EXERCISING THE FINANCIAL POWERS
AT VARIOUS LEVELS

Sub:- Notifying the officers of Government Departments for exercising the powers at Head Office/Divisional/District/ Sub- Divisional/Taluk levels. Read: 1) G.O. No. FD 2 TFP 1998, dated: 17-05-1999. 2) File No. FD/Secy/K2/50/2014.

Preamble:-
In Government Order read at (1) above, officers of Government Departments
who would exercise the common financial powers delegated by Government from
time to time, as the Head of Departments and at Divisional / District/Sub-divisional
/ Taluk levels of their respective departments have been notified.
In the file read at (2) above, Secretary to Government (Khajane-2) and ex-officio
Commissioner of Treasuries has submitted a proposal to notify officers of all the
departments as HODs/Divisional/District/Sub-divisional/Taluk level officers for
exercising the common financial powers delegated from time to time and for
mapping of delegation of financial powers on to the Organogram with reference to
operationalisation of Khajane-2.
After duly considering the proposals received from various administrative
departments, mapping of delegation of financial powers vis-à-vis the organogram
has been firmed up and is to be notified. Hence, this order.

Government is pleased to notify the officers of Government Departments as in
the Annexures to this Government Order, who would exercise the common financial
powers delegated by Government Order No. FD 2 TFP 2010, dated: 30.04.2010 at
the Head of the Departments/Divisional/District/Sub-divisional/Taluk levels of their
respective Departments with immediate effect.
2) The delegated power will be exercised by such officers who are
“Head of the office”.
3) If similar post/designation exist at various levels (i.e. Division/District etc)
in superior office, the powers cannot be exercised unless specifically authorized by
Finance Department. Officers who are specifically mentioned in this Government
Order can exercise powers mentioned there to even though they are not Head of the
office, but when they are working in superior office.
4) Powers of Head of the Department can be exercised by such officers who are
shown in Column No.3 of Annexure-1 even though they are not the Head of the
Department, only when they are in Head Office and not in any other subordinate
offices. However such delegation shall be limited to financial power and would not
include powers of recruitment, promotions and the powers governed by the
provisions of Civil Services (Classification, Control and Appeal) Rules.
5) This order is only for exercising financial/administrative powers as
declared in Government Order specifically issued by Finance Department delegating
such powers as from to time to time and does not bestow any equality
of administrative status of officers among different departments.

6) If any post is abolished / upgraded / downgraded, the department should
immediately inform Finance Department for making suitable amendment.
