts of assistance/guidance like selection of item, issue of provisional registration,

availability of raw material, supplier of machineries and also facilities with regard to finance etc.

Assistance/Consultancy to Prospective and Existing Entrepreneurs

This Institute along with its Branch Institutes at Rourkela and Rayagada have extended

assistance to the prospective & existing entrepreneurs in the process to set up their units by

providing training, technical consultancy/counseling, including selection of item, location,

technology, availability of raw materials, supplier of machinery, market prospects, preparation of

project profiles, economic information and data, viability of the project, etc. A total of 2489 persons

have been given consultancy and 806 project profiles were provided during 2014-15.

Financial Assistance to Ex-EDP trainees for this Institute/Institutes under Govt. Of Odisha

This Institute approached the General Manager and Circle Head of UCO Bank, Bhubaneswar for providing Credit Facilitation to the Ex-trainees. Accordingly around 56 Ex-trainees of this Institute and Institutes under Govt. Of Odisha attended the loan Mela on 04/08/2014. On this date the technical officers of this Institute discussed about the project with the Ex-trainees and prepared the project reports for them. On 12/08/2014 the UCO Bank deputed Senior Manager, Credit from Cuttack Zonal office and Deputy Zonal Head of Bhubaneswar Zone to select eligible Ex-trainees for loan facilitation. Accordingly 25 Ex-trainees were selected by the UCO Bank. But as the Ex-trainees faced difficulties with the branches of the UCO Banks, the matter was taken with the Circle Head, UCO Bank and SLBC. Presently out of 25 the UCO Bank has agreed to finance 10 Ex-trainees, those who are having own land and building. The loan process is going on.

BRIEF REPORT ON ONE DAY AWARENESS CAMPAIGN ON QMS/QTT HELD AT BALASORE

ON 25.7.2014

MSME Development Institute, under Ministry of MSME, Government of India has organized

one day Awareness Campaign on QMS/QTT in association with Balasore Chamber of Industries

and Commerce at the conference hall of BCIC, Balasore on 25.7.2014 for the benefit of cluster

units of Plastic cluster & Rice mill cluster of Balasore. The main objective of this programme is to

create awareness among the existing and prospective entrepreneurs to enable manufacturing

sector to be competitive through quality management standards and quality technology tools. 70

persons representing various MSME‘s of plastic & rice mill cluster and also prospective

entrepreneurs in and around Balasore attended the programme.

The programme commenced with the welcome address by Shri Himanshu Das, President,

Balasore Chamber of Industries and Commerce and the programme was inaugurated By Shri

Panchanan Dash, ISS, Secretary, MSME Department, Govt Of Odisha. While inaugurating the

programme Shri Panchanan Dash emphasized in maintaining the quality, cost, delivery schedule

by MSME units in order to compete in the market. He has also briefed about the various initiatives

being implemented by the State Government for the benefit of MSME sector. Shri P.K.Gupta, Dy.

Director I/c MSME-DI while delivering key note address has reiterated the need of implementing

QMS/QTT for their continual improvement and also explained the benefits of NMCP scheme. Shri

Raja Roy, QCI approved consultant and Shri G.C.Talukdar, Ex.Chief Executive officer of

Hindustan Cables Ltd, Kolkata handled the technical sessions on various topics of QMS/QTT like

ISO-9000, ISO-14000, ISO-18000, ISO-22000, SIX SIGMA, 5S, Kaizen, Lean, TPM, & 7QC Tools

technology tools. 50 persons representing various MSME‘s of Auto service cluster and also

prospective entrepreneurs in and around Bhubaneswar attended the programme.

The programme commenced with the welcome address by Shri Sandeep Mohanty,

President, Odisha Automobile Development Association and the programme was inaugurated By

Shri P.K.Gupta, Dy.Director I/c. MSME-DI, Cuttack. While inaugurating the programme Shri Gupta

emphasized in practicing Quality technology tools for maintaining the quality, timely service to the

customers by the auto cluster units in order to compete in the market. He has also explained the

BRIEF REPORT ON ONE DAY AWARENESS PROGRAMME ON PRODUCT CERTIFICATION

HELD AT HOTEL TARINI CONTINENTAL, BHADRAK ON 23.7.2014

MSME Development Institute has organized one day awareness programme on product

certification at Hotel Tarini Continental, Bhadrak on 23.7.2014 in association with District Small

scale Industries Association, Bhadrak and Bureau of Indian Standards, Bhubaneswar for the

benefit of existing members of Fly ash Brick making cluster of Bhadrak district. The main objective

of this programme is to propagate the importance of Product certification and reimbursement

under TEQUP scheme of Govt of India.

50 persons representing Fly ash Brick making cluster and other developmental agencies

like DIC, KVIC, representatives of Industry associations, etc in and around Bhadrak attended the

programme. While inaugurating the programme Shri P.K.Gupta, Dy.Director I/c MSME-DI, Cuttack

has reiterated the need for energy audit in MSME‘s and also product certification for better

marketability. During the technical session Shri S.C.Nayak, Scientist-B, BIS, Bhubaneswar has

explained how to obtain product certification from BIS, its pre-requisites and documentation to

acquire ISI mark and Hall mark. Shri C.P.Reddy, Asst.Director, MSMEDI, Cuttack gave

presentation on NMCP with special emphasis on TEQUP scheme. The President, Small Scale

Association and General Manager, DIC, Bhadrak interacted with the entrepreneurs on problems

being faced by the fly ash brick units of Bhadrak. The programme ended with vote of thanks

BRIEF REPORT ON ONE DAY AWARENESS PROGRAMME ON PRODUCT CERTIFICATION

HELD AT RIC, DHENKANAL ON 4.8.2014

MSME Development Institute has organized one day awareness programme on product

certification at Regional Industries Centre, Dhenkanal on 4.8.2014 in association with Fly Ash Brick

Manufacturers Association, Dhenkanal and Bureau of Indian Standards, Bhubaneswar for the

benefit of existing members of Fly ash Brick making cluster of Dhenkanal district. The main

objective of this programme is to propagate the importance of Product certification and

reimbursement under TEQUP scheme of Govt of India.

50 persons representing Fly ash Brick making cluster and other developmental agencies

like DIC, KVIC, representatives of Industry associations, etc in and around Dhenkanal attended the

programme. While inaugurating the programme Shri P.K.Gupta, Dy.Director I/c MSME-DI, Cuttack

requested the participants to take the benefit all Govt schemes to develop their units. During the

technical session Shri S.C.Nayak, Scientist-B, BIS, Bhubaneswar has explained how to obtain

product certification from BIS, its pre-requisites and documentation to acquire ISI mark and Hall

mark. Shri C.P.Reddy, Asst.Director, MSMEDI, Cuttack gave presentation on NMCP with special

emphasis on TEQUP scheme. The President, Fly Ash Brick Manufacturers Association and

BRIEF REPORT ON ONE DAY AWARENESS PROGRAMME ON PACKAGING FOR EXPORTS

AT CUTTACK ON 27.11.2014: This institute organised a one-day seminar on training on

packaging for export for the existing entrepreneurs for their packaging needs on 27/11/2014. Total

19 entrepreneurs including 17 males, 3 females, 5 SC participants and 1 PH participants attended

the seminar, which was organised at the premises of MSME-DI, Cuttack. The expert from Indian

Institute of Packaging, Kolkata delivered the presentation on the subject along with the relevant

course materials distributed to all the participants. [This programme comes under National

Manufacturing Competitiveness Programmes (NMCP) - Schemes for Marketing Assistance and

MSME Development Institute has organized one day awareness programme on Energy

Efficient Technologies under TEQUP scheme at NOCCI Residency, Balasore on 11.2.2015 in

association with North Orissa Chamber of Commerce and Industry (NOCCI) for the benefit of

existing members of Plastic cluster of Balasore district. The main objective of this programme is to

propagate the importance of Energy saving and implementation of Energy audit and Energy

efficient technologies. Also to bring awareness on incentives available under TEQUP scheme of

Govt of India. 60 persons representing Plastic cluster units, other MSME units and developmental

agencies like DIC, KVIC, representatives of Industry associations, etc in and around Balasore

attended the programme. While inaugurating the programme Shri P.K.Gupta, Dy.Director I/c

MSME-DI, Cuttack has reiterated the need for energy audit in MSME‘s and adoption of Energy

Efficient Technologies to bring down the cost of production.

Resource Persons from The Energy and Resource Institute (TERI), New Delhi are invited

for technical presentation on the subject. The experts from TERI have conducted a preliminary

study of five plastic manufacturing units of the cluster in and around Balasore on 10.2.2015 to

understand the present level of energy efficiency in the plastic units of Balasore. During the

technical session on 11.2.15 the team of experts from TERI gave presentation on the scope on

energy savings and also the availability Energy efficient technologies in the field of Plastics. Shri

representing rice mill cluster units, other MSME units and developmental agencies like DIC,

representatives of Industry associations, etc in and around Bargarh attended the programme.

Briefs of One Day Sensitization Programmes on Bar-Code organized by this Institute during 2014-15:

As per instructions of O/o. DC (MSME),New Delhi, One day Seminars on Bar Code were

organised as part of market development assistance under NMCP Scheme in the state of Odisha

during the year 2014-15. The objective of the said Seminars were to make Micro and Small

Enterprises to understand the importance of Bar Coding, its relevance in present context, its

registration procedure & economic benefits and the reimbursement procedures of O/o DC

(MSME), New Delhi. In this direction, a total of 15 programmes were organised in the states as

follows:

1. At Jeypore on 09.09.2014: MSME Development Institute, under Ministry of MSME,

Government of India has organized one day seminar on Barcode at Hotel Madhumati, Jeypore,

Dist: Koraput on 9.9.2014 in association with District Industries Centre, Koraput for the benefit of

existing entrepreneurs of Koraput district. The main objective of this programme was to propagate

the importance of Barcode, implementation of Barcode and reimbursement of Barcode registration

expenses under BARCODE scheme of Govt of India.

25 persons representing various MSME‘s interested in implementation of Barcode situated

in and around Koraput and Jeypore attended the programme. Apart from the existing

Entrepreneurs, official representatives from DIC, KVIB, Br.MSMEDI, Raygada and MSME

15. ANGUL ON 11.3.2015: MSME Development Institute, under Ministry of MSME, Government

of India has organized one day seminar on Barcode at Conference DRDA, Angul on 11.3.2015 in

association with District Industries Centre, Angul during the celebration of 11th Entrepreneurs

week for the benefit of existing & Prospective entrepreneurs. The main objective of this

SUPPORT FOR ENTREPRENEURIAL AND MANAGERIAL DEVELOPMENT OF SMEs

THROUGH INCUBATORS:

MSME Development Institute, Cuttack identified various proposals and the host

institutions for Support for Entrepreneurship and Management of SME Incubator and the date of

vetting of proposals under the scheme. During this year three proposals of National nstitute of

Technology, Rourkela, Orissa Engineering College, Jatni and Silicon institute of

Technology, Patia, Bhubaneswar has been approved as business incubator by O/o DC

(MSME), New Delhi taking the total institute approved as Incubator in the State to 15. During the

year 2014-15, Deputy Director (Incharge) of this Institute have attended the MC meeting of 02

approved Business Incubator i,e KIIT,Bhubaneswar & MEMS,Balasore for Vetting of Proposals. 10

incubatee proposals (KIIT-06 & MEMS-04) have been approved by O/o DC(MSME),New Delhi

during the year.

Sh.R.K.Pandey, JDC, O/o DC (MSME), New Delhi had visited KIIT-TBI on 17.03.2015

and launched a book entitled MSME & BUSINESS INCUBATOR – KIIT TBI Innovators

Competition -2015‖. Dy. Director I/c of this Institute Sh.P.K.Gupta had also attended the meeting.

Skill Development Training(SDP)

The three workshops attached to this Institute are conducting 6 months duration skilled

development Training Programmes for the unemployed Youth & Semi-skilled, untrained personnel

of SSIs to sharpen their skill in different disciplines like turner, welder, fitter and Machinist.

Preference has been given to the candidates sponsored by the MSME units so that their services

can be used effectively. Workshop at Cuttack has been conducting training programmes in four

disciplines in two batches while Rourkela and Rayagada workshops conduct programmes in two

disciplines in two batches every year.

Co-ordination with DICs

MSME Development Institute, Cuttack and its branches at Rayagada and Rourkela have

been endeavouring for balanced industrial development in an industrially backward state like

Odisha. There are 31 DICs at present in the state and officers of this Institute as well as Branch

MSMEDIs have been assigned to different DICs for attending Task Force Meetings, District

PMEGP Committee meetings, DLC meetings, organizing different programmes and extending

other services to existing as well as prospective units through DICs in the district. Besides, this

Institute as well as Branch MSMEDIs are having regular correspondence with DICs for exchange

of information.This year 1730 nos. of letters have been issued to DICs/RICS/DI/MSME Dept. on

policy and other matters in comparison to last years 2251. Also, Officers of this Institute have

visited almost all DICs/RICs/DI in the State for collection of information for preparation of Frame

Register on IIP-MSME. 78 nos. of cases of Joint Capacity Assessment has been conducted in

co-ordination with DICs. Also the Deputy Director I/c has attended Monthly video conferencing

under the Chairmanship of Secretary, MSME, Govt. of Odisha where there is video interaction with

all 31 GM DICs. D.D I/c of this Institute had also attended the Annual Conference of G.Ms of

DICs/RICs .

In the State of Odisha there are good number of public sector undertakings and medium &

large scale industries functioning which has created the scope for the promotion of Ancillary and

down stream Industries in the state. So these industries need regular attention for their survival by

BRIEF OF THE NATIONAL LEVEL VENDOR DEVELOPMENT PROGRAMME-CUM INDUSTRIAL EXHIBITION ENTITLED AS MSME EXPO-ODISHA-2014 HELD AT UPPER

BALIYATRA GROUND, KILLA MAIDAN, CUTTACK FROM 11TH TO 14TH DECEMBER, 2014

MSME Development Institute, Government of India, Ministry of MSME, Cuttack has

organized a Four-day long National Level Vendor Development Programme–cum-Industrial

Exhibition entitled as “MSME EXPO ODISHA-2014” at Upper Baliyatra Ground, Killa

Maidan,Cuttack from 11th to 14th December, 2014 jointly with MSME Department, Government

of Odisha, Bhubaneswar, Central Tool Room and Training Center, Bhubaneswar, Odisha

Industries Association, Industrial Estate, Jagatpur, Cuttack and with the support of all Industry

Associations of the state, Large scale units, PSUs and promotional agencies. The main objective

of the programme is to create a common platform for PSUs, Mother Plants, vis-a-vis MSMEs to

understand each other needs and entering into a long term business tie up which will help in

fulfilling the regional aspirations for development of industries and also give an opportunity to the

local MSE entrepreneurs to supply their stores to large-scale industries. The large industries

through this programme will get ample opportunity to get their assured supplier with appropriate

specification and quality to meet their requirement for procuring their items at a competitive price.

Banks & Financial Institutions and other Service providers are also actively participating in this

mega event to help the MSEs and Mother Plants in suitable matchmaking.

Mother Plants like NALCO, MCL, NTPC, PPT, Paradip Refinery Project (IOCL), Ordnance

Factory, ODCL, East Coast Railways, Tata Steel,IFFCO, NINL and BSNL, etc. have actively

participated in the programme. Promotional agencies and financial institutions like SIDBI, IDBI,

SBI, Indian Bank, Allahabad Bank, Indian Overseas Bank,U.Co. Bank NPC, KVIC, Coir Board,

APITCO have also participated in the programme besides 125 MSMEs coming from different parts

of the country.

The four-day long programme was inaugurated by Sri Jogendra Behera. Hon’ble

Minister, Micro, Small and Medium Enterprises, Public Grievances and Pension

Administration, Government of Odisha as Chief Guest on 11th December, 2014 at 5.30 PM at

Baliyatra Upper Ground, Killa Maidan, Cuttack by lighting the ceremonial lamp. In his inaugural

address he told that the heritage of Bali Yatra Ground is well known to everybody for its past

trading by the Sadhaba Sons of Odisha to Bali, Sumatra and, Java. He appealed all the PSUs,

Promotional agencies, banks and financial institutions, Govt. Officials, to create a hassle free

atmosphere for the young entrepreneurs, so that more and more MSMEs could set up in the state

as a result of which the growth of our state would also improve. The bank should identify the sick

units at the inception stage and find out the reason of its sickness and if necessary, funds may be

pumped up immediately so that the unit can survive sustainably. He also advised East Coast

Railway should display their requirements in the headquarter office located at Bhubaneswar as per

NALCO model so that more and more units get a scope to produce such kind of things to provide

East Coast Railway at a less price in a short time since the procurement of Railway from the State

of Odisha is very poor. He also directed Director of Industries, Govt. of Odisha to identify the

entrepreneurs who are manufacturing some types of Railway products like sleeper, consumable

items and meeting to that effect may be organized to sort out the problems.

Sri Panchanan Dash, ISS, Secretary, MSME Department, Government of Odisha in his

presidential address told that entrepreneurs are not developing the society but also developing the

human resources. His govt. has adopted online EM-I & EM-II which is now a model for other

states in the country. As per the recommendation of the T.K. Nair Committees, sickness at

incipient stage should be identified by the Bank and take corrective action. Recently, Govt. of

Odisha has introduced Odisha Export Policy for promotion of the MSMEs of the State. The

performance of CGTMSE Scheme in the state of Odisha is not encouraging for which we are going

to organize a International Vendor Development Programme at Bhubaneswar and requested the

head of the CGTMSE to attend the programme so that more and more entrepreneurs should avail

the facilities in Odisha.

Sri K. Krishna Murthy, IRSS, Controller of Stores, East Coast Railway in his opening

address told that East Coast Railway has procured around 20% of its requirement from the MSEs

of the country but the share of Odisha is negiligible. In view of the above, he requested all the

entrepreneurs to visit their stall and see the equipments required by the and try to produce the

same locally so that we can get our requirements in a low cost and in a short time.

Sri N. Palai, IAS, Director of Industries, Government of Odisha, Cuttack in his address

told that both the Central and State Govt. has launched many schemes for the development of

MSMEs of the state. I appeal all the entrepreneurs to avail facilities.

Sri Abani Kanungo, President, Orissa Industries Association, Jagatpur in his key note

address told that MSME sector plays a key role in generation of employment with low investment.

Procurement made by the PSUs from the MSEs is very poor. Banks are not cooperating for

financing the MSEs. There is no testing facility to test a product in Odisha. The rate of interest

charged by the bank is much more in comparison to other countries. He also requested Hon‘ble

Minister to revive OSFC so that MSMEs could go ahead.

At the outset, Sri P.K. Gupta, Director Incharge, MSMEDI, Cuttack welcomed the

dignitaries, participants, MSMES, Promotional agencies, financial institution, mother plants, and

guest including press and electronic media, and briefed about the aim and objectives of the 4-

days long event. He also told that Seminar on Credit, Food Processing Policy and B-2-B Meet

would be organized in the ensuing three days for the benefit of Mother Plant, Promotional

agencies and MSEs of the state.

Sri Debi Prasad Mishra, Hon’ble Minister of Industries, School & Mass Education,

Governmnet of Odisha attended the Closing Ceremony as Chief Guest and told that

Industries Department 'is responsible for promotion of all-round industrial development of the State

and generates employment opportunities and become instrumental in the economic development

of the State. Manufacturing continue to be an important facet of industries and plays a critical role

in the economic development in Odisha through value addition to the natural resources and the

position of the state on all India level is second. The Indian market has a huge growth potential in

terms of steel consumption.As per the National steel policy, 2005, the growth in steel sectors has

been anticipated to reach 100 million tonnes by 2019-20 from a level of 38 million tonnes in 2004-

05. He advised the entrepreneurs to set up new ancillary units as Paradip Refinery Project has

been started. He advised all the Industries Associations of the state to place their problems/

proposal to his department and he will convene a meeting of all the stake holders to mitigate the

problems during the ensuing industrial policy schedule to be published during the month March,

2015. Government of Odisha is going to set up an Aluminium Park in association with NALCO in

near feature. He also appealed to all the PSUs of the state to enhance their public procurement

from MSEs of the state from 20% to 25%. He advised the entrepreneurs and MCL for setting up of

Chemical Down stream industries and all the PSUs should show case their products, specification

etc. for encouraging morale of boost of both the existing and prospective entrepreneurs.

Sri Sarat Chandra Naik, 0AS(SAG), Special Secretary, Industries Department

Government of Odisha presided over the function and in his presidential address told that the

Indian market has a huge growth potential in terms of steel consumption. The Government of India

is actively encouraging steel consumption so that the steel industry acts as the locomotive for the

overall economic growth of the country. In addition, the country's rich mineral resources and

availability of skilled labor makes it an attractive destination for investment. On the other hand,

Odisha will be able to derive huge benefits in terms of employment generation, revenues and FDI

inflow. Apart from mega projects there is ample avenue for growth of existing sponge iron plants &

setting up of smaller ancilliary industries in the state.

Sri A.K. Tiwari, Director Technial (Operation) MCL, Sambalpur attended the programme

as Guest of Honour and told that MCL had planned to achieve 120.00 million tonne of coal during

the financial year 2014-15. The capital outlay estimated for the year 2014-15 is 600.00 crore,

major share of which will be utilized for land acquisition, development of infrastructure and

procurement of Heavy Earth Moving Machineries (HEMM) .The status of two R&D initiatives

undertaken are as under (i) Installation of Solar PV project for sustainable development at MCL

HQ: (ii) Study of acidity of water at Bharatpur OCP and its treatment for Industrial/domestic use.

Our organization wants to enhance the public procurement policy from 20% to 25% in the coming

years.

Ms. Soma Mondal, Director (Commercial), NALCO attended the programme as Guest

of Honour and in her address told that huge mineral resources of the state, 480 km long coastal

stretch, the liberalised economic policy of Govt. of India, Industrial Policy 2007 and availability of

infrastructural support makes the state an investor‘s paradise. The situation is now changing

rapidly due to greater transparency in procedures to be seen across government departments. A

number of departments have initiated e-governance initiatives, which decrease public interface

with officials by enabling registration, filing, payments, and registering complaints through the

Internet. We should take into accounts all the problems faced by the MSE entrepreneurs and

findout its solution in a bigger way so that more and more MSEs would groom up in the state as all

the ingredients required for setting up of a units is available in the state of Odisa.

Sri Abani Kanungo, President, Odisha Industries Association, told in his address that the

problems faced by the entrepreneurs of the state with regard to high rate of VAT, Excise duty,

Venture capital fund, Non- availability of Scare raw material, lack of advise from society for setting

up of units, lack of respect by the society to a new entreprneur etc. He suggested to revive OSFC

for finance and OSIC for scarce raw material. Scale down the VAT rate from 5 % to 4%. Units may

be allowed floating of public share after completion of three years. He also told his entrepreneurs

friends to join hand with each other and putforth our grievances to the Hon‘ble Minister of Industry,

so that they could take effective steps to solve the burning problems in the ensuing Industrial

Policy.

Processing Industries In Odisha and (3) Lean Manufacturing Competitive Scheme were held

during 12th, 13th and 14th December, 2014. B-2-B Meetings were organized on 12th and 13th

December, 2014. 110 intensive Buyer-seller interactions were held during the event. Mother

Plants displayed their items to be outsourced by them and MSEs displayed their range of products

in order to facilitate a perfect match making exercise. The event certainly created an opportunity

for the Mother Plants to assess the strength and capability of MSEs and facilitate them to locate

appropriate vendors for their outsourcing requirement.

Brief Report on National Level Vendor Development Programme Cum Industrial Exhibition

& Buyer Seller Interaction Meet “EXPO-ODISHA-2015 & Balasore Mahotsava” organized at

ITI Field, O.T. Road, Balasore from 4th to 8th February,2015

association with MSME Department, Government of Odisha, District Administration, Balasore and

Balasore Chamber of Industries & Commerce(BCCI), Balasore has organized a 5 days National

Level Vendor Development Programme cum Industrial Exhibition & Buyer Seller Interaction Meet,

―EXPO-ODISHA-2015 & Balasore Mahotsava‖ organized at ITI Field, O.T. Road, Balasore from 4th

to 8th February,2015.

The objective of the programme was to focuses on the following areas:

To bring buyers and sellers together on common platform for forging business tie ups for

mutual benefit.

To understand each other‘s capabilities, capacities and technical compentency level by

way of displaying products and interaction.

To showcase the technology levels and the quality aspects of products.

To identify prospective vendors to help in achieving the 20% annual procurement target as

envisaged in new Government Policy under MSMED Act,2006.

To develop typical components and indigenize for import substitutes.

State Level Vendor Development /Mother plant Speific Vendor development Programme

MSME Development Institute, Govt.of India, Cuttack in association with Large Units / PSUs

and Industry Associations of (MSMEs )in the State organized, total 16 No. of Mother Plant

Specific,‖ State Level vendor Development Programmes(SVDPs) cum Buyer-Seller interaction

meets and two NVDPs for the benefit of Micro,Small and Medium enterprises of Orissa, during the

financial year 2014-15, as per the following details.

A. SVDP-Target-16 Nos.

The prime objective of these programmes were to facilitate business fusion between

Individual Mother Plant (Large Unit/PSU) as Buyer and MSME‘s as Vendors for mutual benefit and

to provide appropriate market linkages & to facilitate a business tie-up between them. The thrust of

the programme was on the Requirements of Mother Plant, Purchase Policies & Procedures, and

Indigenization of Core and Strategic items, Vendor Registration, Rating of Vendors & public

procurement policy of Government of India.

All the Programmes, comprised of two sessions: Inaugural & Business Session in which

the respective Mother Plant representatives High Lighted the Over View of the Vendor

Development Programmes of Their Unit, Purchase Policies, Vendor Registration Process, Details

of the items procured, Prospects of Ancillary and Down Stream

industries/Modification/Diversification and Import Substitute prospects. Also the flagship schemes

of MSME like NMCP,CGTMSE,CLCSS , ISO and LLP,Were highlighted by the officers of MEME-

DI,Cuttack and NSIC‘s Marketing Assistance Scheme by the Officials of NSIC. There were

presentations on public procurement policy by officers of Directorate of Industries, Cuttack &

officials of MSMEDI, Cuttack.

During Interaction Session the Representatives of Purchase Department and HODs of

different Departments i.e Mechanical. Electrical Project, IT ets, interacted with the Participants and

also resolved certain long pending issues pertaining to Purchase Order/Payment ets.This followed

by the visit of Entrepreneurs to the Plant /Central Store for Physical Demonstration of Process

and Spare Parts on the Spot.

A Total 875 Entrepreneurial Participants from across the State, from all the segments of

manufacturing / Services. Officials of various State Industry Promotional Organisations / officials

of Mother Plants including HOD‘s, participated in the inaugural and Business Session.

The Programmes ware covered by both Print and Electronic media and have been given

wide publicity.

Outcome of the Programme:

1. Out of 875 SME Entrepreneurs participated in the Programme, around 244 numbers of

business/enquiries generated.

2. The Entrepreneurs have been taken to Plant, where items were displayed and

demonstrated. The Technical Details of some of important Spare parts, procured on regular

basis, have been provided to the entrepreneurs.

3. The Problem of delayed payment /Purchase order have been discussed and some of the

problems could be resolved with the intervention of the Chief Executives present during

Programme.

4. Almost all the Buyers agreed and emphasized on the need of visiting some of the

prominent MSMEs by their representatives for further exploration of ancillarisation Vendor

Development and to meet and interact at regular intervals.

b) Vendor Development and Implementation of Public Procurement Policy -2012

This office has already sent a list of 350nos. of potential MSE vendors to all Public Sector

undertakings in the state of Odisha.

This office has sent the list of items to be procured by CPSUs to all MSME associations.

This office is arranging plant visits of CPSUs when ever any MSME units approaches.

This office is assisting entrepreneurs for vendor registration by duly recommending for their

application to CPSUs.

This office is arranging B2B meets with CPSUs for vendor registration and business

development of MSME units in the Sate during vendor development programmes.

Action Plan for NALCO & HAL

This office is assisting NALCO & HAL for achieving action plan targets set by O/o DC(MSME),

New Delhi for enhancing procurements from MSEs by identifying and sending potential MSEs

vendors for enhancing the data base of MSE vendors. Also identifying the MSE vendors for supply

of reserved item categories for NALCO and HAL.Arranging vendor dev. programmes and B2B

meets with NALCO and HAL for generation of business enquiries among MSME units.Arranging

training for MSE vendor on e-procurement by PSUs and also helping NALCO and HAL in visiting

MSE service providing units under public procurement policy.

Technology Resource Centre(TRC)/SENET & Information Facilitation Centre(IFC)

As per the decision of the O/o DC (MSME), New Delhi, Technology Resource Centre

(TRC) has been made effective since 1st October, 2001 in this Institute. Officers of different

divisions of this Institute have been sourcing information on technology, market etc. through

website and other sources to supply it to entrepreneurs and also use while preparing project

profiles and technical reports both under the Action Plan and as per the local demand. Officers and

staff members have been trained, phase-wise to utilize the computer network to fulfill the

requirement of entrepreneurs. Information and data bank has been created to solve the need of

information of officers, promotional agencies as well as entrepreneurs.

The facility of Broad Band Internet Connection is available at present. A strong data base

has been built up to meet the information need of all concerned. The entrepreneurs and trainees of

the Institute have been using the website of this Institute to get different information from time to

time. The website of this Institute is being updated from time to time to make it a vibrant and

dynamic one. Sky Pe connection has been installed in the computer of Director for online chatting

for official purposes with Hrqs. Office.

The Information Counter of this Institute has been renamed as Information Facilitation

Centre (IFC) as per the instruction of the O/o DC (MSME), New Delhi. It has been modernized with

a computer having facilities of Internet and Website. All the project profiles available at this

Institute have been computerized for easy accessibility of the visitors. A suggestion book has been

kept at the Centre to receive the comments and suggestions of the visitors for further improvement

of the services. The website of this Institute has been updated frequently with regards to training

calendar, tender enquiries, e-tenders uploaded in CPP and various activities undertaken by the

Institute during the year 2014-15.

Collection of Information for Index of Industrial Production (IIP)

During the year this Institute co-ordinated the work on IIP-MSME with Directorate of

Industries, Cuttack and DICs to send the Frame Register containing list of MSMEs from where

monthly data can be collected. E.I officers of the Institute have visited 25 DICs for the purpose of

collection of information on IIP-MSME. Also, E.I officers of this Institute have visited several

enterprises for collecting information on preparation of frame register on IIP-MSME.

Compilation and Forwarding of Database on Entrepreneur Memorandum (EM-II) in respect

of MSMEs

MSME Development Institute, Cuttack has been co-ordinating with State Directorate of

Industries and NIC, Bhubaneswar for forwarding of Information on filing of E.M in the State.This

office has been sending the information of E.M-II filed in the state on a monthly basis to O/o

Dc(MSME), New Delhi and the S&D division of O/oDC(MSME), New Delhi.

The MSEFC constituted by the Government of Odisha has started functioning after

notification of rules and constitution of the new Committee Members of the Council with its 1st

Meeting held on 26-3-2014. The Council functions in the state for speedy disposal of cases filed by

National Awards to MSMEs – 2013 :

This institute received 17 applications (including 1 woman enterprise) from MSMEs in the

State for the National Award 2012 for Outstanding Efforts in Entrepreneurship category. Out of

which the State Level Selection Committee (SLSC) recommended 5 Small and 2 Medium

Enterprises in the Manufacturing sector and 2 Micro Enterprises in the Service sector to the

National Level Selection Committee (NLSC).

Submission of Monthly Progress Report

As a part of the Action Plan activities, this office is entrusted with the task of sending the

MPRs to O/o DC (MSME), New Delhi by stipulated date every month. During the year 2014-15,

this Institute has dispatched all the MPRs (12 nos.) within the stipulated date for information of the

Headquarters office.

Status Report

This office has been assigned by O/o DC (MSME), New Delhi to prepare one status report

on leather & footware Industries in Odisha .This report gives the detailed picture on the functioning

of the particular industry in the state.

Assistance to weaker Section of the Society through different programmes

As per the policy decision of the Government of India for the upliftment of the weaker

section of the society, this Institute has paid adequate attention in encouraging them to undertake

activities in the small scale sector through different training and other programmes organized

during the year 2014-15.The weaker section comprises women, scheduled caste, scheduled tribe

,physically handicapped members and Minority Communities. The training programmes were

organized with the objective to provide them techno-economic and managerial inputs besides

practical training to develop the skills in setting up of their ventures.

A total no. of 2,622 candidates were trained in EDPs, ESDPs, MDPs & Skill Development

Courses out of which 928 women, 898 SC, 619 ST, 2 PH and 5 were Minorities. Besides, the

officers of this Institute rendered technical assistance to existing and prospective entrepreneurs at

their unit premises and at this office.

It may be mentioned here that in an Industrial backward state like Odisha, there is a good

and encouraging response to different programmes conducted by this Institute in general. The

weaker sections of the society are coming forward in these activities. This Institute is trying its level

best to accommodate more candidates from weaker section as per the criteria fixed by the

Government. Officers of this Institute attended different Task Force Meetings of DICs in connection

with PMEGP schemes and given emphasis for the preference of weaker section of the society for

getting benefits under the scheme.

Library Work

Various books, journals relating to different disciplines & furniture for the purpose of library

have been purchased from the allotted funds under Library Head amounting to Rs. 3,99,810/-

(Rupees Three Lakh Ninety Nine Thousand Eight Hundred ten) only during 2014-15.

Letters Received and Despatched

During the year 2014-15, there were 11,079 letters on various matters received from Head

Office, Other Central and State Government Offices, Organisations, Associations and Others and

9,732 replies/ reminders had been sent from this office. The details are given in the table below.

Success Stories of MSMEDI, Cuttack & its Branches in Odisha During Last Five Years

Officers of this Institute have rendered various assistance to both prospective as well

existing entrepreneurs of this state. Large number of entrepreneurs with the assistance of this

Office have set up their units and started production. This office has compiled last year two

volumes of success stories containing total of 200 nos. of Entrepreneurs and in the process of

compiling another two volume of success stories this year too.

There are many more participants who did not submit feedback and hence the actual figures would

be more than reported above.

Cluster Development Programmes/Activities undertaken during 2014-15

The following cluster co-ordination and related activities have been undertaken during 2014-

15 by this Institute as follows viz;

During the 37th Steering Committee meeting of MSE-CDP held under the chairmanship of

Secretary (MSME) on 03-09-14, soft intervention in 02 clusters, i.e, Automobile Servicing Cluster,

Bhubaneswar and Rice and Rice Bran Cluster, Balasore were approved.

Automobile Servicing Cluster, Bhubaneswar – The sanction for this cluster was received during

the last week of November-2014 and following intervention carried out -

a) Trust Building Workshop – This Institute organize 02 nos. of Trust Building Workshop on

12/12/2014 & 17/01/2015. After these workshops, it was found out that the cluster members

attitude have changed a lot and they are aware about the schemes of the Ministry of MSME, Govt.

of India as well as the State Govt.

b) One programme on Energy conservation for Automobile Workshop – The National

Productivity Council, Bhubaneswar was requested to provide faculty support for this programme

and the members have benefited a lot. The programme was organized on 25/02/2015.

c) Programme on Waste Minimisation – The N.P.C, Bhubaneswar provided the faculty

support for the programme. The members learned about new technologies with regards to different

wastes coming out from their workshop. The programme was organized on 18/03/2015

d) Study visit to Chennai Automobile Cluster – 5 member‘s team, along with the C.D.E visited

Chennai auto from 10/02/2015 to 17/02/2015. They visited around 06 units manufacturing different

automotive products and they also learnt the impact of Lean Manufacturing in those units. The

NPC, Bhubaneswar assisted the team by providing one lean consultant as guide during the visit.

e) Study visit to ARAI, and Auto-CFC-Pune, - 05 members team along with CDE visited ARAI

and Auto-CFC at Pune, from 02/03/2015 to 09/03/2015. This visit was very important to learn

about the new technology in automobile field and also to visualize the auto- CFC. The Automobile

Research Association of India organized two seminars on Future trends in the Automobile After

Market business and also about the legal aspect.

f) Study visit to Bosch- Surat and Ahmedabad- 07/03/2015 to 14/03/2015. 04 members of the

cluster visited Ahmedabad and Surat to learn about different products being manufactured at

Bosch and also to learn about the concept of Bosch certified automobile Workshop.

Achievements:–

1) Before the start of the cluster only 01 workshop was having EM-II. Presently 27 workshops

have attained EM-II.

2) Two units have attained ISO 9001-2011 certification.

3) Tripartite agreement of two mini-clusters has been signed. Out of which the consultant

selection of one mini- cluster is over.

4) Presently the workshop owners are having cordial relationship and often the exchange of

skilled workers as well as spare parts is on process.

Assistance through Project Report: The core competency of MSMEDI, Cuttack is

preparation of project profiles for prospective entrepreneurs in general and PMEGP target

group in particular. This Institute explored all possibilities and put concentrated effort for

meeting the demand of PMEGP beneficiaries providing/assisting in preparation of project

profile on a continuous basis. 806 project profiles have been prepared during 2014-15 by

involving officers from the level of Investigator to Deputy Director.

Directory of Success stories of EDP/ESDP Trainees: This office has prepared two

volumes of Directory of Success Stories (200 nos.) of EDP/ESDP trainees as per feedback

received from the trainees from time to time.This year the third volume comprising success

stories of 100 Entrepreneurs is under preparation.

REVENUE EARNED DURING 2014- 2015

Revenue earned by the Institute During 2014–15

It has now become inevitable to generate revenue from various possible sources by

providing various qualitative and time bound services to the entrepreneurs in order to recover

some recurring expenses. The office of the Development Commissioner (MSME), New Delhi is

also laying emphasis on enhancing the revenue earning from all possible sources. Targets have

been assigned under different activities. MSME Development Institute, Cuttack and its Branches

are making all out efforts to generate revenue from different sources like job works in workshops

& skill development training programmes, IMT training programmes both under Action Plan and

PD Account. Seminar fees, Joint Capacity Assessment, Sale of Project profiles and Reports, NSIC

Registration, VDP, Project Appraisal etc. The total revenue earned by MSME Development

Institute, Cuttack and its Branch Institutes during the year 2011-2012, 2012-13, 2013-14 & 2014-

15 from various sources is given in detail in the table below:

CHAPTER – IV

REVIVAL OF SICK MSME UNITS

Revival of Sick MSME Units

The MSME units are facing a rough weather in the state due to growing sickness in the

sector. There are many inter related factors both externally and internally making the units sick.

From January 1981, the Govt. of Odisha formulated the policy to grant assistance to sick small-

scale units as an important part of the Industrial Policy. Through various IPRs (selected), including

IPR – 2007, Government of Odisha has also taken note of extending revival assistance to sick

MSME units. These are known as IPR benefits to sick MSME units like sales tax exemption both

on purchase of raw materials & sale of finished goods, octroi exemption, exemption of electricity

duty & other statutory duties like state investment subsidy, soft loan, sales tax loan etc. The

financial institutions are also making some sacrifice by relaxing outstanding dues, waiving interest

etc. From the central government side assistance like MMA, NEF,SLA through the state Govt. are

also given. The workshop of this office located at Khapuria have been extending the service to

many units in the process of their revival by doing job work, developing products.

Role of MSME Development Institute, Cuttack in Revival of Sick MSME Units

At present there is a three-tier system to discuss and finalise the cases for revitalization of

sick MSME units. These are as follows:

i) District Level Committee (DLC)

ii) Sub-committee of the State Level Inter Institutional Committee

(Sub-SLIIC)

iii) The State-Level Inter Institutional Committee (SLIIC)

The District Level Committee has been entrusted with the task of receiving applications

from the MSME units claiming to have gone sick. It examines the cases on a prima facie basis

after undertaking quick studies at grass root level and recommends to the Sub-Committee of SLIIC

for revival. The DLC is constituted under the Chairmanship of GM, DIC and other members of the

committee are Branch Manager, OSFC – Branch Manager of concerned bank and representative

from other organizations.

At the Sub-Committee of SLIIC Level the MSME Development Institute, Cuttack is the

member convener of the sub-committee. The sub-committee of the SLIIC constitutes the core

committee of the system and has been entrusted with the vital function of examining the cases

referred by the DLC with professional expertise. The sub-committee is constituted with the

membership of the Managing Director, OSIC, Director, EPM, Deputy Chief Officer, RPCD of

Reserve Bank of India and the representatives of financing banks under the Chairmanship of

Director of Industries, Government of Odisha and Director, MSME Development Institute, Cuttack

as Member-convener. MSME Development Institute, Cuttack receives the applications and the

report after duly scrutinized by the District Level Committee, undertakes appraisals for determining

the suitability of the cases as per norms, co-ordinates the action of the members for further

appraisal and devising package of assistance for the revival of the units as per norms. The MSME

Development Institute, Cuttack prepares Desk Study Report on each of the eligible cases

embodying the quintessence of information and decisions in respect of the unit and pilot the

deliberations for each case and recommends to the State Level Inter Institutional Committee for

approval for giving various assistances for revival.

The State Level Inter Institutional Committee (SLIIC) is the apex body to deal with matters

of sickness and flow of credit to MSME sector and related matters. The sick unit cases

recommended by the Sub-Committee are finally approved by SLIIC and it also formulate/changes

policies with regard to the revival of sick MSMEs. Secretary InCharge of Industries, Government

of Odisha is the Chairman of the Committee and RBI State Office is the convener.

As a member of the committee and member convener of the Sub-committee, the MSME

Development Institute, Cuttack feeds information while decisions are taken in respect of cases as

well as participate in the deliberations in taking decision by the Committee.

The 83rd Sub-Committee on State Level Inter Institutional Committee meeting held on 20.05.2014,

wherein cases of the three sick units viz. 1) M/s Esen Modern Rice Mill(P) Ltd.,Jaleswar, Dist:
