The project proponent had received stipulated conditions for environmental clearance vide memo No. 247-2N-41/2009(E) dated 06.04.2010. Revised EIA report for the above mentioned project had been submitted to SEAC, West Bengal on 15 th April 2016. Accordingly, EIA presentation was made before the State Level Expert Appraisal Committee, West Bengal in its 122 nd meeting, held on 4th May, 2016. An application under the violation category according to the MoEF notification S.O.804 (E) on 14th March 2017 had been made. Now we wish to apply for the appraisal / approval of our project under violation project category to SEIAA, West Bengal as advised by MoEF&CC, upon enquiry, via a mail dated 4 th April, 2018. The entire development will follow a master plan which has been prepared taking into consideration the land use pattern of the surrounding areas. INTRODUCTION

M/s. Happy Highrises Ltd., the erstwhile project proponent now merged into M/s Godrej Properties Ltd, the present project proponent is intending to take up development of a residential cum commercial complex “GODREJ PRAKRITI” at 187F/1 (Old No. 150), B.T. Road, JL No. 7 & 9, Mouza – Rambhadrabati & Sukhchar, PS – Khardah, Dist. – 24 Paraganas (N), West Bengal. The project proponent had received stipulated conditions for environmental clearance vide memo No. 247-2N-41/2009(E) dated 06.04.2010. Revised EIA report for the above mentioned project had been submitted to SEAC, West Bengal on 15th April 2016. Accordingly, EIA presentation was made before the State Level Expert Appraisal Committee, West Bengal in its 122nd meeting, held on 4th May, 2016. PROJECT PROPONENT

Godrej Properties Ltd. having its registered office in Mumbai and regional office in Kolkata, is a

group company of Godrej Industries, a well-known business house in India & abroad. They have

already developed several residential & commercial complex in and around Kolkata.

Godrej Properties Ltd. through its subsidiary Happy Highrises Ltd. had bought the assets and

properties of Bangasree cotton Mills, Sodepur from National Textile Corporation, an enterprise of

the Government of India through a tender process in July, 2007.

As per a letter dated 19th October, 2004 issued by the Industrial Reconstruction Department of

the Government of West Bengal given as annexure to the tender document for the above said

property, the Government of West Bengal has agreed in principle for the conversion of land-use

from industrial to any other use like non-polluting industries / commercial / residential /

educational. As per the said letter the assets and properties of Bangasree Cotton Mills can be

sold of to any private party and would be considered favorably for exemption from Urban Land

(Ceiling and Regulation) Act (ULC Act).

Happy Highrises Ltd (HHL) have obtained sanction from Panihati Municipality to construct a

residential cum commercial complex in the said land at 187F/1 (Old No. 150), B.T. Road, JL No.

7 & 9, Mouza – Rambhadrabati & Sukhchar, PS – Khardah, Dist. – 24 Paraganas (N), West

Bengal.

Recently HHL (the project proponent) has been merged into M/s Godrej Properties Ltd (GPL),

who will now complete the project named “Godrej Prakriti” in the said land.

Water Supply, Wastewater Generation, Recycling and Discharge

Daily water demand of the residential cum commercial complex during operation phase will be

1933.85 KLD. Fresh water to the tune of 922.33 KLD. A part of the daily freshwater requirement

will be supplied by Panihati Municipality water supply system. Besides, there shall be some

abstraction of ground water. The wastewater generated (1213.68 kld) will be collected through a

well-designed sewer network leading to STPs. The proposed STPs will be based on FAB

(Fluidized Aerobic Bio-Reactor) technology followed by tertiary treatment and UV radiation as

disinfection. In addition, treated wastewater to the tune of 1011.52 KLD will be utilized in non-

critical purposes like toilet flushing (478.52 kld), landscaping (440 kld) and car washing (93 kld).

Treated waste water to be discharged to Panihati Municipality drainage system: 171.82 kld.

PROPOSED WATER BALANCE (all figures are in KLD)

Wastewater Treatment

Sewage Treatment Plants will be set up for treating wastewater from the residential cum

commercial complex. The STPs will be based on FAB Technology followed by tertiary treatment.

Treated wastewater will be used within the project site in some non-critical purposes. Treated

wastewater, in excess (around 171.82 kld) will be discharged in to the public drainage/sewage

system.

Treated water, meeting the relevant norms to the tune of 1011.52 kld, will be used for non-critical

purposes like toilet flushing, car washing & irrigation purposes, etc. within the complex. Treated

wastewater, in excess (around 171.82 kld) will be discharged in to the Panihati Municipality

drainage/sewage system.

Municipal Solid Waste Generation and Its Management

Solid waste during construction phase (on an average of around 1000 kg/day) mainly comprises

of excavation earth, concrete debris with bits and pieces of steel, cement bags, waste paper and

cardboard packing materials etc. and demolition wastes. In addition it may also have small

quantities of centering oil, grease, water proofing compounds, paints, wood dust from treated

wood, discarded lube oil etc. Special care is being taken to prevent mixing of these harmful

substances with non-hazardous construction wastes. Discarded lube oil is being stored in HDPE

containers and finally sold to the authorized vendors of MoEF / WBPCB. Usable / recyclable

materials are being sold off to waste recyclers. Unusable construction and demolition wastes are

being used for land development activities within the project site.

During the construction phase solid wastes of domestic origin to the tune of 100 kg / day are

being generated. Such wastes are being collected, transported and disposed off by Panihati

Municipality as per Rules.

Solid waste during operational phase in general will be of domestic nature. Garbage will be

segregated at source for biodegradable, in-organic recyclables and in-organic inert material

during operational phase (5.5 TPD). Total MSW will be stored at a place within the site. Organic

component will be managed in house by installing mechanical composter, inorganic recyclables

will be sold to vendors and inorganic inert material will be stored at a place within the site (VAT).

From there it be collected, transported, treated and disposed off by Panihati municipality as per

Rules.

RAIN WATER HARVESTING

The SEAC guideline regarding rainwater harvesting is as follows–

Note: While suggesting the guidelines, RWH potential in 1000 sqm Roof Area was considered to be 7,68,000 liters annually based on the rainfall characteristics. Uniform utilization of harvested rainwater throughout the year from created storage tank was also considered. Based on the above consideration, the storage facility to be created from 1000sqm roof area for Sl. No. 1, 2, 3 were thought to be 3 lakh litre, 2.5 lakh litre and 1.5 lakh liters respectively.

As per SEAC proposed guidelines the rain water harvesting potential is calculated in the following Table.

As per SEAC proposed guidelines, storage facilities and sub-surface recharging facilities required will be 48.97 and 65.18 lakh litres respectively. Total volume of roof top rain water harvested as per SEAC guidelines is 114.15 lakh litre.

In view of the above total roof top rain water will be diverted to the water bodies. The area of water bodies are 11116.63 sq.m. Considering 1.5 meter depth, total water storage capacity 11116.63 sq.m * 1.5 = 16674.95 cum = 166.75 lakh litre. Existing water bodies is sufficient for surface storage of roof top rain water.

Storm Water Management

This is a developed land with no undulation. The surrounding area is predominantly residential

and commercial in nature.

A well-designed storm drainage system will be constructed in the complex. Storm drains of the

complex will collect and convey the rain water into the adjacent public sewer/drainage system.

While designing the internal drainage system, invert level of the public rain in-front of the project

Electricity, DG sets, Stack height

Electricity will be supplied by CESC.

The connected load will be about 12000 KVA. The project will be provided with 1 x 275 KVA, 1 x

320 KVA and 4 x 500 KVA each DG sets. The emission from DG sets will be discharged through

stack of height 3.3 meter for 275 KVA, 3.6 meter for 320 KVA and 4.5 meter for each 500 KVA

DG sets above the roof of the DG building. Fuel (low sulphur diesel) required for DG set will be

about 415 litre/hr.

Tree Plantation Details

Around 19659.82sqm (21.21%) of the total plot area will be used for plantation purpose. Around

1400 trees in totality will be planted at the project site.208 nos. of trees exist within the project

site which shall be retained. Relevant details of such trees are presented below:
