for the financial year 2019-20 - reg

Sir, I am directed to convey the sanction of competent authority for allocation of funds of Rs.61,65,000/­

(Rupees Sixty One Lakhs,Sixty Five thousand only) (subsidy-ONER) to the following MSME-Dls for reimbursement of claims of Micro, Small Enterprises participated in Domestic Trade Fair/Exhibitions from their jurisdiction as per the existing "Procurement and Marketing Support Scheme" guidelines. The MSME- 01 wise sanction for subsidy (ONER) of Rs.61,65,OOO/- is tabulated below:

2. The Incharge of Institute / Organisation should adhere to:

i) Funds are under the Plan Scheme and non- recurring in nature. ii) MSME-Dls will keep separate accounts utilization for the sanctioned fund. The saving, if any, is not

transferrable.

iii) The assets acquired wholly or substantially out of these funds should not, without the prior sanction of Government of India, be disposed or encumbered or utilized for the purpose other than that for which the funds have been sanctioned.

iv) The Progress report on utilization of the sanctioned fund should be sent periodically/ within a month after the completion of the concerned trade fairs/ exhibition.

v) The fund must be utilized as per the guidelines under the component 5{A): Participation of individual MSEs in Domestic Trade Fairs/ Exhibition held across the country of "Procurement and Marketing Support Scheme as per PMS Scheme guidelines.

vi) MSME-Dls should ensure the utilization of sanction amount with in this financial year. vii) MSME-DIS should follow the procedure prescribed under the GFR and the various guidelines under the

economy measures. viii) MSME-Dls has to ensure that a MSE should get the scheme benefit twice in a financial year, two times

scheme benefit in same trade fair shall not happen. ix) The reimbursement to MSEs should be based on their recommendation by screening committee at

institute /organization level, approved by empowered committee of the scheme and their participation and actual claim settlement as per PMS scheme guidelines.

x) MSM£-Dls must ensure, uploading the details of MSEs /settlement of the claims online for OBT compliance.

xi) The sanction amount should be utilized in the FY 2019-20 as per GFR-17. xii) MSME-Dls should make sure the mapping of PFMS and other prerequisites on the PI-MS portal of the

PMS scheme. xiii) EAT Module of the PFMS should be followed for release of the sanctioned amount.

3. The expenditure shall be accommodated in demand No. 66, Ministry of Micro, Small, and Medium Enterprises for the year 2019-20 as follows:
