NOTICE OF ANNUAL MEETING,
ELECTION OF OFFICERS, AND
BOARD OF CANVASS MEETING
NOTICE is hereby given to the qualified voters of Gnesen Township, County of
St. Louis, and State of Minnesota, that the Annual Election of Town Officers and
Annual Township Meeting will be held on Tuesday, March 12, 2019. In case of
inclement weather, the meeting and election may be postponed until the third
Tuesday in March. In the event of inclement weather, listen to local radio
stations for election information. Absentee voting is open February 8-March 11,
2019.
The Election Poll hours: Polls open at 5:00 p.m. and close at 8:00 p.m., at which
time the voters will elect:
One (1) Supervisor for a three (3) year term—David Opack is running
unopposed.
The Annual Meeting will commence at approximately 8:30 p.m. to conduct all
necessary business prescribed by law.
The Annual Election and Meeting will be held at the following location:

The Board of Canvass, which consists of the Supervisors not on the ballot, will
meet immediately after the polls close and ballots are counted, to certify the
official election results.

Town Board Bi-Monthly Meeting Minutes—December 10, 2018
The bi-monthly meeting of the Town of Gnesen was held
on Monday, December 10, 2018, at the Gnesen Town Hall.
All officers were present.
The meeting was called to order at 8:00 p.m. by Chair Jon
Nelson. Motion to approve the agenda was moved by
Supervisor Opack, second by Supervisor Franckowiak and
Board approved.
Minutes of the November 26, 2018 Town Board Meeting
was unanimously approved with a motion by Supervisor
Franckowiak second by Supervisor Nelson.
Motion by Supervisor Franckowiak, second by Supervisor
Opack, all voted in favor to accept the Treasurer’s report.
(There were four outstanding checks for a total of
$630.01.)
OLD BUSINESS:
P&Z Matters-Clerk Haller sent two property owners a
letter telling them we are in the process of hiring a new
Zoning Officer and the new officer will be getting in touch
with them. Clerk Haller mentioned in the letter to one
property owner that he had been talking to Robert Aho
about putting up a fence and she asked the property owner
to keep working towards compliance. In the other letter to
a property owner, she asked them to send the report of
how they handle their sewage to the Town Hall.
Pickup truck-They sent us an application for eligibility form
to fill out. Chair Nelson stated he would fill this out and
mail it in.
CDBG-Chair Nelson asked if the clerk had gotten a copy of
the report from Stacy Harder’s proposal but the clerk had
not received Jon’s email. Chair Nelson will email it to the
Clerk and she will get it to the other Supervisors. Chair
Nelson stated that the proposal lays out how Stacy would
go about developing a plan and a proposal for us and doing
some of that work hourly until we can get the scope of
what we want her to do. Stacy is trying to figure out a way
to make it work without us having to commit a big price
upfront.
New Settlement agreement/Jean Duluth Road issue-Our
attorney sent us an email with the Stipulation and Order of
Dismissal with Prejudice from the District Court, saying
that the case is completely closed.
Alta Land Survey Company-Chair Nelson asked Supervisor
Franckowiak if he had any questions or concerns about the
survey from Alta and Supervisor Franckowiak said that he already
knew about this side of the property, so no questions. Chair
Nelson will be meeting with Dick Haney and Ken Gilbertson on
Friday to walk the property. Chair Nelson stated that Zach Carl
has volunteered to be part of the committee when we get it put
together.
NEW BUSINESS:
Grader operator’s road report- Grader Operator Tom Haller
reported that he went on a road check today and the roads are
in fair to good winter driving conditions. Tom stated that the
County was out to scrape and knock some of the ice off the
roads. He also mentioned that the County patched the rough
spot over on the Pioneer Road by Mirror Lake. The County did
come out and sand the roads. Tom mentioned there were no
water issues with the new culverts on Lawnwood Road.
Gnesen Community Center-Toni Blomdahl was not at the
meeting tonight. Chair Nelson suggested that Sarah and Lottie
talk to Toni and get some information about the rink so Super-
visor Franckowiak can relay it to the Fire Department. There
was some discussion on a piece of siding that needs to be put on
the warming house and the flatness of the rink. Neil Weberg
mentioned that when the warming house was built, there was a
room for a toilet with a vault underneath and that it would help if
we could get a hydrant out there for flooding the rink. Super-
visor Opack mentioned that if we have any money left from the
DNR Grant, maybe we could do some work on the rink area.
Supervisor Opack asked if we have heard anything on the
generator and Supervisor Franckowiak stated he would ask Kurt
Blegen and Ted Raymond about it and report back to us.
Gnesen Community Newsletter- Cindy Erickson reported that
she looked at the website today and the open rate for the news-
letter was 50% for the email version and 20% for the website.
Cindy felt we were reaching more people when the newsletter
was mailed out. Clerk mentioned that we are going to mail out a

membership letter to all property owners in Gnesen and in the
letter ask the owners if they would like to receive the news-
letter and they can specify if they want it mailed or emailed.
Crime activity report from St. Louis County Sheriff’s Office for
November-There was 12 crime activity records printed.
Duluth Urban Watershed Advisory Committee Meeting-
December 20, 2018 at 1:00-3:00 p.m. Supervisor Franckowiak
may attend this meeting.
Letter from St. Louis County Planning & Community Develop-
ment Department-Public Hearing-December 13th at 9:00 a.m.
to consider a draft future land use map for Town of Canosia
and another Public Hearing at 9:10 a.m. to consider establishing
the official zoning map. We were notified because we are a
municipality within the required notification area of the
proposal. Canosia turned their Zoning over to St. Louis
County.
Letter from Arrowhead Regional Development Commission-
They were asking us to vote for St. Louis County Township
Representative, but we did not know any of the people listed
on the ballot, so we didn’t send in a vote.
Notary-Clerk asked the Supervisors if they wanted Sarah Blix,
Deputy Clerk, to take the test to become a Notary. Super-
visor Opack made a motion, second by Supervisor Franckowi-
ak to pay the cost for Sarah to take the test and become a
notary, all in favor.
Resolution #18-18-Chair Nelson made a motion, second by
Supervisor Franckowiak, all in favor to Designate the Town
Hall as the Polling Place for the 2019 Elections.
Town Supervisor position-Filing for Town Supervisor starts on
January 1, 2019 and closes on January 15, 2019. Supervisor
Opack’s position is up for re-election.
Opening on the Planning Commission-There is an opening to
fill Kevin Haberman’s spot. Kevin is retiring after nine years of
service on the Board. Clerk will get the information to Cindy
to post on the website. The clerk will give the Planning Com-
mission any Candidate Profile applications that come in and the
Commission will make a recommendation to the Town Board
to appoint someone for the 3-year term at the Annual Meeting
in March. This is a volunteer position.
Opening for a Zoning Officer-Clerk will get the information on
this paid position to Cindy to post on the website and the
Town Board will review all employment applications and hire
the Zoning Officer. Both openings will be listed in the Gnesen
Newsletter also.

The Gnesen Town Board, residents of Gnesen, Gnesen
Planning Commission and Township employees would
like to thank Toni Blomdahl for her fourteen years
serving as the Deputy Clerk, Gnesen Community Center
Building Manager/rental agent and 1½ years as the
Planning Commission Secretary. Your knowledge of
township business and the zoning ordinance was a
tremendous asset to Gnesen Township and it will be
greatly missed by all of us, especially your mom, Lottie
Haller.
Congratulations on being hired for the full-time position
of Clerk/Treasurer for the City of Rice Lake. Their gain
is our loss.

Dale’s Outdoor Chronicle
Below average temperatures this fall allowed many
ice fishermen an early start to the hard water fishing
season, including me! On my first outing, we iced some
good-sized walleye and nice sauger on Lake of the
Woods.
We usually start filming Butch Furtman’s Sports-
man’s Journal Show with ice fishing in December. John
Cook (Denfeld grad) owner and operator of Twin Rivers
Resort is well known for getting his fish shanties out
early, this year was no exception. John called and said, “I
have my fish houses out on 10-12 inches of good ice in
24ft of water and THE FISH ARE BITING.”
Butch’s guest on this show is well known in the
hockey community, Mr. Mike Sertich. Mike and I have
fished together off and on for a few years now. He is not
only a great coach, he knows how to catch fish. Listening
to his hockey and fish stories are always interesting and
entertaining.
We arrived at Twin Rivers in the early evening.
Our first order of business was to checked with John on
cabin selection and to set up a departure time for the
next morning. After catching up on how his season was
going so far, he said, “You’re in cabin #1. I’ll See you at
the parking area @ 7 AM sharp.”
Due to safety reasons, only smaller 4x4 SUV’s and
ATV’s capable of towing specially designed covered
trailers are allowed on the ice roads during first ice.
These heated transport trailers can carry up to eight men,
all their gear and are designed to float.
The next morning at the landing, we loaded up our
gear then some very anxious fisherman into the transport
trailers. It went extraordinarily well even though the sun
wouldn’t rise for another 45 minutes. Soon we were
traveling north across the ice 2.5 miles to one of Twin
Rivers’ 17 fish houses. I’ve roughed it plenty on many
occasions during my 50 plus years of ice fishing. This
wasn’t going to be one of those times! Our 8 x 10 shanty
was already well lit, holes were drilled, the heat was on
and it was well stocked with enough beautiful shiner min-
nows to last us all day. Let’s catch some fish!
Our Fishing started out a little slow for the first
half hour. From then on fish were showing up on our
Vexilar flashers (fish locators) throughout day. Early ice
fishing can be exceptionally good. Fortunately for us on
this excursion both the walleyes and saugers were active
and feeding. We used a wide variety of lures and tech-
niques during the next two days. During the winter in
Minnesota, we are allowed to use two fishing rods. I like
to have one rod set up with a slip bobber, two split shots,

a single red hook with a nice lively minnow hooked
through the side just under the skin. I use a wide varie-
ty of jigging spoons on my jigging rod. However, they all
have some glow in the dark characteristics. On many
occasions, I’ve had fish come in to check out my jigging
spoon and never touch it, then move over to the bob-
ber rod. “It’s always fun to watch a bobber go down”.
The early season walleye/sauger aggregate limit is 8 (not
more than 4 can be walleye) on LOTW. We caught
enough keepers to have a nice fish fry plus fish fillets to
bring home for our families to enjoy.
I’m truly blessed to be able to go out fishing
as much as I do. Not to mention all the good people I
get to spend time with, doing something I love. Thanks
Butch and Mike! I hope we can get out fishing again
soon. See you on the ice.

Broadband Tool One more reminder for you to to help the state
understand our need for broadband...
There’s a new tool out that is “crowdsourcing” infor-
mation on actual speeds at actual locations in Minnesota.
The MN Office of Broadband Development is offering
https://checkspeedminnesota.com where individuals can
input their provider, cost, and do a speed test...this feeds
into the data that Minnesota is collecting to identify “real
underserved” areas.
We encourage all of our area township citizens to contribute
to this very important database. This will greatly help the
state understand where providers are offering good
speeds and where they are falling short. Visit the site and
run the test from home, work, and/or your mobile
phone. By running this test, your voice will help policy-
makers better understand where to focus their attention
and efforts to support border to border broadband.

Zoning Officer Opening
There currently is an opening for a Zoning Officer. If you
are interested in this position, please contact the Town
Clerk, Lottie Haller, at 721-3158 or write to her at: Town
of Gnesen, 4011 W. Pioneer Rd, Duluth, Mn 55803. You
may also email her at [email protected]. The Clerk will
mail or email you an Employment Application which
needs to be returned to the Town Clerk by February 11,
2019. The Town Board will review the applications at
their February 11, 2019 Town Board Meeting and set a
date to interview interested candidates. Wage is based on
previous experience and is determined by the Town
Board.
Duties of the Zoning Officer include:
• Determine that all zoning permits comply with the
terms of the zoning ordinance.
• Conduct inspections of buildings and use of land to
determine compliance with the terms of the zoning
ordinance.
• Initiate, in the name of the Town of Gnesen, any
appropriate actions or proceedings against a violator
of this ordinance as provided by law.
• Interpret and administrate this ordinance subject to
appeals to the Board of Adjustment.
• Attend Planning Commission meetings which are held
the third Wednesday of every month at 7:30 pm.
• Attend Town Board meetings, when necessary, which
are held the second and fourth Mondays of every
month at 8:00 pm.
• Work with the Planning Commission to amend the
zoning ordinance, when necessary.

VACANCY ON THE GNESEN PLANNING COMMISSION
Due to the retirement of Kevin Haberman in March,
there is a vacancy on the Gnesen Planning Commission
for a Commission Member. If you are interested and
willing to voluntarily serve on this Board, please con-
tact the Town Clerk, Lottie Haller at 721-3158 or write
to her at: Town of Gnesen-4011 West Pioneer Road-
Duluth, MN 55803. You may also email her at
[email protected]. The clerk will mail or email you a
Candidate Profile Form, which needs to be returned to
the Town Clerk by February 20, 2019. The Planning
Commission will review all submitted forms at their
February 20th meeting and make their recommendation
to the Town Board. The Town Board will review the
recommendations at their February 25, 2019 Town
Board Meeting and appoint a new member to fill the
vacancy.
Members of the commission shall reside in and be reg-
istered voters in the Town of Gnesen. Some of the
qualifications are listed below. For more information
on the duties, responsibilities, meetings and reporting,
you can view our Ordinance #10 on our website at
gnesen.org.
• Be able to regularly attend the monthly meetings
held the third Wednesday of each month at
7:30 p.m.
• Occasionally attend county-wide informational
meetings.
• Become familiar with Gnesen Zoning Ordinance
#10.
• Have the ability to think fairly and objectively.
Knowledge of the community and its governmental
process would be helpful, but not a requirement.

Public input wanted as County updates multi-hazard mitigation plan
Tornadoes, flooding, wildfires, blizzards, straight-line winds,
ice storms, and droughts are the kinds of natural disasters
most likely to cause widespread economic loss and personal
hardship in St. Louis County. Taking steps to minimize the
damage from a natural disaster is key to the County's multi-
hazard mitigation plan (MHMP); and as the County works to
update the plan, it wants to hear from the public.
The St. Louis County Sheriff's Office - Emergency Manage-
ment Division is working with the University of Minnesota
Duluth – Geospatial Analysis Center (GAC) to update the
County’s plan. Also working on the update is a planning team
of representatives from County departments, local munici-
palities, school districts, and other key stakeholders such as
utility providers.
The St. Louis County multi-hazard mitigation plan covers
St. Louis County, including the cities of Aurora, Babbitt,
Biwabik, Brookston, Buhl, Chisholm, Cook, Duluth, Ely,
Eveleth, Floodwood, Gilbert, Hermantown, Hibbing, Hoyt
Lakes, Iron Junction, Kinney, Leonidas, McKinley, Meadow-
lands, Mountain Iron, Orr, Proctor, Rice Lake, Tower, Virginia
and Winton. The St. Louis County MHMP also incorporates
the concerns and needs of townships, school districts, and
other stakeholders participating in the plan.
“Hazard mitigation planning is a central part of our emergency
management program," said Dewey Johnson, St. Louis
County Emergency Management Coordinator.
"Understanding the natural hazards that can cause serious
impact to our communities and taking action to reduce or
eliminate the impact of future disasters makes us more
resilient. Hazard mitigation helps us to break the cycle of
damage and repair caused by things like flooding, ice storms,
and severe wind events that can damage property, stress
economies, and threaten life safety in our county.”
Examples of hazard mitigation include improvements to
roads and culverts that experience repetitive flooding;
construction of safe rooms at campgrounds, parks,
mobile home parks or schools to protect lives in the
event of tornadoes or severe wind events; burying power
lines that may fail due to heavy snow, ice or wind storms;
ensuring timely emergency communication to the public
through warning sirens and mass notification systems,
and conducting public awareness and education cam-
paigns to help people to be prepared to take safe action
before, during, or following a hazard event. Some mitiga-
tion activities may be eligible for future FEMA Hazard
Mitigation Assistance grant funding.
As part of the planning process, St. Louis County is
seeking feedback from residents and businesses from
across the County to incorporate into the plan:
• What are the natural hazards you feel pose the
greatest risk to your community?
• Have you experienced a previous disaster event?
• What concerns do you have, and what sorts of
mitigation actions or projects do you feel would help
to reduce the damages of potential future events for
your personal property, your community, or the
County as a whole?
Comments, concerns, or questions regarding natural
disasters and potential mitigation actions to be included
into the plan update process should be submitted to
St. Louis County Emergency Management Coordinator

There will be additional opportunities for public feedback
throughout the update process. A draft of the plan will be
posted on the County website for public review prior to
submission of the plan to the State of Minnesota. Future
news releases will be shared with the media to notify the
public of these opportunities.
The Federal Disaster Mitigation Act of 2000 (DMA 2000)
requires counties to update their plan every five years in
order to maintain eligibility for certain federal disaster
assistance and hazard mitigation funding programs.

Online Burning Permit System The online burning permit system will now allow a Town-
ship Fire Warden to hear the current status and
restrictions for any county that is in the system as an elec-
tronic county. The public can also use this system. Follow
the steps below to get the most up-to-date information
regarding burning restrictions:

It is once again the time of year that we need to remind residents of things that will help us help
you. For instance, if you have a neighbor that is
not able to plow or shovel for themselves, help them out. For those of you who have taken the
time to assist your neighbor, we acknowledge
your act of kindness and truly appreciate your help! If you do NOT have your address visible at
night from the road, find a way to make it
possible for an emergency vehicle to see it so we can locate you or a loved one faster. Call the
St. Louis County Communications Dispatch at
218-729-2920 ext. 2. They can get you a replace-ment Fire (address) number for $35.00 or a free
one for a new address. You will need your parcel
number and contact info. Make sure your fire number is visible so precious time is not wasted
finding your address.
If you do not have a smoke alarm, get one (or
two). Call the fire hall and leave a message 218-
721-3785 and we will get back to you as soon as possible.
Also, it is concerning how many people do not have carbon monoxide detectors. Something to
think about for your family’s safety.
When you see a car with their flashers on, trying
to move along in a hurry, please pay attention
and move over. Whether coming up behind you or towards you, we are on our way to a fire or
medical scene which could be your family mem-
ber or friend, and we need the same consideration as any emergency vehicle. We are volunteers and
have to use our personal vehicles at times, but
still find it essential to proceed as safely and as quickly as possible.
Snow and icy roads are here for a while so be careful out there and slow down.
Crime Update
Reports of break-ins, vandalism, and slashed tires
are occurring in our Township. The St. Louis
County Sheriff’s Department is aware of this issue
and on the alert of these crimes.
If you see anything suspicious anywhere, anytime,
don’t hesitate to call 911 immediately. We need to
keep our township a safe place to live, work and
play.
Again, please call 911 if you see anything
suspicious and out of the norm.

Gnesen Commun i ty
Center Gym where the
court has been taped out on the floor and the
net is up on the stage. The paddles and balls are
in the green bin. The court is open to anyone
who wants to use it. Just call Sarah at 341-7945

is open and the gym is available.
