SITE NOTICE APPLICATION TO THE ENVIRONMENTAL PROTECTION AGENCY FOR A WASTE LICENCE ROADSTONE LTD., Fortunestown, Tallaght, Dublin 24 intends to apply to the Environmental Protection Agency for a waste licence in respect of an inert waste recovery facility on its lands at Calary Quarry, Killough Upper and Glencap Commons Upper, Kilmacanogue, Co. Wicklow (National Grid Reference 3228E 2128N). The proposed waste recovery facility and waste licence application provides for (i) Restoration of a large quarry void created by previous extraction of bedrock by backfilling to former ground level and establishing a heathland / grassland habitat similar to that which existed prior to quarrying; (ii) Importation of approximately 3,280,000 tonnes of inert natural materials, principally excess soil, stones and/or broken rock to backfill the quarry void; (iii) Construction of temporary site and services infrastructure including site office, staff welfare facilities, weighbridge (with dedicated office), wheelwash, settlement ponds, pumphouse, hardstand areas, fuel and water storage tanks, waste inspection and quarantine facility and storage sheds; (iv) Separation of any construction and demolition waste (principally concrete, metal, timber, PVC pipes and plastic) inadvertently imported to site prior to removal off-site to authorised waste disposal or recovery facilities; (v) Temporary stockpiling of topsoil and subsoil pending re-use as cover material for final restoration of the site; (vi) Environmental monitoring of noise, dust, surface water and groundwater for the duration of the site restoration works and for a short period thereafter. The principal activity is Class R5 as per the Fourth Schedule of the Waste Management Act 1996, as amended (recycling or reclamation of other inorganic materials, which includes soil cleaning resulting in the recovery of the soil and recycling of inorganic construction materials). Other activities include Class R3 of the Fourth Schedule (recycling or reclamation of organic substances which are not used as solvents) and Class R13 of the Fourth Schedule (storage of waste pending any of the operations numbered R1 to R12 (excluding temporary storage, pending collection, on the site where the waste is produced). An Environmental Impact Statement will be submitted to the Agency with the Waste Licence Application. A copy of the Waste Licence Application, the Environmental Impact Statement and further information relating to the Application that may be furnished to the Agency in the course of its consideration of the Application will, as soon as practicable after receipt by the Agency, be available for inspection or purchase at the headquarters of the Agency. APPLICATION TO THE ENVIRONMENTAL PROTECTION AGENCY FOR A WASTE LICENCE

We write on behalf of our Client, Roadstone Ltd. to formally advise that it has submitted an application to the Environmental Protection Agency for an inert soil waste recovery facility on its lands at Calary Quarry in Killough Upper and Glencap Commons Upper townlands, Kilmacanogue, Co. Wicklow (National Grid Reference 3228E, 2128N). The proposed facility will provide for the backfilling and restoration of the quarry to former ground level and re-establishment of heathland/grassland habitat similar to that which existed prior to quarrying.

The principal activity is Class 5 of the Fourth Schedule of the Waste Management Acts 1996, as amended (recycling or reclamation of other inorganic materials, which includes soil cleaning resulting in the recovery of the soil and recycling of inorganic construction materials). will, as soon as practicable after receipt by the Agency, be available for inspection or purchase at the headquarters of the Agency.

This letter constitutes formal written notice of the Waste Licence Application as required by Section 9(1) of the Waste Management (Licensing) Regulations 2004 (S.I. No. 395 of 2004).
