Global Grants – specifications I
03
•Original idea – simplified conditions•Great Britain x Spain•Czech model
•Very limited simplification•Almost as the main stream of SF (high standard of administration for low amounts of grants – lack of effectivness)
Global Grantsspecifications II
• Advance payments– 80-90%
• Monitoring reports (6 month period)
• Service and consultations (NROS ►final beneficiaries)– Closer to NGOs– better knowledge of their needs– communication
04
NGOsfirst experience
• Benchmark or danger ?
• Monitoring
• Specialized staff for management
• High standard of accountancy
• Good training for main stream of Structural Funds
05
NROS
• Intermediary body, simplified grant scheme
• The only private body in the whole structure
• Rules and regulations for public administration / lack of general character – ex. how to transfer money to NROS
• Comparison – Phare Funds and Transition Facility x
Global Grants
06
Actual Situation I
• 2 calls for proposals (information campaign, consultations)– 1st call – 113 projects awarded (60% of allocation )
– 2nd call – 104 projects awarded (40% of allocation)
• 3 rd call ? (technical assistance x or GG measure)?
(till now 100% allocation for both Global Grants awarded –
exceptional for ESF in the Czech Republic)
07
Actual Situation II08
• Monitoring reports (difficult completion – long process, low effectiveness)
• Changes in projects (monitoring indicators…)
• Trainings and consultation (general, monitoring)
• On the spot check (different system – high effectiveness)
